Assessment plays a vital role in outcome-based education (OBE). This article describes the characteristics of assessment and appropriate assessment instruments for measuring learning outcomes in OBE. Assessment in OBE needs to be formative, continuous, and frequent. Miller's pyramid is useful for selecting the appropriate assessment instruments to reflect a specific outcome; different methods can be applied to evaluate one outcome. Outcomes and competency mean that student must 'do'; therefore, performance tests are emphasized. Qualitative methods as well as quantitative methods are used to evaluate the outcomes of areas such as professionalism or ethics. An absolute criterion-based standard is usually applied to decide whether students pass or fail, but the decision should be based on gathering value judgments and reaching consensus. Active participation of faculty members and students in assessment is crucial.

The Multi-crew Pilot License (MPL) is a new pilot qualification introduced by ICAO to train co-pilots for transport aircraft based on efficient and stable competency to respond to changes in the operating environment and technology. ICAO and the European Union Aviation Safety Agency (EASA) require a minimum flight of 240 hours for MPL qualification training, and allow the use of flight simulation training devices (FSTDs) for most of the training, specifying the performance requirements for FSTDs. As South Korea is also preparing for the operation of the MPL training program, it is essential to establish the operating standards for FSTDs required for MPL training. This study aims to identify the international standards for FSTDs related to MPL training, and to compare them with the current operating standards for FSTDs in South Korea for presenting a standard (draft) that can be used when introducing domestic MPL training programs in the future.
The HR policy in the public sector was closed and operated mainly on written tests, but in 2006, a new evaluation, promotion and education system based on competence was introduced in the promotion and selection system of civil servants. In particular, the seniority-oriented promotion system was evaluated based on competence by operating an Assessment Center related to promotion. Competency evaluation is known to be the most reliable and valid evaluation method among the evaluation methods used to date and is also known to have high predictive feasibility for performance. In 2001, 19 government standard competency models were designed. In 2006, the competency assessment was implemented with the implementation of the high-ranking civil service team system. In the public sector, the purpose of the competency evaluation is mainly to select third-grade civil servants, assign fourth-grade civil servants, and promotion fifth-grade civil servants. However, competency assessments in the public sector differ in terms of competency assessment objectives, assessment processes and competency assessment programmes compared to those in the private sector. For the purposes of competency assessment, the public sector is for the promotion of candidates, and the private sector focuses on career development and fostering. Therefore, it is not continuously developing capabilities than the private sector and is not used to enhance performance in performing its duties. In relation to evaluation items, the public sector generally operates a system that passes capacity assessment at 2.5 out of 5 for 6 competencies, lacks feedback on what competencies are lacking, and the private sector uses each individual's competency score. Regarding the selection and operation of evaluators, the public sector focuses on fairness in evaluation, and the private sector focuses on usability, which is inconsistent with the aspect of developing capabilities and utilizing human resources in the right place. Therefore, the public sector should also improve measures to identify outstanding people and motivate them through capacity evaluation and change the operation of the capacity evaluation system so that they can grow into better managers through accurate reports and individual feedback

The subjects were 49 entry nurses and 49 preceptors. The data were collected from Feburary 1, 1998 to December 1, 1998. One questionnair applied in this study consisted of general characteristics, the responses of new entry nurses and their preceptors and their qualities. The other questionnair consisted of job satisfaction of new entry nurses and preceptors and their competencies. The data were analyzed for frequencies, mean score, standard deviation, t-test, and ANOVA. The results of the study were as follows: 1) Preceptees's responses were that the nurses' affiliation of unit, cooperation of other nurses, and competencies of nursing skills improved after OJT applied preceptorship. 2) Preceptors's answers were that preceptorship had a positive effect on their continuing education. 3) While preceptees's job satisfaction scores were high in interaction, administration, and organization, they were low in autonomy and pay. 4) Pre-competency scores were the same as post-competency scores. 5) After preceptorship, preceptors responded that their nursing skill & communication competency increased, but their nursing administration competency decreased. 6) Finally, preceptorship's other effects were as follows: (1) Checklists for preceptee education at the nursing unit were developed separately. (2) It was proved that 'preceptor interview note' was effective on manage preceptorship. (3) We obtained duty overlap periods; medicalsurgical units-1 month, 5 ICU-2 months, operation room-3 months. The purpose of this study was to survey the use of a evaluation tools of clinical competency for nursing students. The sample consisted of the departments of nursing in 14 universities and 20 Junior colleges of nursing. Data analysis was done by frequency, percentages and factor analysis. The results of the study were as follows : 1. A common measurement tools for evaluation in the clinical area was used by 74.4% of universities and Junior colleges of nursing. Only 0-4.5% of Junior colleges of nursing and 1.5-7.4% of universities used a evaluation tools developed according to their major. 2. Theoretically, 3% of those sampled applied the nursing process as an instrumental means of nursing practice. Bloom's theory was applied by 35.8% of the schools. Most of them used their own measurement tools for evaluating their students. 3. One half of them used quantitative scales, the other half used others. 4. In the midst of the rising need for Industrial Security experts, the development of National Competency Standards(NCS) with regards to industrial security is a very important and urgent task. The NCS standardizes university-level academic curriculum and qualification systems and connects them with the industry's needs. This study has extracted, classified and analyzed security-related jobs and tasks requiring security expertise that is required within NCS. Through this study, many tasks have been confirmed to require security competencies that are different from those in IT-security, physical security that already exist as a NCS tasks. It is expected that the industry's needs of industrial security expertise will be reflected in future NCS development, which will be used as basic data for systematizing industrial security jobs and competency.

This exploratory study aims to identify effect on core nursing competency of nursing students who experienced convergence practice due to COVID-19. The subjects of this study surveyed 123 senior nursing students in U city with a structured self-report questionnaire analyzed by the SPSS 22.0 software, t-test, One-way ANOVA, correlation, and multiple regression analysis. The average scores for nursing competence scale, self-directed learning ability, learning satisfaction, learning outcomes were 3.99, 3.71, 4.11 and 4.25 out of 5.00. The factors affecting of students' nursing competencies were self-directed learning ability, learning outcomes with 29 percent being explained by these variables. Learning satisfaction did not affect core nursing competency. This study evaluates the AI digital competencies of teachers and presents a step-by-step framework for teacher's AI digital competencies that can be utilized in training. To do this, AI digital competencies were analyzed from the perspective of utilization and disposition, linked with the Technological Pedagogical Content Knowledge (TPACK) perspective. Then, as a precedent for step-by-step teacher AI digital competencies, the 3-step competency of the British Education and Training Foundation and the UNESCO ICT Teacher Competency Framework were presented. In this study, teacher's AI digital competencies were divided into three stages: entry, adaptation, and leadership, considering precedent research and domestic conditions. The initial entry stage passed the validity test in the second round of the Delphi survey, and the other two stages passed in the first round. The final entry stage is described as a stage where teachers understand AI digital but have difficulty implementing it, the adaptation stage is a level applied to standard curricula, and the leadership stage is a level where AI digital is applied in advanced courses and teachers serve as models for others. Through the overall AI digital competencies presented in this study, detailed competency development is possible, and it can be used as a reference material for developing evaluation items.
