국방 정보기술조사 개선을 위한 실태 분석 및 기술수준조사 연구 (A Study on the Technology Level Survey and Analysis of Problems for improving the Defense IT Survey)

  • 본 논문은 기존의 국방 정보기술(IT) 조사의 개선을 위한 실태를 분석하고 기술수준조사 결과를 바탕으로 2012 국방 정보기술(IT)을 제시한다. 기존의 국방IT조사는 2008년과 2009년에 실시되어 책자형태로 배포되어 시스템으로 관리되고 있다. 기존의 국방IT조사는 86개 기술을 대상으로 조사하였으나, 선정 방법 등 제공되는 내용이 단순하였다. 따라서 기존의 국방IT조사 개선을 위해 관련 유관자들에게 인터뷰 및 설문을 실시하였고, 활용 측면에서 시스템 분석과 배포된 문서를 파악하여 개선사항을 도출하였다. 이를 바탕으로 조사대상 기술을 다양한 측면에서 검토하여 선정하였고, 약 130명의 전문가들에게 자료에 대한 검토 및 기술수준을 위한 설문을 의뢰하였다. 기술수준은 최고기술 보유국가, 기술격차, 파급효과, 기술 달성시기, 연구개발방법 등을 요소로 하였다. 이를 통해 2012 국방IT조사의 40개의 기술을 선정하였고, 각 기술별 수준조사결과를 제시하였다.

국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석 (A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

군수업체의 품질문화 수준조사 및 향상방안 (A Study on the Quality Culture Level Survey and Improvement Plan for the Defense Industry Companies)

  • Purpose: This article aims 1) to identify key elements for building quality culture, 2) to design and analyze survey data from defense industry companies, and 3) to suggest directions for enhancing quality culture levels. Methods: Key elements and items for a quality culture are derived by investigating related references and using affinity diagram. Questionnaire items to investigate the quality culture level of the organizations are prepared and the survey data on the level of quality culture of military defense companies are analyzed. Results: 1) Descriptive statistical analyses are presented to compare the levels of the six key elements. 2) In each element items with low scores are identified, which should be improved. 3) Among six key elements, 'support 'element shows lowest level. 4) The quality culture level of the small-sized companies are relatively low. Conclusion: 1) To improve the quality culture level of the defense industry companies, it is necessary to provide quality education, to enhance recognition and rewards, and to invest resources for employees' self-development. 2) Small-sized companies can easily be adapted to quality-oriented cultural change if the CEO leadership focuses on quality culture.

M-추정을 사용한 국방과학기술 수준조사 기술성장모형의 이상치 제거 (Elimination of Outlier from Technology Growth Curve using M-estimator for Defense Science and Technology Survey)

  • Technology growth curve methodology is commonly used in technology forecasting. A technology growth curve represents the paths of product performance in relation to time or investment in R&D. It is a useful tool to compare the technological performances between Korea and advanced nations and to describe the inflection points, the limit of improvement of a technology and their technology innovation strategies, etc. However, the curve fitting to a set of survey data often leads to model mis-specification, biased parameter estimation and incorrect result since data through survey with experts frequently contain outlier in process of curve fitting due to the subjective response characteristics. This paper propose a method to eliminate of outlier from a technology growth curve using M-estimator. The experimental results prove the overall improvement in technology growth curves by several pilot tests using real-data in Defense Science and Technology Survey reports.

군수품 생산업체 품질수준조사 방법론에 관한 연구 (A Study on the Quality Level Survey Methodology for Manufacturers of Military Suppliers)

