Causes of Delay in Khuzestan Steel Company Construction Projects

  • Construction project is a competitive business with high risk especially in developing countries like Iran which faces with many problems such as delay and time and costs increases. Thus, the first priority here is to determine the causes of prolongation of construction projects and to evaluate their importance. Khuzestan Steel Company (KSC) has made important contribution to the projects in Iran and in turn is required to finish them on time. In this study, an attempt was made to investigate the causes of delay in implementation of construction projects held by this company. Data was collected through questionnaire distributed among the sample including 10 owners, 10 consultants and 15 con-tractors. Accordingly, participants rated the causes in the questionnaire so the most important priorities of each area were specified using TOPSIS method. The results showed that according to the employers, consultants and contractors' viewpoints, the most important reason for delays in construction projects of KSC is related to the financial matters. Hence, according to the results obtained, causes for delays in the company's projects are largely related to the drilling permits and long administrative cycle to renew them. Besides, continuous production of steel in this company is another reason to delays of construction projects.

해외 대형건설공사 공기지연클레임의 공기연장기간 입증방법 (A Study on Substantiation Methodology for Extension of Time in International Mega-Project Claims)

  • 국내 건설산업의 침체가 장기화됨에 따라 대형 건설업체를 중심으로 국내사업 비중이 줄고 상대적으로 해외사업의 비중이 증가되고 있으며, 중견 건설업체 및 특수기술을 가지고 있는 전문건설업체의 해외프로젝트 수행이 확대되고 있다. 이러한 해외건설공사 수행의 중요성이 부각되고 있는 최근 상황에서 해외 대형건설공사에서 일반적으로 발생되고 있는 공기지연에 대한 적극적 대응이 성공적 프로젝트관리의 중요한 이슈로 제기되고 있다. 본 연구에서는 해외 대형프로젝트의 공기지연 클레임의 공기연장기간을 입증하는데 활용되는 기존 공기연장기간 분석방법의 실무적 적용상의 문제점을 제기하였다. 제시된 문제점을 해결하기 위한 개선방법으로 1)클레임의 명확성을 확보하기 위해 지연영향력 분석이전에 주요지연(dominant delay)를 선정하는 절차를 갖는 개선개념과 2)Time Impact Analysis을 시행을 위한 분석구간의 설정방법에 대한 개선개념을 제시하였다. 본 연구에서 제시한 공기연장기간 분석방법을 실제 해외 대형건설공사의 공기지연 클레임 사례에 적용함으로써, 제안한 개선안의 실무적용에 대한 유효성을 입증하였다. 국내의 해외 대형공사 공기지연 클레임을 담당하고 있는 기술자들이 본 연구에서 제안한 방법들을 공기지연 클레임 추진 및 관련자 협상 등과 같은 실무 추진에 참고하고 활용함을 통해, 공기연장기간 입증관련 클레임의 협상실패로 인한 리스크와 후속적인 분쟁 및 회사의 경영손실 리스크를 최소화 하는데 도움이 될 것이라고 사료된다.

  • 국내에서 관행적으로 사용되어온 간편법에 의한 공기지연 분석시 발주자와 계약자의 지연일수 산정은 동시발생 공기지연의 영향과 돌관공사의 수행의 영향을 반영하지 못하는 한계가 있으며, 양 당사자에 대한 지체상금의 부과에 있어서도 문제를 가져왔다. 본 연구에서는 지체상금에 대한 국제 판례를 분석하고, 발주자와 계약자의 지연일수의 비율을 적용하여 지체상금을 부과하는 기존 방식의 문제점을 국제 기준과 비교하여 분석되었다. 공기지연 분석의 문제점과 이를 기반으로 한 지체상금 산정의 문제점을 개선하기 위해서는 공기지연 분석에 있어서 발주자 지연, 계약자 지연, 동시발생 공기지연을 분석하고, 돌관공사의 영향을 고려한 종합적인 공기지연에 대한 귀책 분석이 필요하며, 지체상금의 부과에 있어서 발주자의 귀책에 의한 지연일수와 동시발생 공기지연 일수를 합한 기간 만큼 준공기한을 연장하고, 그 이후에 발생된 지연에 대하여 지체상금을 부과하는, 국제기준에 부합하는 지체상금 부과 방안을 제시하였다. 본 연구의 결과는 기존 관행적으로 수용되어 오던 실무 공기지연분석 및 지체상금 산정의 문제점을 개선하는데 기여할 수 있을 것으로 기대된다.

