Advanced performance evaluation system for existing concrete bridges

  • The management of existing concrete bridges has become a major social concern in many developed countries due to the large number of bridges exhibiting signs of significant deterioration. This problem has increased the demand for effective maintenance and renewal planning. In order to implement an appropriate management procedure for a structure, a wide array of corrective strategies must be evaluated with respect to not only the condition state of each defect but also safety, economy and sustainability. This paper describes a new performance evaluation system for existing concrete bridges. The system evaluates performance based on load carrying capability and durability from the results of a visual inspection and specification data, and describes the necessity of maintenance. It categorizes all girders and slabs as either unsafe, severe deterioration, moderate deterioration, mild deterioration, or safe. The technique employs an expert system with an appropriate knowledge base in the evaluation. A characteristic feature of the system is the use of neural networks to evaluate the performance and facilitate refinement of the knowledge base. The neural network proposed in the present study has the capability to prevent an inference process and knowledge base from becoming a black box. It is very important that the system is capable of detailing how the performance is calculated since the road network represents a huge investment. The effectiveness of the neural network and machine learning method is verified by comparing diagnostic results by bridge experts.

컨설팅 특성 요인이 중소기업의 경영성과에 미치는 영향 - 정부지원 컨설팅을 중심으로 - (Effects of Consulting Characteristics on SMEs Management Performance -focusing on government supported consulting-)

  • 본 연구는 중소기업을 대상으로 하는 정부지원 컨설팅에 있어 수요자 및 공급자 특성 요인이 경영성과에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 설문조사를 실시한 후 분석하였으며 연구 결과는 다음과 같다. 첫째, 수요자인 중소기업의 컨설팅에 대한 인지도는 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났으나, 조직문화는 컨설팅결과활용도에 영향을 미치지 않는 것으로 나타났다. 둘째, 공급자 특성인 컨설턴트역량은 컨설팅서비스품질에 정(+)의 영향을 미치는 것으로 나타났으나, 정부지원정책은 컨설팅서비스품질에 영향을 미치지 않는 것으로 나타났다. 셋째, 수요자 특성인 컨설팅결과활용도와 공급자 특성인 컨설팅서비스품질은 모두 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 본 연구 결과는 정부의 중소기업 컨설팅지원 사업에 있어 컨설팅에 대한 이해도 및 컨설팅 결과물의 활용도 향상과 컨설턴트역량 강화를 위한 제도적 지원을 추진할 필요가 있음을 시사하고 있으며, 중소기업에 대한 컨설팅지원 사업에 있어 공급자 측면 뿐 아니라 수요자 측면을 고려한 정책 방향성을 제시하였다는데 의의가 있다.

  • 본 연구는 중소기업 대상의 정부지원 융복합컨설팅에 있어 경영자몰입이 지각된 컨설팅 과정품질 및 결과 품질에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 실증분석을 실시하였으며 연구 결과는 다음과 같다. 첫째, 경영자몰입은 컨설턴트수행품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 경영자몰입은 정부지원품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, 경영자몰입은 컨설팅결과품질지각에 영향을 미치지 않는 것으로 나타났다. 넷째, 컨설턴트수행품질지각은 컨설팅결과품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 다섯째, 정부지원품질지각은 컨설팅결과품질지각에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구 결과는 컨설팅에 대한 경영자몰입과 컨설턴트역량 및 정부의 제도적 지원을 강화할 필요가 있음을 시사하고 있으며, 중소기업에 대한 정부의 컨설팅지원 사업에 있어 수요자 및 공급자 측면을 고려한 정책적 방향성을 제시하였다는데 의의가 있다.

  • 본 연구는 컨설팅서비스 참여주체인 CEO, 프로젝트매니저, 전문컨설턴트, 부서별 부서장들의 역할과 컨설팅성과간의 관계에 있어 사후관리(Post Management)의 조절효과를 분석하였다. 분석결과, 컨설팅서비스 각 주체와 컨설팅 성과와의 관계에 있어 목표달성을 위한 지속적인 점검 및 관리활동은 궁극적인 컨설팅성과에 유의미한 영향을 미쳐, 사후관리의 조절효과를 확인할 수 있었다. 본 연구에서는 비즈니스 참여주체별 지속적인 사후관리의 조절효과로 실증 분석함으로서 단기과업으로 인식되었던 컨설팅서비스를 지속가능경영의 실천을 위해 수반되어야 할 지식경영서비스의 중요한 일부분으로서의 역할을 확인하였다는데 그 의의가 있다.

