The primary function of an electronic records management system (ERMS) is to support organisations in providing effective records management services by enabling efficient remote access to the organisations' records. This helps the organisation to continue running during emergency events, such as the COVID-19 pandemic. The need to study ERMS for accessing records remotely has increased dramatically, due to the increase in daily use. The situation arising from the COVID-19 pandemic has increased the need for implementing proper digital systems, such as ERMS, to enable efficient work processes and enhance business continuity. An ERMS has the potential to allow organisations to create records and workflows off-site. During a pandemic, the ability to structure processes digitally helps in maintaining operations remotely. This study aims to provide a narrative review of the ERMS literature with an emphasis on explaining the primary components of ERMS that act as enablers for the implementation of the system in the oil and gas sector of developing countries. The current study proposes ERMS roles and responsibilities that could enhance business continuity. The authors use a qualitative narrative review and analyse the literature related to this study and its findings. The results show that, in cases of risk or crises, staff members need to have easy access to their records and documents to remain productive. An ERMS allows professionals to remain active and work off-site. Thus, ERMS play a significant role in protecting an organisation's content through the monitoring and control over who has authorisation to access its records.
국내 의료기사 등에 관한 법률에서 의료기사는 의사 또는 치과의사의 지도 아래 업무를 행하는 것으로 되어있다. 하지만 실제 업무행태 및 국내외적 경향, 그리고 의료기사의 교육 수준을 고려한다면 전문성을 인정해주어야 한다. 이러한 전문적이고 독립적인 운영시스템은 의료기사의 자율성을 보장해주어야 하며, 법률적으로도 변화가 필요하다고 할 수 있다. 즉, 우수한 교육과정과 많은 나라에서 "요청", "협조" 등의 개념을 적용하는 시대적 요구에 따라 "지도" 보다는 "의뢰 및 처방"으로 변경이 필요하다. 이러한 변화는 시대적 요구라 할 수 있고 의료서비스의 향상, 그리고 사회적 기여를 위한 변화라고 할 수 있다.
데이터 3법 개정에 따라 새롭게 금융분야 마이데이터 산업이 도입되었다. 마이데이터 서비스는 맞춤형 금융상품 비교/추천, 맞춤형 소비 조언 등 개인 맞춤형 서비스를 제공한다. 2022년부터 마이데이터 서비스가 시작되었지만 현재 서비스 이용은 크게 활성화되지 못하고 있다. 본 연구는 개인 맞춤형 금융상품 비교/추천 등 금융 소비자 관점에서 마이데이터 서비스 이용에 미치는 요인에 대해 가치기반수용모델을 통해 연구하고자 했다. 이익(Benefit)과 희생(Sacrifice) 변수를 이용하여 금융 소비자들이 갖는 마이데이터 서비스에 대한 지각된 가치와 이용 의도와 관련된 요인을 검증하였다. 조절변수로는 개인 혁신성을 이용하였다. 연구 결과, 맞춤형 상품 비교/추천 서비스는 금융 소비자의 마이데이터 서비스 이용 의도에 중요한 영향을 준다는 것을 알 수 있었고, 개인 혁신성이 조절변수로서 영향을 준다는 것을 알 수 있었다. 마이데이터 서비스 시행 후, 1년이 경과하지 않은 시점에서 소비자의 인지된 가치를 연구하였기에 시기적으로 선행 연구로서 의의가 있다고 할 수 있다. 또한 실무적으로는 마이데이터 서비스의 방향성과 마케팅 소구점을 확인할 수 있었다.
지역사회 내의 노인의 독립적 생활을 지원하기 위하여, 미국과 영국은 오래 전부터 비공식 돌봄자에 대한 지원을 정책적으로 마련하였다. 본 연구는 최근 미국의 가족 돌봄자 지원법(The Recognize, Assist, Include Support and Engage, RAISE)과 영국의 돌봄자법 2014(Carer Act 2014)를 바탕으로 새로운 정책적 전략과 이에 관련한 문서를 분석하여 비공식 돌봄자를 위한 정책을 검토하여 국내 시사점을 찾고자 하였다. 미국의 경우는 가족 비공식 돌봄자의 역할을 확대하여 신약개발 및 치료방법 개발에 일정 부분 개입을 시켜 환자와 돌봄자 중심의 가정의로 환경 모델을 기획하고 있다. 무엇보다, 영국은 노동시장에서의 돌봄자 지원정책을 심화하였다. 근무하는 비공식 돌봄자를 다각적 방법으로 지원하는 것이 노동시장에서 경제적으로 효율적이라는 실증적 연구와 연계하여 근거 중심의 지원 정책을 시도하고 있었다. 재정적 지원, 직접 서비스 제공, 유연 근무, 권익 보장이라는 네 범주 안에서 지원되는 미국과 영국의 비공식 돌봄의 지원정책은 돌봄의 가치 인정과 돌봄자의 건강권과 인권에 대한 보장이라는 근본적인 합의를 토대로 이루어졌다. 현재 국내에서 장기요양정책과 노인복지 정책에서 제공되고 있는 비공식 돌봄자에 정책적인 지원들이 근거를 중심으로 지원된다면, 지역사회 내의 통합적인 돌봄 체계의 실질적인 효과가 있으리라 본다.
