An Analysis of the Conflict Frames Related to the Process of the National Geopark in Jeonbuk Western Coast Area, Korea (전북 서해안권 국가지질공원의 추진과정과 관련된 갈등 프레임 분석)

  • The purpose of this study is to identify the conflict frames in the process of designating the national geopark, among local residents, geology experts, and local public officials. For this purpose, the progress of the public hearing on the implementation of the national geopark in Buan and Gochang were recorded with prior consent from the participants and transferred in text form. Subsequently, we developed a reference frames for analyzing conflict frames through literature review, and analyzed the conflict frames by three researchers based on this. These analyzed conflict frames were again analyzed by using semantic network analysis. The results are as follows. In the Buan area, 'Sagree' frame, 'Snot' frame, and 'Sdisagree' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmeconomy' frame were closely connected to the 'Snot' frame located at the center of the semantic network. In the Gochang area, 'Aresource' frame, 'Cmexample' frame, and 'Gharm' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmproblemsolution' frame were closely connected to the 'Snot' frame located at the center of the semantic network. Through these results, we could see that there is still the conflict about the certification of national geopark between stakeholders in Buan, and that Gochang's stakeholders are proudly aware of their own resources. The Buan's stakeholders focused on economic gains in resolving conflicts, while Gochang's stakeholders focused on problem solving. This result of this study provides information in conflict from the national geopark in other regions.

A Comparative Analysis of Broadcasting News about Social Conflict Issues: Focused on Between Central and Local News Frame (사회갈등 이슈에 대한 방송뉴스보도 비교 연구: 중앙과 지역의 보도 프레임 비교를 중심으로)

  • This study examines how television news constructed an issue of social conflict between nationwide and local broadcasting. Especially, this study focused on new ariport of east-south region in Korea. To do this, this study conducted frame analysis on KBS, MBC, SBS main news including national and local ones, broadcasted from 1 January, 2011 to 15 April, 2011. In addition, frame analysis was divided into two aspects, formal and substance. As a result, the findings are as follow: First, in formal aspect both national and local broadcastings are dealing with episode style news frames, while subject style is just 7.5%. Second, in substance aspect, 6 categories are founded: site decision frame, competition and conflict frame, economic frame, rescission and response frame, government countermeasure and alternative frame, etc frame. In conclusion, national and local broadcasting television news have different perspective each other on defining an issues of social conflict like east-south new airport.

  • Maritime tourism destinations need to improve image as well as enhance competitiveness through development of new marine tourism attraction due to the decrease of the number of passengers. The maritime city is trying to combine dynamic marine leisure activities as an alternative. For this purpose, it is possible to realize clear marine tourism activation policy and improve the identity of local community through the accurate analysis of the interest of the stakeholder groups of local residents in Songjeong beach in Busan. In this study, we first analyzed the language network based on the expression language related to the conflict between the stakeholders of Songjeong beach. Second, we analyzed the individual characteristics of the structure of conflict frames of stakeholders and suggested solutions by comparing the differences and similarities between perception frames of conflict parties. Third, we distinguish and compare differences of perception among the conflict parties through the detailed frame type. Based on the relationship structure between the detailed frame types of the conflict parties, we suggested an alternative for conflict resolution by restructuring the conflicts and negative perceptions among the stakeholders.

Conflict Process and Policy Implications of NEIS Case using Frame Analysis (프레임 분석을 통한 NEIS 갈등과정 분석과 정책적 함의)

  • ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. Through the analyses and discussions, we found the policy implication for the future ICT policies which can mediate the conflict between a data opening and the protection of privacy. Finally, we suggest a new governance approach for the better ICT policy contrary to top-down approach.

Korean Media's News Coverage of Japan's position on Her Past History Problems Under Abe Shinzo's Cabinet Dynamic Process of News Framing (아베 내각의 일본 과거사 인식 문제에 대한 한국 언론의 시각 보수신문과 진보신문에 나타난 보도 프레임의 역동적 과정)

  • This study investigated how Korean media covered Japan's position on her past history issues proposed by Abe' Shinzo's cabinet. The researchers adopted Entman's analytical tools for frame analysis and the concept of "frame changing" proposed by Chi and McCombs. The analysis rendered several propositions. First of all, the Korean media's coverage on Japan's past history issues focused heavily on the current conflict among two nations rather than constructing a futuristic viewpoint based on a thorough discussion on the historical background of the topic. In addition, it emphasized that the conflict should be resolved by political negotiations between the two governments. Secondly, the news coverages depicted "comfort women" issues as the prime element of the conflict, describing Abe's cabinet as the major inducer of the conflict. Ideological and political divisions among Korean media did not significantly influence on how they frame Japan's past history issues. In general, Korean media took the stance of ethnocentric "patriotic journalism," advocating Korean government's position and covering the emotional reactions from Korean public instead of providing through and through objective news coverage on Japan's past history issues.

