부모의 미취학자녀 돌봄시간 관련요인 변화와 가족정책에의 함의 (Change in Factors Associated with Parental Time Spent on Care of Preschoolers and its Implication for Family Policy)

  • This study attempted to assess the durability of the trend in increasing childcare time and to get some clues based on research findings to make efficient policy interventions in case there is a need to continue or reverse course for such trend. In doing so, a total of 9,668 diaries from the 2004, 2009, and 2014 Korean Time Use Survey were analyzed targeting parents with a preschooler as their eldest child. Parental time was regressed on parents' weekly work hours, mother's relative income, parents' education and gender role attitudes. Furthermore, increase in parental childcare time was decomposed into parts that were attributable to differences in the means and slopes of associated factors. Analytic results revealed that; parents' weekly work hours were associated with time spent on childcare from 2004 to 2014; the negative relationship between mother's relative earnings and her childcare time in 2004 and 2009 was reversed to a positive one in 2014; parent's education had stronger positive effects on father's than on mother's childcare time; parents' gender role attitudes had a weak association with childcare time; social and cultural changes such as decrease in work hours, higher education, more egalitarian gender role attitudes, and rise in women's wages contributed to the increase in parental childcare time, but in a different way for mothers and fathers. By taking into account the social and cultural context behind the changes, this study is able to provide a more constructive implications for childcare policy in Korea.

  • 아동양육은 가족정책에서 중요한 의제 중 하나이다. 아동양육을 사회화함으로써 부모의 노동권과 부모권을 확보할 수 있도록 조건을 형성하는 것은 복지국가를 위한 주요한 관건이다. 이 논문의 목적은 아동양육의 자유선택에 대한 상반된 견해에 대해 고찰하는 것이다. 자유선택은 모든 사회구성원 개개인이 노동권과 부모권을 양립하는데 제약 없이 자유롭게 선택하고 누리는 것을 말한다. 그러나 현재 우리는 '자유선택'이라고 말할 수 없다. 이 논문에서는 자유선택의 쟁점이 되는 분석 기준 - 자유의 개념, 형평성과 평등, 국가의 역할, 재정효율성, 여성의 노동시장에서의 지위 - 에 바탕을 둔다. 분석 기준에 따른 논점을 바탕으로 본 연구자는 몇 가지 정책적 제언을 하고자 한다. 즉, 진정한 자유선택이 되기 위해서는 적절하고 다양한 양육서비스와 보편적인 아동수당제도의 도입, 공공어린이집의 확충이 되어야 할 것이다.

맞벌이 가족의 자녀양육방식을 통해 본 아동양육지원의 정책적 함의 (Dual Earner Families' Child Care Alternatives and Policy Implications)

  • This study investigated various alternatives for childcare among dual-earner families and discussed implications for public policy development. Eight employed married women and two of their husbands were interviewed about work-family balance. All the interviewees complained that taking cue of the children in dual-earner families is a challenge. They resort to all available alternatives because public childcare support is insufficient and inadequate. There were five different types chilcare: extended family network, public and private institutions, paid help (nannies), rearranging work schedules, and training their children to take cue of themselves. However, all these alternatives entail various problems. More and better childcare facilities and programs should be built and after-school programs should be designed. On the other hand, parents should also make more effort to prioritize children's needs in finding a balance between work and family.

영아보육과정의 연구동향 및 운영실태 관련 연구 분석: 제3차 표준보육과정 시행 이후 연구를 바탕으로 (Research Analysis Related to Research Trends and the Operation Status of Childcare Curriculum for 0 to 2 Year-Olds: Based on Research After the 3rd Standard Childcare Curriculum)

  • Objective: The objective of this study is to investigate the tendency of research in relation to childcare curriculum for 0 to 2 year-olds, and then to analyze and understand the results of precedent research about the status of the operation of Childcare Curriculum. Methods: The analytic data utilized in this research contains a total of 45 research results about childcare curriculum for 0 to 2 year-olds. Results: First, the research methods were focused on quantitative research. Regarding research topics, the status of the operation of Childcare Curriculum, and contents and programs of Childcare Curriculum received high attention. Second, while, childcare teachers showed an awareness of the Childcare Curriculum, they made few efforts to investigate and understand it in depth. It was reported that a lack of multiple support systems would serve as an obstacle to the operation of Childcare Curriculum. Conclusion/Implications: There is a need for childcare centers, academic circles and the government to pay an even greater deal of attention to the childcare curriculum for 0 to 2 year-olds. In addition, structural and policy support is required, such as revitalizing case-based teacher training, lowering the ratio of teachers to children, and improving working conditions for infant teachers.