4차 산업혁명은 인공지능, 빅데이터 등과 같은 데이터 기반의 디지털 기술로 촉발되었으며, 데이터의 활용 범위를 보호 대상으로만 생각했던 개인정보의 영역까지도 확장하려는 움직임이 빠르게 진행되고 있다. 데이터 3법의 개정을 통해 본인 동의하에 개인정보가 자유롭게 이동하고 활용될 수 있는 법·제도는 마련되었으나, 개인정보의 수집부터 관리와 활용까지 전 과정을 아우를 수 있는 플랫폼의 지원도 필요할 것이다. 본 논문에서는 개인정보를 활용한 마이데이터 생태계 구축에 적용할 수 있는 플래폼 모델을 제안하고자 한다. 마이데이터 플랫폼 구축을 위해 필수적으로 갖추어야 할 6가지의 기능적 요건들과 그 기능들을 구현하기 위한 절차와 방법 등에 대하여 설명한다. 6가지 필수 기능으로 개인정보 위임열람·수집·활용·제공 동의 절차와 마이데이터 선별공유, 다운로드, 데이터 영수증 기능을 포함하며, 데이터 수집·저장·연계·융합을 위한 절차와 표준화에 대하여 설명한다. 그리고 통제적인 개인정보 접근을 위한 이용자 인증체계와 데이터 활용을 위한 API 게이트웨이, 마이데이터 플랫폼 서비스를 위한 필수 기능들에 대하여 살펴 본다. 마지막으로 본 논문에서 제안한 모델을 대전시 마이데이터 플랫폼 구축에 적용한 사례와 플랫폼 내에서 운영되는 응용서비스로서 대전시 교통약자의 이동을 지원하는 사례를 살펴본다.
책은 만인에게 시공간적 장벽을 허무는 통로일 뿐만 아니라 세계를 향하는 여권이다. 그러나 독서장애인에게는 책이 통로도 여권도 아니다. 그들은 접근 가능한 포맷의 대체자료 비율이 1-7%에 불과할 정도로 심각한 도서 기근에 시달리고 있다. 이러한 접근격차 및 불평등을 완화하기 위해 WBU와 WIPO가 추진한 국제협약이 마라케시 조약이다. 본 연구는 시각장애인 등 독서장애인의 글로벌 도서 기근과 마라케시 조약을 집중 분석·연계하여 국내 도서관의 장애인서비스를 강화하기 위한 전략적 과제와 이행방안을 제시하였다. 정부와 도서관은 출판계의 인식개선 및 표준화 유도, 저작권법 등 관계 법령의 개정·보완 요구, 국립장애인도서관의 디지털파일 수집 및 서비스 강화, 마라케시 조약을 이행하기 위한 도서관지침의 개발·적용에 모든 역량을 집중해야 한다. 음식이 장애인의 육신을 지탱한다면 독서는 그들의 정신을 배양하기 때문이다. 독서장애인의 도서 기근을 해소하기 위해서는 출판계의 카르텔, 저작권자의 바리케이드, 도서관계의 취약한 플랫폼을 개선해야 한다. 모든 저작권자, 출판계, 도서관은 비장애인과 장애인 간의 접근격차 95% 갭을 줄이는데 동참해야 한다. 그것이 도서 기근에 대한 진언이다.
최근 인터넷이 주 정보원으로 작용하고 인터넷의 보급이 확산되는 정보화시대에 인터넷 망이 닿지 않는 지역의 Last Mile Solution에 적합한 대안으로서 전력선 통신에 관한 연구가 진행되고 있다. 하지만, 전력선 통신은 전력을 전송하도록 설계되었기 때문에 높은 고주파 신호를 보내게 되면 부근의 무선통신 서비스에 영향을 주게 된다. 이러한 간섭을 제거하기 위해서 일반적인 방법으로는 Notch filter를 주로 사용한다. 본 논문에서는 WDF 방식을 적용한 동적 고성능 Notch filter를 MATLAB을 통해 성능을 확인하였고 TI사의 TMS320C6416T DSP 보드를 이용하여 구현하였다.
