  • Consequence management (CM) remains a relatively unknown or underdeveloped concept in Republic of Korea. This study was conducted as a literature study, perceiving that good CM is critical when viewed under contemporary disaster types and comprehensive security. From the perspectives of integrated disaster control and comprehensive security, it would be necessary for South Korea to implement the concept of CM widely used in countries with advanced disaster control. In particular, this study verifies the need of the military to respond actively to Chemical, Biological, Radiation, Nuclear, and high yield Explosives (CBRNE) situations. A plan for the development of the CM organization of the ROK Armed Forces is proposed by using the CBRNE-CM response organization of the United States as a model.

  • The following study, as the importance of military role in a national disaster is emerging as a part of comprehensive security, there has been a number of elements of social disaster-related support in support of each type of national disaster aimed to improve the military's role towards comprehensive security but there has been no regular study of this topic. The point of this study is to analyze various aspects and hardships during the mission and improve the effectiveness of future support missions by observing and interviewing the military personnel which substituted the role of train drivers in the Seoul Metro in 2016, when the Korean Railroad Corporation [KORAIL] Workers Union was on strike [72 days] which is the longest period of a national disaster requiring military assistance.

  • Students can successfully connect with one another thanks to the introduction of Web 2.0 and the tools and technology linked with it. The fact that rising digital tools are systematically influencing the education system is not a secret. The purpose of the research article efficiently evaluates the influence of incorporation of media in the activities of the scientific library of the higher education institution. The research Methodology is the Concepts, techniques, and procedures to effectively inculcate primary and secondary data to conduct the research effortlessly. It's worth noting that in this case, quantitative primary research was provided in the form of a survey. The researchers have proposed a survey in order to successfully instil a comprehensive view on the "incorporation of media in the operations of the scientific library of higher education institutions." As a result, fifty-one higher education institution principals were asked to attend this session. This is necessary to understand that they are both well-educated and cognizant of the impact of technology innovation on schooling. As a result, the researchers were able to gain a comprehensive view of this situation thanks to this survey. The results effectively showed that most of the participants believe that social media plays a vital role in shaping up higher education and at the same time they believe that the libraries of famous educational institutions must adapt as per the new educational trend so that teachers and students both can tap into its benefit.The practical significance of the result is manoeuvred by the efficient survey analysis and at the same time, peer-reviewed journals have been employed to put forward authentic information. Therefore, efficient insight regarding this topic has been gathered by the researchers.

  • This study introduces a study on the adjustment methods of the Life Safety Index. The Life Safety Index is a service provided by the Life Safety Prevention Service System. It comprehensively evaluates individuals' levels of safety in their daily lives, continually monitors their safety status, and presents a comprehensive index to prevent safety accidents in advance. Previous studies have developed the Life Safety Index using evaluation criteria (items) for assessing life safety prevention services, incorporating both the AHP (Analytic Hierarchy Process) and Likert Scale techniques. In this study, we build upon this existing Life Safety Index and explore methods for applying adjustment factors based on individuals' characteristics to enhance its accuracy and customization. We develop adjustment factors using existing national statistics to provide personalized services tailored to individual profiles. Therefore, this paper proposes a method for providing customized services by applying adjustment factors to the Life Safety Index, contributing to the development and application of life safety index adjustment methodologies.

  • The exponential increase of malicious and criminal activities in cyber space is posing serious threat which could destabilize the foundation of modem information society. In particular, unexpected network paralysis or break-down created by the spread of malicious traffic could cause confusion and disorder in a nationwide scale, and unless effective countermeasures against such unexpected attacks are formulated in time, this could develop into a catastrophic condition. As a result, there has been vigorous effort and search to develop a functional state-level cyber-threat early-warning system however, the efforts have not yielded satisfying results or created plausible alternatives to date, due to the insufficiency of the existing system and technical difficulties. The existing cyber-threat forecasting and early-warning depend on the individual experience and ability of security manager whose decision is based on the limited security data collected from ESM (Enterprise Security Management) and TMS (Threat Management System). Consequently, this could result in a disastrous warning failure against a variety of unknown and unpredictable attacks. It is, therefore, the aim of this research to offer a conceptual design for "Knowledge-based Real-Time Cyber-Threat Early-Warning System" in order to counter increasinf threat of malicious and criminal activities in cyber suace, and promote further academic researches into developing a comprehensive real-time cyber-threat early-warning system to counter a variety of potential present and future cyber-attacks.

