A collection development policy is the library's master plan that provides library's long/short-term plans. It also informs the community of the library's commitment in collection development. However, in Korea, libraries which maintain such a policy are not yet to be easily found. Furthermore, due to increasing importance of electronic resources, libraries are gradually required to have electronic resource management policy that reflects a change in the information environment. The purpose of this study is to suggest a model electronic resource management policy in academic libraries. It derived and verified more than thirty preliminary elements from literature and case studies. The elements were modified and supplemented, and as a result, the selection criteria gained the highest marks. The findings can be applied for selecting the elements of digital collection development policy in the university library and reorganizing them so as to meet its peculiarities. This study, finally, presents a model that includes a guideline for the university library which will establish digital collection development policy.

The organizations and companies establish personal information protection policy under the law and guidelines. They carry out access control without consideration for distinctiveness of the information although the damage degree varies when the information is leaked. Considering the distinctiveness, a policy needs to be made for individuals to protect his personal information. However, he is not able to write the policy because of lack of understanding the system. To write his own policy efficiently, the system that authorizes ones according to service list provided by organizations is necessary. This paper suggests the model and method that write personal policy for his information protection based on the service list provided by organizations. Through this model, fine-grained authorization and policy change are easily made and ultimately the access control customized according to one's own information is possible.

Although organizations are providing information security policy, education and support to guide their employees in security policy compliance, accidents by non-compliance is still a never ending problem to organizations. This study investigates the factors that influence employees' information security policy compliance behavior using elements of Triandis model. We analyzed the relationships among Triandis model's factors using PLS(Partial Least Squares). The result of the hypothesis tests shows that organization can induce individual's information security policy compliance intention and behavior by information security policy and facilitating conditions that support it, and proves the importance of members' expected value, habit and affect about information security compliance. This study is significant in a way that it applies Triandis model in the field of information security, and presents direction for members' information security behavior, and will be able to provide measures to establish organization's information security policy and increase members' compliance behavior.

The purpose of this study is to investigate the role of Gyeonggi provincial governments in smart city policy. In order to satisfy the purpose of the study, we closely identified how may local governments(si. gun) have been taking participated in smart city project of the central government, and its characteristics. Then we know the detailed strategies that Gyeonggi provincial governments should do. Gyeonggi-do provincial governments enacted smart city-related ordinances in 2020 and participated in the Smart City Local Council. In the future, Gyeonggi privincial government will propose amendments to the law, review participation in the central government smart city policy project, the "integrated platform construction project of the metropolitan government model", and propel Gyeonggi-do's own smart city policy based on the blind spots of the policy.

A new scheme needed to improve digital information accessibility with overall environment for handicapped persons is introduced in this paper. The improvement effects of digital information accessibility for handicapped persons are expected only when all the necessary hardwares and softwares need to input, process, output of information with social elements are provided all together. There are many previous papers regarded on web accessibility or IT technologies for handicapped persons separately. However, these subjects and computer accessibility are described here as a combined subject, and a new integrated improvement scheme including social factors and technical factors is suggested in this paper.

Recently, photogrammetry, TLS(Terrestrial Laser Scanner), MMS(Mobile Mapping System)-based techniques have been applied to estimate earthwork volume for construction management. The primary objective of this study is to analyze the accuracy of earthwork volume estimating between photogrammetry and TLS, MMS that improves the traditional surveying method in convenience, estimating accuracy. For this, the following research works are conducted sequentially; 1) literature review, 2) core algorithm analysis, 3) surveying data acquisition using photogrammetry, TLS, MMS, 4) estimated earthwork volume comparison according to surveying method. As a result of the experiment, it was analyzed that there were earthwork volume errors of 1,207.5m³ (14.03%) of UAV-based digital map, 391.5m³(4.55%) of UAV, TLS integrated digital map, and 294.9m³(3.43%) of UAV, MMS integrated digital map. It is expected that the result of this study will be enormous due to the availability of the analyzed data.

Recently, LVDC(Low Voltage Direct Current) has been came into the newly spotlight with HVDC(High Voltage Direct Current) and as increasing digital load, DC power supply and high quality of demand is also getting extended. In accordance with the report of EPRI(Electric Power Research Institute), they expect digital load will grow to 50% of whole load in 2020. Subsequently, the use of DC equipment will grow dramatically. Therefore, the careful adoption of LVDC standardization policy is urgently required for the safety of people, prevention of confusion and occupancy of the market.

As the risk of technical leakage is increasing, technology protection support systems for small and medium-sized businesses have gained attention. This paper analyzed the perception gap of the user and policy-maker regarding technology protection support systems. First, to identify key elements of technology protection support systems and construct measurement factors, interviews with experts are conducted. Then, surveys are conducted to analyze the perception differences between the users and policy-makers. Factor analysis and ANOVA have been utilized to analyze survey results. The result shows that the perception gaps exist in the following areas: management system, cost reduction, copyright protection, customer satisfaction, leakage prevention, and awareness. To enhance the effectiveness of technology protection support systems, this paper suggests technology protection support systems should be customized in terms of the company's size and type of busines.

The power of the internet community as a social network exerts great influence on all areas of our society not only on knowledge creation and knowledge sharing but also on politics, economy, and culture. This study aims to investigate how the diffusion process of information evolves on the internet in the new environment. The focus of the study is particularly on aspects of using information and the process of information production and the types and methods of online communities. It is the goal of the study to clarify aspects of the online community as an important mediator among universal means of communication in our society. Ways of social communication are changing rapidly and thus the reasoning for this change is very important policy issues to form a social consensus.