Routinization of IT Service Management (ITSM) : A Descriptive Case Study

  • In order to realize the benefits of ITSM, it is necessary to institutionalize ITSM into the organizational culture. Currently, efforts to routinize ITSM lack in practice, and research in this area is also lacking. This study identifies the factors affecting the routinization of ITSM through literature review and interviews with experts, selects a company that has successfully routinized ITSM, and analyses the activities, methods, and procedures employed by the company on the factors in detail. The specific factors analyzed in the study include fulfillment of the customer requirements, top management support, communication, change management, training and education, quality of the ITSM system, and capability of the personnel. Important points verified in this study is that in order to realize organizational performance from ITSM, just the adoption of ITSM is not enough, but the routinization of ITSM through continuous and systematic management and improvement with the support of top management are required. Since this study is a descriptive case study, results of the study cannot be generalized. However, the study will provide practical information that can be referenced by the organizations attempting to routinize ITSM. In addition, results of the study will provide a basis of future research in ITSM.

PMO 역량에 따른 프로젝트 성과에 관한 연구 (An Exploratory Study on the Project Performance by PMO Capability)

  • In recent years, although numbers of corporations are bringing in PMO, they seem to be indifferent to PMO performance measurement. This demonstrates that there are also other reasons beside performance measurement of information systems (IS) project being ambiguous by introducing PMO; the lack of acknowledging the concrete function of PMO, and the scarcity of empirical study about the effect of PMO on the project members and project performance. In this sense, this study is aimed at proposing a new research model in which project success factors (i.e., standardization, management advocacy, and staff expertise) affect PMO capability (i.e., knowledge management, resources management, and problem solving competency) positively, leading to project performance (i.e., task outcomes, psychological outcomes, and organizational outcomes) eventually. To empirically test the research model, data are surveyed from PMO department and IS department. To prove the validity of the proposed research model, PLS analysis is applied with valid 132 questionnaires. By employing PLS technique, the measurement reliability and validity of research variables are tested and the path analysis is conducted to do the hypothesis testing. The path analysis results can be organized into 7 ways in large scale. First, standardization of project success factors has a positive association with knowledge management, resources management, and problem solving competency of PMO capabilities. The findings of this result indicate that the multiple or single project management should satisfy standardization in order to operate an effective PMO. Second, management advocacy of project success factors has a positive association with knowledge management, resources management, and problem solving competency. Management advocacy refers to the willingness of management to provide the required resources and authority for project success. There is agreement among researchers regarding the importance of management advocacy for favorable PMO capability. Third, staff expertise of project success factors has a positive association with knowledge management, resources management, and problem solving competency. The findings of this result indicate that the formation of an exceptional consultant or members with a proficient knowledge for staff expertise of project member is the key factor to elevate the PMO capability. Past research suggests that experience and knowledge and the resultant familiarity with the problem faced can be an important determinant of PMO capability. A capable project with appropriate staff expertise means that it enjoys a diversity of abilities and experiences. Fourth, knowledge management competency of PMO capabilities has a positive impact on psychological outcomes but has no direct effect on task outcomes and organizational outcomes. In domestic case of S. Korea, PMO was finally introduced to many other corporations in 2005 though it started bringing in 2000. Therefore, it had neither a significant impact on the task outcomes nor organizational outcomes by lacking the contents and the infrastructure of the knowledge management because the knowledge consolidation and management period of PMO is comparatively shorter by terms than other foreign nations. Fifth, resources management competency of PMO capabilities has a positive association with task outcomes, psychological outcomes, and organizational outcomes. In addition, problem solving competency of PMO capabilities has a positive association with task outcomes, psychological outcomes, and organizational outcomes. Therefore, the findings of this results stress that PMO capabilities has a positive impact on project performance. Sixth, according to the path analysis of the hypothesis, which suggested in this research, problem solving competency is the PMO capability which is the key success factor for task, psychological, and organizational outcomes as an integrated performance model. Further, the analysis reveals that problem solving competency is an important factor for integrated performance model. The finding is in line with past IS research, which affirms that the work of IS projects is essentially a problem solving endeavor. Seventh, in the path analysis of the hypothesis in this research, the path of the management advocacy $\rightarrow$ problem solving competency $\rightarrow$ organizational outcomes appears to be the most important and strongest path. In brief, the finding of this study suggests that project success factors influence PMO capability positively, and project performance as well. From the results, it can be concluded that PMO helped great improve the project success rate and project performance. This study advances research on PMO capability in three important aspects. First, the findings of our study have implications for IS theory and future research. Our study contributes to IS theory by synthesizing concepts from PMO research and project management research with those in IS research. We proposed and tested PMO capability of IS projects and the findings of our investigation provided some preliminary answers to some of the questions raised. Secondly, this thesis does not only help depicting the concept of IT governance but also approaches empirically. It makes a gradual approach to the main content, step by step, in contrary of simple standard, scholastic way of thinking. Finally, we argued that this task-oriented(technical) view is not sufficient to adequately conceptualize IS project performance. Hence, we applied that the research on organization teams, which provides a flip viewpoint to that of project management research in that it gives more weight for psychological outcomes of organizational work groups, can be very helpful in reconceptualizing the IS project performance construct. The limitations of this study are also discussed to provide research directions for future research.

