A comparative study of martial arts textbook experiments in primary and secondary schools

  • In order to explore the characteristics that are more suitable for the physical and mental development of young people, enrich the existing martial arts teaching material system. Through the literature method, experimental method, questionnaire method and other research methods, the teaching comparison experiment of martial arts textbooks in primary and secondary schools was carried out, and the attitudes of martial arts courses at different ages in primary and secondary schools were analyzed. For different types of martial arts teaching materials, primary school students are more fond of them than junior high school students, and students of different ages also have different degrees of love for the four types of martial arts teaching materials, pointing out that it is necessary to carry out the reform of martial arts teaching materials as soon as possible, improve the difficulty, teach martial arts skills and knowledge in the combination of attack and defense, and reduce the trend of gymnastics; adjust and improve the periodicity, pertinence and diversity of martial arts teaching materials; mobilize students' enthusiasm for learning, cultivate students' interest in martial arts, and promote the inheritance of martial arts In the process of martial arts teaching, students' sense of identification with traditional Chinese culture is enhanced, and cultural self-confidence is enhanced.

The Effect of Openness to Diversity on Innovative Behavior: The Mediating Effect of Unit-members Trust (장병의 다양성 수용도가 혁신행동에 미치는 영향: 부대원 신뢰의 매개효과)

  • Purpose - This study deals with the Openness to Diversity(OD) of soldiers in the military organization for efficient unit operation of the military organization composed of various soldier. The purpose of this study was to examine the effects of information and value OD on innovative behavior and the mediating effect of unit-members trust. Design/methodology/approach - The 269 samples of this study were surveyed on army soldiers. The Exploratory Factor Analysis (EFA), the multiple regression, bootstraping analysis were hired in order to analyze the data. Findings - The results showed that the information & value OD were positive(+) effect on innovative behavior. Unit-members trust showed a mediation effect between OD and innovative behavior. Research implications or Originality - First, according to Defense Reform 2.0, the military is expected to be composed of more diverse classes in the future. There is a theoretical contribution that examine their perception of diversity within the military. Second, OD was confirmed as a variable predicting the innovative behavior of soldiers and unit-memeber trust mediate the relationship between OD and invative behavior.

The Limitation of the Military Aviation Manufacturer's Liability (우리나라 군용항공기 제작사의 책임제한 해결방안에 관한 고찰)

  • The Assembly plenary session on December 3, 2017 passed a Product Liability Amendment bill that introduced clauses concerning consumer burden of proof and punitive damage reimbursement. More specifically, these newly approved provisions will reduce the burden of proof placed on consumers and levy triple punitive damage on suppliers. Significant increases in the number of product-liability lawsuit and the number of related insurance contracts are expected. Since military aircraft are designed for operational purpose(seeking greater combat effectiveness over greater safety) and used in high-risk environment, it is practically impossible to obtain an affordable product-liability insurance, Without having any backup plan, military aircraft manufacturers directly face all sort of liability risks under Product Liability Act, Warrant Liability Act and Non-Performance of Contract Act. The U.S. experienced similar problems when they first implemented their product-liability law in 1970s. There had been a big dispute among legal practitioner, insurance professionals and scholars concerning military aircraft manufacturer's liability. In order to settle the issue, the U.S. Supreme Court has established a new precedent of Government Contractor Defense(GCD). The U.S. government also included an indemnity clause for military aircraft manufacturers in their FMS Contract with the Korean government. Likewise, Korean military aircraft manufacturers should 1) clearly understand their current position that they cannot afford expensive product-liability insurance and the cost is not accounted in the military procurement calculation, 2) estimate potential liability risks with the ongoing overseas export expansion in mind, 3) set up appropriate risk management measures through regulatory reform and policy development.

