Currently, the delayed compensation system, which does not reflect the R&D characteristics of the defense industry, is being applied, causing problems such as worsening management of defense companies and delayed power generation. The purpose of this study is to contribute to the development of the defense industry and the efficient promotion of combat capability by studying the improvement plan of the delayed compensation system reflecting the R&D characteristics of the defense industry. The research analyzed the defense industry R&D characteristics, national R&D, delayed compensation rate, reduction and exemption procedures and existing studies. Further, the Delphi technique was applied based on the status of the delayed compensation and the analysis of the cause of delay. It has been studied that it is not appropriate to apply the 'manufacturing and purchasing' standard of commercial products to defense industry R&D where the latest technology is applied and the success is unclear. Four measures were drawn to prevent delays, including the selection of excellent technology companies, and three measures to reduce delay compensation and apply differentials for rational treatment in case of delays. Just as the defense industry R&D is carried out under the Defense Acquisition Program Act due to the nature of the R&D industry, the defense industry will develop if the delayed compensation system is improved to reflect the R&D characteristics of the defense industry, and it will contribute to the acquisition of an efficient and economic weapons system.

A dynamic anti-windup method for state delayed control systems with input saturation is considered. Under the assumption that a linear controller has been designed for a state delayed control system based on the existing design technique which shows desirable nominal performance, an additional compensator is incorporated to provide a graceful performance degradation despite of input saturation. By regarding the difference of the controller states in the absence and presence of input saturation as an objective function, the dynamic compensator which minimizes it is determined explicitly. The proposed dynamic compensator is the closed form of plant and controller parameters. The proposed method not only provides graceful performance degradation, but it also guarantees the total stability of resulting systems. An illustrative example is provided to show the effectiveness of the proposed method.
Regulation (EC) No 261/2004 ("Regulation") is a common rule on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights. In some recent cases of European nations, passengers sued the air carrier in order to obtain monetary compensation under Article 7(1) of the Regulation. Some courts dismissed the actions on the grounds that, unlike denied boarding or cancellation of the flight, the Regulation provides no compensation in relation to delayed flights. However, Court of Justice of the European Union(CJEU) ruled that Regulation 261/2004 must be interpreted to mean that passengers whose flights are delayed have a right to compensation in cases when the loss of time is equivalent to, or is in excess of three hours - where the passengers eventually reached their final destination three hours or more later than the originally scheduled arrival time. It is true that a strict interpretation of the regulation would suggest that passengers whose flight has merely been delayed are not entitled to compensation. They should only be offered assistance in accordance with the Articles 6 and 9. Nevertheless, the Court recognized the same right to the same compensation for passengers of flights delayed by more than three hours as that explicitly provided for passengers of cancelled flights. On the one hand, the Court bases this ruling on the recitals of the Regulation, in which the legislature links the question of compensation to that of a long delay, while indicating that the Regulations seek to ensure a high level of protection for passengers regardless of whether they are denied boarding or their flight is cancelled or delayed. On the other hand, the Court interprets the relevant provisions of the Regulation in light of the general principle of equal treatment. Furthermore, the Court delivered a ruling that the loss of time inherent in a flight delay, which constitutes an inconvenience within the intention of Regulation No 261/2004 and which cannot be categorized as 'damage occasioned by delay' within the meaning of Article 19 of the Montreal Convention, cannot come within the scope of Article 29 of that convention. Consequently, under this view, the obligation under Regulation No 261/2004 intended to compensate passengers whose flights are subject to a long delay is in line with Article 29 of the Montreal Convention. Although the above interpretation of the Court can be a analogical interpretation, the progressive attitude of the Regulation and the view of Court forward to protect passengers' interest is a leading role in the area of international air passenger transportation. Hopefully, after the model of the positive support in Europe, Korea can establish a concrete rule for protecting passengers' right and interest.
In this paper, we identify the memory effects of the RF high-power base station amplifiers with Vector Signal Analyzer (VSA). It is found that the model of power- amplifier using Tapped Delayed Neural - Networks with back-propagation algorithm shows very accurate modeling performance. Based on this behavioral modeling, we conducted inverse compensation process which also uses Neural Networks.

