Development of Construction Cost Model through the Analysis of Critical Work Items (코스트 중요항목 분석을 통한 공사비 예측모델 연구)

  • In construction project planning and control, a cost model performs a critical role such as cost determination on a contract stage and cost tracing. The model can maximize owner's profit and value within the project budget and optimize cost management works on overall construction implementation stages. A BoQ(Bill of Quantities) generally adopted in a unit price contract has been applied as an important tool for cost control and forecast. However a previous cost model based on the BoQ has shown limitations in that it requires too detailed information and heavy manpower on cost management and difficulty in keeping relationship with construction planning, scheduling and progress management. The each cost items and unit prices which constitute of construction works are individually very important management factors but the relative weight for each items and prices have a difference on the contents and conditions of each conditions of each construction works. In consideration of this structural mechanism of cost determination, this research is aimed at examining the critical factors affecting the construction cost determination and propose and verify a new cost forecasting model which is more simple and efficient and also keeps the accuracy of cost management.

A Mobile Multicast Routing Mechanism based on the Comparison of Tree Reconstruction Cost and Tunneling Cost (트리 재구성 비용과 터널링 비용의 비교에 근거한 모바일 멀티캐스트 라우팅 기법)

  • Mobile multicast schemes are classified into remote subscription and bi-directional tunneling. While the former scheme has much overhead in the maintenances of multicast tree, the latter suffers from inefficient routing. In this paper, we propose dynamic mobile multicast routing (DMMR) scheme, which is operated on the basis of cost functions related with forwarding cost and tree reconstruction cost, Basically DMMR intends to find lower cost between forwarding cost and tree reconstruction cost. Forwarding cost is the cost of tunneling multicast packets from home agent, and tree reconstruction cost is the joining cost of foreign agent to multicast group. In the case that a mobile host moves to the other area, its foreign agent calculates cost functions related with forwarding cost and tree reconstruction cost. If forwarding cost is higher than tree reconstruction cost, foreign agent joins to multicast group and reconstructs the multicast tree. Accordingly, foreign agent can dynamically adapt remote subscription or bi-directional tunneling, Our scheme provides more stable multicast service to the mobile hosts regardless of the movements of mobile host and the number of mobile group members.

  • As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.

Cost Structure of Medical Services in Korean National Health Insurance (건강보험 의료행위의 비용구조)

  • Health insurance fees are set by relative value scales and conversion factors. Since 2008 the conversion factor has been classified into 7 according to the provider type, and a separate contract has been made respectively. As such classification of the conversion factor reflects only the different characteristics of providers, however, further classification to reflect the different cost structures of providers is proposed. Cost varies according to the type of not only providers but also services each provider supply. In fact different cost structures of providers are the result of their different services. This study analyzed the cost structure of medical services to propose a new approach to the classification of the conversion factor. This study analyzed the cost structure of medical services using cost data constructed in the revision study of relative value scales. The cost data consist of doctor's fee, support staff's fee, cost of medical equipments, cost of medical supplies and indirect cost. The proportion of each cost component to the total cost was analyzed in terms of service department and service type. 72 service groups are defined in terms of the combination of service department and service type. Through cluster analysis, 72 service groups were reduced into 7 clusters each of which has a similar cost structure. Conversion factor is contracted annually to reflect the change in the cost of providing medical services. So the classification of conversion factor has to be based on the cost structures of medical services, not the characteristics of providers. Service clusters derived in this study can be used as a new classification for health insurance fee contract.

Ratio Estimation of Indirect Cost Sector about Defense Companies by Statistic Technique (통계 기법에 의한 방산업체의 간접원가부문 비율 추정)

