The Efficiency of Cooperatives : a Case of National Federation of Fisheries Cooperatives (협동조합의 효율성 : 수협중앙회의 사례)

  • WTO system has just begun and the development for fishing industry is being carried out. The task of National Federation of Fisheries Cooperatives(NFFC ) is not only to support producers' competitive edge, but also to realize the efficiency embodied in the businesses of NFFC itself. Then it can continue to compete other firms and offer the comprehensive services only when it achieves its efficiency. The efficiency of NFFC is the economies of scale and scope. NFFC should achieve its scale and scope economies to be efficient. NFFC needs to expand its size in fish distribution and banking business to have scale economies. Also, the communication and coordination systems among member-supporting, fish distribution, and banking business need to be strengthened to get its scope economies. It is interesting theoretically and in policy making to test the hypotheses that cooperatives are capable of offering the comprehensive services such as distribution, credit, and insurance to the members. It is meaningful to their development for agricultural and small businesses cooperatives as well as fisheries cooperatives to survive the fierce competition under WTO system. National Federation of Agricultural Cooperatives(NFAC) is much greater in business size than NFFC. The estimation and test in the multiproduct cost function of NFAC will show interesting results.

  • This study explored feasibility of social cooperatives as a strategy of struggle to social exclusion in the social services area based on the relationships between people. Is social cooperatives on the Fundamental Act on Cooperatives a new type of social welfare service providers comparing the social welfare foundations and social enterprises? Would be expected as social inclusion processes effects arising from the properties of cooperative in social welfare sector? If social welfare institutions function as an intermediate medium between government and users, social cooperatives can be performed function in the community in a variety of cooperative relationships with Multiple stakeholders, e.g. various service providers, care-givers, social workers, and users, etc., conflicting the interests. In this perspective, looked the possibility of social cooperatives as community welfare practice model.

A Study on Determinants of Performance of Contract Farming by Agricultural Cooperatives (농업협동조합 계약재배 사업의 성과 결정요인 분석)

  • Purpose - This study examines the factors that influence the performance of contract farming by agricultural cooperatives from the agency theory and resource-based view of the firm. Design/methodology/approach - This study collected 1,090 data related to a sample of contract information between agricultural cooperatives and producers from national agricultural cooperatives federation. In order to examine the performance of contract farming, we use the multiple regression analysis. Findings - Incentives may reduce agency problems by increasing producers' motivation and discouraging their opportunistic behavior. Total asset size and education expenses function like resources that lessen the risks coming from environment uncertainty, and also facilitate the contract farming between producers and agricultural cooperatives. Research implications or Originality - By analyzing the factors that influence on the performance of contract farming between producers and agricultural cooperatives, we propose that incentives, and resources may improve the performance of contract farming between agricultural cooperatives and producers. Overall, the contract farming can co-create the economic efficiency and effectiveness while minimizing risks and uncertainty.

Suggestions for the Sustainability of Social Cooperatives (사회적 협동조합의 지속가능성을 위한 제언)

  • Recently, discussions about social economy have been actively promoted, and the establishment of social cooperatives, which is an axis of social economy, is being activated. However, because of the economic slowdown, social cooperative activities are often shrinking, and a case study is conducted on how to make social cooperatives sustainable. The results are as follows. In order for social cooperatives to cope with social change adaptation and market diversity, it is necessary to organize networks or participate in existing networks. It is also necessary that social cooperatives form different types of social cooperatives into separate organizational forms as needed. In addition, social cooperatives should make efforts to improve the quality of services and goods provided by each organization, and focus on attracting local people's empathy and participation to change the culture and atmosphere of the region. If such efforts are made, it will be possible for social cooperatives to become a sustainable economic organization.

