An Analysis of the Impact of Social Assistance Benefits on Poverty Reduction in Korea and the UK (한국과 영국 공공부조제도의 빈곤완화 효과에 관한 연구)

  • This paper analyzes the relationship between social assistance and poverty in Korea. Social assistance in Korea which had a Poor Law tradition for about forty years, was finally reformed and a new general assistance scheme designed to protect fundamental human rights, was established in 1999. Are the means-tested social assistance benefits effective in protecting the poor from hardship? How effectively do the means-tested benefits reduce poverty? To assess the effects of the means-tested social assistance benefits in Korea on poverty reduction, the study uses household data from the National Basic Livelihood Security Programme Review Board (NRB). Moreover, to obtain a comparative perspective, a British dataset the Family Resources Survey (FRS) is assessed. The incidence and the intensity of poverty for a range of household types are analyzed before and after social assistance benefits for both countries. The results of the analysis show the Korean social assistance benefits do not radically alleviate poverty, although recipients' income positions are improved after social assistance transfers. Compared to Korea, Britain achieved marked success of means-tested social assistance benefits with a high degree of effectiveness, especially among the extreme and the severe poverty brackets, while there are variations between different household types regarding the incidence and the intensity of poverty before and after transfer.

The relative contribution of domain satisfaction on life satisfaction and hedonic balance: A comparative study of Korean and Canadian university students (삶의 만족도와 정서적 안녕감에 대한 영역 만족도의 상대적 예측력: 한국과 캐나다 대학생 비교 연구)

  • Previous studies have examined the relationship between domain satisfaction and life satisfaction. However, a comprehensive investigation of satisfaction with multiple domains and their relative contributions to life satisfaction and hedonic balance are missing in the literature. And most studies were conducted in English speaking countries and only a few cross-cultural studies have been conducted. In the current research, we compared Korean and European Canadian university students to examine how domain satisfactions (satisfaction with healthy lifestyles, family relationships, appearance, financial situation, academic performance) are associated with life satisfaction and hedonic balance. We then examined the relative contributions of people's satisfaction ratings on the life domains to their life satisfaction and hedonic balance. Positive correlations were observed between satisfaction with each of the five life domains, and life satisfaction and hedonic balance across the two cultural groups. Interestingly, satisfactions with healthy lifestyles was the dominant predictor of Koreans' life satisfaction and hedonic balance. Satisfaction with appearance was the dominant predictor of European Canadians' life satisfaction and hedonic balance followed by satisfaction with healthy lifestyles. Overall, these results suggest that there are common life domains that contribute to subjective well-being and that there are specific life domains that may contribute more to subjective well-being depending on the culture.

Comparative Analysis of Youth Unemployment in Korea and Japan: Implications for Korea (한국과 일본의 청년실업 비교분석 및 시사점)

  • This paper analyzes the determining factors in the unemployment rate among young people in their 20s by studying data from 30 OECD countries between 2000 and 2017. It identifies reasons why Korea has a higher youth unemployment rate than Japan, and assesses what implications Japan's youth unemployment measures could have on Korea. The study highlights the variables that have meaningful impacts on youth unemployment. They include the unemployment rate among the working-age population, the percentage of each age bracket in the overall population, the GDP growth rate, the percentage of wage laborers in each age group, the percentage of elderly people, and the percentage of part-time workers. This paper also finds that a decline in the youth population, especially among people in their 20s, does not help to address the issue of youth unemployment. Secondly, this paper explains the additional factors behind Korea's higher youth unemployment rates. One is Korea's disadvantageous employment environment, compared to that in Japan, in terms of wage earnings. Other factors include the existence of fewer decent corporate jobs than in Japan, and wide disparities in wages between large and small corporate jobs. Therefore, while making efforts to resolve long-term and structural problems, it is necessary to actively promote policy measures to solve short-term mismatch problems of youth employment by referring to Japanese policy examples.

A Comparative Study on the Material Element in Traditional Palaces of Korea, China, and Japan (한ㆍ중ㆍ일 궁궐건축의 재료특성 비교연구)

  • The purpose of this study is to ascertain the material design element in traditional palaces among those in the neighboring three nations of East Asia, notably Korea, China and Japan. Undoubtedly the ultimate goal to be pursued has to be inquiry into the identical prototype of Korean material design element. The cultures of East Asia, finely balanced between survival and extinction, sought to tame the natural world. They transformed its raw materials so as to more convenient human life. In this study, the material of the traditional palace is characterized by the actual use. It is to be noticed that the mainly common characteristics of the material is naturalism'. That is, the kind of material is differed from the country - marble or granite, nanmu or cypress -, the East Asian countries have similarity and make use of their own native materials. The typical features of China are glassy surface by artificial process, the meandered curve. In Japan, made-up rough surface by artificial skill. While the major features of Korean material design element are rough surface by natural process.

