A Study on the Cooperative Library Service Network for the Disabled Persons in Korea (도서관 장애인서비스 협력망 연구)

  • There are more than 2 million blind and partially disabled people in Korea. They need access to books and information for all the same reasons as non-disabled persons: for lifelong learning, for social activity, for leisure, and to play a full part in society. In considering these realities, this paper has suggested the various strategies and plans to build and operate a cooperative library service network for the disabled persons. In addition, author commented on the subsequent actions for implementing the cooperative service model.

  • This study aims to set a cooperative network system for children's service in public libraries in Korea centering on the National Library for Children and Young Adults. The purpose of the study is to foster effective online and offline cooperation among public libraries through the National Library for Children and Young Adults and improve children's library service. Based on the survey results and face-to-face interviews the study suggests various ways to strengthen cooperative network system and public library council for children's service. First is to empower the council and to that end, to expand the cooperative network as well as to clearly set its role. Secondly it advises to capitalize from council's homepage service and adapt social-networking tools.

  • This study has been aimed to analyze the following three points which are believed to be the most important in establishing efficient library networks. The writers have done the research into the literature and references concerning the networks of library, as they are considered crucial functions in cooperative administration between the libraries. The following are the findings from the survey: 1) The established networks in foreign countries have been compared with those of Korea, basing upon the data and present situations in both areas and the definition and agreed viewpoint of the networks are presented. 2) The relations between the existing Library system and Consortia were clarified in view of the current trend, thus showing the scope and integral aspects of them. 3) Finally, we have classified the types of network into four categories, such as search service network, customized service network, service center/network and state local networks, and made through analysis of the character, organization and management of each realm.

A Study on the Construction of a Cooperative Network for Public Libraries (공공도서관 협력 네트워크 구축 방안)

  • Public libraries in Korea have increased dramatically in number through the last 45 years.However, compared to the public libraries of the United States of America, United Kingdom of Britain, and Japan, public libraries in Korea tended to have a higher rate of capita visits per a public library, so public libraries' infrastructure in Korea is very inadequate. This research analyzed cooperative network cases for public libraries of London Borough of Camden, Ootaku in Janpan, and Bucheon City in Korea to deduct a plan to broaden the service area and to make management more efficient by managing based on the single-administrative district area as a regional library system. With these results this research excogitated a cooperative network model and a plan to make the management more efficient. As a conclusion, as public libraries increase in numbers we need to examine the proper scale, and we need to construct a central-concentrated system to enhance management efficiency between a central library and branch lib aries or small libraries.

Theory and practice of the interlibrary loan service (상호대차(相互貸償) 제도의 이론(理論)과 응용)

  • Interlibrary loan has been a very common library service in the developed countries but it is yet to be actualized formerly in Korea. As Korea is moving toward an information society where all the individual user's request in the library should be met, we need to understand, in detail, the theory and practice of interlibrary loan service. As various information technology has been applied to the libraries, the libraries became the open system. Thus, the libraries become more cooperative, form networks, and make interlibrary loan service available. This study is based on the following three hypothesis formulated from the systems theory. 1. If libraries cooperate each other and form some kind of networks by mail, computers or telecommunications, they become the open system. 2. If a library develops as the open system, interlibrary loan becomes available in the library. 3. If the interlibrary loan system works, the role of the librarians will be changed. The research was carried out by analyzing the various studies about interlibrary loan service and by examining the interlibrary loan systerns presently working in the U.S.. The conclusions are reached deductively from the data. Some of the terminology used are defined as follows: System: a network of interrelated procedures that are joined together to perform an activity or to accomplish a specific objective. It is, in effect, all the ingredient which make up the whole. Cooperation: Working together to benefit participant libraries. Network: a much more structured type of cooperation in which definite regions or areas are connected by electronic or other means to promote interlibrary loaning of materials, in-service traing & other sharing of resources. Interlibrary loan: the lending of books between libraries. The model of cooperation or networks was used to be (1) a star type, (2) a hieranchical type, (3) a distributed type or (4) the combination of aforementioned three. However, the development of the telecommunications and computers enables all kinds of libraires cooperate together. Interlibrary loan service starts with the needs of user's information. The information have to be logically accessed through bibliographies, computers, electronic mails and satellite communications. And the logical access requires the information technology and the libraries become cooperative. The physical access to the information follows next but only traditional method of mail and some commercial service are currently available for this purpose. Therefore, researches are needed to develop this physical access. If the libraries form networks, the microaspect of library changes accordingly as the macroaspect changes. If the libraries . cooperate to become one large world library, the librarians plan, organize, control library operations and report the results. And the librarians work inside and outside of the library to cooperate with other libraries. Only the cooperation of the libraries will enhance interlibrary loan and the Korean librarians have to be prepared to accept the new role of librarianship for the interlibrary loan service.

