A study on the Ethics Characteristics according to Service and Practice of Construction Manager (건설사업관리자의 업무수행에 따른 윤리 특성 고찰)

  • Construction Management is the overall management of the project as construction manager and the owner are united together. Construction manager's role is to conduct the overall or partial construction administration in the 'design, bid, build' process, in the owner's interests with maintaining technical neutrality. Construction manager is becoming one of new professionals in the building process and the contract defines their roles and the range of services, so high level of ethnics are required. This study suggests the legal status of the construction manager and the ethnic standards and the ethnic's characteristics. In conclusion, firstly, the legal characteristics of the administration of construction management are the delegations contract, the responsibility of negligence and the duty of due diligence, abided by the contract that ties between the owner and the construction manger. Secondly, the administerial characteristics of the construction management are the role of mediator, the service of professional technology, accountability to the owner and publicness. Thirdly, due to these characteristics, as a professional, the standard of ethnic assessment for the construction project manager are intention, act and result, so with the relation to that, morality, deontology and consequentialism have been suggested in this study.

  • Turn-key and CMF(CM for Fee) have been selected as procurement paths of large public projects in Korea. However, recently, researches and discussions on CMR(CM at Risk) have been popular as the Korean government seeks for alternative procurement paths to enhance the performance. In the CMR projects, the part who is responsible for construction management should predict and control the potential risks for guaranteeing benefits. In this research, CMR projects in which a general contractor plays the role as CMr is mainly analyzed. We give attentions to risk management during construction process given that subcontractors, main parts in this phase, work in various ways and thus more chances for faults exist. In this case, CMr manages risks to control the procedure of project. So, potential risk factors can constitute the database, and that database can be matched to following activity. And construction manager can forecast measures of risk using the result of matching. This chain of activities increase efficiency in roles of CMr on CMR(CM at Risk). Furthermore this study will propose one of the solution of Construction Management Module.

  • The current evaluation time period for the construction management service is the project completion or after project completion. Therefore, the construction manager has the following problems. First, it is difficult to prepare the evaluation due to the new field movement of the existing participating engineer. Next, the CM work is complex as well as extensive. Therefore, the critical success factors of the construction technology services evaluation are required as a systematic performance standard of CM work. In this study, we extracted the critical success factors that can systematically prepare the evaluation from the early stage of the project through in - depth interviews with experts. And, this study was analyze the priority of each factor by using AHP technique. As a result, the most important factors were related to the systemization of the preparation process, the construction manager work capabilities and practical construction management. And the priorities of all factors were analyzed high in the factors suggested by the owner groups. The results of this analysis are expected to provide the standards that construction management service performer carry out structured management of construction management throughout the project.

A Framework for Guaranteed Maximum Price and Contingency Development for Integrated Delivery of Transportation Projects

  • This paper discusses the components of a guaranteed maximum price (GMP) and proposes a framework for the development of GMPs as contract payment provisions for construction manager-at-risk (CMR) and design-build (DB) contracts for transportation projects. The framework is the synthesis of a comprehensive literature review, a content analysis of CMR and DB solicitation documents and contracts, and case study project output from twelve projects in nine states worth $3.1 billion. The research also discusses the development of three common types of contingencies that are often utilized in projects with GMPs. The study concludes that owners should specify the structure of the GMP and its components to enhance clarity and understanding of the GMP's composition. It recommends that this structure be included in the CMR and DB solicitation documents so that pricing proposals can be formulated in a manner that is consistent with the contract payment provisions that will be useful to practitioners that need to implement GMP-based contracts.

A Study on the Practical Utilization Analysis and Linkage Scheme of WBS and OBS from the Construction Manager (CMr) Perspective (건설사업관리자(CMr) 측면에서의 WBS와 OBS의 실무적 활용도 분석 및 연계 방안에 관한 연구)

  • Construction management performs a variety of tasks, and the buildup of the WBS and OBS is one of the core tasks. However, the practical utilization of WBS and OBS is low in the current construction management work. In this study, we conducted a survey of related experts to analyze the understanding, utilization level, application effect, and connectivity of WBS and OBS. As a result, it was identify that the standardization and linkage of WBS and OBS should be secured so that the construction manager (CMr) could apply it. Therefore, we extracted management control factors through expert in-depth interviews and workshops and conducted AHP importance analysis. Analysis results of importance shows that there is a high importance of strengthening the link between WBS and OBS and updating OBS due to changes in WBS. The results presented are not direct solutions, but are expected to provide a standard for construction managers to consider.

  • Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.

Knowledge and Perception Level on Building Equipment Required of CMrs at the Project Design Stage

  • With the rise in the functions required in modern building structures, the role of the building equipment that maintains the functions of a building has been emphasized and increased. Effective management in this area is only possible when the construction manager (CMr) is qualified and has the knowledge of building equipment that is needed. Therefore, in this study, a questionnaire survey was carried out on equipment engineers and CMrs, in order to determine the level of building equipment knowledge required, and to identify the perception level of CMrs about the building equipment in the construction project at the project design stage. The results of this study revealed that the CMrs surveyed had a lower level of knowledge on the building equipment than the level that was desired by the equipment engineers. This indicates that CMrs currently have a weak capacity for the management of building equipment. It is thus necessary for CMrs to undergo systematic training in order learn more about building equipment and thus be able to manage construction projects more efficiently.

  • The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But, the each role of participants is Individually changed to step in construction process stage and moreover it has complicated, entangled interests. The CM(so it called Construction Management as an abbreviation word) system was inducted for the effective management and operation of construction project. The key of the CM success depends on the cooperative relationship relation to major participants. There are lots of studies and efforts for the performance measures of the CM, however existing performance index is only measured as the viewpoint of project owner. Therefore it needs to make up for balanced view through combination of the four-way view of participants. In this study, we should search for cooperative relationship of project participants, and then we should suggest to define the difference of project in their viewpoints.

  • Recently, the MLTM (Ministry of Land, Transport and Maritime Affairs) has announced CM business guidelines, because it is expected that the CM deliveries are going to be increased for a civil engineering industry with enforcement of the CM at Risk. In this trend, The CM business guideline, which is currently announced, is for the steps after the CM contract. However, the practical business guideline from a planning phase for the CM delivery to a selection phase of a CMr (Construction Manager) is essential for public construction projects including the civil engineering projects that the frequency of the CM deliveries is not sufficient. Therefore, this study established a standardized process model from the planning phase for the CM delivery to the selection phase of the CMr. study configured a business breakdown structure for CM delivery. A prototype system for supporting the CM delivery was also developed, and a practical operability was verified by a case evaluation based on the developed system. Hence, it is expected that this study will be utilized as a supporting system of the CM delivery business for public clients, which have not sufficient cases of the CM delivery.

  • To drive construction project successful, a construction manager with good competency is needed. In order to select appropriate construction manager, there should be a standard and a method for appropriately evaluating the competency of construction manager. There have been many researches on the competency of construction managers, but there are two points to be supplemented. One is that construction manager's competency measurement was not concrete and objective, and the other is that construction project performance directly reflects individual manager's performance. The purpose of this study is to derive a construction manager competency evaluation index by using the Notational Analysis technique that is used when deriving an indicator that measures the athlete's competency in sports. This analysis was drawn with Delphi method. Finally, the 'measurable behaviors'were derived that can evaluate the competency of construction managers. Through this, it is possible to express each manager's expertise, leadership, and personal characteristics in numerical expression. This will help decision makers when selecting construction managers. It is anticipated that decision makers will be able to make the decision to select the necessary construction managers easier because it can evaluate the construction managers through a scientific approach based on the record by supplementing the existing method which only relied on intuition.
