Recently, intensive urban redevelopment concentrated on new towns has reduced the number of settled population, and weakened various functions such as commercial, culture, education and welfare in old towns, and made the stagnation and declination of the entire or some parts of old towns. Urban regeneration project means renewing cities' functions in terms of physical, environmental, social, cultural, industrial and economic aspects or revitalizing the existing functions through improvement project in the entire or part of a city, which is now drawing keen attention from the public. However, urban regeneration project is huge in scale, needs long construction period and various complex facilities, and also characterized by complicated relations with many stakeholders. Due to such characteristics, there are many risks in the project. Therefore, systematic risk management is absolutely necessary to efficiently manage various risk factors inherent in urban regeneration project. The purpose of this research proposes a basic model to establish risk management plan and work process in order to help project participants to perform risk management more systematically and rationally in the development phase of urban regeneration project.

This study aims to analyze a creative city development case of the Nantes City in France focused on vitalizing creativity by urban regeneration and to get some policy implications through reflecting on process, governance and performance of the Nantes case. The Nantes City tried to overcome its regional economic depression caused by closing shipyard through its creative city program. The Nantes creative city program has been maintained for 20 years, which succeeded in both transforming economic structure of the Nantes city and improving the image of it. As a result, the Nantes city is regarded as a best city for living in France. It established own city model by participating in European projects, referring to cases of other cities and adopting specialists' views. In the process of creative city, the Nantes distinguished itself from other cities in sizes and circumstances and devoted itself to interactions between the city and culture projects, focused on clear objectives and dynamic co-works. In addition, the Nantes changed creatively buildings and spaces to regenerate deserted regions, and established some high valueadded creative industry on the basis of historic and cultural resources.
In Korea has been supplied a large quantities of apartments since 1970s. The deteriorated middle-rise apartments of 1970s' have been rebuilt. It isn't lucrative to reconstruct the high-rise Apartment estates of the early 1990s' new towns in the capital area. Therefore the sustainable regeneration strategies of them have to be found. This research have been focused on the social and economical changes based on demography and the turning of technology and paradigm, the cities competitiveness compared with 2nd era new towns, physical deterioration of themselves. In these aspects, high-rise apartment estates in the 1st new towns face to 10 challenges such as an aging society, a multicultural society, U-city, an environmentally-friendly situation, the cities competitiveness of social, conomical and physical environment, the declining of estates, buildings and units. This study analyzed problems of 1st new town apartment estates and suggested regeneration tasks in accordence with those problems. The tasks are as follows. To accommodate the 1st new town apartment estates to social changes, they need to have a variety of community facilities and units, an opportunity of esidents participation. to establish a self-sufficient economy, a community usiness has to be vitalized and an ecological environment, an infrastructure of u-city and an improvement of physical environment obtained.

The purpose of this study is to use urban regeneration management types through classification and step-setting of physical types by administrative dong as the basis data for future urban management plans in local small and medium cities. The analysis was conducted on the physical density of each administrative dong by setting the data on urban and architecture provided by the government as three elements: buildings, lots, roads, etc. Through the system classified in this study, Mokpo City's 23 administrative districts were divided into nine management types and three management steps. Methodology can be utilized to establish areas of similar areas within the city and to use them as basic data for planning management. It is meaningful that it is possible to extract areas that need actual regeneration and maintenance through physical density analysis and plan suitable projects.
This study aimed at exploring the cultural ways to develope the under-space of overpass in the downtown area which has been considered as a dead, unhealthy place. The study process consists of 4 methodological stages. literature review, case study on environmental design of under-space of overpass, questionnaire and statistical analysis and specific study on regional context were conducted to understand the problems of the space and the needs of the community and visitors. The final suggestion based on the research are the natural rest settings including pocket parks with trees and fountain as well as cultural settings with small sized outdoor gallery and open performance stage which can be managed by the community members. The findings of this study would help the dead space in the center of the city regenerate the community in terms of physical, cultural and social environments. Also, this study will show the importance and the methodological approach of the research for the development of the hidden potential space of the city.