A Study on the Operation of the Cooperative Repository Libraries Based on the Analysis of the Preservation Library at the Chungcheongnam-do Public Library (충청남도 공공도서관 보존서고 분석에 기초한 공동보존자료관 운영에 관한 연구)

  • In this study, a study on the cooperative system of the Chungnam Library's joint preservation data center and a plan for the construction of the use service was proposed based on the analysis of the current status of the preservation library of the Chungcheongnam-do public library. In order to establish a cooperative plan for the joint preservation archive and to promote the provision of services, the current state of the collection of 62 public libraries in Chungnam-do and the status of the preservation archives that are operating separately were identified. As a result of the study, it was found that all matters related to the operation of the joint preservation archive should be made through agreements or consultations between the participants, and the operation of the joint preservation archive should also be made under a systematic cooperation system between the participants. To this end, it is necessary to establish a cooperative system for the Chungnam Library Joint Preservation Archives, and to form and operate the Joint Preservation Archives Steering Committee, a consultative body (cooperation network). In addition, all matters related to the operation of the Joint Preservation Archive, such as transfer criteria, must be regulated and implemented through consultation with the Joint Preservation Archive Steering Committee.

  • The purpose of this study is to suggest development plan of the Regional knowledge information services through the case study analysis between Korea and Japan public libraries. For this purpose, we analyzed literature related to the Regional knowledge information services, performed case study, and carried out a investigation which focuses on a public libraries webpage. According to the analysis, the development plan for the Regional knowledge information services was suggested as follow; that is user-friendly service, internal cooperation, external network cooperative strategy, visible public relations and recognition improvement. This study has aimed to prepare for the basic data which will help Korea public libraries to make better Regional knowledge information services in the future.

  • Joint collection and sharing of specialized academic resources among academic libraries will not only promote academic research at universities in general but also further diversification and concentration process of academic libraries. For that both the government and universities should make concerted policy efforts to fortify individual characteristics of each academic library. This study proposes two concrete plans to build a national information management system comprising the specialized resources of academic libraries. One is to utilize the existing cooperative network of Korea Education & Research Information Service(KERIS) as a national hub for information exchange, and the other is to activate various regional or subject-based committees to encourage subject-oriented specialization of university libraries.

A Study on the University Library Cooperation in Daejeon (대전지역의 대학도서관 상호이용 협력활동에 관한 연구)

  • The purpose of this study is to examine and analyze the user's using status and the perception of librarian gathered through a survey of university library cooperation, in order to address the problem and to suggest a solution for it. The questionnaires are consisted of population characteristics, a satisfaction of the library information material, awareness of the library cooperative activities, user's experiences and application degree of them, and the needs for the improvement of the activities. ANOVA, t-test and chi-square test were used for examination of hypothesis in the study. In conclusion, users satisfaction of information materials having in their library was lower than 50% and they were not aware of library cooperative activities. However, they agreed on the need of the service with the high percentage. Librarians were aware that the lack of information materials which pointed out by users, and recognized that they have not given them enough informations as well as guidance for the library cooperation.

  • Because of the increased interest in health, medical care, and wellness, the utilization of health-related information resources, especially those found on the Internet, has been rapidly increasing. In addition, despite encountering an increasing number of health and medical-related reference questions in public libraries, public librarians feel limitations in their ability to perform these types of reference services. Therefore, this study proposed the cooperative network system model for vitalizing CHI Services, meaning that all the related agencies, including public libraries, medical libraries, medical institutions, and the health and medical community collaboratively provide consumer health information service. This study presented in detail the key elements of the cooperation model, the subject of cooperation, target sources for cooperation, the content of cooperation, operations of CHI-providing sites, operations and roles of Cooperation Centers, and directions for cooperating with commercial institutions.
