  • Recently, as weapon systems have been more diverse and complicated, the factors of risk increase in development. Consequently, demanding reduction of acquired costs and period increase. Under the acquisition environment, more efficiently to develop weapon system, the necessity of application of defense M&S from requirement phase is on the rise. As the importance of M&S is stressed under distributed environment, so the standard of M&S(HLA, SEDRIS, etc.) and the system engineering process, namely FEDEP(Federation Development & Execution Process) have been developed. In this paper using the 5 phase expression, we constructed underwater engagement simulation(UNES) that prototype to develop naval weapon system test bed which take up integrated architecture in HLA. we developed simulators according to FEDEP for expandability and described process applying FEDEP fur UNES development.

  • Since Chrysler Motor Co. had experienced the digital development system in the beginning of 1990's, most of leading automobile companies are trying to apply a digital information system for their own business process reengineering based upon concurrent engineering system from product planning phase. This is called as virtual DMU(Digital Mock-Up) system instead of the traditional PMU(Physical Mock-Up) system. By using the virtual prototype, all of the design requirements and system specifications can be checked, changed and optimized more quickly and more efficiently. This paper consists of five chapters for the DMU information system. In the 1$^{st}$ chapter, the principle of digital design system is suggested by using four basic modules such as product design module, process design module, manufacturing system design module and central control module. The basic scheme of DMU is introduced with the benefits of application in the chapter 2. In the chapter 3, a digital design process of new car development is explained with the detailed DMU design and design review processes. In the chapter 4, the practical DMU manufacturing techniques and applications are introduced as CAD/CAM analyses, DPA(Digital Pre-Assembly)reviews for development, production, operation and maintenance phases, digital tolerance analyses and digital factory analyses for assembling line simulation, automated robot welding processes, production jig & fixtures and painting process simulation. Finally, the activities of digital design support; CAS-styling, CAE-engineering and CAT-testing are summarized for design optimization in the chapter 5. As today's automobile manufactures and related business organizations are struggling to compete in the global marketplace, they are concentrating on efficient use of DMU information system to reduce the new car development cost, to have shorten the delivery schedule and to improve product design quality. To meet the demand of those automobile industries on digital information systems, the CALS(Computer aided Acquisition and Logistics Support) and EC(Electronic Commerce)initiative has been focused as a dominant philosophy in defense & commercial industries, specially automobile industries.s.

  • The purpose of this study is to develop a systematic framework that can scientifically and quantitatively evaluate the effectiveness of an LVC training system. The proposed framework is based on QFD(Quality Function Development) methodology. The process of developing the framework begins with identifying various needs of stakeholders related to the introduction of the LVC training system. Then the effectiveness areas and factors are derived based on the needs. The measured effectiveness for each factors on alternatives by L, V, C systems are finally synthesized into the one overall effectiveness of each training system for relative comparison among them. In addition, we developed an Excel$^{TM}$-based tool based on the proposed framework methodology to provide an ease-of-use environment for rapid evaluation on the effectiveness of each training system with the given stakeholder need importance combinations, training scenarios and assets. The suggested framework and the measurement tool are expected to be useful for efficient knowledge-based decision making on an acquisition of the LVC training system.

  • In Korean military measuring systems interoperability is based on LISI (Level of Information System Interoperability) model at the requirement generation and acquisition process. However, LISI model cannot be used for interoperability measurement of system of systems (SoS) because LISI model is focused on interoperability measurement of a given system or system pair. Also, LISI model cannot provide quantitative information for interoperability decision because of qualitative rather than quantitative approach. This paper proposes a quantitative interoperability measurement methodology of SoS. At the proposed methodology, mission threads and supporting systems are identified using architecture approach, and Interoperability of SoS is measured with systems multiplicity and resemblance coefficient. Finally, a case study is presented to show the usefulness of the methodology.

