스마트팩토리 확산을 위한 비파일시스템(None File System) 기반의 차세대 데이터보호에 관한 연구 (A Study on Next-Generation Data Protection Based on Non File System for Spreading Smart Factory)

  • 연구목적: 우리나라 최근 4차 산업 혁명의 핵심 기술인 인공지능(AI), 사물인터넷(loT), 가상현실(VR) 등을 제조 환경에 반영한 스마트공장 도입이 활발히 추진되고 있다. 그러나 기존 운영체제 기반의 파일 시스템에서 발생하는 각종 문제점을 해결하고자 비파일시스템 기반의 데이터보호 기술을 연구·검증하고자 한다. 연구방법: 본 연구에서는 운영체제에 의해 식별되거나 제어되지 않는 보안저장부와 디지털 키 값의 입력에 따라 보안 저장부를 활성화할 수 있는 방법연구와 BIOS 동작 시 연결을 위한 입출력 정보만 제공하는 제어부를 설정하고 보안 저장부의 활성화에 따라 제2 메타 데이터를 사용한 맵핑 동작을 수행할 수 있도록 비파일형태의 구조를 연구함. 연구결과: 첫째, 비파일시스템 기반의 보안 저장부의 생성과 데이터 입출력 시 데이터 손상 여부를 샘플 데이터의 해시함수 값과 일반 저장부 및 보안 저장부의 해시함수 값을 비교하여 일치하는 것을 확인하였음. 둘째, 보안 저장부의 데이터 보호 성능 실험에서는 원본 파일의 해시함수 값과 랜섬웨어 활동 이후의 일반 저장부와 보안 저장부의 해시함수 값을 비교하여 악성코드인 랜섬웨어로부터 데이터 보호 성능을 확인함. 결론: 본 연구는 국가적으로 추진하고 있는 스마트팩토리 구축 사업을 통해 기업에 도입되고 있는 정보시스템 내의 중요 데이터를 보호하기 위한 새로운 개념의 데이터 보호 기술을 구현하고 실험하였다. 정보보안의 목적인 중요 데이터의 보호를 위해 기존의 저장 개념과 달리 파일 시스템에 비의존적인 비파일 형태의 보안 저장부 생성기술을 구현하였고 그 안전성을 검증하였음.

The System of Radiation Dose Assessment and Dose Conversion Coefficients in the ICRP and FGR

  • Background: The International Commission on Radiological Protection (ICRP) recommendations and the Federal Guidance Report (FGR) published by the U.S. Environmental Protection Agency (EPA) have been widely applied worldwide in the fields of radiation protection and dose assessment. The dose conversion coefficients of the ICRP and FGR are widely used for assessing exposure doses. However, before the coefficients are used, the user must thoroughly understand the derivation process of the coefficients to ensure that they are used appropriately in the evaluation. Materials and Methods: The ICRP provides recommendations to regulatory and advisory agencies, mainly in the form of guidance on the fundamental principles on which appropriate radiological protection can be based. The FGR provides federal and state agencies with technical information to assist their implementation of radiation protection programs for the U.S. population. The system of radiation dose assessment and dose conversion coefficients in the ICRP and FGR is reviewed in this study. Results and Discussion: A thorough understanding of their background is essential for the proper use of dose conversion coefficients. The FGR dose assessment system was strongly influenced by the ICRP and the U.S. National Council on Radiation Protection and Measurements (NCRP), and is hence consistent with those recommendations. Moreover, the ICRP and FGR both used the scientific data reported by Biological Effects of Ionizing Radiation (BEIR) and United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) as their primary source of information. The difference between the ICRP and FGR lies in the fact that the ICRP utilized information regarding a population of diverse races, whereas the FGR utilized data on the American population, as its goal was to provide guidelines for radiological protection in the US. Conclusion: The contents of this study are expected to be utilized as basic research material in the areas of radiation protection and dose assessment.