We study how to determine backorder cost at the warehouse in a one-warehouse/N-retailer distribution system such that channel efficiency (minimizing total system costs) is improved. We define backorder costs as compensation that the warehouse pays to the retailer for the number or orders delayed due to stockout at the warehouse. We answer two questions : (1) "Should the warehouse compensate for his backorder\ulcorner" and (2) "Is there any equilibrium for both the warehouse and retailer while they are seeking for their own profits\ulcorner" We show that : (1) "The warehouse should pay backorder costs for the sake of channel efficiency." and (2) "There exists an equilibrium that is infiuenced by the amount of compensation." First, we prove the existence of a mutually acceptable equilibrium for both the warehouse and the retailer, which is different from Nash equilibrium because they independently maximize their respective profits with incomplete information about each other. Second, we prove that the equilibrium moves to a point such that channel efficiency is improved if the warehouse compensates the retailers for his backorders. We show the existence of an optimal compensation that minimizes total system costs. Third, we show that the amount of optimal compensation increases as the ratio of mean lead time for the warehouse to that for the retailer increases.ouse to that for the retailer increases.
Purpose: The goals of this research are to find out factors influencing the duration of work-related disability and to present implications for policies to prevent delayed recovery. Method: The subjects of this study were 238 workers who had been proved to be industrial disaster victims for occupational low back pain between January 1 2000 and December 31 2003. Kaplan-Meier method was used to estimate the proportion of duration of disability associated with low back pain, and Cox proportional hazards analysis was used to identify factors predicting it. The model distinguished main symptom variables affecting acute(${\leq}90\;days$) and chronic phase of disability (>90 days). Result: Fifty percent of the workers had not recovered in 408 days. The results of Cox regression show that delayed duration of disability was predicted by diagnosis, pain radiation (in chronic phase), sex, the size and labor union of the workplace, scheduled rest, compensation from the company, and operation. Conclusion: Duration of disability associated with compensated low back pain is influenced not only by factors related to the company and compensation system but also by individual factors. Thus, future efforts to reduce duration of disability may need to take into account all these factors.
This paper reviews and criticizes some issues as to the case of A and Others v. Finnair Oyj [2020] Case C-832/18 by examining EU Regulations and practical point of views. Under this case, the travellers brought an action against Finnair in light of the Air Passenger Regulation12, seeking compensation for both the first cancelled flight, and the delayed re-routed flight. Finnair had paid the first compensation, but refused to grant the second claim, arguing that the regulation did not set out that passengers were eligible for a second claim in those situations, and that the delay of the second flight was a consequence of 'extraordinary circumstances' under the regulation. The Court of Appeal in Helsinki has asked the CJEU whether an air passenger is entitled to a further compensation where a re-routed flight they have agreed to take is delayed, where both the original and rerouted flight are operated by the same air carrier. The CJEU held that the regulation does not in any way limit the rights of passengers where they find their flights being re-routed. As such, under earlier CJEU case law, the relevant travellers here were entitled to compensation for cancellation of the first flight and delay of the second flight. It also disagreed with Finnair's assessment that the technical failure in the re-routing flight was a matter of extraordinary circumstances.

This paper presents a delay dependent fuzzy H_\infty$ filter design method for delayed fuzzy dynamic systems. Using delay-dependent Lyapunov function, the global exponential stability and H_\infty$ performance problem are discussed. A sufficient condition for the existence of fuzzy filter is presented in terms of linear matrix inequalities(LMIs). The filter design utilize the concept of parallel distributed compensation. And the filter gains can also be directly obtained from the LMI solutions. A simulation example is given to illustrate the design procedures and performance of the proposed methods.

This paper presents a fuzzy H$\infty$ filtering problem for a class of uncertain nonlinear systems with time-varying delayed states and unknown inital state on the basis of Takagi-Sugeno(T-S) fuzzy model. The nonlinear systems are represented by T-S fuzzy models, and the fuzzy control systems utilize the concept of the so-called parallel distributed compensation. Using a single quadraic Lyapunov function, the stability and L2 gain performance from the noise signals to the estimation error are discussed. Sufficient conditions for the existence of fuzzy H$\infty$ filters are given in terms of linear matrix inequalities (LMIs). The filtering gains can also be directly obtained from the solutions of LMIs.
To get instantaneous reference data in a single power system with vector space phasors, the instantaneous load current is adopted as a phase and another new signal, which is delayed through filtering by the phase-delay property of a low-pass filter, is used as the secondary phase. Because the two-phases have a different phase, the instantaneous value of the harmonic current can be obtained without a time-delay in calculation. The reference voltage is created by multiplying the coefficient k by the compensation current using the rotating reference frame synchronized with the source-frequency. To verify the validity of the proposed control method, experiments are carried out on a prototype of the single-phase hybrid active power filter system.
