With the paradigm changes of electric power industry, such as deregulation, CO2 Trade, TBT so on, new requirements of power market force to develope fusion power technology. Korea power industry, which is much dependent on international trade, needs to build stretegic infrastructure to meet the energy shortage and digital society era. This Paper suggests the mid-long term target to build power industry infrastructure to adapt the new paradigm of power world.

최근에, 전력 시장에 경쟁 체제가 소개되면서 탈규제(deregulation)가 중요한 문제로 대두되고 있다. 시장의 탈규제에 관한 중요한 주제 중에 하나가 정확한 전송 손실의 분석이 필요한 곳에서의 지역 경쟁 체제(spot pricing)이다. 이러한 경쟁 체제에서 해결해야 할 중요한 문제 중의 하나가 다수의 독립발전사업자에 대하여 공정하고 정확한 전력 요금을 책정하는 것이다. 따라서 각 모선별 전송 손실을 배분하는 것이 매우 중요하다. 이 논문은 송전 손실을 배분하는 새로운 알고리즘을 제시한다. 각 모선의 송전 손실을 계산하는 데는 손실 감도를 이용한 적분방법이 이용된다. 송전 손실은 전체 계통의 거래 전략(transaction strategy)을 이용한 부하 비율의 계산을 통해서 증분 송전 손실(incremental transmission losses)의 방법으로 계산된다. 제안된 방법은 9모선 계통에 시험되었고 이를 통해 제안된 방법이 신뢰할 만한 알고리즘임을 보여준다.

Korea Electric Power Corporation (KEPCO) is in charge of the operation and the maintenance for transmission lines and substations in Korean power system which is under the deregulation power market. KEPCO has a main constrain of transmission line toward SEOUL area which is a capital of KOREA because SEOIJL is a huge load of Korean power system. The Korea Electric Power Research Institute (KEPRI)), a division of KEPCO was tasked to study the ATC enhancement of transmission line toward SEOUL using a new line or/and FACTS. This paper summarizes the results of those studies, enhancing the ATC and evaluating the economics.

Although Rap GTPases of the Ras family remained enigmatic for years, extensive studies in this decade have revealed diverse functions of Rap signaling in the control of cell proliferation, differentiation, survival, adhesion, and movement. With the use of gene-engineered mice, we have uncovered essential roles of endogenous Rap signaling in normal lymphocyte development of both T- and B-lineage cells. Deregulation of Rap signaling, on the other hand, results in the development of characteristic leukemia in manners highly dependent on the contexts of cell lineages. These results highlight crucial roles of Rap signaling in the physiology and pathology of lymphocyte development.

Flexible AC Transmission System (FACTS) can greatly reinforce power systems through improvement of power transmission capacity and utilization of equipment under the circumstance of continuous load growth and deregulation SVC and STATCOM are shunt FACT devices that have similar static characteristics with Mwhuical Swikhed Capacitor (MSC). The main issue of this paper is the analysis of different dynamic characteristics when STATCOM is solely adopted and when STATCOM is adopted with combination of other reactive power compensator such as SVC and M5C. Furthermore, better application of reactive power compensators can be clarified through analysis of dynamic characteristics of various combinations of reactive power compensators.

So far, electricity rate under the midnight hour incorporates policy consideration and maintains fixed irrespective of generation cost. Therefore, the promotion of midnight power apparatus has been rapidly increased due to increasing difference in substitute heating cost. This paper estimates the power supply cost during midnight times and analyzes the rate mechanism which can promote economic midnight power apparatus. In addition it provides the alternative on the direction of policy after the restructuring.

DG (Distributed Generation) devices such as co-generation systems, fuel cells and photovoltaic power generation systems, etc is introducing into the distribution systems by the deregulation. In this paper, the controller of synchronous generator used for DG is newly designed in order to regulate the real & reactive power and the effect on the islanding phenomenon compared with the traditional controller.

The electric power industries in Korea are launched into deregulation by introducing the CBP(Cost Based Pool), where generation sector of KEPCO was divided into six generation companies and the other sectors of KEPCO remains vertically integrated system. In deregulated market, participants are concerned with maximization of their profit rather than minimization of system-wide costs. Consequently, there are difficulties in applying the cost minimization for the scheduling of generation resources to CBP, because of the operation of pumped-storage hydroplants. This paper presents an operation method of pumped storage hydroplants which is helpful for the economic operation of power system considering the market in the CBP.

In recent deregulation and competitive power market environment, electric utilities plan and operate their systems for economic benefit with secure system condition. Flexible AC transmission system(FACTS) technology opens up new opportunities of controlling power and enhancing the usable capacity of present transmission system. This paper presents a method for security constrained optimal allocation of FAETS considering contingencies for the purpose of enhanced system operation. The proposed scheme uses Benders decomposition to account of both corrective and preventive mode.

After the establishment of 'Staggers' Rail Legislation' in 1980, which established an atmosphere of free competition in rail freight transportation market, freight railway in America became larger and the proportion of freight railway in the market increased. In 2008, it took up 43% of the transportation market based on tonne/mile unit and the productivity of freight rail increased. On the other hand, in the case of Korea, the competing atmosphere is being set up under the influences of the renovation of the rail transportation industry in 2004. However, to make the rail transportation market more active and become more advanced, a lot of efforts are required to build a stronger foundation of free competition atmosphere. In this paper, we have deducted the political implications on the establishment of strengthened competition in Korean rail transportation industry from reviewing what kind of changes the rail transportation market in America went through and how it was developed. In this case, we have focused on the changes in industrial trend towards the restriction policy. Also influences of the deregulation policy after 1980 on the enhanced market efficiency were reviews.