Comparative Analysis of University Identity Design Factors: Focusing on Korea and China (대학 아이덴티티(University Identity) 디자인 요인 비교분석에 관한 연구: 한국과 중국 중심으로)

  • University Identity can effectively convey the core values for which schools aim by establishing university identity and integrating one unique image. Therefore, most universities are actively implementing promotional strategies such as newly defining university identity or releasing cultural products. Recently, university brands have been continuously exposed and differentiated through SNS such as Instagram, YouTube, and Facebook as well as existing advertisements and homepages. This study analyzes the identities of the top 80 universities in Korea and China, by referring to the rankings of Asian universities in the 2021 QS World University Rankings, and addresses differences in terms of design shape, number of colors, and use of English. Moreover, 'Cohen's Kappa' consistency analysis was applied to secure data accuracy by analyzing the difference in visual expression of university identity between the two countries through quantification and cross-analysis of visualized university identity design of Korean and Chinese universities. As a result of the study, it is creative, irregular, and has a lot of use of blue, red, and green, and most of them can be seen in less than two colors. In addition, it turns out that word marks and abstract forms of expression are used for university identity design. This study can present implications as effective basic data for internationalizing universities and creating differentiated university identity designs in the future.

A comparative study on literature class in DDC and KDC (DDC와 KDC의 문학분야 비교연구)

  • The purpose of this research is to analyze the differences between literature (Belles-letters) class in DDC 19 and literature class in KDC 3. The results of the study can be summarized as follows : 1. The section of philosophy and theory of literature in DDC was subdivided according to the properties as including subsection of theory of criticism but KDC didn't subdivide this section. 2. In DDC, the subsections of 'rhetoric in specific languages' and 'rhetoric of specific kinds of composition' in rhetoric section was established and can subdivide according to each languages and subjects. These considerations can be useful as compared with KDC. 3. In DDC, collections or criticism of several literatures in specific forms can be more subdivide according to specific aspects or features dealing with in the collections or criticism by a n.0, pplying Table 3-A when specified more than the literary form. 4. Reviewing a notational rank to be assigned in literatures of specific languages, Latin literature and Classical Greek literature to be ranked in division in DDC was established as subsection in KDC to treat them as literatures of minor languages. 5. The DDC can sometimes a n.0, pply, in literatures of all languages, the notations of Table 3 to be subdivided again as specific kinds of literary forms, but KDC subdivided literary forms as specific kinds of each forms in only Korean, Chinese, Japanese literature. 6. In DDC, even literatures of minor languages are provided with 'the period table for the specific literature' under each literature of specific languages in schedules and these period tables can be a n.0, pplied a n.0, ppropriately, but period numbers in KDC was established in only Korean, Chinese, Japanese literature. 7. The optional use of letter prefixes or special numbers such as 828.99 to distinguish literatures of countries other than the "mother country" which makes the use of period tables feasible, but the KDC can only use to distinguish without the function of dividing a period such as DDC. 8. According to a n.0, pplying Table 3 and 3-A also in literatures of specific languages(810-890), a literature of specific languages, a specific literary form in literature of specific languages and a literature or literary form of specific period, in case of a n.0, pplying 'form divisions 08-09', can subdivide again by a specific aspect or feature dealing with in the works when specified. 9. For grasping the rate of subdividing, after selecting several sample-titles in literary field, they classified by DDC and KDC and gave a definite score in accordance with analytic small subjects. According to the results, the rate of subdividing in literature class of KDC is proved as less 22.8% than DDC. than DDC.

A study on Improvement and Invigoration of Cooperation Charge on Conservation Ecosystem Fund (생태계보전협력금 제도 활성화를 위한 부과금 개선 방안 연구)