Framing an Issue of Building a Nuclear Waste Site on Television News (핵폐기장 유치에 대한 텔레비전 뉴스 프레임 분석 -KBS, MBC의 전국 및 지역(전북지역) 뉴스를 중심으로-)

  • This study explored how television news constructed an issue of the building of a nuclear waste facility on Wido, an issue which displayed a social conflict in the latter half of the year 2003. To do this, this study conducted frame analysis on KBS and MBC main news including national and local ones, broadcasted from 11 July, 2003 to 10 December, 2003. It was found that television news tended to stress violent protests against site designation and social disorder rather than the causes of a conflict and its solutions. Therefore, news reporting excluded fundamental reasons of conflict such as the governmental decision-making process of site designation, geological suitability, safety issue and nuclear energy policy, emphasizing the confrontation and clash between pro and con groups of site designation. This indicates that television news defines an issue of the building of a nuclear waste facility as the local conflict between groups, the police and demonstrators, or neighbors who approve and protest the site designation, not as the national issue of nuclear policy.

A Study on the Frame of Television News Reports on Chonbuk Bus Strike : Focusing on Prime Time Reports of Chonbuk Local Televisions (버스파업에 대한 텔레비전 뉴스의 프레임 연구 -전북지역 방송3사의 저녁종합뉴스를 중심으로-)

  • This study conducted a frame analysis of the news reports of Chonbuk bus strike broadcasted via local broadcasting companies of the Jeollabuk-do. The results showed that all Chonbuk local televisions gave more emphasis on 'episodic' frame by emphasizing demonstrations and struggles between capital and labor. In the case of content frames, news reports did not present the solution or an alternative of the strike, and the democratic process frame or the institutional improvement frame was not embossed. Therefore, local television news of Chonbuk bus strike was insufficient in reporting causes and backgrounds of the strike. Also, it displayed existing press routine in reporting the issue of social conflict such as a bus strike.

How Did the Press Report the Conflict Between Korea and Japan? : Focusing on Framing and Signifying Strategies (언론은 한일 갈등을 어떻게 보도했는가 : 프레임 유형과 의미화 방식을 중심으로)

  • This study critically reviewed whether the South Korean press reported the issue of conflict between South Korea and Japan in a way consistent with their journalistic values. To this end, this study conducted frame analysis and textual analysis for the articles of three press(Chosun Ilbo, Hankyoreh and KBS) from the three major branches of conflict (Korea's Supreme Court's ruling on forced labor compensation in October 2018, the Japanese government's decision to regulate exports in July 2019 and the Korean government's decision to end GSOMIA in August 2019) to one week. There were many superficial reports of simply relaying conflicts around the occurrence and outcome of events, and there were few reports that analyzed the context in depth or suggested alternatives. And partisan reporting, which is cited as a key issue in the Korean journalism, has been strongly revealed in the midst of a conflict between Korea and Japan, a national emergency situation.

A Comparative Study of Wetland Conflict between Korea and United States (한국과 미국의 습지 갈등 비교 연구)

  • This study attempted to characterize and compare wetland conflicts in Korea and United States, which caused serious social and environmental effects. First of all, such 3 different survey methods as open-ended questionnaires, Likert-type and ranking questionnaires were adopted for 5 selected study sites in Korea and 12 cases in the U.S. in order to understand and measure these effects. 53 subjects were contacted for open face-to-face interviews in the U.S. and 258 in Korea and overall 567 disputants were for other questionnaires. Analyses of survey results revealed that disputants involved in the wetland conflicts had developed different concept of conflict frames. The study also identified the reframing is the key for conflict resolution Based on these results, a idea of public mediator was suggested to resolve and mediate conflicts.
