It is true that the social welfare center influences on the community service. The recent change of social environment has influence on the configuration of space for the community social welfare center. The social welfare center fills the role of family welfare, domiciliary care, community welfare, education culture etc. Education culture magnified, and it is acting role as the community education culture center by various program including cultural desire according to the modern request to the whole local resident. In such sense, this study explore the conditions of spatial configuration for the education culture unit of social welfare center in small city. For this study, it was investigated the space role and service funtion, the service program, the usage characteristics, the service importance. In sum, the useful data were collected, analyzed, and colligated by case study. Case study and analysis contents about education culture unit of social welfare center present the basic design data for the space plan of suitable social welfare center in small city.

본 연구는 수도권 소재 문화예술회관의 지역별 운영주체별 효율성을 분석한 것이다. 최근 문화산업의 중요성은 커지고 있다. 또한 지역문화산업의 근간으로 문화예술회관의 중요성이 부각되었다. 따라서 문화 산업의 활성화를 위해 문화예술회관의 운영상에 효율성을 재고하여야 한다. 문화예술회관을 객관적으로 분석하기 위해 공공기관 효율성 분석도구인 DEA를 이용하였으며, 이는 운영효율성에 초점을 맞춘 것이다. 분석 결과에 따라 서울, 인천, 경기도의 효율성을 확인할 수 있었다. 또한 직접운영기관, 공단운영기관, 재단법인기관, 민간위탁기관의 효율성이 나타내는 특징을 확인 할 수 있었다. 지역별로 살펴보면 서울과 경기도 소재의 기관이 효율적으로 운영되는 것을 알 수 있다. 반면, 인천 소재의 문화예술회관은 효율적이지 않았다. 운영주체별로 살펴보면, 직접운영기관과 공단운영기관은 효율적으로 운영되었다. 반면에, 재단법인기관과 민간위탁기관은 상대적으로 비효율적으로 운영되었다.

This research demonstrates the effects of a culture & arts treatment program for elderly women's regional community consciousness. Study subjects of this research are 18 women whose ages are 65 years old and older. (8 women participated in a culture & arts program and 10 women participated in an elderly center program.) The culture & arts program held 16 sessions where the subjects wrote letters or drew pictures. After this program, we measured the degree of regional community consciousness. The results of the study were, first, that the cultural and arts treatment program improved the regional community consciousness among the elderly woman. Second, the treatment program has improved the sub-region of the regional community consciousness among the woman's elderly. This result shows the culture & arts treatment program can be used as an effective way to enhance the consciousness of the regional community on elderly women

본 연구는 지역아동센터 청소년을 대상으로 서비스 이용경험-센터 교사와의 만족도 및 서비스 이용평가-이 공동체의식에 미치는 영향을 알아보고 센터 서비스 이용경험과 공동체 의식간의 관계에서 학교적응의 매개효과를 파악하고자 하였다. 지역아동센터 아동패널조사 2기 패널 대상자 중 2017년 전국 중학교 1학년 청소년 438명을 표본으로 하였다. 자료는 SPSS 18 프로그램을 이용하여 상관관계분석, 단계별 회귀분석 및 Sobel test를 실시하였다. 연구결과 지역아동센터 청소년들은 센터 교사와의 만족도 및 서비스 이용평가를 긍정적으로 인식할수록 공동체 의식이 높았으며, 아울러 교사 만족도 및 서비스 이용평가는 학교적응을 통해 공동체 의식에 긍정적 영향을 미침으로써 부분매개효과를 나타냈다. 이를 토대로 저소득 청소년의 공동체의식 증진을 위해 청소년과 센터 교사 간 긴밀한 관계 유지, 서비스의 질적 수준 향상, 지역아동센터와 학교체계 간 연계 프로그램 개발 및 적용의 필요성을 제안하였다.

There are many social issues that should be solved through activity in the local community, such as community development, social service, environmental protection and disaster prevention. Despite a large number of activities, they are not always effective. In this investigation, we examine some alternative approaches to disaster prevention in local communities based on Japanese research and practices. Activity theory (Engestr öm, 1987) was adopted as a theoretical viewpoint. Implications for community education, which is another important issue in the community, are also discussed.

This study is a research for revitalized characteristics of compounded community center which is a complex aid facility with a key position of regional culture and welfare. Recent complex conditions of community center and public facility is studied on this research. The methods are searches in the Internet, telephone interviews, and documents of present local conditions. The results are as follow : The community center in Seoul City support 2 million people per a center in average and self-supporting financial rate came out low. The community center formed physical shape in one building with community facilities. A district complex community center type, which is a village office united to public facilities, expected to be increased. The community center compound 1 or 2 facilities, divided 15 types. Most of community center is complex type of community center with village office and the other types are complex type of community center with a hall for the aged, nursery, and library. Accordingly, the community center keeps up the complex type of community center with village office type as a physical shape in one building and the district complex community center type complexes with hall for the aged, nursery and library.

Recently, the demand for pubic welfare has been expended to the comprehensive services terms of cultural, medical and psychological aspects and provision of information. These various demands for welfare services to improve citizens'quality of life could be effectively met by an integrated community center covered small regions rather than many existing individual institutions focused on specific services covered wide regions. The purpose of this study was to develop the activity programs for a proposed new millennium community center The activity programs classified into five types (administrative services; information and counselling; health and sports; leisure and culture; and child care and educational services) and each type included various unique activity programs not only for specific age groups but also for all age groups. In order to operate a new millennium community center effectively, the legal supports and systematic organizations to manage the community center should be required. Discussions and recommendations for these issues were included in the study.