An Integrated Expert Model for Delay Management in Construction Projects

  • Delay claim should actually be supported by a set of proper information so that the contractors could prove their validity. The so-called information should be able to clarify the relationship between delay events and how they impact on the whole project. Therefore, exploiting an integrated system by people who are involved in construction business would certainly prove helpful. In the present study, delay analysis methods have been investigated along with selecting a relatively comprehensive method which has been modified, and eventually, a novel model and its required modules have been proposed for evaluating delay claims. The suggested integrated model is formed to identify delayed events, to classify delays, to measure the impacts of delays on the project scheduling, and finally to estimate the damages which were caused by those so-called delays. A decision support system (DSS) model which is related to the integrated system is actually extracted from Iran's general contract conditions, that is, 4311 magazine (equivalent to red FIDIC book). It is then programmed and coded by C# program. This DSS model can be used as an input of Easy Plan program. In addition, at the end of this research, the coded DSS has been used along with the so-called program so that a modified and developed model could be generated.

Investigating delay factors in construction industry: A Korean perspective

  • Construction projects are facing delay problems. Delays in construction have been immense effect on performance or satisfactory delivery of the project. Delays have been causing project cost overrun as well as it is a source of dispute hence damaging the relationship between the project participants. The purpose of this study was to explore the causes of delay risk through a field survey study. Data were collected from construction professionals working in owner, consultant and contractor organizations. All together 208 questionnaire instruments were used and analyzed by employing statistical tools (SPSS computer program). 19 delay factors were identified by this study, out of which following factors were critical: Frequent interruptions from public (local people, pressure group etc.), changed site condition, failure to provide required construction site, unrealistic project time estimation and design errors.

  • 최근 건설공사는 초대형화로 단일 공사규모가 복잡해지고 천문학적인 공사비가 소요되는 프로그램 관리 형태의 성격을 지니는 사업이 등장하고 있다. 특히, 대규모 건설사업과 같이 프로그램 수준에서 관리가 절대적으로 필요한 사업은 계획된 일정 및 비용에 대한 전제적인 관리가 필요하다. 하지만 국내의 경우 구체적인 공사지연에 관한 관리기준이 부재한 현실이다. 이에 본 연구에서는 대규모, 장기간 진행되는 프로그램 수준의 대규모 건설사업을 성공적으로 수행하고 공정지연 및 부진사업을 사전에 방지하기 위한 지연관리지수(Delay Management Index, DMI)를 개발하였다. 이를 통해 대규모 복합건설 프로젝트를 대상으로 사례연구를 수행하였으며, 프로그램 수준 건설사업을 위한 지연예방체계를 구축하였다.

Causes of Construction Delays of Apartment Construction Projects: Comparative Analysis between Vietnam and Korea

  • Construction delay caused considerable losses to project parties. Avoiding construction delays is important to save costs for project stakeholders. The main objective of this paper is to identify major causes of construction delays of apartment construction projects in Vietnam. Sixteen causes of delay were identified through a questionnaire survey of 166 professionals. Factor analysis was employed to categorize these causes. The results of the survey revealed the main causes of delay of apartment projects in Vietnam are: (1) owner's and contractor'S financial difficulties; (2) lack of experienced contractors; (3) late delivery of materials; (4) late construction site handover; (5) owner's late payments for completed works; (6) low bid prices; (7) inappropriate construction method; and (8) defective works and unnecessary reworks. Factor analysis uncovered that causes of delay can be grouped under five categories labeled the five INs: incompetence, ineffectiveness, inadequateness, inapplicableness and inconceivableness. Comparative analysis between the Vietnam construction industry (VCI) and the Korea construction industry (KCI) has been performed to infer valuable lessons for researchers and practitioners in the VCI and the KCI. Comparative analysis indicated that main causes of delay in the VCI somewhat differ from main causes of delay in the KCI. However, "contractor'S financial difficulties", "late construction site handover", "unnecessary rework", "incapable designers", "site clearance difficulties" are common causes of delay in the VCI as well as the KCI. The findings of this research can be used as a guideline to overcome problems in the VCI as well as in other construction industries. Since Korea has emerged as the first largest foreign investor in Vietnam, the results of this study may be useful not only to practitioners and researchers in Vietnam but also to participants in Korea.

