The Transition Process and Performance Evaluation Plan of Commissioned Education by the ROK Armed Forces (육군 위탁교육 변천과 성과평가 발전 방향)

  • The overseas military education, which began in 1948, and the commissioned education of professional degrees, which was implemented in 1958 to obtain a degree for a professor at the Korea Military Academy, are expected to be expanded further in order to nurture talent who will lead the future and transformation of the Army in the era of the fourth industrial revolution. However, the Army's commissioned education system has been criticized for being high-cost and low-efficiency, and the systematic evaluation of the performance of commissioned education has also been insufficient. Therefore, this study examined the transition process of commissioned education by the ROK Army. The validity of the assessment area the CIPP evaluation model for the performance evaluation of commissioned education in the Army was verified through expert Delphi survey. According to the Delphi survey, the validity of the assessment area for the performance evaluation was all appropriate and various opinions on commissioned education were obtained.

A Study on the Development of a Human Resource Management Program for Commissioned On-board Trainees (위탁승선실습생의 인적자원관리 프로그램 개발 연구)

  • This study investigated the purpose of commissioned on-board training and the legal basis for the management of commissioned on-board trainees, focusing on the seafarer educational institution belonging to the Ministry of Education, which cultivates merchant mariners. A program was developed based on this research. Despite the legal basis for the management of commissioned on-board trainees, satisfaction with on-board training management has not been high, and the on-board trainee management system of the university was poor. As a result safety accidents among commissioned on-board trainees occurred on ships, and a few students abandoned on-board training. An I.M.S.A.R. model has been developed for safe and systematic management of commissioned on-board trainees, and a base for a human resource management program for commissioned on-board trainees has also been developed. This study is meaningful in that it derived a practical plan for the management of commissioned on-board trainees.

A Study on the Management of the Advanced Degree Programs Commissioned by the ROK Armed Forces (육군 전문학위 위탁교육의 성과관리에 관한 연구)

  • The objective of this study is to evaluate the degree programs commissioned by the ROK Armed Forces, and to search for improvements. In order to achieve the purpose of this study, a research model was designed according to the CIPP evaluation model of Daniel Stufflebeam. The researcher conducted an analysis of documents, interviews, surveys, and data associated with the commissioned degree programs. On the basis of empirical analysis, this study debated various ways of improving the programs. This study found that the object of commissioned education in the Army did not actively reflect national defense strategy nor the army strategy in cultivating talented people. Nevertheless, this study found that the educational program helped improve individual competency because the budget for the programs was sufficient and was effectively implemented. However, there are not enough personnel to administer these commissioned programs. The contents of education strongly reflected the objective of the original commission's programs. However, the research papers produced by the students did not live up to the needs of the military to some extent. Lastly, most graduate students were satisfied with this program and found the program to be very helpful to carry out their missions and cultivate their expertise.

A Study on the Working Status and Onboard Training Satisfaction Level of Merchant Ship's Cadets (상선 위탁실습생의 업무실태 및 실습만족도에 관한 연구)

  • In 2017, there was an accident in which a cadet onboard training was killed. This cadet worked 12 hours a day. No regulation has yet been laid down to define hours and breaks for interns. Therefore, the purpose of this study is to investigate the working status of commissioned training, the satisfaction survey of commissioned training, and to improve the treatment of commissioned trainees. The survey was conducted on students commissioned from merchant vessels, and 461 respondents answered the questionnaire. The results of the survey are as follows. First, 43.0 % of cadets said that they worked 10 hours a day on average, regardless of the vessel type, and 35.2 % said that the average rest time was 8 hours. 15.6 % of respondents said they had worked more than 12 hours. Unreasonable order cases deviating from the purpose of education were "making ramen, working at rest time, instruction of dangerous work, making night snack and private errands." Second, the satisfaction level of cadets who practiced on LNG carriers was high, while the satisfaction level of cadets on bulk carriers and container carriers was low. It was confirmed that the ship's size, ship's age, working hours, rest time and training support costs had little minor effect on educational satisfaction. Lastly, 56.8 % of the cadets answered 'commissioned training is like work.' Based on the results of the questionnaires, we proposed the following improvement methods; providing legislation for working hours and rest time for commissioned training cadets, protection system against violence and sexual harassment and victim protection. This study focuses on the working and rest time of merchant ship's cadet and it is meaningful to investigated the onboard training satisfaction by ship's type, size and age.