마을아르페(Community Archpe)는 <책, 기록, 역사 그리고 치유와 창업의 풀무간>이다. 마을아르페는 한 마을의 중심적 위치에서 개인과 마을의 문화적 토양을 풀무질하는 곳으로 일종의 '복합문화공간' 또는 '커뮤니티 센터(community center)'에 가깝다. 예컨대, 마을아르페는 마을도서관, 마을기록관(마을아카이브), 마을역사관(community historical center), 마을치유센터(community recovery center), 마을창업센터(community commencement of an enterprise center) 등을 포괄할 수 있다. 이렇게 접근하는 것은 한 개인과 마을의 문화적 토양을 가꾸기 위해서는 국가 단위의 거대 규모의 시설과 전문적인 시스템보다는 마을 단위의 작은 도서관, 작은 기록관(archives), 작은 역사관이 절실하기 때문이다. 마을아르페는 몇 가지 지향점의 좌표점에 위치한다. 첫 번째 지향은 '이질적 풀무간(heterogenous smithy)이다. 마을아르페에게 이질성은 생명의 문제이다. 두 번째 지향은 '여성적 풀무간'(feminine smithy)이다. 기록(archives)과 역사를 통해서 한 인간을 이해하고 인정하고 지지하는 맥락의 치유가 이루어진다면, 마을아르페는 문화적 치유(recovery)의 커뮤니티가 될 것이다. 그렇다면 마을아르페는 무엇을 할 수 있을까? 첫 번째는 새로운 마을운동의 구심점이 될 것이다. 두 번째는 인문적 삶의 구심점이 될 것이다. 분명히 마을아르페는 마을 중심에 있으면서 사람들 삶의 문화적 토양이 되고 마을역사와 마을문화의 풀무간 역할을 할 것이다. 그렇기 때문에 마을아르페는 사람들의 삶에 적지 않은 변화를 몰고 올 것이다. 이제 마지막으로 마을아르페가 주는 시사점을 살펴보자. 마을아르페가 기록학계에 던져주는 시사점은 크게 두 가지이다. 첫째, 공공기록법과 대통령기록법에 언급되어 있지만 요원한 일로 비춰지는 개별대통령기록관(Presidential Archives)과 기초자치단체 기록관(archives), 기타 공공기관 기록관의 대안이 될 것이다. 기초자치단체 기록관의 경우도, 공공도서관, 박물관, 기록관 등을 마을아르페 개념으로 추진하면 가능할 것이다. 둘째, 기록학관리 분야 종사자들(대학원생, 졸업생 등도 포함)에게 진로를 모색하는 데에 도움이 될 것이다. 기록관리분야에는 다양한 지적 배경을 가진 사람들이 모여 있다. 이런 측면에서 복합적인 마을아르페는 기록관리 종사자들에게 새로운 영역이 될 수 있다. 국가 단위의 거창한 가치를 실현하는 것은 되지 않더라도, 마을아르페는 평범한 사람들의 작은 행복에는 기여할 수 있을 것이다.

본 연구는 저소득층 아동의 학교적응에 또래애착이 영향을 미치는지 살펴보고, 이들 간의 관계에서 지역아동센터 서비스 이용 경험이 매개적 역할을 하는지 살펴보고자 하였다. 지역아동센터 2기 패널 4차(2017년) 자료가 분석에 사용되었으며, IBM SPSS Statistics 20 프로그램을 사용하여 빈도분석, 신뢰도분석, 상관관계분석, 다중회귀분석을 실시하였다. 연구 결과 또래애착(또래 신뢰)은 센터 이용 경험과 학교적응에 있어 정적 영향을 미치는 것으로 나타났으며, 또래애착과 학교적응 간의 관계에서 지역아동센터 이용 경험은 부분매개효과를 가지는 것으로 나타났다. 지역아동센터를 이용하고 있는 아동들에게 센터 교사와의 관계나 센터 경험의 도움 여부는 지역아동센터 이용에 대한 만족도를 넘어서 학교생활적응에도 영향을 미치는 중요한 경험이라는 점에서 지역아동센터 교사와 프로그램의 질적 수준을 높이기 위한 방안이 마련되어야 할 것이다.

Regional closed schools of about more 3,348(2010 year) have occurred all over the country according to governmental policy of 1982. Moreover, The applications of be closed school are not efficient and few studies about using community center. Also, Farmer which is the leader of revitalization of rural village could not have advantages about community center in rural area than in urban area. Therefore, The propose of study is increasing values of culture and local by using community center with closed schools. For moving ahead with study, I analysis about causes of origination of closed schools with literature and refer to the reference of the current of situation in Gyeongbuk Local Education Authority and National Statistical Office and Comprehensive Rural Community Development Program of Minister for Food, Agriculture, Forestry and Fisheries of Korea for examination of conjugating closed school through community center. According to the research, community center was to be included hall, visiting center, exhibiting space, conference room, experience room, multipurpose room, dining room, welfare space and specialized room with revitalization of rural village. I proposed improvement of law and administration and suggest several cases which already in utilization.