지역기반 자녀돌봄 공동체의 지속적 운영에 관한 연구: 초등학생 자녀돌봄 공동체 참여자의 경험을 중심으로 (A Study on the Sustainable Operation of Community-based Childcare: A Case Study of a School-age Childcare Community of Participants)

  • 본 연구는 자발적으로 형성된 지역기반 초등학생 자녀돌봄 공동체 구성원을 대상으로 돌봄공동체 참여 및 운영에 대해 어떠한 인식을 하고 있는가를 탐색하였다. 이를 위해 서울과 경기 지역에서 5년 이상 운영되고 있는 지역기반 초등자녀 돌봄공동체의 구성원 중 직업활동을 하는 기혼여성 10인과의 포커스 그룹 인터뷰를 실시하였다. 본 연구 결과에 따르면, 지역기반 초등학생 자녀돌봄 공동체는 일·가정 양립 정책의 주요 영역인 자녀돌봄에 대한 다양한 욕구 충족 및 가족친화 지역사회 구축을 통한 상생의 돌봄문화 조성에 기여함을 확인할 수 있었다. 이러한 결과는 지역기반 초등학생 자녀돌봄 공동체가 지역사회의 복지역량 증진에 유용한 복지자원으로 연계하기 위한 관련 정책 및 서비스를 모색하는 데 시사점을 제공할 것이다.

어린이집 교사의 개정 누리과정 교육 경험과 인식에 관한 탐색 (Exploration of the Revised Nuri Curriculum Education Experience and Perceptions of Childcare Center Teachers)

  • 본 연구는 어린이집 교사의 2019 개정 누리과정 놀이중심 교육 경험의 실제와 인식을 구체적으로 파악하여 유아교육 현장의 현실적 지원 정책을 마련하고자 하였다. 이를 위해 현 누리과정 교육 경험이 있는 서울 및 경기도 소재 어린이집 교사를 대상으로 개별 심층면담을 실시하였으며, 수집한 자료는 Hatch(2002)의 유형적 분석과 해석적 분석 그리고 Seidman(2006)의 면담 자료분석을 사용하여 시사점을 도출하였다. 본 연구 결과 첫째, 유치원과 어린이집은 동일한 통합 개정 누리과정을 적용하고 있지만, 어린이집은 보육적 관점과 안전을 더 고려한 교육을 지향하고 있다. 둘째, 교사들은 유아들이 주체가 되는 자기주도적인 열린 놀이활동 연계과정에서 교육적 매칭에 어려움이 존재하였다. 셋째, 교사들의 놀이활동에 대한 교육적 이해와 가치 파악 능력은 유아 상호작용 및 유대관계 성장에 기여한다. 결론적으로 현 누리과정의 효과적인 교육 시행을 위한 교사교육과 교류지원 그리고 유아비율 조정의 국가적 정책 방안이 시급하다.

2015학년도 어린이집 월별 정원충족률 변화 분석을 통한 월별 통계자료 제공 필요성 논의 (Monthly Enrollment Change of Childcare Centers in South Korea)

  • 본 연구에서는 공공데이터인 보육통합정보시스템의 자료를 활용하여 2015학년도에 지속적으로 운영된 어린이집 39,775개소(합동 관측사례 477,300개)의 월별 정원충족률 변화를 이원오차성분(혼합)모형으로 분석하였다. 분석 결과, 정원충족률은 2015년 3월 71.8%에서 2016년 1월 84.4%까지 꾸준히 상승하다가, 2016학년도를 앞둔 2016년 2월(50.3%)에만 일시적으로 급락하였다. 2015학년도 내에서도 3월과 이듬해 1월의 정원충족률은 12.5%p까지 차이가 났고, 1월과 2월의 정원충족률 차이는 32.2%p까지 벌어지는 것이다. 이는 각 년도 12월 말의 단일 시점에서의 어린이집 이용 현황만으로 작성되는 보건복지부 보육통계가 향후 월별 통계로 변경될 필요가 있다는 점을 시사한다. 또한, 어린이집 이용정도에 관한 월별 통계자료는 보육통합정보시스템의 공공데이터를 활용하여 구축 및 제공될 수 있을 것이다.

