Community action is an essential component for health promotion. Through effective community action, a community can gain control over its health & health determinants, and improve the quality of its life. The Ottawa Charter for Health Promotion (WHO, 1984)stated that a health promotion program that stimulates and strengthens community health activity is one of the five main action areas in the field of health promotion. This paper reviews the meaning and key concept of community health promotion action, and discusses ways to strengthen community action as defined by the Ottawa Charter for Health Promotion. It discusses the principle of community participation for health promotion, and, taking a successful example of a community-based health promotion program, it provides an illustrative example of how to build partnerships and coalitions in a community. Community development theories for community-based approaches are also introduced, along with their key concepts. Finally, the paper assesses the barriers to effective community health promotion action in Korea, and proposes several strategies for strengthening community action for health promotion.
Purpose: The purpose of this study is to analyze community-based health promotion program for school-aged children and program using forest. Methods: Seventeen health promotion programs focused on school-aged children from Community Health Plan were selected to analyze after assembling 227 of the 5th National Community Health Plans. The analysis duration was from 2012 July to November. Results: Among 17 programs, the health promotion program targeting school-aged children were included in 16 programs except one program focusing on community- orientated rehabilitation program. Eight health promotion programs using forest in 7 different areas were found. The majority of the community-based health promotion programs were focused mainly on smoking cessation, obesity, physical activity, nutrition, mental health programs. Furthermore, there was a limitation of programs utilizing forest as a health promotion resource and most of the programs using forest were located in Jeollanamdo and focusing mainly on atopy prevention and treatment. Conclusion: The importance of this study is that it analyzed nation-wide community health plan systematically, and analyze community-based health promotion program targeting school-aged and the program using forest. The results of the analysis can be used as baseline data for developing physical and mental health promotion programs using forest targeting school-aged children.
Purpose: The purpose of this study was to examine the effects of an integrated health promotion program provided by one community health post by comparing this program with more traditional health promotion programs provided by other institutions. Methods: The participants in this study were 110 selected local residents from I city. Of them, 55 residents participated in the integrated health promotion program in the community health post, and the other 55 participated in a program at another institution. SPSS 21.0 was used for descriptive analysis. Result: Scores for program effects, satisfaction level, quality of life related to health and depression were higher for the integrated health promotion program offered by the community health post compared to health promotion programs of the other institution. The differences were statistically significant. Conclusion: The findings of the study indicate that the integrated health promotion program can be helpful for community health posts in being successful in future plans to meet the needs of residents. Use of this program will also contribute to the development of community health posts but sustained research efforts need to be channeled into these programs.
Purpose: This study was performed to examine present health condition on community clients and the degree of cognition on community oriental health promotion program. Method: Research design is cross-sectional descriptive study, 300 residents who live in S city were selected. The period of data collection was from October 2005 to April 2006. The research instruments used were the VAS of fatigue, headache, pain, Depression, anxiety to examine present physical and psychological health condition and questionnaire on the degree of cognition on Oriental Health Promotion Program. SPSS 10.0 was used for statistics. Results: The range of fatigue, headache, pain, depression, anxiety was 2.09-3.75. The degree of cognition on program was 2.67. As for the degree of cognition on oriental health promotion program according to general characteristics of subject, there was significant difference(F=3.79, p=.038) between below 65 years(2.88) and above 65 years(3.12). Conclusion: We are trying to develop oriental health promotion program fit to property of community, especially elderly.
Purpose: This study was carried out to investigate the effects of improvement in self-rated health, self-efficacy, perceived benefit and health promotion behavior by running a health promotion program through the coalition of industries, universities and districts. Methods: This study was designed as non-equivalent control group research. Data were collected from 62 participants in a health promotion program who were enrolled in a community center (experimental group: 29, control group: 33). The program was applied from October to November, 2008. The health promotion program was composed of value, competence, action, and policy based on a multi-level health promotion model. Collected data were analyzed through $x^2$ test, t-test, and Wilcoxon test. Results: After participating in the health promotion program, the experiment group showed statistically significant increases in self-efficacy, perceived benefit and health promotion behavior but not in self-rated health. Conclusion: It was proven that the health promotion program enhanced the health promotion level in the community.

