Comparative Analysis of Regulations for Consumer Protection of Local Self-government (지방소비자행정 발전을 위한 광역자치단체의 소비자보호조례와 소비자정책심의위원회 운영 현황 비교분석)

  • In this paper the consumer protection regulations of 16 wide area self-governments in Korea are studied. Status of consumer protection policy committees and their general policies for consumer protection of these wide area self-governments are also investigated. The data of consumer protection regulation were collected from the internet web-site of each self-government and the status of consumer protection policy committee and the general policy for consumer protection were obtained by requesting each self-government to report administration information during May through October in 200l. 13 of 16 wide area self-governments except Daegu, Inchon, and Jejudo have own consumer protection regulations. Major parts of these regulations conform the standard regulation of ministry of Government Administration and Home Affairs. Many of the consumer protection policy committees reported that they do not have meetings constantly. Moreover since the price of goods and services is the typical subject of meetings, the committees do not seem to properly play the role of a consumer protection policy authority. Contents of the general policy for consumer protection of many self-governments are simple description of detailed practicing plans according to the general consumer protection policy of the national government. By criticizing the problems aroused during the study of consumer protection policy of self-governments, suggestions are given which will help for the development of consumer policy of wide area self-governments.

  • Consumers are continually in need of protection both locally and globally. The importance of providing consumer protection stems from the fact that the consumer represents the weaker party in the contractual process. This research focuses on examining the extent to which Saudi Law guarantees the protection of consumers using e-commerce from the expected legal problems such as antifraud locally and globally.

  • This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.

Perception and Performance of Emergency-room Nurse's Protection Behavior for the Consumer Health Information (응급실 간호사의 환자 의료 정보 보호행위에 대한 인식 및 실천 정도)

  • Purpose: The purpose of this study was to investigate the emergency-room nurse's perception and performance about the protection behavior of the consumer health information. Method: The participants were 191 emergency-room nurses in secondary, tertiary medical center nationally. The data were analyzed by SPSS 12.0 program. Result: First, the total average scores of the degree of the perception and performance by emergencyroom nurses on protection behavior of the consumer health information were $4.24{\pm}0.30$ and $3.51{\pm}0.26$. Second, the degree of the perception and performance on protection behavior of the consumer health information was heavily dependent on the following general characteristics of the participants: age, nurse position, career, and education experience on protection behavior of the consumer health information. Third, there was a positive correlation between the degree of perception and performance about the protection behavior of the consumer health information. Conclusions: The results showed the statistically significant partial correlation between the degree of perception and performance. Therefore, it is suggested to apply the concrete education program to enhance the perception in order to improve the performance.

  • This study aims to examine the effects of experimental attitudes and perceived personal information protection on satisfaction and loyalty for Chinese consumers who use unmanned convenience stores. The important results of this study are as follows. First, consumers' perception of the experimental servicescape of unmanned convenience stores in China has an effect on the consumer's experimental attitude. Consumers' perception of experimental diversity in unmanned convenience stores in China has an effect on the consumer's experimental attitude. Second, consumers' perception of the information quality of unmanned convenience stores in China has an impact on the consumer's personal information protection. Consumers' perception of the service quality of unmanned convenience stores in China has an impact on consumer's personal information protection. Third, consumers' perception of personal information protection in unmanned convenience stores in China has an effect on the consumer's experimental attitude. Fourth, consumers' perception of personal information protection in unmanned convenience stores in China has an effect on consumer satisfaction with experiments. Consumers' perception of the experiment attitude of unmanned convenience stores in China has an effect on the consumer's satisfaction with the experiment.

Interns′ Evaluation and Satisfaction with their Consumer Counseling Internship Programs (소비자상담 현장실습에 대한 실습생의 평가 및 실습만족도)

  • This study investigated the internship experiences of female college students who have participated in consumer counseling programs. The factors that determine interns' counseling time and interns' level of satisfaction with the programs were examined. Major results of this study are summarized in the following. First, interns' time spent on counseling consumers was the longest for the program at the Korean Consumer Protection Board, followed by the programs at consumer agencies and firms. The time spent on counseling by interns was shorter when there was l) a larger number of employees; 2) a smaller proportion of female employees: 3) a larger number of counseling rooms and a higher the frequency of counseling at the agency; and 4) a lower evaluation on the work performance of the counseling agency and the employees. Second, the level of utilization of interns was the highest in consumer agencies, followed by the Korean Consumer Protection Board. When all employees were female and the evaluated level of work performance of the counseling agency and employees was high, the level of intern utilization was also high. Third, the evaluated level of work performance was the highest at the Korean Consumer Protection Board, and interns' satisfaction with the internship program was the highest with the consumer agencies and the Korean Consumer Protection Board. Fourth, interns were highly satisfied with the program when the level of intern utilization was high and the agency's operation was evaluated as good.

Consumer Movements, Consumer Policies, and Firms' Policies for Consumer Satisfaction in Japan (일본의 소비자운동, 소비자정책, 소비자지향적 경영에 관한 소고)

  • This study reviewed both consumer movement and consumer policy of government in Japan. Their evolution since the Second World War will be reviewed and compared multiple periods, after the Second World war till the late 1960s, the period of the 1970s, the period after 1980s. In addition, firms' consumer satisfaction policies were briefly reviewed in order to fully understand consumer protection activities in japan. This study found four major characteristics of consumer protection activities led by both voluntary consumer organizations and government. First, consumer protection policy of government in Japan after the late 1960s was more active than that of consumer movement by consumer organizations. Second, major concerns for consumer protection were variant over time. The major goal in the first stage of period(during the 1960s) was to protect consumer safety from defective and dangerous goods and services, whereas the goal after the late 1970s was extended to cover various areas concerning the quality of life. Those areas refer to the quality of services, the way of sales and marketing, pollution of environment, and the quality of consuming life. Third, this study found that computer networks, aiming at collecting and analyzing the very useful to improve the consuming life of Japanese by providing sufficient consumer information to encourge rational choices of consumers. Forth, a close cooperation between the central and local administrations was crucial for the successful outcome In Japan This paper gives us useful guideline regarding how to improve consumer movement and govemments' policies for protecting consumer in Korea. In addition, other lessons on successful consumer satisfaction policies of Japanese firms may enable Korean firms to shape effective consumer policies of enhancing their competitiveness.

  • This study introduces consumer protection policies at domestic and overseas, regarding the current situation that is raised about, and analyzes how to promote e-commerce with consumer protection oriented. This article explores e-commerce protection policies aiming at enforcing consumer protection and introduces some strategies - enhancing consumer trust, improving electronic transaction disputation, personal information security and privacy and using authorized certificate. This paper aims at suggesting the method of promoting e-commerce through ensuring the consumer trust and decreasing the transaction cost.

  • To have a complete and comprehensive understanding of the research subject and to form an integrated legal framework for it, I have sought comprehensively to cover the major written literature on the issue under consideration. I also benefitted from a wide range of research and academic studies pertaining to the same topic, although that literature did not specifically address the issue of consumer rights in electronic contracting in the Saudi e-commerce system. Rather, it addressed only the civil and criminal protection of the consumer in e-commerce.