  • The mutual credit of Fisheries Cooperatives is reciprocal financing bring overs and shorts to settlement themselves by filling each other's needs among feeble fishermen economically. The spread of mutual credit through Fisheries Cooperatives reduces private loan dependence and private loan interest rate at fishery village, and that fills up policy financing being restricted by working scale. And seeing movement side of Fisheries Cooperatives, it has done an under board to settle self-supporting foundation of primary fisheries cooperatives early. The mutual credit deposit shows about 53 times increase past an interval of a ten years. This increase rate is an epoch-making record being unparalleled in other banking facilities except Fisheries Cooperatives. Then being unparalleled increase rate, time and savings deposits increase has been contributed a great deal than demand deposits. Thinking important function factors as mutual credit growth, we can classify interior and exterior factors. The exterior factor is income of fishery household in some measure, interior factors are the high deposits interest rate and the enlargement of facilities organization. As these, they have been in a better factors, also have been a restriction factors. The restriction factors are conflict cancellation between mutual credit and them bring into existence a village vault, mutual savings and finance companies, private finance. For the sake of continuance growth rate in mutual credit as past, we should eliminate restricted factors in growth. On the other hand the better factors in growth should be act upon affirmation side continually. Consequently under circumstances not to an amicable settlement bring the fisheries fund demand as policy financing, we should do continuous and sound development of fisheries financing by means of putting in good order of fisheries cooperatives mutual credit. Surveying a problem from these viewpoints, when we study more deep and a full into a subject about growth project of mutual credit, we think to expect continuous growth in mutual credit of Fisheries Cooperatives.

  • Pooling system of jointly shipping farm products aims to realize economies of scale for it's farm products and strengthen bargaining power for the farmers. As adapting to pooling system, price received by farmers and competitive power of our farm products can be enhanced. Pooling system especially in Cheon-an pear and horticultural primary cooperatives is found to be required, because the pooling system is not introduced yet although the area is main region for domestic pear production. This study aims at establishing the appropriate pooling system and it's strengthening strategies in this cooperatives through survey of local producers' group in this cooperatives and case studies of successful pear primary cooperatives.

A Study on the Minimun Farm Size of the Greenhouse Vegetable Cooperatives (완전협업을 위한 시설채소 영농조합의 최저규모)

  • This paper is aims at identifying the minimum farm size of the greenhouse vegetable cooperatives. Farm cooperative is one of the institutional measurments for the seeking of economy of scale which could not be found in family farm. In this paper 5 cooperatives and 5 farmhouseholds which have been managed vegetable greenhouse were surveyed. The results are as follows; First, cooperatives had 29.3% less on the fixed costs, and received 43% more on prices than general vegetable farmhouseholds. This means that the cooperatives have economy of scale. Second, to establish full organized coopratives, cooperative sizes must be more than 4,582 pyung, considering the government target which will be loaned 80% goverment loan of total facility costs with no subsidy.

  • Background: The purpose of this study is to investigate the factors that affect the participation of union members who involved in the Korean health cooperatives. Methods: Questionnaires were collected from 1,041 respondents who voluntarily participated in seven health cooperatives. In order to verify the hypothesis, collected data were analyzed using binomial logistic regression. Results: Longer tenure, higher collective motive, organizational age were associated with types of participation. In operative participation, marital status, higher reward motive, better accessibility to the cooperatives influenced concern about the high-level participation. Organizational age were associated with the high-level participation in management participation. Longer tenure, interaction with staff, management participation were involved in additional investment. Conclusion: This is the first study to statistically prove that the influencing factors on the participation in the health cooperatives. Based on these findings, the provision of differentiated strategies should be useful for increase of participation.

  • This study aims to examine factors affecting the seafood processing business of primary cooperatives. For this purpose, I divided primary cooperatives that participate to seafood processing business into three group by sales scale. And then analyzed survey results for the four items that might be affecting the seafood processing business, type of seafood processing methods, HACCP certification status, distribution channels, processing difficulties during project implementation, etc. The result offers four implications. First, It is desirable to reduce the burden of the initial investment by leveraging the consignment process at the initial entry to seafood processing business. Second, HACCP certification is essential factor in order to promote seafood processing business as a long-term economic business. Third, To the steady growth of the seafood processing business, it is important to secure fixed large customers, as well as a individual customer. Fourth, For the continued growth of the seafood processing business it should be approached differently by way of sales, when the National Federation of Fisheries Cooperatives support to primary cooperatives.