  • In the defense acquisition, a company's goal is to maximize profits, and the government's goal is to allocate budgets efficiently. Each year, the government estimates the ratio of indirect cost sector to defense companies, and estimates the ratio to be applied when calculating cost of the defense articles next year. The defense industry environment is changing rapidly, due to the increasing trend of defense acquisition budgets, the advancement of weapon systems, the effects of the 4th industrial revolution, and so on. As a result, the cost structure of defense companies is being diversifying. The purpose of this study is to find an alternative that can enhance the rationality of the current methodology for estimating the ratio of indirect cost sector of defense companies. To do this, we conducted data analysis using the R language on the cost data of defense companies over the past six years in the Defense Integrated Cost System. First, cluster analysis was conducted on the cost characteristics of defense companies. Then, we conducted a regression analysis of the relationship between direct and indirect costs for each cluster to see how much it reflects the cost structure of defense companies in direct labor cost-based indirect cost rate estimates. Lastly a new ratio prediction model based on regularized regression analysis was developed, applied to each cluster, and analyzed to compare performance with existing prediction models. According to the results of the study, it is necessary to estimate the indirect cost ratio based on the cost character group of defense companies, and the direct labor cost based indirect cost ratio estimation partially reflects the cost structure of defense companies. In addition, the current indirect cost ratio prediction method has a larger error than the new model.

Impacts of Payload Weights on the Cost Effectiveness of Reusable Launch Vehicles (재사용발사체의 비용 효용성에 미치는 임무중량의 영향)

  • Recently, in the space market, there has been a rapid reduction of the launch price. The major reason is that a few commercial companies, especially SpaceX, began to enter into the space market about ten years ago, which has changed the space market from monopolization to competition, and accelerated the adoption of commercial efficiency in the technology and management. Also, the successful landing and recovery of a first stage in 2016 by SpaceX proved to be a prelude to opening a new era of reusable launch vehicles, and SpaceX declared the groundbreaking launch price through using the reusable launch vehicle. This study calculates the total launch cost required to put a certain satellite into the LEO, compares the launch cost in three cases with different payload weights, and reviews the impacts of the payload on the cost effectiveness of a reusable vehicle. The total launch cost is divided into 6 subsections cost, namely development cost, production cost, refurbishment cost, operation cost, fixed-cost of factory and launch site, and insurance cost. The cost estimation relationships used in the calculation are taken from the commonly proven cost models such as TRANSCOST.

Life Cycle Cost Estimation Method for Spare Parts Using Weapon System Hierarchy (무기체계 계층구조를 활용한 수리부속의 수명주기비용 추정 방안)

  • Purpose: The spare part cost is one of the most important cost factors with which construct Life Cycle Cost. The LCSP(Life Cycle Sustainment Plan) Guidebook issued by Korea Ministry of Defense, however, suggests a simple equation to estimate the spare part cost using maintenance task frequencies and each part cost. Therefore, following the cost estimation method in the LCSP Guidebook may lead to an improper cost estimation result since both the hierarchical structure of the weapon system and the part discard rate are not considered. The purpose of this study is to develop a new life cycle cost estimation method for spare parts of weapon system during its life cycle. Methods: In this study, the detailed cost structure of spare parts is provided. Also a new spare part cost estimation methods for the each cost element are proposed, considering the hierarchical structure of weapon system and the part discard rate. And the proposed spare cost estimation methods are applied to K system for a case study. Results: Based on the case study of K system, the spare part cost estimation method, proposed by this study, shows that it can complement the estimation method suggested by the LCSP Guidebook. It also shows that it is applicable to the weapon systems for Korea armed forces. Conclusion: The proposed life cycle cost estimation method for spare parts has an advantage of estimating the spare part cost more accurately. It is expected to be useful in analyzing the procurement alternatives objectively and making up the Korea armed forces budget effectively.

  • Often the accuracy is not adequate as a performance measure of classifiers when costs are different for different prediction errors. ROC and cost graphs can be used in such case to compare and identify cost-sensitive classifiers. We extend ROC and cost graphs so that they can be used when more general cost matrix is given, where not only misclassifications but correct classifications also incur penalties.

  • An economic life test sampling plan for products with exponential lifetime distribution is developed. To reduce test time, a test plan with curtailed Type II censoring is considered. A cost model is constructed which involves three cost components; test cost, accept cost, and reject cost. Determination of optimal plan minimizing the expected average cost per lot is discussed with a constraint related to consumer's risk. Some numerical examples are provided.

  • The purpose of this paper is to analyze cost-effectiveness of a train simulators. The cost-effectiveness of training program is assessed by multiplying transfer effectiveness ration(TER) by training cost ration(TCR). If their product is less than one, the program is not cost effective. Even if a program is not cost effective, however, safety considerations may be important to consider.