건설공사 공기연장사유 관리모델 (An Administration Model for Causation of the Schedule Delays in Construction Projects)

  • 건설공사 계약에서 공기연장 시에는 계약당사자의 귀책에 따라 지체상금의 부과 내지는 연장비용을 지급토록 규정하고 있으나, 그 이행에 있어 당사자의 정량적 귀책구분 등 분석결과에 의해 전형적으로 이행되는 경우는 거의 없다고 할 수 있다. 결국 이는 수행참여자의 계약적 의무이행에 대한 책임회피이며, 향후 잠재된 공기연장클레임 등 더 많은 시간과 비용을 지불해야 하는 분쟁으로 비화될 것은 자명하다 할 것이다. 그 원인으로는 현행의 CPM 네트워크공정표에 의한 공정관리 방법 이 수동적이고 사후적 인 관리로서 공기 연장이 발생한 후, 그 사유 및 기간의 책임분석을 통한 관리로 그 한계성으로 인하여 연장예방 및 클레임해결이 불가능한 것이다. 따라서 본 연구에서는 현행 계약자들의 공정관리 수준을 고려하고, 공기연장의 핵심이라 할 수 있는 연장사유에 대한 사전관리를 통한 프로세스 접근방식(Process Approach)의 공기연장사유 관리모델을 제시하여 프로젝트 수행 당사자의 책임의식 고취와 책임관리, 사전관리, 증거관리를 능동적으로 수행 가능할 수 있게 하여, 공기 연장예방 및 당사자의 원만한 클레임해결을 위한 관리기준 모델을 제시하는 것이다.

Delay Factors in Building Construction Projects in Rwanda

  • Delay is one of the most critical issues for construction projects and leads to huge losses in both developing and industrialized countries. The construction sector in Rwanda, a rapidly-developing nation, is no exception. Delays can be mitigated only once we have identify their primary causes, and these may not be the same in each region. This study aims to ascertain the main critical factors responsible for delays in building construction in Rwanda through an intensive literature review and questionnaire survey. A total of 40 delay causative factors were obtained from a literature review and were further classified into nine major categories. The questionnaire survey was distributed to about 80 respondents from clients, contractors, and consultants. From the list of 40 different factors, the top twelve most critical causes were identified as stoppage of work due to cash flow constraints, delay in approving design documents, confidentiality of physical plan, price fluctuations and delay in approving significant change, change orders, delay in performing inspections, Ineffective project planning, inadequate drawing details, unqualified labor, lack of materials on the market and dishonesty.

Causes of Delay in Tall Building Projects in GCC Countries

  • The 21st century is witnessing a rapid growth of tall buildings in urban centers globally to create more urban space for an anticipated urban population. Tall buildings, however suffer from incessant delays and sometimes total abandonment. Consequently, this study investigated and ranked the causes of delay in tall building projects, while focusing on the Gulf Cooperation Council (GCC) countries. Initially, 36 common delay causes investigated globally were categorized into 9 groups, and then further ranked utilizing the Relative Importance Index (RII) through a questionnaire survey. Tall building professionals in the GCC countries (Saudi Arabia, United Arab Emirates, Bahrain, Kuwait, Oman and Qatar) were contacted. The respondents' categories include Consultants, Contractors, and Clients' Representatives/Facility Managers. The results reveal that the top three causes include "client's cash flow problems/delays in contractor's payment", "contractor's financial difficulties", and "poor site organization and coordination between various parties". The findings from this study could help construction professionals develop guidelines and controls for delay mitigation, as well as support them in risk-based decision making in the planning of tall building projects.