European Commission drafted and proposed the Common European Sales Law(CESL) to the European Parliament for the realization of a uniform set of international private law rules within the EU internal market. Since its purpose is for free international commercial activities for the sale of goods, for the supply of digital content and for related services, it was proposed to enable EU Member States to adopt or supplement as their substantive law according to their options. This study is relate to the legal bases on termination of a contract under CESL, they are composed of three parts: damages and interest, restitution and prescription. Damages and interest are divided into damages, general provisions on interest on late payments, and late payment by traders. Damages are explained by dividing into right to damages, general measure of damages, foreseeability of loss, loss attributable to creditor, reduction of loss, substitute transaction, and current price. Restitution is described by dividing into restitution on revocation, payment for monetary value, payment for use and interest on money received, compensation for expenditure and equitable modification. Prescription is explained by dividing into general provisions, periods of prescription and their commencement and extension of periods of prescription. General provisions explain right subject to prescription into a right to enforce performance of an obligation and any right ancillary to such a right. Regarding period of prescription, the short one is two years and the long one is ten years. However, in the case of a right to damages for personal injuries, period of prescription for such right is thirty years. Regarding commencement, the short one begins to run from the time when the creditor has become, or could be expected to have become, aware of the facts as a result of which the right can be exercised, while the long one begins to run from the time when the debtor has to perform. However, in the case of a right to damages, the CESL clarifies that it begins to run from the time of the act which gives rise the right.
한의학의 진단 이론 중에는 얼굴의 형태 및 색상을 보고 인체 장기의 상태를 판단하는 방법이 있다. 즉, 얼굴을 통해 인체 장기의 이상 유무를 판단함으로써 건강 상태를 진단하는 행위로 이를 활용한 의료 서비스가 발전, 적용되고 있다. 따라서 본 논문에서는 한의학적 진단 이론을 지반으로 간 기능 상태와 관련된 얼굴 영역의 왼뺨, 흰 눈동자를 분류하고 알코올이 누적됨에 따라 변화되는 색상 분석을 수행하였다. 이를 위해 얼굴 영상에서 왼뺨, 흰 눈동자 영역을 추출하고 Lab 디지털 색체계를 적용하여 알코올 누적 단계에 따라 왼뺨 및 흰 눈동자 영역의 색상이 변화되는 패턴을 분석하고 이를 기반으로 간 기능과의 상관성을 의학적으로 분석하는 연구를 수행하였다.
Cities will soon host two third of the population worldwide, and already today 80% of the world energy is used in the 20 largest cities. Urban areas create 80% of the greenhouse gas emission, so we should take care that urban areas are smart and sustainable as implementations have especially here the greatest impact. Smart Cities (SC) or Smart Sustainable Cities (SSC) are the actual concepts that describe methodologies how cities can handle the high density of citizens, efficiency of energy use, better quality of life indicators, high attractiveness for foreign investments, high attractiveness for people from abroad and many other critical improvements in a shifting environment. But if we talk about Entrepreneurship Ecosystem and Innovation, we do not see a lot of literature covering this topic within those SC/SSC concepts. It seems that 'Smart' implies that all is embedded, or isn't it properly covered as brick stone of SC/SSC concepts, as they are handled in another 'responsibility silo', meaning that the policy implementation of a Science and Technology Park (STP) is handled in another governing body than SC/SSC developments. If this is true, we will obviously miss a lot of synergy effects and economies of scale effects. Effects that we could have in case we stop the siloed approaches of STPs by following a more holistic concept of a Smart Sustainable City, covering also a continuous flow of innovation into the city, without necessarily always depend on large corporate SSC solutions. We try to argue that every SSC should integrate SP/STP concepts or better their features and services into their methodology. The very limited interconnectivity between these concepts within the governance models limits opportunities and performance in both systems. Redesigning the architecture of the governance models and accepting that we have to design a system-of-systems would support the possible technology flow for smart city technologies, it could support testbed functionalities and the public-private partnership approach with embedded business models. The challenge is of course in complex governance and integration, as we often face siloed approaches. But real SSC are smart as they are connecting all those unconnected siloes of stakeholders and technologies that are not yet interoperable. We should not necessarily follow anymore old greenfield approaches neither in SSCs nor in SP and STP concepts from the '80s that don't fit anymore, being replaced by holistic sustainability concepts that we have to implement in any new or revised SSC concepts. There are new demands for each SP/STP being in or close to an SC/SCC as they have a continuous demand for feeding the technology base and the application layer and should also act as testbeds. In our understanding, a big part of STP inputs and outputs are still needed, but in a revised and extended format. We know that most of the SC/STP studies claim the impact is still far from understood and often debated, therefore we must transform the concepts where SC/STPs are not own 'cities', but where they act as technology source and testbed for industry and new SSC business models, being part of the SC/STP concept and governance from the beginning.
