U-City법의 제정 및 시행에 따라 U-City를 건설하기 위한 제도적인 기틀은 마련되었으나 U-City법에 의한 계획체계가 정립되어 있지 않고 세부적인 지침도 마련되어 있지 않다. 특히 U-City의 핵심인 정보와 관련해서도 구체적인 계획과 지침 등이 마련되어 있지 않다. 따라서 본 연구에서는 U-City법에 의해 국가와 지자체에서 수립해야 할 U-City종합계획과 U-City계획에 포함되어야 할 U-City정보의 생산 수집 가공 활용 및 유통 등 정보관리에 관한 사항을 제시하였다. 먼저 U-City종합계획은 U-City계획 수립의 방향성을 제시하며, 우선적으로 추진해야 할 세부 실천과제는 '연계 및 공유를 위한 U-City정보 생산 수집 가공 기준 수립', 'U-City정보의 가공 및 활용 활성화 방안 수립', 'U-City정보 유통체계 기반구축', 'U-City정보 품질 및 가격제도 확립'이다. 그리고 U-City계획은 U-City종합계획을 기반으로 지자체단위의 정보의 생산 수집 가공 활용 및 유통 등 정보관리사항을 수립해야 한다.

본 연구에서는 대학정보공시제 사업을 통해 나타난 총괄관리기관과 항목별관리기관간의 자료연계의 문제점을 분석하여 총괄관리기관과 항목별관리기관의 자료연계 내실화 방안을 제시하는 것을 목적으로 한다. 관련된 문제를 규명하고 내실화를 위한 방안들을 도출해 내기 위해서 본 연구에서는 관련된 이전의 연구 자료를 분석하고 항목별관리기관인 한국사학진흥재단 정보공시 항목의 연계현황을 분석하여 문제점을 도출하고 심층면담을 통하여 항목별연계기관의 자료연계 내실화 방안을 도출하였다. 이를 토대로 한 내실화 방안으로 학교 및 학과코드 통합방안, 자료연계 자동화 방안, 정보의 신뢰성 확보 방안을 수립하였다. 본 연구의 결과를 통해 산출된 관리기관간 자료연계 내실화 방안들이 교육과학기술부, 총괄관리기관, 항목별관리기관 및 대학에서 신뢰성 있고 다양한 정보를 제공하는 정보공시사업이 되기 위한 기초 자료로 활용되기를 기대한다.

사이버전 훈련 시스템에 현실감 있는 트래픽을 제공하기 위해서는 사전에 트래픽 유통계획 작성과 정상/위협 데이터셋을 이용한 훈련데이터셋 생성이 필요하다. 본 논문은 사이버전 훈련 시스템에 실제 환경과 같은 배경 트래픽을 제공하기 위한 트래픽 유통계획 저작과 훈련데이터셋을 생성하는 방법의 설계와 구현 결과를 제시한다. 트래픽 유통계획은 트래픽을 유통할 훈련 환경의 네트워크 토폴로지와 실제 및 모의환경에서 수집한 트래픽 속성 정보를 이용하여 저작하는 방법을 제안한다. 트래픽 유통계획에 따라 훈련데이터셋을 생성하는 방법은 단위트래픽을 이용하는 방법과 프로토콜의 비율을 이용하는 혼합트래픽 양상 방법을 제안한다. 구현한 도구를 이용하여 트래픽 유통계획을 저작하고, 유통계획에 따른 훈련데이터셋 생성결과를 확인하였다.