  • Korea's FTA e-commerce regulations are evolving into a standardized norm. However, "location of computing facilities", which was not covered by Korea's existing FTA, was newly established in Korea's first Mega FTA, RCEP. China, a member of RCEP, restricts data movement and requires data localization through its Cybersecurity law. These facts have led to start this study with interest in data-related regulations. It examined country-specific and regulatory characteristics in the process of forming digital trade norms, using the TAPED established by Burri et al. (2020). It also analyzed the current status of introducing norms related to 'data flow', 'data localization' and 'data protection' of the EU, USA and China, which are leading the formation of e-commerce trade norms. Finally, the legal review was conducted to compare the exact meaning of the wording expressed in each agreement for the six recently enacted Mega FTAs and Digital Economic Agreements. These findings are meaningful in that they provided implications for the effectiveness of RCEP and the direction of negotiations on Korea's digital trade norms.

빅데이터 개인정보보호 가이드라인(안)의 개선 방향에 관한 연구 (A Study on the Improvements of the Big Data Guideline in Korea)

  • 빅데이터 시대의 도래는 산업 발전에 대한 긍정적 시각과 함께 개인정보보호 및 프라이버시 침해와 관련한 우려 또한 낳고 있다. 이러한 상황에서 최근 방송통신위원회는 빅데이터 환경에서 개인정보 수집과 이용 범위를 규정하는 '빅데이터 가이드라인(안)'을 제시하였다. 그러나 동 '가이드라인(안)'은 산업 진흥에 목적을 두고 있어, 기존 "개인정보보호법"과 충돌하는 내용을 많이 포함하고 있는 상황이다. 이에 시민단체들은 정보주체의 인권이나 프라이버시를 침해할 수 있다는 이유로 제정을 강력히 반대하며, 결국 개인정보위원회는 최근 전면 재검토를 요청했다. 따라서 본 논문에서는 현 '가이드라인(안)'의 한계점을 분석하고, 국내 외 관련 법률을 검토하여, 개인정보보호를 통한 프라이버시 침해를 최소화하는 방향에서 기업들이 빅데이터를 안전하게 활용할 수 있도록 법과 제도적 정비 방안에 대해 논의한다.

의료기관의 정보보호교육과 정보보안생활과의 관련성 (Relationship between Information Security Education and Information Protection Practice of Hospital)

  • PURPOSE: To demonstrate that the training of information protection for members at medical institutions increases the information protection activities of employees. METHODS: We used the chi-square test and the logistic regression model to analyze the data of the "Healthcare Information and Communication Status Survey in 2017" (n = 2002) conducted by the Korea Health Industry Development Institute RESULTS: As a result of the analysis, the information protection activity increased when the education was received and the number of received more than the education was not received. Especially, when the management receives education, it affects the information protection activities of the employees. CONCLUSION: In order to protect medical information, medical institutions need to provide education on information protection for management and employees.

  • 비즈니스 데이터란 회사 업무 진행 과정 중에 생성, 저장, 이용, 전달되는 모든 온오프라인 형태의 문서 및 전자적 데이터를 의미하며, 영업, 조직, 매출, 마케팅, 배송 관련된 모든 데이터를 의미한다. 대부분의 회사에는 사내 문서 생성 및 보안 관리 가이드에 의거하여 비밀, 대외비의 등급은 이미 존재하나, 실제 사용하고 있는 비즈니스 데이터를 상세히 분석하여 반영할 수 있는 의사결정 기준 수립이 미흡하다. 본 논문에서는 비즈니스 데이터를 분류할 수 있는 정성적, 정량적인 기준(평가 지표)을 수립하기 위한 비즈니스 데이터 decision matrix를 설계할 수 있는 방안을 제시하고, 각 등급별로 보호할 수 있는 기준을 제시해보고자 한다.

Environmental Radiation Protection in Medical Institutions

  • The study aimed to measure the levels of radiation protection for radiologists in medical institutions in three environmental categories (physical, administrative and social) and to establish a data base which can be used to increase awareness of environmental radiation protection in medical institutions within Korea. The study surveyed 10% of radiologists working in radiology departments in medical institutions which are supervised by the National Dose Registry overseen by the Korean Food and Drug Administration(KFDA). This study found that the level of environmental radiation protection was higher in the capital area and in larger hospitals. On the other hand, the study shows environmental radiation protection was lower in the Youngnam area and in clinics. Results from the questionnaires indicate the level of environmental radiation protection was higher when radiologists were given an individual dosimeter but lowest when the radiation protection apron quality test was conducted. Environmental radiation protection is an important factor for radiologists to conduct activities in a safe and protected environment. However, this study shows there are differences in the level of environmental radiation protection in medical institutions and location within Korea. In particular, the level of environmental radiation protection was lower in clinics, appropriate intervention strategies befitting these conditions are needed based on medical institution classification and location in order to improve the level of environmental protection.