  • Existing comparative studies on legal system of cyber security just listed and introduced several laws of Korea and other countries and presented comprehensive comparison. These studies makes it difficult to know that which part of the cyber security activities has insufficient legal system from a practical standpoint because it is not easy to figure out. So cybersecurity stages are chosen as comparison criteria. And the legal system of United States are chosen as the target comparing one of South Korea. Then the legal system on cybersecurity stages in South Korea is compared with one of United States. Therethrough many problems of the legal system of South Korea is identified, for example, the absence of regulations, the lack of clarity, lack of effectiveness, and overlapping regulations, in prevention, detection, response, the recovery in cyber security. And many ways are suggested to improve the legal system for the resolution of such problems.

  • The hacking threats made against the Korea Hydro & Nuclear Power(KNDP) and the leakage of critical information on nuclear power safety raised the public awareness on the importance of protecting and managing national infrastructure necessary for sustaining the state and society. Cyber security activities and relevant institutions in the ROK, however, are still insufficient, because of which there is a possibility that similar incidents would reoccur and cause serious damages. Hence, a grave and direct threat is posed to the national security of the ROK. In this thesis, I would like to give my analysis and assessment on the recent cyber intrusions against infrastructure at home and abroad, measures established in response and their implementation, and the deficiency of the existing infrastructure protection system ; and lastly propose measures to reinforce infrastructure protection of the ROK.

  • Cyber attacks are threats to national security. Today, cybersecurity threats have various types, the theft or spread of privacy and national secret, the realization of direct attacks to infrastructure and the hacktivism with political or social objectives. Furthermore, There are special situations in South Korea because of North Korea's threats. Thus, It is necessary to handle cybersecurity as a kind of national security problem. It is a time to identify problems of governance system in cybersecurity and to improve related Acts and subordinate statutes. There are several tasks for legal improvement for governance system in cybersecurity. They are improving legal bases for the roles of the relevant authorities in cybersecurity, consolidating national joint response to cyber accidents, establishing and vitalizing information sharing system, constructing foundation of cybersecurity through industry promotion and manpower development, and acquiring defensive tools by enhancement research an development. In order to address these challenges, it is necessary to pay much attention to enactment and to revision laws and to practice legislative procedure.

  • Ruminants possess a specialized four-compartment forestomach, consisting of the reticulum, rumen, omasum, and abomasum. The rumen, the primary fermentative chamber, harbours a dynamic ecosystem comprising bacteria, protozoa, fungi, archaea, and bacteriophages. These microorganisms engage in diverse ecological interactions within the rumen microbiome, primarily benefiting the host animal by deriving energy from plant material breakdown. These interactions encompass symbiosis, such as mutualism and commensalism, as well as parasitism, predation, and competition. These ecological interactions are dependent on many factors, including the production of diverse molecules, such as those involved in quorum sensing (QS). QS is a density-dependent signalling mechanism involving the release of autoinducer (AIs) compounds, when cell density increases AIs bind to receptors causing the altered expression of certain genes. These AIs are classified as mainly being N-acyl-homoserine lactones (AHL; commonly used by Gram-negative bacteria) or autoinducer-2 based systems (AI-2; used by Gram-positive and Gram-negative bacteria); although other less common AI systems exist. Most of our understanding of QS at a gene-level comes from pure culture in vitro studies using bacterial pathogens, with much being unknown on a commensal bacterial and ecosystem level, especially in the context of the rumen microbiome. A small number of studies have explored QS in the rumen using 'omic' technologies, revealing a prevalence of AI-2 QS systems among rumen bacteria. Nevertheless, the implications of these signalling systems on gene regulation, rumen ecology, and ruminant characteristics are largely uncharted territory. Metatranscriptome data tracking the colonization of perennial ryegrass by rumen microbes suggest that these chemicals may influence transitions in bacterial diversity during colonization. The likelihood of undiscovered chemicals within the rumen microbial arsenal is high, with the identified chemicals representing only the tip of the iceberg. A comprehensive grasp of rumen microbial chemical signalling is crucial for addressing the challenges of food security and climate targets.