Job-seeking Support for Military spouses (군인가족(배우자) 취업 지원)

  • As studies on welfare systems for military families were only focused and limited on improvements of welfare facilities and military apartments, or psycho-therapies for families living apart, the supporting policies and efforts on creating jobs for military families(spouses) were insufficient till now. The best welfare for military spouses is the active well-being through the provision of employment opportunities, rather than providing certain rewards. Especially, South Korea should boost national competitiveness through increasing the engagement rate of women's economic activities. To expand these kinds of employment chances, actual plans to overcome the factors that restrict job opportunities for the families living apart, moving frequently, or living in rural areas should be urged. Accordingly, there should be a change of recognition toward military welfare service, enactment of applying discharged soldier's expanded employment programs for military spouses, cooperation with municipal governments and relevant institutions for creating jobs, and provision of promising job openings in association with a military reform. To achieve these, the cooperation of the government agencies, municipal governments, and military units are being emphasized.

A Study on a Manpower Forecasting Model for Naval Ships (해군 함정 승조원 수 예측 모형에 관한 연구)

  • The low birthrate and the need for national defense reform in Korea drive the Navy to develop efficient human resource planning such as a manpower forecasting model. However, to our knowledge, there is no study exploring the manpower forecasting model for naval ships in Korea. The purpose of this paper is to develop a model for forecasting manpower demand in naval ships. Data for analyses were drawn from 19 ships in the Korean Navy. Results indicate that mission type is significantly related to the number of manpower. Specifically, battleships need the more manpower than the battle support ships. The results also showed that the weight of hull structure-engine and the weight of the weapons system significantly increased the number of manpower. However, the weight of the combat system was not significant. In addition, whereas the automation level of hull structure-engine and the automation level of weapon system was found to be negatively related to the number of manpower, the automation level of combat system was positively related to it. The model developed here contributes to an advanced human resource planning of the Korean Navy. Implications, limitations, and directions for future research are discussed.

  • The paradigm of warfare is undergoing a revolutionary transformation due to the advancements in technology brought forth by the Fourth Industrial Revolution. Specifically, the U.S. military has introduced the concept of mosaic warfare as a means of military innovation, aiming to integrate diverse resources and capabilities, including various weapons, platforms, information systems, and artificial intelligence. This integration enhances the ability to conduct agile operations and respond effectively to dynamic situations. The incorporation of mosaic warfare could facilitate efficient and rapid command and control by integrating AI staff with human commanders. Ukrainian military operations have already employed mosaic warfare in response to Russian aggression. This paper focuses on the mosaic war fare concept, which is being proposed as a model for future warfare, and suggests the strategy for introducing the Korean mosaic warfare concept in light of the changing battlefield paradigm.

South Korea's strategy to cope with local provocations by nuclear armed North Korea (핵위협하 국지도발 대비 대응전략 발전방향)

  • North Korea's continuous threats and provocative behaviors have aggravated tension on the Korean peninsula particularly with the recent nuclear weapons test. South Korea's best way to cope with this situation is to maintain the balance among three policy directions: dialogue, sanctions, and deterrence. Among the three, I argue that deterrence should be prioritized. There are different sources of deterrence such as military power, economic power, and diplomatic clouts. States can build deterrence capability independently. Alternatively, they may do so through relations with other states including alliances, bilateral relations, or multilateral relations in the international community. What South Korea needs most urgently is to maintain deterrence against North Korea's local provocations through the enhancement of independent military capability particularly by addressing the asymmetric vulnerability between militaries of the South and the North. Most of all, the South Korean government should recognize the seriousness of the negative consequences that North Korea's 'Nuclear shadow strategy' would bring about for the inter-Korea relations and security situations in Northeast Asia. Based on this understanding, it should develop an 'assertive deterrence strategy' that emphasizes 'multi-purpose, multi-stage, and tailored deterrence whose main idea lies in punitive retaliation.' This deterrence strategy requires a flexible targeting policy and a variety of retaliatory measures capable of taking out all targets in North Korea. At the same time, the force structures of the army, the air force, and the navy should be improved in a way that maximizes their deterrence capability. For example, the army should work on expanding the guided missile command and the special forces command and reforming the reserve forces. The navy and the air force should increase striking capabilities including air-to-ground, ship-to-ground, and submarine-to-ground strikes to a great extent. The marine corps can enhance its deterrence capability by changing the force structure from the stationary defense-oriented one that would have to suffer some degree of troop attrition at the early stage of hostilities to the one that focuses on 'counteroffensive landing operations.' The government should continue efforts for defense reform in order to obtain these capabilities while building the 'Korean-style triad system' that consists of advanced air, ground, and surface/ subsurface weapon systems. Besides these measures, South Korea should start to acquire a minimum level of nuclear potential within the legal boundary that the international law defines. For this, South Korea should withdraw from the Nuclear Non-proliferation Treaty. Moreover, it should obtain the right to process and enrich uranium through changing the U.S.-South Korea nuclear cooperation treaty. Whether or not we should be armed with nuclear weapons should not be understood in terms of "all or nothing." We should consider an 'in-between' option as the Japanese case proves. With regard to the wartime OPCON transition, we need to re-consider the timing of the transition as an effort to demonstrate the costliness of North Korea's provocative behaviors. If impossible, South Korea should take measures to make the Strategic Alliance 2015 serve as a persisting deterrence system against North Korea. As the last point, all the following governments of South Korea should keep in mind that continuing reconciliatory efforts should always be pursued along with other security policies toward North Korea.