The Stream Environmental Education u-Learning Contents Development for Elementary School Students (초등학생을 위한 실개천 체험 유러닝 콘텐츠 개발)

  • The purpose of the study was to develop The Stream Environmental education u-learning contents for elementary school students. For the development of content, the researchers commissioned detailed examination to experts to confirm validity, did a literature review and hosted expert forums. In addition, to enhance accessibility, they asked fairytale writers to develop easier and more valid scenarios and narrations of u-learning contents for elementary school students. The development content is for 18 hours of education and has three sections: i) Preparation, ii) Exploration, and iii) Arrangement. Since the content has been developed based on SCROM, it is expected to have re-usability, accessibility, compatibility and durability. Based on evaluation criteria of u-learning contents suggested in the research methods, the research group commissioned evaluation to ten experts in environmental education of each school level. Recommendations for applying the content developed in this study and further research are as follows: First, the developed content should be actively promoted and provided both online and offline so that elementary school students can fully utilize them. To this end, the website of the Ministry of Environment and u-learning training centers of universities of education should be used. Since content requires interaction not only between learners of the content but also between learners and operators, additional administrative and financial support should be provided. Second, this study focuses on the development of u-learning contents for elementary school students. Further studies are needed to develop content for secondary school students.

Evaluation and Suggestions of the Army-College Joint Training System for Non-commissioned Officers (육군 부사관 협약제도의 효과성 평가와 개선 방안)

  • Ten years have passed since an arm-college joint education system with the goal of efficiently acquiring future non-commissioned officers (NCOs), and approximately 4,000 annual graduates of the programs have already actively been in position in Korean Army. We evaluated the effectiveness of the system based on an empirical survey for 100 respondents, all sergeants-first-class and above. The analysis shows that the graduates' general performance and attitude as NCOs appear to be superior to those who were recruited from the general public, while there were no statistically significant difference in some other areas. NCOs from the departments of the program showed higher capacity to conduct his duty of expertise, better accountability, and more positive attitude toward the routine tasks. Several policy messages are also drawn. We suggest that the Army and the relevant schools take appropriate measures like more active institutional support for upgrading the system. Additionally, their initial selection process for prospective NCOs, high school graduates, should also be improved.

  • The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.

Effects of Horticultural Therapy on the Emotions and Stress Index of Trainees Entrusted to the Juvenile Classification Review Center

  • This study conducted a horticultural therapy program for trainees entrusted to the Juvenile Classification Review Center in order to fill the educational gap while providing emotional stability during the one-month period of commissioned education. The effects of horticultural therapy were examined by the pretest and posttest changes of the emotional items such as anxiety, self-esteem, self-efficacy and stress index. As the research method, this study used the one-group pretest-posttest experimental design on 16 female trainees of commissioned education staying at the Juvenile Classification Review Center in the juvenile reformatory located in A city. The horticultural therapy program was carried out in four sessions: two on flower arrangement and two on planting. The scores before and after the horticultural therapy program were measured using the Revised Children's Manifest Anxiety Scale (RCMAS) to examine the effects of horticultural therapy on the reduction of anxiety for the adolescents staying in the Juvenile Classification Review Center. The results show that there was significant decrease in the mean of anxiety from 62.5 (SD = 6.8) to 57.6 (SD = 8.1) points after the program (p = .002). There was no significant change in self-esteem, which was 76.9 (SD = 11.2) before the horticultural therapy and 78.3 (SD = 8.7) after the therapy (p = .420). In self-efficacy, there was no significant change from 72.9 (SD = 10.9) before and 75.1 (SD = 11.0) after horticultural therapy (p = .178). In order to examine the physiological changes in such emotional functions, this study measured the stress index using the uBioMacpa as the tool. The result of the measurement showed that there was a significant change in the mean from 33.8 (SD = 2.3) before to 31.1 (SD = 2.2) after the horticultural therapy (p < .001).

Comparison of knowledge level of triage in 119 EMTs (119 구급대원의 중증도 분류 지식 정도 및 교육 전·후 비교)

  • Purpose : The purpose of this study was to provide appropriate direction for triage education by investigating the knowledge level of triage in 119 EMTs before and after the triage education. Methods : The questionnaire was filled out by newly assigned 33 EMTs in the fire service academy in I metropolitan city from November 1, 2013. The data were analyzed using SPSS WIN 21.0 program. Results : The lowest knowledge level by 119 triage was the potential emergency related question, but that by case-based triage was the semi-emergency related questions. The knowledge score by case-based triage before education was 51.14 points. This was lower than knowledge score by 119 triage, that is, 75.70 points. After education, the knowledge level by 119 triage was significantly improved(p =.000). However, there was no significant difference in the knowledge level by case-based triage(p =.236). Conclusion : It is necessary to provide systematic and periodic education and training for 119 EMTs toward triage to improve triage accuracy and efficient circulation of the emergency medical service system. Especially, it is very important to provide case-based triage education for field application.