The purpose of this study is to find important factors for establishment of masterplanner operating model in residents' participation regeneration project suitable for small provincial city compared with Seoul city's which were already operated these days. Based on the global smart city promotion trend, in 2018, the "Fourth Industrial Revolution Committee" selected "sustainability" and "people-centered" as keywords in relation to the direction of domestic smart city policy. Accordingly, the Living Lab program, which is an active citizen-centered innovation methodology, is applied to each stage of the domestic smart city construction project. Through the Living Lab program, and in collaboration with the public and experts, the smart city discovers local issues as it focuses on citizens, devises solutions to sustainable urban problems, and formulates a regional development plan that reflects the needs of citizens. However, compared to citizen participation in urban regeneration projects that have been operated for a relatively long time, participation in smart city projects was found to significantly differ in level and sustainability. Therefore, this study conducted a comparative analysis of the characteristics of citizen participation at each stage of an urban regeneration project and, based on Arnstein's "Participation Ladder" model, examined the level of citizen participation activities in the Living Lab program carried out in a smart city commercial area from 2018 to 2019. The results indicated that citizen participation activities in the Living Lab conducted in the smart city project had a great influence on selecting smart city services, which fit the needs of local residents, and on determining the technological level of services appropriate to the region based on a relatively high level of authority, such as selection of smart city services or composition of solutions. However, most of the citizen participation activities were halted after the project's completion due to the one-off recruitment of citizen participation groups for the smart city construction project only. On the other hand, citizens' participation activities in the field of urban regeneration were focused on local communities, and continuous operation and management measures were being drawn from the project planning stage to the operation stage after the project was completed. This study presented a plan to revitalize citizen participation for the realization of a more sustainable smart city through a comparison of the characteristics and an examination of the level of citizen participation in such urban regeneration and smart city projects.

Urban safety has not been substantially considered in urban regeneration projects, although there is increasing interest in safety issues lately. However, there is limited research on the safety of port hinterland residential areas. Therefore, this study 1)selects appropriate safety indicators, and 2)identifies the most vulnerable sites in Dong-gu and Nam-gu in Busan using ArcGIS. 3)Lastly, our study asks residents of the selected sites to examine their awareness of the urban regeneration projects occurring in the vicinity. The respondents are fairly well aware of the ongoing urban regeneration projects, the effect of which on the improvement of safety are thought to be negative. The weakest point they indicated was accidents regarding aged buildings, and they also care more about life safety than natural hazard. These findings must be taken into account in the next urban regeneration projects in the Dong-gu and Nam-gu area.
There is an increasing interest in and efforts for safe residential environment from crimes nationwide. Many cities are making efforts to create safe residential environment by enacting ordinances and guidances on safe design for preventing crimes and implementing demonstration projects. In line with the trends of the times toward 'improvement of living conditions' through urban regeneration, the importance of the Crime Prevention Through Environmental Design(CPTED) has recently emerged in the field of residential housing regeneration. Indeed, the CPTED is included as essential factor in the recent deteriorated residential area regeneration related projects. In this respect, the purpose of this study is to provide the basic data on the methodology of CPTED to be applied to the regeneration of deteriorated residential area in the future. To this end, this study selected three representative CPTED projects in Busan - 'Deokpo-dong Hope and Stepping Stone Village,' 'Chilsan-dong CPTED Happiness Village' and 'Sujeong-dong Crime Prevention and Safe Village' as objects of this study and then investigated and analyzed project contents, application of CPTED strategy, subjects who are implementing projects, and the time when they implement projects as the framework of my analysis. The findings from this study are as follows: First, the projects that were largely based on hardware should be improved by including software in the future. Second, the current Step 2 should expand into Step 3 Maintenance in applying CPTED strategy. Third, it is necessary to encourage exchange and cooperation between unit projects and subjects who are operating related projects.
Today, modern society pursues the paradigm of creative city and regeneration. Cultural regeneration of revitalizing locality by utilizing culture catches attention, is a major approach. Public arts is considered as a catalyst of cultural regeneration, and it inspires vitality to declined districts. Gamcheon Culture Village, Busan has accelerated propagation of revitalization only in recent couple of years, and it has been developing with residents' participation continuously. The purpose of this research is to analyse the revitalizing effects of public arts introduction to Gamcheon Culture Village regeneration. In specific, social, cultural, economical, physical and environmental revitalization effects of the village were defined. The research method is questionnaire survey and 320 reponses from residents and visitors were collected. Data were statistically analyzed with SPSS18.0. The effects of public arts introduction to Gamcheon Culture Village regeneration are positive overall. However, according to the districts of the village, having diversity of art projects in both quantity and quality, the perceptions were different. Regeneration with utilizing public arts for revitalizing declined district, the Gamcheon case shed light on the future. The research indicated the value of public arts and some strategies of allocating art projects.
