Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.

Paradoxically, in the age of video like Youtube, audio books are rapidly growing. Audio books are the result of complex influences such as digital detox trends that try to distance themselves from digital devices in the age of smart devices. The biggest advantage of audio books is that they can read books with "mutitasking" while working or driving, unlike video or text. The audio book market has already become the fastest growing industry in the publishing sector in recent years abroad. Various platforms specializing in audio books are also appearing in South Korea and China. We hope that applying these audio books to Chinese literature education will have many effects. In particular, the addition of Chinese sounds to the Chinese-Korean translation text can dramatically enhance students' accessibility. Also, if the Chinese phonetic synthesis technology is applied to web pages and the text and sound of Chinese literature works are served at the same time, the effect will be maximized. In particular, intelligent voice synthesis during the Fourth Industrial Revolution will be an alternative to overcoming the limitations of mechanical speech synthesis by developing a voice engine using the natural sound of the reader.

최근 오디오 기반의 그룹 대화 통신 기술이 급격히 발전하고 있는데 이는 원거리 간의 회의 또는 긴급 구조망, 음성 인식을 활용한 기술 분야에서 필요로 하기 때문이다. 과거 오디오 그룹 간의 실시간 서비스는 영상 통신보다 타이밍에 있어서 사용자에게 딜레이 되는 값을 전송하는 즉 버퍼 컨트롤이 문제가 되어 잘 사용되지 않았었다. 하지만 최근 다중경로 라우팅, QoS 전송량 감소 기술들이 소개되면서 N:N의 대화가 가능하게 되었다. 본 연구에서는 UDP Socket 방식을 활용하여 N:N 실시간 음성 서비스를 개발한다. 이는 무선단말기를 활용하여 3~4인이 그룹핑 되어 노래 경쟁을 할 수 있는 앱에 적용하여 개발하였다. 운전자가 혼자 운전할 때, 다른 지역에서 운전하는 사람들과 음성인식 인터페이스를 활용하여 즉각적인 그룹을 만들고, 자신과 다른 사람들이 노래를 부르고, 듣고 평가하는 과정에서 재미를 느끼게 함으로써 졸음을 방지할 수 있도록 개발하였다.

In this papre, we describe a recently implemented echo canceller for digital cellular communication of Code Division Multiple Access(CDMA) that features time sharing of digital signal processor(DSP) over four channels in one DSP to reduce per channel costs. In the Public Land Mobile Network(PLMN), it is important to cancel the echo reflected from the Public Switched Telephone Network(PSTN) side. In case of digital mobile system, the round-trip delay of the echo is in excess of about 180 milliseconds due to frame-by-frame voice coding. It is necessary to cancel the echo in PLMN. We have developed a multi-channel echo canceller tht operates with Time Switch Module in a Mobile Switching Center(MSC). The general echo canceller needs PCM trunk interface circuits and the tone detection and disabling circuits, but the multi-channel echo canceller linked with Time Switch Module does not need them. Therefore we could develop the effective and economical echo canceller.

고령화 되어 가는 현대 사회에서 노인들이 일반 성인과 동등한 수준에서 정보를 접근 가능하도록 스마트기기의 손쉬운 인터페이스 방법이 요구된다. 음성 인터페이스는 노인들의 스마트기기 활용도를 높여 줄 수 있지만, 성능이 평균적 성인연령 대의 발성행태에 최적화되어 있어, 노인들이 사용할 경우 음성인식률 저하를 초래한다. 그래서 노인 친화형 음성 인터페이스를 개발하기 위한 일환으로 노인음성에 대한 인식률을 향상시켜 줄 수 있는 전처리 알고리즘을 개발하고자 한다. 이를 위해 노인층과 청년층을 대상으로 음성샘플을 수집하여 분석하였고, 그 결과 노인이 청년에 비해 발성속도가 느리며 이는 스마트기기의 음성인식 기능저하로 이어진다는 것을 확인할 수 있었다.