광섬유 센서를 이용한 온도 및 변형 모니터링에 대한 현장응용 사례 (Case Studies on Distributed Temperature and Strain Sensing(DTSS) by using an Optical fiber)

  • Brillouin backscatter is a type of reflection that occurs when light is shone into an optical fibre. Brillouin reflections are very sensitive to changes in the fibre arising from external effects, such as temperature, strain and pressure. We report here several case studies on the measurement of strain using Brillouin reflections. A mechanical bending test of an I beam, deployed with both fiber optic sensors and conventional strain gauge rosettes, was performed with the aim of evaluating: (1) the capability and technical limit of the DTSS technology for strain profile sensing; (2) the reliability of strain measurement using fiber optic sensor. The average values of strains obtained from both DTSS and strain gauges (corresponding to the deflection of I beam) showed a linear relationship and an excellent one-to-one match. A practical application of DTSS technology as an early warning system for land sliding or subsidence was examined through a field test at a hillside. Extremely strong, lightweight, rugged, survivable tight-buffered cables, designed for optimal strain transfer to the fibre, were used and clamped on the subsurface at a depth of about 50cm. It was proved that DTSS measurements could detect the exact position and the progress of strain changes induced by land sliding and subsidence. We also carried out the first ever distributed dynamic strain measurement (10Hz) on the Korean Train eXpress(KTX) railway track in Daejeon, Korea. The aim was to analyse the integrity of a section of track that had recently been repaired. The Sensornet DTSS was used to monitor this 85m section of track while a KTX train passed over. In the repaired section the strain increases to levels of 90 microstrain, whereas in the section of regular track the strain is in the region of 30-50 microstrain. The results were excellent since they demonstrate that the DTSS is able to measure small, dynamic changes in strain in rails during normal operating conditions. The current 10km range of the DTSS creates a potential to monitor the integrity of large lengths of track, and especially higher risk sections such as bridges, repaired track and areas at risk of subsidence.