  • Korea introduced the cooperation charge on conservation of ecosystem for minimizing damage of ecosystem due to development projects and their effects and for preparing resources for natural environment conservation projects. Advanced countries have made efforts by expanding investment in natural environment conservation and restoring projects to promote prevention of global warming and improvement of biological diversity, are establishing nationwide strategies and plans. To examine the reality of projects by returns of the cooperation charge on conservation of ecosystem, microsite projects in schools and public facilities take the largest share while their project budgets are only about 100~300 KRW, relatively small, which might be attributable to budget restrictions in accordance with the calculating method of levying cooperation charge on conservation of ecosystem and problems of project proceeding in the system of returning fund for projects in general. The conclusion which this study suggests on invigoration of cooperation charge on conservation of ecosystem and its operation are as followings. First, although the cooperation charge on conservation of ecosystem has been introduced in 2001, the amount of imposition per unit area remains unchanged. It is desirable to increase the amount into $1,400KRW/m^2$ as of August, 2011 as the price index has been continuously rising for the past 10 years and the upward adjustment of imposition per unit area should be notified by the decree of the Ministry of Environment every January. Second, the ceiling amount of the cooperation charge on conservation of ecosystem should be abolished. Now the ceiling amount is defined as 1 billion KRW but it was found that there was not any ceiling amount specified according to the comparative analysis of similar systems with the Korean environmental improvement fund. The ceiling should be abolished so that medium level businesses are carried out and ecosystem recovering projects in the true sense of the word can be made smoothly. Third, weight should be introduced in calculating amounts in accordance with ecologic and economic values. Harmony between development and environment can be achieved by applying differentiated weights of constant regional coefficient by use zone and ecologic and economic values. Continuous efforts of improving cooperation charge on conservation of ecosystem should be made more than anything else so that projects by returns of cooperation charge on conservation of ecosystem get effectiveness.

Comparative Study of the Rheologic Properties of Elastic Impression Materials (수종 고무인상재의 유변학적 특성에 관한 비교)

  • The rheologic properties of elastic impression materials is a very important role as taking high accuracy impression. But, the studies that are focused on the rheologic properties of Korean elastic impression materials are not sufficient. The purpose of this study is to help clinical high accuracy impression taking by testing rheologic properties of elastic impression material that is made by Korea and other countries. Six type III elastic impression materials are tested. Subjects are 2 Korean polyvinylsiloxane(PVS), 2 imported PVS, 1 polyether, and 1 polysulfide. HAAKE RheoStress $1^{(R)}$(Thermo Electron Co. Germany)is used in measuring. HAAKE RheoStress $1^{(R)}$ is plate to plate type rheometer. All subjects is tested 3 times and measuring time is 900 seconds. We measured G′ and loss tangent after mixing. All elastic impression materials had a sigmoid shape on increasing G′ by time and decreasing loss tangent after setting, maximum G' is appeared highest in polyether, and lowest in polysulfide. Initial loss tangent is highest in polyether, and is lowest in Koreans PVS. Significant difference is showed in initial loss tangent between Korean PVS and imported PVS.

A Comparative Case Study on Urban Strategy for Flexible Smart Shrinking City (유연한 스마트 축소도시를 위한 국내·외 도시전략 비교 연구)

  • The world's population reached 7.7 billion in 2019. Despite this trend, not all cities are growing. Most of the growing population is driven to large cities for convenience and jobs. This phenomenon has led to a decrease in the population of small and medium-sized cities, and in certain cities, a decrease in employment as well as recession have resulted. Korea is no exception. The nation's population is concentrated in the metropolitan cities. To solve these problems, researchers started to study how to deal with the contraction of a city, i.e., a shrinking city, rather than focusing on only the growth of a city. In this paper, demographically outstanding declined domestic cities were selected as shrinking cities and their characteristics were analyzed. The concept of smart shrinking cities was then defined for the selected cities, which were chosen as a good case in overseas countries to solve the shrinking city problem. Through this process, the strategic differences were compared between domestic and oversea cases. As a result, a modified strategy for the smart shrinking city concept, FSSC (flexible smart shrinking city), is proposed as an alternative strategy that can save resources and cost.

Comparative Study on the Personal Assistance System for Persons with Disabilities in South Korea and Japan -Focusing on Self-Determination of People with Disabilities - (장애인활동 지원제도에 관한 한·일 비교 -장애인의 자기결정권 보장을 중심으로-)

  • As the social development progress, social welfare policy for people with disabilities also advance to meet rights of people with disabilities. The personal assistance service(PAS) is the primary service system for persons with disabilities based on guaranteeing the self-determination. The purpose of this study was to compare the personal assistance service system between Japan and Korea to propose improvement plan for Korean system. The comparison of two countries was based on current situation analysis of PAS. The analysis on eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible etc. The result showed that PAS in Korea is served according to administration convenience than personal need based. Korean PAS policies are limited to particular service amount and type of needed services to satisfy personal PAS need. Whereas, Japan PAS system is served on the philosophy of independent living paradigm and therefore, PAS is provided on personal service needs. The service emphasis is on self-determination and rights on service selection for persons with disabilities. The recommendation for improvement of PAS in Korea are as followed. First, PAS should served under independent living paradigm. Paradigm based service is important because it effects the main theme of PAS; the self determination and rights of service selection. Second, reconstruction of PAS system is needed. As it showed on analysis, eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible need to be supplemented. Last, to better serve PAS, case management method should be apply. Case management would contribute to settlement of PAS system in Korea. Thru case management, participation opportunities of people with disabilities must be provided during the selection of service quantity and type of PAS.