아이돌보미 시범사업평가 및 정책방향 (Evaluation the Childcarer(IDOLBOMI) Demonstration Service and Policy Direction)

  • The purpose of this study was to evaluate the childcare support demonstration services and direct policy. The participants for the study were three childcare (IDOLBOMI), three parents who were provided with IDOLBOMI, two practitioners, and three professors related to IDOLBOMI. The data was collected by interview and a phone survey and analyzed qualitatively. The results and several suggestions were follows: First, IDOLBOMI loved to take care of children, felt proud of the job, and thought the work was worthy. The result can help future IDOLBOMI when they are recruited and trained; Second, IDOLBOMI wanted income security at least, which means that the basic activity fee for the IDOLBOMI should be compensated by government; Third, most of the parents who experienced the service were generally satisfied with that, but they wanted the quality of nutrition, hygiene and the quality of play to be developed for children. Therefore, the management of the center and maintenance of education are needed constantly for the IDOLBOMI system; Fourth, the parents who needed the service thought the cost of IDOLBOMI was expensive. Expenditure support should be sought for the parents; Finally, the group of professionals had difficulty in securing the quality of childcare support services. For the future, it is necessary to increase the educational budget, manpower resources, and PR budget for IDOLBOMI.

IPA기법을 활용한 어린이집 평가제 평가지표의 중요도와 실행도 분석 (Analyzing the Importance and Performance of Childcare Evaluation System Indicators Using the IPA Technique)

  • Objective: The purpose of this study was to identify the importance and performance of the evaluation indicators of the childcare center evaluation system among childcare center staff and to find ways to improve the evaluation indicators of the childcare center evaluation system. Methods: A survey was conducted among 296 directors and teachers of childcare centers located in Busan and Gyeongnam. The collected data were analyzed using a paired sample t-test and an IPA analysis with SPSS 23.0 and Excel 2010. Results: There was a difference between the perceived importance and performance of childcare staff for the overall evaluation indicators, and significant differences were found in all areas and nine evaluation indicators except for "childcare environment and operation management". According to the IPA analysis, Health and Safety fell into quadrant 1, Staff into quadrant 2, and Child Care Process, Interaction, Child Care Environment, and Operations into quadrant 3. This distribution resulted in 6 indicators in quadrant 1, 4 in quadrant 2, 7 in quadrant 3, and 1 in quadrant 4. Conclusion/Implications: This study provides essential data for exploring ways to enhance the evaluation indicators of the childcare center evaluation system, with the goal of improving the quality of childcare services. Additionally, it offers policy implications.

충청북도 어린이집의 평가인증에 영향을 미치는 특성 분석 (An Analysis of the Characteristics of Accredited Childcare Centers in Chungbuk Province)

  • This study aims to analyze what factors are associated with child care accreditation in Chungbuk province. This study examined three questions about which factors influence the accreditation of childcare centers: 1) if they passed the accreditation criteria, 2) the total score on the accreditation criteria, and 3) the domain scores for the six domains of environment, management, process, interaction and teaching, health and nutrition, and safety. The characteristics of 1,212 childcare centers, the independent variables, were commit management, type, specialized service, maximum capacity of children, registration ratio, target age groups of children, duration, and city size. The formal expert committee evaluated objective scores for 952 childcare centers. I derived the data for this study from the i-sarang Childcare Information Portal site (http://info.childcare. go.kr/). Frequency, descriptive statistics, binary logit model, and OLS model analysis were used to examine the accreditation and scores by factors of childcare centers. The findings of the present study are as follows. First, about 80% of the 1,212 childcare centers in Chungbuk province were accredited. Second, the accreditation of the child care center was affected by the specialized service, registration ratio, and duration. Finally, the total score of accredited childcare centers was associated with the maximum capacity of children, registration ratio, and duration. The factors of childcare centers influencing sub-area scores were different by environment, interaction and teaching, health and nutrition, and safety. The present study is important because it offers preliminary data identifying accreditation characteristics that can judge problems related to the quality of service of childcare centers and suggest childcare policy implications.
