  • Simulation using the virtual reality has been applied in various fields such as exercise, education, disaster simulation training, but there is a little research on disease caused by virus transmission. In this study, we conducted simulation studies and analysis of avian influenza disaster response training. The annual avian influenza virus is recurring every year in Korea, but there are still few solutions and preventive measures for the preventing the avian influenza. The avian influenza can cause a great deal of societal harm and enormous economic damage. Prophylaxis is important because livestock epidemics, such as avian influenza and foot-and-mouth disease, have a large impact on farm households. Therefore, we proposed and analyzed contents that can be avoided through simulation of avian influenza disaster response presented in this study.

  • Korea's port infrastructure is rapidly aging, with old port facilities with more than 30 years of public life expected to surge from about 23% in 2019 to 47% in 2029. Traditional, aging ports lose competitiveness in logistics processing, reducing development around the port and increasing human casualties due to the human resource-based maintenance of the facilities. Therefore, it is necessary to solve this problem by establishing systematic management technology based on a digital twin. This research aimed to present the specific implementation steps of a digital twin reflecting smart port technology through cases of port infrastructure disasters, aging status, and smart ports. The study analyzed the port infrastructure linkage system and created and mapped scenarios essential for digital twin implementation. Three-dimensional (3D) modeling and simulation data for disaster and aging management among existing port infrastructure systems were collected. A digital twin port was implemented with 3D modeling. It implements a port digital twin simulation that links data such as sensing data and image data acquired from the port infrastructure in real time. Implementing a digital twin port for port infrastructure disasters and aging management can secure predictive port infrastructure management and disaster safety

  • Safety accidents are frequently occurring in day care centers in recent years. The number of types of safety accidents is bumping into, falling, burning, school bus accident, insertion... etc., and the number of children who have died due to such accidents is increasing steadily every year. Therefore, it is urgent to prevent accidents at day care centers. IoT (Internet of Things) is managed by connecting various sensors and related products from the living space to the Internet in order to prevent them from being dangerous. In particular, IoT products can be automatically controlled by smart phones and sensors anytime and anywhere, thus saving energy, time, convenience and prompt accuracy. This paper proposes a research model to prevent and respond to disasters by using SK LoRa communication network and Arduino, which are Internet access networks for building disaster management in schools, kindergartens and day care centers. And various sensors needed for building disaster management express various safety states in the building and suggests a system that can control the residential environment by transmitting and receiving data to smart phone.

  • The purpose of this study was to investigate narrative structure and meaning structure of pictures In TV reporting. TV reporting consists of linguistic representation and pictural representation with which implicate specific meanings. In the past, the latter has been considered as a kind of added material to the former. But, todays, the latter has been considered more important than the latter in implicating specific meanings. Therefore, the author analysed pictures of TV reporting. Specifically, he selected KBS TV news coverage on '9 11 Disaster of U.S.' with various semiological research methods. Through this study, firstly, It was found that the pictural representation was organized with specific narrative structure applied for linguistic representation. Secondly, its meaning was more important than one of linguistic representation. Thirdly, its styles and structures tended to confine range, abstract and limitation of meanings presented by linguistic representation. Fourthly, images of the pictural representation could be interpreted with narrative structures of linguistic representation.

  • Public Safty-LTE(Long Term Evolution) is being deployed in the direction of reducing cost by using both of municipal network and commercial network. However, LTE Network is difficult to ensure the survivability during the information communication infrastructure failures. In addition, it is vulnerable in communication coverage of inside buildings and underground. In this study, we propose to implement effectively the network survivability technique through the convergence to the proven technology. As the advent of the IoT Age, smart sensors which are embedded in the environment and the things will be able to provide a useful infrastructure for ensuring the network survivability. Based on the feature of the smart sensor, we designed the sink node architecture to guarantee the network survivability in disaster situation through the convergence of the small cell technology and extension of wireless network coverage technology. The computing power inherent in the environment is a valuable resource that can be utilized in the disaster situation.

  • Disaster accidents at industrial sites have been increasing every year. In shipyards there are countless enclosed spaces causing issues like harmful-toxic gases stuck in those sealed areas. And due to such special and complicated structures of the working places with many layers of walls separating each other, there exist more issues of communication with workers trapped inside when accidents happen. Under this circumstance there must be a huge difficulty to evacuate or rescue the workers in case of any disaster. Therefore, in this paper, We would like to introduce the "integrated safety system" to more effectively deal with the problems and prevent such disasters in tough working environments. The suggested integrated safety system can prevent accidents in advance because it can control the data on the location of the workers in real time and the numerical values such as gas, oxygen, and carbon dioxide generated in the workplace in real time.

  • Purpose: This study aims at developing and implementing Smart Safety Management System based on IoT/ICT Convergence for safety of high-risk groups working at disaster or industrial field. Its functions are as follows. Method: We will develop three devices for keeping the safety of high-risk jobs: Sensor of inactivity, Lora based Refitting technology for communication between high-risk workers, and Lora Gateway for monitoring entire situations. Then we will test three devices in respect of their functions, and propose their applicabilities in the field. Results: The system can send and receive safety tags and danger signals by which sensor technology can detect dangerous state of workers. And its command terminal was developed by low-power wireless communication technology and LoRa Gateway, which can fulfill the lifting functions between safety tags. And, furthermore, the command terminal can monitor dangerous situations of disaster sites in real time and can perform the preemptive rescues. Conclusion: This study proves the functional efficacy of Smart Safety Management System for worker safety in various high-risk occupational groups, and also suggests ways to secure worker safety in disaster area and various high risk industrial sites.

A Study On Developing Korean Standardized Integrated Response System For Disaster Site (한국형 재난현장 통합대응 표준체계 개발연구)

  • Every year, the complexity and scale of disasters are growing. Cooperation between institutions must occur in order to adequately respond to urgent situations caused by these disasters. However, agencies and institutions tend to operate separately, which impose limitations to an integrated disaster response. To combat this problem, the subject of this study: 'Korean standardized integrated response system For disaster site' proposes to develop a response system that is applicable to disasters of all types and scales. Standard Formation, SOP (Standard Operation Procedure), and Standard Terms have been developed to be applicable to various institutions and agencies. The necessity for legal and institutional support to actualize the standardized system is focused on. Utilizing a standardized integrated response system will enable a unified command and control structure at disaster sites, clarify each institution's response tasks, and allow clear and efficient communication among response entities. Ultimately, these benefits will improve efficiency and performance in disaster response efforts.

A Technical Approach to Post-Traumatic Stress Disorder of the Sewol Ferry Victims' Parents (세월호 참사 희생자 부모들의 심리적 외상에 관한 기술적 접근)

  • It has been 1 year since Sewol Ferry disaster occurred in the Gwanmaedo sea of Jindo, Jeollanamdo, on Apr. 16, 2014. The Sewol Ferry Disaster which took 304 lives and had some victims still missed has become the largest tragic accident in Korea since 2010. Although one year has passed since the disaster, there is no psychological communication research on the trauma of the victims' families. This study first investigated the actual state of the Sewol Ferry victims' parents suffering from post-traumatic stress disorder (PTSD) after their losses of children by the disaster. This study revealed that the victims' families suffer from physical and psychological the PTSD but neglect treatment. The PTSD still influences their daily life. It was observed that the victims' families have a lot of difficulties with interpersonal relationship, relationship with co-workers, residence, values, and other kinds of daily life. Given that the victims' families have a great deal of PTSD after the disaster, the academic circle needs to make discussions of the issue actively in order to heal the pains of the Sewol Ferry victims' families who are unattended in our society.

  • In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.