Menopausal women have to care for their health. Menopause is a symptom that needs to be managed in the long term, which requires safe and economical treatment even after long term use. This study proposes digital-based exercise therapy. This study also suggests resistance exercise and walking exercise methods according to the proof of previous studies. It provides motivational contents for those who cannot perform regularly. As motivational methods, self-efficacy and narrative-based history methods are accepted. Self-efficacy is improved through voice agents feedback during exercise. Feedback is a type of messages such as encouragement and motivation. The narrative-based history consists of characters of visualization that improves through values, which leveraged by the exercise.

The human voice is the most natural means of communication. The need for speech recognition technology is increasing gradually to increase the ease of human and machine interface. The function of the avionics equipment is getting various and complicated in consequence of the growth of digital technology development, so that the load of pilots in the fighter aircraft must become increased since they don't concentrate only the attack function, but also operate the complicated avionics equipments. Accordingly, if speech recognition technology is applied to the aircraft cockpit as regards the operating the avionics equipments, pilots can spend their time and effort on the mission of fighter aircraft. In this paper, the cockpit voice command system applicable to the fighter aircraft has been developed and the function and the performance of the system verified.

In this paper planed Real-time Shopping System using Multipurpose Visual Language System(MVLS) with voice recognition remote controller. This system has a merit that using existing on-line & off-line shopping system with addition MVLS data. This can realization little modification existing shopping system. Also, customer's a point of view that has a merit to using easy device for shopping. That is no more using difficult device like that keyboard or mouse, and approach to easy device that voice recognition remote controller or smart phone. Especially, aspect of the old and the infirm and disabled persons that information minority group, can easy buy the product using this system. And, the sellers can more easily collection customer's data and using that future sales strategy.

We have designed and implemented a Voice Messenger System(VMS) for sending and receiving voice data in order to measure and analyze the performance of a multimedia data transfer system using PDAs(Personal Digital Assistants) in a fast wireless LAN environment. The VMS has been configured as an infrastructure network by integrating a wireless intra-network based on IEEE 802,11 b standard with a wired network based on Ethernet. A sending time, a receiving time and a round-trip time(RTT) have been measured by varying its pecket size from 256 to 6656 bytes, Besides, we have performed the experiments to see which NIC is more stable between CF and PCMCIA type in such a wireless LAN environment, The results of such experiments show that the NIC with PCMClA type is better than that with CF type from the points of both efficiency and stability. The performance of a notebook computer with the attachment of a wireless NIC that is used as a VMS client is almost constant by varying its packet size when transferring voice data. However, with PDA client, in the case of receiving packets from the VMS server, the performance is the best when the pecket size is 6656 bytes, In addition, in the case of sending packets from PDA client to the VMS server, the performance is the best when the packet size is 4096 bytes. Even with the same pecket size, the time of receiving packets from the VMS server to PDA is longer than the time of sending packets from PDA to the VMS Server, Thus, we conclude that when PDA is used as a client by applying different pecket size when sending and receiving packets should be achieved a better performance over a wireless LAN environment.

Organizational performance is directly associated with leaders' behavior and the importance of various leadership types are continuously emphasized. Various of leadership types are possessed of different roles and influences. Nowadays, Chinese organizations continue to reinforce social responsibility and demand ethical elements for continuous development of organization and performance improvement. It shows that the importance of ethical leadership is emphasized among Chinese organizations. Based on this phenomenon, this research focused on identifying the role of ethical leadership and verifying the level of performance. According to the current situation that requires innovation in relation to performance, we focused on the employees' innovative behavior. Furthermore, we also verified serial multiple mediating effects of trust in leader and voice behavior on the relationship between ethical leadership and innovative behavior. This research focused on 336 employees in Chinese small and medium-sized enterprises to conducted a survey and the data were used in empirical analysis. The results showed ethical leadership had a positive influence on innovative behavior. In additon, the serial multiple mediating effects of trust in leader and voice behavior were verified. Overall, this research focused on exploring performance that can be achieved through ethical leadership and finding the ways to improve performance. Finally, the future research related to ethical leadership and performance was presented.