환경정책기본법에 근거하여 수립되는 환경보전계획은 친환경적인 공간구축을 위한 활용 가능성과 잠재성에도 불구하고 선언적이면서 형식적인 계획으로 사실상 인지되고 있다. 이러한 인식의 중요한 요인 중의 하나는 공간개발과 직접적인 관련성이 있는 공간계획(도시기본계획 등)이나 도시개발계획과의 연계성을 확보하지 못한 것에 기인하며, 이는 공간환경계획이라는 계획 간의 연계수단의 필요성으로 종결된다. 이에 환경보전계획의 활용성과 계획 간의 연계성 확보를 위한 공간환경계획의 수립을 위해 선행되어야 할 공간환경정보의 체계화를 제안하고자 하며, 이를 위해 기존의 환경정보를 파악하고 공간환경계획과의 연계방안에 대해서 살펴보고자 하였다. 이와 관련해서 국가차원 및 지자체 차원에서 구축하고 있는 공간정보시스템을 살펴보고, 환경매체별로 활용 가능한 공간정보를 분류하였다. 또한 9개의 환경매체별로 공간환경계획에 포함될 수 있는 공간정보 및 계획 항목을 도출하여, 기존의 공간정보시스템, 공간환경 현황정보, 공간환경 관리계획으로 이어지는 연계체계를 구축하였다. 나아가, 공간환경계획 활성화를 위해 공간환경정보 구축에 관한 개선사항을 제안하였다. 체계적인 공간정보 구축은 공간환경계획 수립을 용이하게 함으로써 환경보전계획을 강화하고 위상을 높임은 물론, 관련 공간계획과의 연계성 강화에도 기여할 것이다.

Recently, as the field of construction industrial is enlarged and the blanket control system is formed, the process plan considered from initial process formation to construction cost must be systematic and rational. So we have to propose and compose the new process formation system that divides the intention decisive property of construction data, its relationship and the data property according to process definitely and can express and control easily the public ownership of construction data and network process under the peculation control. So this study decides the field formation and construction data of the work according to the ordering and contract way to establish the process data system for the process plan, shows that the lot theory is necessary to form the economical construction field and proposes that the integrated formation system of construction data that is made by code system must be established.

Recently, activation of related construction projects due to the large traditional gas resource development of frozen soil region of Russia are expected. It is necessary to provide a plan that can be utilized and collectively managed the occurrence data in the engineering & construction stage for continued contracts of the pipe construction. Therefore, this research is aimed to provide a management plan of occurrence data for efficient management in engineering & construction stage of pipeline business in frozen soil region. The data of the engineering & construction(related pipe construction projects) can be accumulated each version and multiply managed. Furthermore, I will be expected to be the foundation of the systematic management of the classifying based on metadata and the optimizing operations using big data method.

This research focuses on accomplishing analysis problems and issues by examining the policies and systems related to geo-spatial big data which have recently arisen, and suggests political and systemic improvement plan for service activation. To do this, problems and probable issues concerning geo-spatial big data service activation should be analyzed through the examination of precedent studies, policies and planning, pilot projects, the current legislative situation regarding geo-spatial big data, both domestic and abroad. Therefore, eight political and systematical improvement plan proposals are suggested for geo-spatial big data service activation: legislative-related issues regarding geo-spatial big data, establishing an exclusive organization in charge of geospatial big data, setting up systems for cooperative governance, establishing subsequent systems, preparing non-identifying standards for personal information, providing measures for activating civil information, data standardization on geo-spatial big data analysis, developing analysis techniques for geo-spatial big data, etc. Consistent governmental problem-solving approaches should be required to make these suggestions effectively proceed.

In this paper, we discussed an effective VDSL frequency plan for symmetric 10MDSL service. The frequency plan 998 and plan 997 for asymmetric VDSL services have been not optimally designed for 10MDSL services. To obtain the reaches and data rates of 10MDSL, we proposed two frequency allocation schemes : Static method and dynamic method. We can select frequency bands with their fixed boundaries in static method while with their variable boundaries in dynamic method. To show the effectiveness of our proposed methods, we performed some simulations about plan 997 and plan 998, new static method, and new dynamic method. According to the simulation results, the proposed dynamic method can provide the best data rates and reaches for 10 Mbps symmetric VDSL services.

The operating characteristic curves, average sample numbers and average outgoing qualities of a reference plan, modified two-level, three-level and five-level skip-lot sampling plans are compared.