  • 방위사업 품질관리 규정에 따라 2014년 이후 매년 주요 군수품 생산업체를 대상으로 군수품 품질관리 실태 및 경영수준을 조사하여 군수품 생산업체 품질수준조사서를 작성하고 있지만 매년 상이한 조사 기준으로 조사결과의 신뢰도 저하 및 품질관리 전략 수립의 한계로 인해 조사결과에 대한 품질관리 정책반영이 미흡하여 이에 대한 개선 필요성이 제기되었다. 본 연구에서는 기존에 사용된 품질수준조사 측정지표 및 설문지를 분석하여 기업 규모 수준에 따른 맞춤형 지표로 개발하였다. 불필요·중복 항목 통합 등을 통해 설문지표를 간소화하여 응답률 및 신뢰성을 제고하였다. 또한 정량적 품질수준조사 결과가 산출되도록 개선 지표를 기반으로 종합 점수화하였다. 종합점수를 통해 군수품 생산업체의 품질수준을 파악할 수 있었으며 품질수준조사를 통하여 군수품 생산업체의 품질경영 환경과 수준을 분석할 수 있는 자료를 확보하고 향후 군수품 생산업체의 품질수준 제고를 위한 중장기 품질관리 전략 수립과 제도 개선 방안을 모색하고자 한다.

  • Lately, there has been a notable surge in the defense industry's efforts to develop highly advanced intelligent systems. These systems encompass sophisticated computing platforms that boast an impressive level of autonomy. However, it's important to acknowledge that these very systems are not impervious to vulnerabilities stemming from both hardware and software tampering. Within the context of this discourse, our focus of the survey is directed towards the hardware security module. This component stands out for its capability to offer a significantly heightened level of protection when compared to conventional software-based techniques. Through the lens of this paper, we embark on a comprehensive survey of Trusted Platform Module (TPM), a hardware security module, shedding light on its potential to fortify the defense against threats that emerge from various vectors of attack.

군수품 특성을 고려한 품질만족도 모델 개발에 관한 연구 (A Study on Development of Quality Satisfaction Index Model for Military Goods)

  • Purpose: In the private sector, many Customer Satisfaction Index Models have already been developed and are being applied in a variety of industries. In spite of continuously increasing of quality for military goods, measuring tools of Quality Satisfaction have not been developed yet. Method: In 2004, Defense Quality Assurance Agency and Seoul National University jointly developed MCSI(Military Customer Satisfaction Index) as a benchmark NCSI(National Customer Satisfaction Index), but it is limited to aply to military goods. We focused on product quality and developed MQSI(Military Quality Satisfaction Index) Model. Result: We propose a new Satisfaction Index Model(MQSI, Military Quality Satisfaction Index) that can be applied to military goods. Conclusion: In this study, configuration and variables of MQSI Model are described. Also the result of preliminary survey is briefly explained.

승조원의 만족도를 고려한 함정의 함내소음 기준 분석 (Study of the Indoor Noise Limit for Naval Vessels Considering the Satisfaction of the Crew)

  • The indoor noise of the naval vessel is very important considering hearing protection, improvement of working environment and easily communication between crews. When the environment of the naval vessel suffering from the noise is considered, it is very important to be quiet in the living area where the crews have a rest sufficiently. In addition, the noise of the working area should be reduced in order to increase working efficiency. Therefore, in this research, the satisfactions about the indoor noise are survey for crews working in a naval vessel. Through this survey, the relationship between the indoor noise and crew's satisfaction about it can be found. As a result, the limit of sound pressure level which almost all crew can be satisfied with the indoor noise about their living and working area is suggested base on the survey in this research.

국방분야 지식관리시스템의 활용도와 만족도에 관한 연구 (A Study on the Utilization and Satisfaction of Knowledge Management System in the Defense Sector)

  • The aim of this study is to analyze how both the quality of KMS (Knowledge Management System) and its organizational factors have effect on the utilization and user satisfaction in the defense sector. This study has verified the effects and identified the main factors affecting KMS performance measures. The nature of KMS quality and its organizational characteristics were deduced from previous research results, and a questionnaire survey was conducted on 250 KMS users in the defense sector on the performance of KMS based on the time spent on KMS and the overall satisfaction through which the hypothesis was verified. This study has made several contributions in the fact that it had provided the opportunity to analyze which factors have impact on knowledge management performance in the defense sector and the utilization and users' satisfaction of KMS reflecting the viewpoint of the organizational characteristics of the military, while studying the factors which can affect the performance for knowledge management.

AHP를 이용한 국방연구개발사업 메타평가 지표개발 (A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.
