Mission Critical 공공 정보화 구축 시험평가 개선 지표 연구 (A Study on Mission Critical Factors for Software Test Enhancement in Information Technologies Development of Public Sector)

  • 최근까지 한국은 3년 연속 UN 발표 전자정부 세계 1위를 차지했다. 이에 버금하여, 한국의 정책수립과 비전에 따라 예산 집행규모는 꾸준히 성장해, 정보화사업의 대형 정보화 프로젝트 증가로 이어졌다. 특히 불특정 대다수 사용자들에게 영향을 미칠 수 있는 Mission Critical한 공공 인프라의 경우 다양하고 복잡해진 사용자들의 요구를 충족시킬 수 있는 새로운 기술이 적용된 고품질의 정보시스템 구축 필요성이 대두되고 있다. 이와 같은 대표적인 영역의 하나인 국방 정보체계에서는 첨단 기술을 적용하여 선진 군사역량을 구축하고, 효율적인 국방경영을 구현하는 핵심 역할을 수행하기 위해 네트워크 중심 국방 지식정보화를 국방정보화의 비전으로 제시하고 이에 따라 국방정보화 추진체계의 선진화 및 국방정보시스템의 고도화를 추진하고 있다. 본 연구에서는 Mission Critical한 공공 인프라의 대표격인 국방 분야 정보화사업의 시험평가와 관련된 새로운 품질지표를 고찰하였다. 먼저 관련 국제표준 및 가이드를 고찰하였고, 실제 시험평가 사례를 분석하였으며, 이를 확장하여 전자정부법(법률 제12346호, 2014. 1.28. 공표, 2014. 7.29. 시행)의 근거에 따라 현재 사용되고 있는 감리 점검 항목에 적용하였다. 제안하는 모델을 공공부문 중 국방 분야 정보화사업의 시험평가에 적용하였을 경우, 국방정보화 사업의 생산성에 미치는 영향을 분석한 결과, 국방정보화 사업의 신뢰성, 전문성, 안전성의 요소로 시험평가 생산성이 향상 될 수 있다는 가능성을 확인하였다.

국방품질성숙도지수의 개발 및 평가에 관한 연구 (A Study on the Development & Evaluation of Defense Quality Maturity Index)

  • Purpose: The purpose of this research is to develop defense quality evaluation model in order to improve the problem of private sector quality evaluation model and propose the total integrated defense quality management model which enables to evaluate not only large defense industry, but also small-medium industry. Methods: This paper consider the characteristics on ISO 9001 Quality Management System, single PPM, PASS and defense quality and develop defense quality maturity model and index which enables to measure the current quality management level and characteristics and to evaluate operational characteristics in each maturity level for domestic defense industry. Results: From 176 DQMS certified defense industry, the defense quality maturity level is 68,2, C grade. The large defense industry shows, 80.9, A grade; medium industry 69.7, C grade; small-medium industry shows 54.1, D grade. Through the classified types of industries, the current level of quality management of defense industries was diagnosed and the areas to be supplemented for the total quality management were identified. Conclusion: Developed DQMI can be used as the basic information for spreading quality management activities in the defense industry by diagnosing the overall quality management of existing defense industries and quantifying the ambiguity of non-metric measurements and measurement standard that were presented as the threshold of the defense quality management system certification process.

국방조직의 정보보호 평가 방법론 개발 (Development of the Information Security Methodology for Defense Organization)

  • As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

  • Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

전력소요 통합검증을 위한 국방 R&D사업 우선순위 선정에 관한 연구 (Study on the Priority of Defense R&D Project for Verifying Weapon Systems Requirement)

  • 최근 들어 국방 분야 무기 시스템의 연구개발은 점차 대형화, 복잡화 그리고 장기화하고 있으며, 그에 따라 예산 및 개발 기간도 증가추세이다. 이러한 문제를 개선하기 위해 국방 분야에서는 민간분야의 예비 타당성 제도를 벤치마킹하여 전력소요검증위원회를 설치 운영하여 소요의 적절성, 사업의 추진 필요성 및 우선순위 등을 검증하는 업무를 수행하고 있다. 이에 본 연구는 무기체계 개발의 효과적인 개발 우선순위를 결정하기 위한 방법론을 제안하고자 있다. 첫 번째로 국방 분야의 연구개발을 평가하기 위한 평가 요소들을 기존 연구결과 및 국내 실정을 고려하여 선정하였으며, AHP 기법을 사용하여 기술적인 위험 및 수익성 차원에서 평가 요소들의 가중치 값을 구하였다. 또한, 연구개발 사업인 32개 무기체계에 방법론을 적용하고 결과를 위험성과 수익성 차원의 4가지 분류로 분석해 보았다. 결론적으로 기존 방법론에서는 간과할 수 있었던 수익성 차원의 분석이 가능해 짐에 따라 위험성이 높더라도 수익성이 높은 사업에 대한 재검토가 가능해졌으며 전략적인 국방연구개발 예산의 배분이 가능해졌다.

  • The core technologies of the 4th Industrial Revolution, such as artificial intelligence, the Internet of Things, the cloud, big data, and mobile networks, are inspiring major changes and innovations in the defense sector worldwide. The United States, China, and Russia are pursuing defense research and development strategies that seek to maintain their leadership on the battlefield in the future through the overwhelming superiority of defense science technology. Defense science and technology concentrate on the development of challenging new disruptive technologies to efficiently respond to future battlefield environments, where the immediate process of determining the outcome of a war will lead to combat power. In this paper, we first look at the development strategies of the 4th Industrial Revolution in major countries and describe the latest trends in defense science and technology accordingly.

국방핵심기술 연구개발의 제안서 평가를 위한 평가지표 개발에 관한 연구 (A Study on the Development of Evaluation Indicators for the Proposals of National Defense Core-Technology R&D Projects)

  • This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.

국방분야 베어링 도면정비 및 관리방안 연구 (A Study on the Correction and Management of Bearing Drawings in the Defense Field)

  • In this paper, we introduce the results of investigating and overhauling bearing drawings in the defense field, and propose an effective bearing drawing management system. We identify the features and performance items that must be regulated in the bearing drawing. After reviewing the validity of the bearing drawings, we classify the incorrect drawings by factor. To achieve greater effect, standardized formats are needed to incorporate into the drawing in the early stage. We propose the introduction of a bearing drawing management system so that the developing bearing technology can be applied quickly to the defense sector. As other elementary parts of the machine have similar problems, we think this study will help develop improvement plans.

  • There is a description that you cannot manage what you do not measure. The Korea Ministry of National Defense (MND) is conducting evaluations in various fields to obtain meaningful effects from IT investments, and views that the evaluation of the defense informatization sector is divided into defense informatization policy evaluation and defense informatization project evaluation. The defense informatization level evaluation can measure the informatization level of MND and the armed forces or organizations. Since the evaluation system being studied to measure the level of defense informatization is composed mainly of qualitative metrics, it is necessary to reconstruct it based on quantitative metrics that can guarantee objectivity. In addition, for managing the level of change by evaluation objects, the evaluation system should be designed with a focus on homeostasis of metrics so that it can be measured periodically. Moreover, metrics need to be promoted in terms of performance against targets. To this end, this study proposes to measure the level of defense informatization by dividing it into defense information network, computer systems, interoperability and standardization, information security, information environment, and information system use, and suggests their metrics.

  • Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.