Objectives: The purpose of this study was to examine effects of health promotion program based on self-efficacy theory on physiological indicators, self-efficacy, grits, and health promotion behavior in community elderly. Methods: A non-equivalent control group pre-post test design was used. The intervention group received the health promotion program based on self-efficacy theory for 8 weeks from October 8 to November 26, 2020. Results: t-test showed that systolic blood pressure (t=-2.12, p=.040), self-efficacy (t=3.78, p<.001), grit (t=3.75, p<.001) and health promotion behavior (t=2.89, p=.002) were significant differences between the two groups. In other hands BMI (t=-1.26, p=.213), diastolic pressure (t=-1.07, p=.287), total cholesterol (t=-1.67, p=.102), LDL-cholesterol (t=-0.76, p=.451), HDL-cholesterol (t=-0.57, p=.567) and triglyceride (t=-1.76, p=.094) were no significant difference between two groups. Conclusions: The health promotion program based on self-efficacy theory was found to be an effective nursing intervention program in improving physiological indicators, self-efficacy, grit and health promotion behaviors of community elderly.
Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.

The role of school as a key setting for health promotion practices should be empathized. However, there were limitations for the effectiveness of school health promotion practices in Korea because of the lack of recognition about its importance, social support, guiding principles of the school health promotion services by the school health related law, and cooperation between school and community. The purpose of this study was to analyse the advanced cases from The United States, Japan, Europe and Australia, and to evaluate the applicability to school health promotion services in Korea for establishing the strategy for effective implementation of school health promotion program in Korea. Four cases of school health program were selected for analysis, including Coordinated School Health Program and National School Health Strategies in the USA, Healthy Japan21, National School Health Initiative in Australia and the European Network of Health Promoting Schools. Major conclusions were as follows: 1. Advanced cases of school health programs were comprehensive in nature. 2. Integrated school and community health promotion efforts was emphasized. mostly. 3. Governmental agencies played an active role in conducting surveillance activities to monitor priority health risk behaviors, developing school health program and training manual, providing periodic program evaluation. 4. Life skill focused health education was the key component for the comprehensive school health program. For the improvement of efficiency in school health promotion practices, above advanced strategies for school health promotion program would be necessary.
The purpose of this study was to develop the evaluation indicator for the health promotion programs of the Community Health Centers and to test its validity. The modified logic model was used as the evaluation model based on the literature reviews. Using this model, four dimensions, eleven subdimensions, and fortyone individual indicators were developed. These evaluation indicators are superior in reflecting the distinctiveness of the community health promotion programs, and also flexible enough to accommodate diverse programs. These indicators also emphasize the role of process evaluation, and the diversity of outcomes. To test content validity, survey method of experts in the community health promotion field was conducted. Eleven in three expert groups(professionals, practitioners in Community Health Centers, and policy makers) generally agreed with the validity of evaluation indicators. To examine criteria and construct validity, these indicators were used to evaluate the health promotion programs conducted by the 18 Key Community Health Centers. The data came from the interview surveys of the main health promotion practitioner and 30 visitors from each center. The ranks of these eighteen Community Health Centers were computed from these data. There was no significant difference in ranking either by these indicators or by the existing indicators, which was developed by Technical Support and Evaluation Team for criteria validity. There was no statistically significant difference in ranking between input, process and outcome dimensions. Based on these study results, evaluation indicators developed in this study are valid to evaluate Community Health Center's health promotion program. It can be used both by the Community Health Center for internal evaluation, and by the stakeholders for external evaluation.
At the opening of a new millennium and a new century, health promotion and education services in Korea are in the early developmental stage. The National Health Promotion Act legislated in 1995 was a milestone for initiating a national and local health promotion program in Korea. And since then local governments and health centers have been developing and providing health promotion program for the community populations. The short history of health promotion and education in Korea has meant that local governments and health centers have a limited experience and organizational capacity for health promotion and education planing and practice. This study was attempted to measure health education need of rural community and to analyze the factors for health education need assessment. Surveyors interviewed 1250 subjects randomly selected. Subjects were 2.17% of men and women in Changnyung county and older then 20 years old. Data were collected from April 17, 2000 through April 27, 2000. The questionnaire consisted of general characteristics, health educational experiences, health educational method, health educational content and health educational needs for rural community residents. The questions on the health educational needs of content consist of 36 questions in 8 fields. The statistical methods used for the analysis were $X^2$-test, t-test, F-ratio and ANOVA using SPSS program. In conclusion, despite more needs to the respondents who are in the low education level and socioeconomic state, in the old age, in the low health knowledge, they required less health education. To enjoy a more healthy life after more community residents actively understand and are interested in health education and health promotion, we certainly require a designed and systemic health education. The resources of health department in Korea are limited and the investment involved in health promotion and health education is severely reduced. Particularly this situation is more severe in the rural community. To select and perform an effective health education methods that the nature and reality of the rural community are considered, well use the resources to invest in health promotion affairs as effectively as possible and then they will take the responsibility of healthy community.