  • The background of the research is the following: As a result of ultra-light flying device industry development, the utilization of drones and their efficiency have been increasing. However, problems regarding flight permission·approval procedure have not been improved, resulting in increased number of civil complaints. Thus, the purpose of this research is to minimize such civil petition according to the required standards of the two government organizations through enhancing the procedure for managing and employing the system. The research methods entail pinpointing the problems by analysing ultra-light flying device related literature review and by holding focus-interviews with field experts, thereby verifying and providing improved solutions. Under (MLIT) Ministry of Land, Infrastructure and Transport supervision and in accordance with aviation security law, the research provides various updated functions such as improved civil petition processing system's employment and management system, flight approval, integration of names, process, format regarding aviation photographing approval, tool buttons such as the 'Main' button in the system's homepage. This research has the following expected effects : Firstly in the law and regulations section, the clear distinction in the missions and roles of each organization enhances cooperations in tackling civil petition. Secondly the integration of civil petition process reduces time and improves efficiency. And lastly, the improvement of supplementary tools for the public is expected to minimize civil petitions. Future research needs to be conducted under the supervision of the Ministry of National Defense(MND). Factors such as systematic infrastructure for flight photography approval, related unit's reorganization following the defense reform 2.0, and guaranteed conditions for field security action units need to be ameliorated.

Gubong Song IK- Pil's Thought of Statecraft(經世思想) (구봉 송익필의 경세사상)

  • Gubong Song Ik-pil could not behave according to his aspiration directly due to restrictions in his social standing. Despite that, he actually did so indirectly through either close friends or younger students by exhibiting 'cheobyeonwigwon (處變爲權) with the goal of jichijuui (至治主義). He insisted on people-oriented politics grounded on cheonmyeongsasang (天命思想) and also suggested the humbleness of the royal family and jinhyulchaek (賑恤策) based on love of the people. In addition, he promoted public welfare and stability to enhance patriotism and also insisted on the policy of strengthening national defense with seoeolgongsacheon (庶?公私賤)'s provision of military service through the enforcement of yangcheonjongbujongmobeop (良賤從父從母法). Also, according to the letter sent to Lee San-bo, he suggested public service ethics, for instance, personally, getting rid of ulterior motives, exhibiting diligence, integrity, and wisdom, and doing one's utmost to handle tasks fairly without causing any problems and externally, being actively involved in managing and utilizing persons of ability and also relieving the poor and managing masters as well. In brief, we can assume that Song Ik-pil's thought of statecraft (經世思想) is the concrete methodology to reach the politics of kingcraft called 'jichi (至治)' by stabilizing public welfare grounded on benevolent and benign administration. He is often compared to Jegalryang on account of his innate qualities and cleverness. He was equipped with the excellent capacity of gyeongse even referred to as the moju (謀主) of four persons, Yi Yi, Seong Hon, Jeong Cheol, and Lee Gwi, and harshly criticized as a slick evil (奸鬼), too. His gyeongsesasang, however, ended up being incomplete due to restrictions in his social status. He was a person who loved the people more than anyone else, kept suggesting innovative reform plans to stabilize the people's lives, and was capable of practicing them all. His ideal of jichi was left unfulfilled, however.