온도 모니터링을 위한 광섬유 센서와 온도센서 배열 케이블의 비교 연구 (A Study on the Comparison between an Optical Fiber and a Thermal Sensor Cable for Temperature Monitoring)

  • 본 연구에서는 여러 지점의 온도를 동시에 측정할 수 있는 두 가지 온도 모니터링 기법을 소개하고 있다. 그 하나는 고유주소를 가지고 있는 온도센서로 구성된 온도센서 배열 케이블을 이용하는 기법이며, 다른 하나는 광섬유 센서를 이용하여 분포 온도를 측정하는 기법이다. 이 두 기법의 차이점은 다음과 같이 요약될 수 있다. 온도센서 배열 케이블은 온도센서가 위치하는 정확한 지점의 온도를 측정하게 된다. 그에 대한 온도 측정의 정밀도 및 분해능은 그 온도 센서의 성능에 따라 결정된다. 한편, 광섬유 센서는 레이저 펄스가 광섬유를 따라 보내질 때 생성되는 Raman 역산란파를 분석함으로써 온도를 측정하기 때문에 분포 개념의 온도를 측정하게 된다. 그에 대한 온도 분해능은 측정거리, 측정시간 및 온도측정 거리분해능에 따라 결정된다. 본 논문은 두 가지 온도 모니터링 시스템의 장단점을 비교함으로써 기술적이고 경제적인 측면에서 그의 응용분야를 면밀히 검토하는 데 그 목적이 있다. 이를 위해 두 기법을 이용한 다양한 실험을 실시하였다. 그 결과를 검토해 보면 온도센서 배열 케이블은 300m 범위 내의 지하수 흐름, 지열 분포 및 그라우팅 효과 검증에 적합할 것으로 판단되며 광섬유 센서는 상대적으로 긴 거리에 걸친 분포 온도에 대한 정보가 필요한 파이프 파인 감시, 터널 화재 감시 및 전력선 모니터링과 같은 분야에서 효율적으로 활용될 것이 기대된다.

  • 21세기로 진입하면서, 기업에게 가장 중요한 화두는 변화와 혁신이다. 이를 실현하기 위해서는 가장 적절한 인재 선발이 중요하다. 이와같은 인재선발에 대한 중요성은 기업의 담당자뿐만 아니라 학계 또한 관심을 가지고 있다. 그러나 적절한 경험과 지식을 보유한 인재를 선발하는 것은 쉬운 일이 아니다. 따라서 본 연구 인재 선발을 지원하는 시스템 구축에 그 목적이 있다. 본 연구에서 제안한 시스템은 전략적 시뮬레이션 게임이며 구직자들을 게임 참여를 통해 몇 번의 구직기회를 획득할 수 있을 것이다. 본 시스템은 또한 기업 차원에서 적절한 인재를 선발하고 인재 관리를 지원하고 또 다른 몇몇의 비즈니스 기회를 제공할 것이다. 결론적으로 전략적 시뮬레이션 기반의 본 시스템은 인재관리를 지원하고 취업시장을 활성화 시킬 수 있을 뿐만 아니라 기업의 정보와 지식 또한 교환하게 하는 시스템이다.

Investigation of Key Factors to measure on-site Performance of a Construction firm

  • The performance of projects has always been an area of interest in the construction industry. Roles of all construction supply chain partners are necessary; however the role of a contractor firm in the construction project is pivotal. So, this research intended to explore a Construction Firm's performance criteria which could measure the level of performance of that firm in an ongoing project. Data was collected from construction professionals working in three principal project participant organizations, namely Owner, Consultant and Contractor. A total of 113 nos. of performance measuring items were sorted from literature review and used to collect data. Statistical tools processed by SPSS program was employed to analyze the data. Out of total 113 items, only 65 nos. of variables were found to be acceptable to every population group of this study. Factor analysis revealed 12 key performance predicting factors (KPPF) with 53 predictive indicators. 12 KPPFS with index weight are: work progress and smoothening (9.3%), change order management and work accuracy (9.1%), business relationship building (8.1%), adequacy of construction work procedure (8.6%), quality performance (8.0%), health and site safety adequacy (8.8%), Innovative contractor (8.0%), adequacy of construction site information (6.8%), compliance with contract plan/specification requirements (8.9%), creditworthiness and financial capability (8.3%), intra-agency relationship and responsiveness (7.0%) and resource management (9.2%). These results could be useful to project management body to evaluate performance of its contractor firm on site as well as the contractor itself to assess own performance and its subcontractors on-site.