지방소비자행정 발전을 위한 광역자치단체의 소비자보호조례와 소비자정책심의위원회 운영 현황 비교분석 (Comparative Analysis of Regulations for Consumer Protection of Local Self-government)

  • In this paper the consumer protection regulations of 16 wide area self-governments in Korea are studied. Status of consumer protection policy committees and their general policies for consumer protection of these wide area self-governments are also investigated. The data of consumer protection regulation were collected from the internet web-site of each self-government and the status of consumer protection policy committee and the general policy for consumer protection were obtained by requesting each self-government to report administration information during May through October in 200l. 13 of 16 wide area self-governments except Daegu, Inchon, and Jejudo have own consumer protection regulations. Major parts of these regulations conform the standard regulation of ministry of Government Administration and Home Affairs. Many of the consumer protection policy committees reported that they do not have meetings constantly. Moreover since the price of goods and services is the typical subject of meetings, the committees do not seem to properly play the role of a consumer protection policy authority. Contents of the general policy for consumer protection of many self-governments are simple description of detailed practicing plans according to the general consumer protection policy of the national government. By criticizing the problems aroused during the study of consumer protection policy of self-governments, suggestions are given which will help for the development of consumer policy of wide area self-governments.

Evaluation of a New Workplace Protection Factor―Measuring Method for Filtering Facepiece Respirator

  • Background: This study aims to assess whether the TSI PortaCount (Model 8020) is a measuring instrument comparable with the flame photometer. This would provide an indication for the suitability of the PortaCount for determining the workplace protection factor for particulate filtering facepiece respirators. Methods: The PortaCount (with and without the N95-CompanionTM) was compared with a stationary flame photometer from Moores (Wallisdown) Ltd (Type 1100), which is a measuring instrument used in the procedure for determining the total inward leakage of the particulate filtering facepiece respirator in the European Standard. Penetration levels of sodium chloride aerosol through sample respirators of two brands (A and B) were determined by the two measuring systems under laboratory conditions. For each brand, thirty-six measurements were conducted. The samples were split into groups according to their protection level, conditioning before testing, and aerosol concentration. The relationship between the gauged data from two measuring systems was determined. In addition, the particle size distribution inside the respirator and outside the respirator was documented. Linear regression analysis was used to calculate the association between the PortaCount (with and without the N95-CompanionTM) and the flame photometer. Results: A linear relationship was found between the raw data scaled with the PortaCount (without N95-CompanionTM) and the data detected by the flame photometer (R2 = 0.9704) under all test conditions. The distribution of particle size was found to be the same inside and outside the respirator in almost all cases. Conclusion: Based on the obtained data, the PortaCount may be applicable for the determination of workplace protection factor.

EU GDPR과 국내 개인정보보호 법제 비교분석 (A Comparative Analysis of EU GDPR with Privacy Laws in South Korea)

  • 2018년 5월 25일부로 시행된 GDPR은 모든 EU 회원국에 공통적으로 적용되고 법적 구속력을 갖춘 점과 개인정보보호와 관련된 가장 최신의 동향이 고려되어진 법이라는 점에서 법적 중요성과 가치가 높다고 할 수 있겠다. 따라서 본 연구는 이러한 GDPR을 기준으로 국내 "개인정보 보호법" 및 "정보통신망법"과의 비교분석을 통한 국내의 개인정보보호 법제의 점검 및 개선 방안을 제언하는 것에 의미가 있을 것이라고 판단하였다. 본 연구의 결과로 GDPR의 법 적용 범위 민감정보 정의 개인정보 이전권 개인정보 보호담당관 개인정보 역외 이전 감독기관 처벌 법 적용 예외 사항 등이 국내 비교대상 법과 차이를 보이고 있었다. 이러한 차이는 정보주체의 권리와 이익을 보호하고, 개인정보의 보호와 활용적 측면의 균형을 위해서도 충분히 필요한 것이었다. 따라서 본 연구의 비교분석 결과 및 법 개선방안에 대한 제언을 토대로 국내 개인정보보호 법제의 전체적인 점검 및 수준 향상에 기여할 수 있을 것으로 기대한다.
