Public Building Value Evaluation Using Contingent Valuation Method Based on Market Value Estimation

  • Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP).   • Several factors of concrete durability decline factor are acted as complex deterioration and is happened not that happen by simplicity deterioration. Specially, in case of sea construction, as complex salt damage, carbonation and freezing & thawing, concrete surface and pore structure is deteriorated. Therefore, analyzing concrete carbonation and pore structure after freezing and thawing test by fresh water and sea water in this research, we wish to study about acceleration of decline of durability and complex deterioration by concrete surface deterioration in sea environment.

  • Because of the gravitation of population toward large cities, a number of masonry buildings have been constructed since 1960. They have been rapidly deteriorated as time passed by. Therefore the purpose of this paper is to present basic data on timeworn masonry buildings which have been managed by metropolitan government and to analyse their deterioration factors. And then, the results of this paper can be used to establish the policy of managing timeworn masonry buildings. According to this study, the crack of masonry wall is the most effective deterioration factor and timeworn masonry buildings have a problem with foundation. The structure grade have an interrelation with occupancy type more than building age. Also, the longer building age becomes, the sooner deterioration speeds. A timeworn masonry building is in urgent need of reinforcement on a thirty-year period of building age.

  • The purpose of this study is to estimate deterioration assessment for weighting factors in pipe network for which each local selfgovernment takes rehabilitation and replacement work at present time. Deterioic hierarchy process(AHP), calculates the weighting factors. The appropriate marks matrix of sixteen deterioration factors are made for the precise decision standard of pipe condition through the result of this analysis. The marks matrix of sixteen deterioration factors can solve the complicated decision making problems of pipe rehabilitation workration factors in the pipe network might be influenced by local factors, such as province, location, or land use, in water supply systems. In this study, the sixteen deterioration factors are determined suitable for domestic situation based on the pipe deterioration factor data inside and outside of the country. Also, we select persons in charge of calculating the detail weighting factors and do survey about important level of each deterioration factors. Delphi method, a question survey method applying the analyts.

  • Education facilities have much affect to make a good condition for the learning environment. Therefore, various approaches have been conducted to improve the physical, social and educational achievement. Especially, the physical aspect is very important to get rid of the building defect and improve the student their learning environment. For these, it needs to explain the performance and function of components and materials, which is linked with the deterioration degree. The deterioration degree is a imperative factor to make a decision whether the component would be repaired or not and to provide the repair scope of its component. In this paper, it aimed at making the deterioration degree model of roof proof under the hypothesis of which deterioration degree would be equal the repair cost at this time. Results of the study are shown that first, the $3^{rd}$ function is most proper to explain the deterioration degree model among 11 functions in view of resulted statistics. Second, the inflection of deterioration is shown at 15yr of the elementary school and 13yr of the middle and high school. This study has a limit of disclassification of the component or materials and it is, therefore, favorable to include the classification of waterproof material and work. These results would make a change from the breakdown maintenance to preventive maintenance and give a decent the learning environment for student.

A Study on the Evaluation of Stability due to Ground Deterioration of Slope (사면의 지반 열화로 인한 안정성 평가에 관한 연구)

  • The lapse of time may cause in the slope structure various deterioration phenomenon progresses in the ground of slope, and collapse due to deterioration of strength, resulting in a decrease in the service life. The approach to slope stability due to the ground deterioration is a different concept from the existing limit equilibrium analysis, which is limited to the physical characteristics and geometrical structure of ground. In this study, we conducted a comparative analysis of various literature studies related to the slope failure characteristics and behaviors to presented the optimal formulas for shear strength reduction, such as the exponential function, the logarithmic function and the inverse hyperbolic function. And then a case study was performed on cut slope of Gyeongbu High Speed Rail construction site along the Yangsan fault zone, where the slope failure of shale layer vulnerable to deterioration occurred. As a result, it was confirmed that landslide occurred due to reduction of shear strength by deterioration, as safety factor is approx. 1.0 at the time when the slope failure occurred. Based on the comprehensive case study, as a quantitative approach to the evaluation of slope stability due to deterioration of ground, finally we propose a method for evaluating slope stability with optimal strength reduction curves.

  • The degradation of wood is maimly caused by biological and thermal factor. In general, the field of wood preservation can be divided into two broadcategories; namely the deterioration, protection of wood, and the teatment of wood with preservatives. Wood in sea or brackish water incurs marine borer damage, consisting of attack by marine animal and also wood on land suffers severely from insect damage. But the largest wood degradation is caused by microorganism. Animals that attack wood in a marine environment are especially destructive in warm water-regions, little was achieved in their control recently. Therefore this manuscript only introduce the importance of wood deterioration caused by marine animal.

A Study on Adequacy of Pipe Deterioration Evaluation Methods using the Endoscope of Water Distribution Pipe (배수관 내시경 조사를 통한 간접적인 관 노후도 평가방법의 적정성 연구)

  • The water supply pipes are buried across wide range of areas, so it is hard to spot them using excavation and takes a large amount of expense. Thus, there is a high risk for direct research and application, accompanying many difficulties in implementation of them. Therefore, it is more economical and convenient to use indirect evaluation variables than direct evaluation of the buried pipes in assessing the degree of pipe deterioration. To assess the degree of pipe deterioration using the indirect evaluation variables, it should be done first to identify how and to what extent they affect the degree of deterioration. This study measured the evaluation variables for pipe deterioration using the pipe endoscope and analyzed the measurement results and the degree of impact on the pipes. In addition, this study attempted to evaluate the adequateness of the pipe deterioration evaluation using the indirect variables based on the analysis results. The evaluation variables measured through the pipe endoscope were the thickness of sediments, size of scale, degree of desquamation and condition of connections. For the indirect evaluation variables, the data such as the property data from GIS pipe network map as well as the material, diameter, age and pipe lining material of the pipe, road type, leakage frequency, average water velocity and water pressure using the leakage repair records was collected. Using the collected data, this study comparatively analyzed the indirect evaluation variables for the degree of pipe deterioration and the results from the pipe endoscope to choose appropriate variables for pipe deterioration evaluation and calculated the weights of the indirect variables on the degree of deterioration. The results showed that the order of the impact of indirect variables on deterioration was pipe age > pipe lining material > road type > leakage frequency > average water velocity with their weights of 0.45, 0.20, 0.15, 0.10, and 0.10, respectively. Conclusively, the results suggest that the measures of sediment thickness, scale size, degree of desquamation and condition of connections are appropriate for the evaluation of pipe deterioration and sufficient for the analysis of the impact of the indirect variables on deterioration.

  • The influence of the interfacial properties on the bond capacity of reinforcing bars to concrete is studied in this paper. In this study, the deterioration of the interfacial bond capacity when top-cast bars or epoxy-coated bars are used is examined. The effect of such variables on bond capacity in reinforced concrete is studied by experiment which use beam-end specimens. The main objective of this study is that comparing the test results and the requirements in ACI 318-89 code. the verification of the factor in ACI code is also presented in this paper. The results of the test show that "top bar effect" is considerably affected by the slump of fresh concrete, so the influence of slump shoud be taken into account for top bar effect factor in code. Test results also shows that the bond-slip curve of the epoxy-caoted bars is similiar to that of the uncoated and bond strength is reduced about 15% and that coating thickness seems to influence the bond strength deterioration.rioration.
