A Study of the Regulations for Calculation of Acceleration Costs on Construction Work (건설공사 공기단축으로 인한 추가비용의 산정규정에 관한 연구)

  • The study is concerned with doing research on the plan to prevent the dispute occurring between contract parties regarding the additional cost generated when the construction period is shortened during construction work. After the review of the claim cases and the judgment cases of the court regarding the additional cost caused by the shortened construction period, the representative problem is the incomplete regulations on calculating the additional cost. In the 1st stage of the results of the research on the problem, the procedure handling the additional cost is presented, and the process of planning and approving the shortening of the construction period is gone through in the stage of the procedure to prevent the dispute on the additional cost between contract parties. In the 2nd stage, the plan on enacting and revising the regulations on removing the incomplete problems of the current regulations relating to the calculation of the additional cost. The basis for the advanced contract management is provided by resolving the incomplete problems of the current regulations relating to the shortening of the construction period with the prevention of a dispute and the resultant loss.

The Impacts of Reduced Labor Hours on the Construction Period and Cost of Tunnel Project (근로시간 단축에 따른 터널 공사의 표준 공기 및 공사비 영향 분석)

  • After the new standards for labor hours has been released, various problems come up in construction field, such as income reduction of employees, extension of construction period and increased construction cost. Although it is expected that the impact of the new standard on the construction industry is more worse than other industries form the view of productivity, not much works have been done to identify those impacts. Thus, this research proposes the standard construction processes, excavation cycle, and unit construction period for NATM tunnel project based on 'Construction Standard Production Rates.'The study also investigated the impact of reduced labor hours on the management of work crews, construction periods and costs of tunnel projects. The results showed that under the 52 labor hour standard, the construction periods for the excavation work and whole project was increased by 20% and 8.9%, respectively, but the construction costs for the excavation work and whole project was decreased by 1.4% and 0.6%, respectively.

A Study on the Improvement of Long-Term Continuing Construction Contracts Dispute Using FGI (FGI를 활용한 장기계속공사계약 분쟁 개선방안 기초연구)

  • Given that most government contracts are based on a fiscal year, long-term continuing construction contracts require appropriate provisions as significant amounts of budget is supposed to be invested for several years. This study drew problems and improvements of the long-term continuing construction contracts by analyzing the contents of FGI and list of construction order. We found that a number of problems, such as the mismatch between laws and enforcement decrees, difference in calculating overheads due to the extension of construction period, many construction orders that are hard to see as budget efficiency and over investment in the final annual contract, were tangled up in the process. To solve the problems mentioned, we suggested several improvements as follows: (1) effect of total construction period and total amount should be guaranteed by a law, (2) it is suggested that the scope of long-term continuing construction contract is determined by a law, and (3) it should be clear about the calculation of overheads concerned with the extension of construction period as well as the estimation of construction period to prevent over investment in the final contract.

  • A construction project with a total construction cost of over 10 billion KRW should be evaluated whether construction works are appropriately executed. The evaluation is carried out on quality management, process management, construction management, safety management, environmental management. The implementation period is within 60 days after completion of construction of the construction, from the time when the construction rate of the construction work has progressed by more than 90% to the construction cost. However, the participating construction engineers should prepare the evaluation within the period according to the evaluation criteria, but there are difficulties in preparation for the evaluation due to the reasons such as the change of engineers in charge and loss of data. Therefore, this study proposes the procedure of construction evaluation and adjusts timing of construction evaluation.

  • This study is on the construction work of Preservation for Korean architectural properties during the period of japan invader. Korea lost their preservation ability of architectural properties when went through specific background from 1910 to 1945, which was the period of japan invader. Through this situation japan had to face the preservation of architectural properties for japan and korea. After 1945, korea has preserved the architectural properties over 50's years and which accomplishment every yew. Also, there are some architectural properties which registered in world heritages. However, the study of this period is not studied enough. Especially a construction work for architectural properties during this period is not become known. Therefore, the purpose of this study is for three. First is to analyze construction work data(a specifications and etc.) for accessing originality of korea architectural properties. Second is to understand about the construction works of preservation for the korean architectural properties. and the last is to compare the peculiarities of construction work of Preservation for korean architectural properties between during 1910-1945 and 1945-1965.

