In the worst maritime accidents, people should abandon ship, but ship structures are narrow and complex and operation takes place on rough seas, so escape is not easy. In particular, passengers on cruise ships are untrained and varied, making evacuation prospects worse. In such a case, the evacuation management of the crew plays a very important role. If a rescuer enters a ship at distress and conducts rescue activities, which zones represent the most effective entry should be examined. Generally, crew and rescuers take the shortest route, but if an accident occurs along the shortest route, it is necessary to select the second-best alternative. To solve this situation, this study aims to calculate evacuation routes using Q-Learning of Reinforcement Learning, which is a machine learning technique. Reinforcement learning is one of the most important functions of artificial intelligence and is currently used in many fields. Most evacuation analysis programs developed so far use the shortest path search method. For this reason, this study explored optimal paths using reinforcement learning. In the future, machine learning techniques will be applicable to various marine-related industries for such purposes as the selection of optimal routes for autonomous vessels and risk avoidance.

The Republic of Korea Navy has deployed naval fleets in the East, West, and South seas to effectively respond to threats from North Korea and its neighbors. However, it is difficult to allocate proper missions due to high uncertainties, such as the year of introduction for the ship, the number of mission days completed, arms capabilities, crew shift times, and the failure rate of the ship. For this reason, there is an increasing proportion of expenses, or mission alerts with high fatigue in the number of workers and traps. In this paper, we present a simulation model that can optimize the assignment of naval vessels' missions by using a continuous time absorbing Markov chain that is easy to model and that can analyze complex phenomena with varying event rates over time. A numerical analysis model allows us to determine the optimal mission durations and warship quantities to maintain the target operating rates, and we find that allocating optimal warships for each mission reduces unnecessary alerts and reduces crew fatigue and failures. This model is significant in that it can be expanded to various fields, not only for assignment of duties but also for calculation of appropriate requirements and for inventory analysis.

When the 60-ton-class patrol boat '72' of the Korea Coast Guard (KCG) was on duty and she accidentally collided with another patrol boat ('207', 200-ton-class) and sank. A month-long search found a small amount of lost items, but neither the crew nor the ship was found. For the first time in 39 years since the accident, the Korea Institute of Ocean Science and Technology (KIOST) searched the boat 72 using the latest integrated geophysical techniques. A number of sonar images presumed to be of a sunken ship was acquired using a combined system of side scan sonar and marine magnetometer, operated at an altitude of approximately 30 m from the seabed. At the same time, a strong magnetic anomaly (100 nT) was detected in one place, indicating the presence of an iron ship. A video survey using a remotely operated underwater vehicle (ROV) confirmed the presence of a shielding part of a personal firearm at the stern of the sunken vessel. Based on these comprehensive data, the sunken vessel discovered in this exploration was assumed to be '72'. This result is meaningful in terms of future ocean exploration and underwater archaeology, as the integrated system of various geophysical methods is an efficient means of identifying objects present in the water.
A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

Crack sealing is a maintenance technique commonly used to prevent water and debris penetration and reduce future degradation in pavement. In recent years, several systems for automatically routing and sealing pavement cracks have been developed in the highway construction and maintenance area. Automating pavement crack sealing can improve safety, productivity and quality, and reduce road user cost as well. The reduction in crew size and the increase in productivity of the automated sealing process will be translated directly into significant potential cost savings. The main objective of this study is to illustrate conceptual models for the development of the automated pavement crack sealer which meets domestic road condition and regulation, and to discuss its technical feasibilities. Conclusions are made concerning the applicability and the value of cantilever-typed pavement crack which is selected as the most feasible alternative in both economical and technical aspects.

In 1994, the International Maritime Organization (IMO) adopted the International Safety Management Code (ISM Code) as SOLAS convention to ensure the safe operation of ships and to protect marine environment from pollution In December 2002, the IMO adopted the International Ship and Port Facility Security Code (ISPS Code) in the Chapter XI-1 of SOLAS to ensure the security of ships, crew, cargo and port facility. With 1 July 2004 being the coming into effective date of ISPS Code, there is a sense of urgency among the shipping companies and port authorities to accomodate the ISPS Code. Although both the ISM Code and the ISPS Code are based on the management system concept introduced in the ISO 9001, two Codes pursue different objective. Accordingly, it is meaningful to compare and analyze the requirements of three standards. In this article, the backgrounds, principles and requirements of three standards are analyzed and presented to offer several suggestions on the establishment and implementation of security measures in compliance with the ISPS Code to the shipping industry in time.

This study examined the factors affecting submarine crews' turnover intention. This study reviewed previous research-related turnover in military organizations. The measurement was designed based on the Kano model, which was originally used to survey the customers' satisfaction with a service or a product. The authors conducted a questionnaire survey of 408 submarine crew, from 1, Nov to 30, Nov, 2013. The results showed that the factors that impact the submarine crews' turnover were the sense of insecurity due to the a poor working environment of the submarine, physical risks due to the water pressure, anxiety due to the closed space, and insecure rank-limited promotion system. The paper discusses the implications of the results from the perspective of military social welfare and provides recommendations for setting up the policy for submarine crews' welfare based on the study result.

During the last few years, the use of Pre-tensioned spun High strength Concrete(PHC) pile has been gradually increased in many construction sites such as super high-rise and large building construction. there is almost no specific code and/or standard described in the specifications to check verticality for Pre-tensioned Spun High Strength Concrete pile installation process. The most commonly used method for the vortical PHC pile installation is a naked-eye measurement or water level measurement conducted by assistant crew in the construction sites. And recent analysis results of the pile cutting work revealed that it frequently makes a lot of cracks which significantly reduce the strength of the pile and is very labor intensive work, thus requiring a large amount of additional time, costs, and efforts. Since Ballast Water Management Convention has been adopted, Ballast Water Management Convention is not effected yet. This convention will only enter into force 12 months after its ratification by 30 states, collectively representing 35% of world merchant shipping tonnnage. Morocco, Indonesia and Ghana have ratified this convention during last 29th IMO Assembly meeting which was held in November 2015. In 2016, Belgium, Fiji, Saint Lucia and Peru have become the latest countries to ratify the convention. As of now, 51 states and 34.87% combined merchant fleets are being calculated. BWM convention will be applied to not only new ships but also, existing ships after it is effected. Thus, existing vessel will be retrofitted a Ballast Water Treatment System according to D-2 Requirement until first IOPP nenewal survey after date of entry into force of the convention. Currently, about 65 BWTSs certified by Administration will be reported to IMO, even type of BWTSs is very various. Thus, a risk of each BWTS can be existed, and this existed risk can be also effected to ship's crew safety and protection of ship's own property. Therefore, we have evaluated a risk assessment for an existing vessel retrofitting an ultra violet type Ballast Water Treatment System which is mostly developed in the world. And we described the procedure of selecting a sample vessel, consequently, bulk carrier is selected because this vessel kind is mostly charged in the world. Especially, DWT 175K size is selected. Risk Assessment is using a HAZID and HAZOP method, evaluation method is referred to IMO Document "Considerated test of the Guidelines for Formal Safety Assessment (FSA) for use in the IMO rule-marking process(MSC/Circ.1203-MEPC/Circ.392)". The Risk Assessment Section is decided to 3 Nodes, Consequently, total risks have evaluated 51 items.