  • This paper analyzes the limitations and provides alternative options for Korean Military LISI model, which is based on interoperability assessment model, LISI(Level of Information System Interoperability), developed for US defense information systems and reformed to suit the Korean Military environment by ADD. Korean Military's LIST model is applied to all systems(information system, weapon systems, non-weapon systems)' interoperability assessment defined in acquisition regulations by Joint Interoperability Test Center, a subordinate unit of Defense Command and Control Forces and the only assessment agency of defense interoperability. LISI was basically developed as an assessment model for information system's interoperability, but due to it's shortfall in assessing complex systems including information systems, weapon and non-weapon systems required from New environment SOSI(System of Systems Interoperability) has recently been researched and developed. On the other hand, it is inevitable that Korean Military's LISI model face fundamental limitations as an interoperability assessment tool for Defense Information System as well as for weapon and non-weapon systems, since it was benchmarked and reformed from the US LISI model. In order to overcome such limitations, MND and associated agencies are providing improvement methods through studies. This paper will provide LISI capability model's assessment criteria on Application(P), Infrastructure(I), Data(D), restraints of on comparison assessment process of unit systems evaluated and politic alternatives to overcome the restraints.

  • Currently, the Defense Agency for Technology and Quality (DTaQ), which is responsible for the quality assurance of military supplies, divides munitions into four categories, in order to conduct its governmental quality assurance activities, including product examination, process review and system audit. However, these 4 categories may differ depending on the related organizations' (e.g. Defense Acquisition Program Administration, munitions manufacturing) military requirements. Therefore, in this study, appropriate classification criteria for munitions are suggested for the sake of the efficient procurement, production and quality assurance of military supplies. We investigated the item classification system of the Public Procurement Service, which is a similar organization to the DTaQ. We also compared the appropriate classification criteria with those of related organizations and identified the current status of munitions classification data according to the current standard. In addition, application samples are presented using the proposed quality assurance classification criteria. Finally, the classification criteria of military supplies proposed in this paper will contribute to improving the efficiency of government quality assurance activities.

  • DMSMS (Diminishing Manufacturing Sources and Material Shortage) is increased by developing the scientific technique and downsizing the military part market. DMSMS affects the increase in total life cycle costs and serviceability. Therefore, advance control for parts is important to reduce the cost, and a database is needed to share information on the DMSMS. A task needs to be performed continuously by setting the major control item to management more efficiently. The purpose of this study was to deduce the major control item for the DMSMS management system. Thus, the pre-control item basis of the DAPA (Defense Acquisition Program Administration) Manual and the SD-22 Manual were first selected, and the results of the survey were analyzed by AHP (Analytic Hierarchy Process) method. Fifteen of the detailed items were stratified into three criteria (Impact, Probability, and cost of the DMSMS), and each weight for the items was calculated using a nine-point scale survey. The AHP survey was executed with 25 specialists in the DMSMS management field, and the score of consistency ratio over 0.1 was excluded. The model explained the results and suggested future directions for development.

  • Recently, various information technologies such as network communication and sensors have begun to be integrated into weapon systems that were previously operated in stand-alone. This helps the operators of the weapon system to make quick and accurate decisions, thereby allowing for effective operation of the weapon system. However, as the involvement of the cyber domain in weapon systems increases, it is expected that the potential for damage from cyber attacks will also increase. To develop a secure weapon system, it is necessary to implement built-in security, which helps considering security from the requirement stage of the software development process. The U.S. Department of Defense is implementing the Risk Management Framework Assessment and Authorization (RMF A&A) process, along with the introduction of the concept of cybersecurity, for the evaluation and acquisition of weapon systems. Similarly, South Korea is also continuously making efforts to implement the Korea Risk Management Framework (K-RMF). However, so far, there are no cases where K-RMF has been applied from the development stage, and most of the data and documents related to the U.S. RMF A&A are not disclosed for confidentiality reasons. In this study, we propose the method for inferring the composition of the K-RMF based on systematic threat analysis method and the publicly released documents and data related to RMF. Furthermore, we demonstrate the effectiveness of our inferring method by applying it to the naval battleship system.