Critical Limits of Commercial Diving on the Construction of Tidal Current Power in Jangjuk Channel (장죽수로 조류발전건설시 작업특성에 따른 산업잠수 작업한계)

  • The Korea has significant tidal current energy resources, but it is so hard to work underwater for tidal turbine installation. Therefore commercial diving work is very important for tidal current generator. Also, Jangjuk channel is vary famous as proper area to generate tidal current energy. Nevertheless, no one is studied about characteristics of commercial diving works with installation of tidal current generator. The purpose of this study is to introduce commercial diving with work types and investigate critical limits of diving working under the conditions, which are working only to minutes at slack tide during the neap tide. As the results, work types are five as like mooring installation, OMAS(Offshore Maintenance Access System), support structure installation, cable and turbine installation. Here, the original construction period is expected about 4 months, but the construction take 18 months to complete. The cause of extends construction period is insufficiency of researching tidal current conditions at the site and ignorance of slack tide which need to secure diving working time. Total diving working times are 110th during 18 months, the highest percentage of diving times is turbine installation about 43.6 %, and cable, mooring installation and support structure construction are 27.3 %, 15.5 %, 13.6 %, respectively. On the basis of this study, estimation of times of commercial diving is possible with work types of tidal current power, and has a significance as basic data to determining construction period.

  • This study was conducted to draw various decisive elements of a reasonable heat curing method and to examine the importance in deciding a construction method when constructing cold weather concrete. As a result, the items proposed as important elements at the time of decision of a heat curing method included economy, workability, maintainability, insulation capability, reduced construction period and usability. As a result of importance by items under AHP technique, it was found the most important element was insulation capability, followed by reduced construction period and workability. As a result of comparison of a heat supplying and a heat insulation method by dual bubble sheet differed 2 times as much as a heat supplying method, especially the evaluation degree by insulation capability and reduced construction period was high.

Legal Direction of Defect Warranty Liability in the Korean Construction Industry

  • The defects that are bound to arise in most construction projects cause disputes among the contracting parties regarding the defect warranty liability (DWL)guaranteed by the retention of the contractor's performance security at the end of the performance period of the contract. Most current projects involve a multiple-tier contractual relationship, causing the liability for some defects to overlap. In addition, many construction projects are made up of multiple detailed work types which an expert hired by the owner inspects the part completed by the contractor and pays an interim payment. However, after the completion of work, the contractor will still hold the defect warranty liability. In a scenario in which the work is delayed due to reasons for which the owner is responsible, the defect warranty liability period is also increased, imposing an additional burden on the contractor. In this study, basic research was carried out with the goal of reducing problems related to defect warranty liability Problems related to defect warranty liability cases and the nature of the defect warranty liability period were investigated. Possible solutions to the problems caused by the DWL that were suggested include the separation of the negligence liability period and the strict liability period, as well as the introduction of a retention money system.

A Case Analysis on the Time Management of the HwaSung Construction Project in Choseon Dynasty (조선시대 화성성역의 공정관리 사례분석)

  • The objective of this paper is to analyze the construction management capacity of Choseon Dynasty and suggest a new interpretation on the construction capacity of the time management by reviewing the time management case during a representative construction project, HwaSungk construction project implemented in the latter period of Choseon Dynasty around 200 years ago. which was described in HwaSungSungYoukEuGye. The analysis results of the time management capacity during the latter period of Choseon Dynasty depicted in the HwaSungSungYoukEuGye is summarized as follows: (1) It took 2 years and 6 months to complete the Hwasung construction project. However, all of the single buildings were constructed within 6 months, a relatively short period of time. Judging from the fact, it can be assumed that the construction techniques using wood of the time were very sophisticated. (2) When the HwaSung was constructed, it took a relatively short period of time to complete works from placing the foundation to erecting columns and to placing a crossbeam on the columns. Based on the fact, it can be also inferred that assembly processing techniques of the time were also sophisticated and the level of member processing and assembling techniques of the time was considerably good as well. (3) The HwaSung construction was continued throughout the year without any influence by weather conditions, which tells us that division of labor by work was performed, and it was possible to mobilize labor force for the construction project even during the busy farming seasons.

A Study on the Layout of the 2nd construction in Hwangnyongsa Buddhist Temple Site (황룡사 중건가람배치 연구)

  • This paper aimed to identify the variation of layout in Hwangnyoungsa buddhist temple site based on studying published the excavation research paper and texts related to layout. According to earlier studies, in 1st construction period(553~569) of Hwangnyoungsa, there were trisection spaces with one main hall and two corridors in inner part and then in 2nd period(584~645), unified one. But actually trisection spaces had been maintained until the middle part of 8th century. And in each space there was the main hall with large yard. That is the 2nd period layout of Hwangnyoungsa. For the attainment this result, each building remains are judged under duplicated situation which one was the previous and next by consideration of the construction condition and special features of foundation. Although the meaning of trisection system of Hwangnyoungsa is similar with the layout of ancient palace, it could be said to derive from accumulation excavation research in Silla's archeological site and such studies.
