사회연결망 분석을 통한 인증 포트폴리오 전략에 관한 연구 (A Study on Strategy of Certification Portfolio Using Social Network Analysis)

  • Purpose: This paper provides a method to identify cost-effective standards by analyzing the relationships between certified company and standards. It also aims to provide a evaluation model to establish a certification portfolio strategy of institutions. Methods: By analysing the networks of certified company and certification standards, this paper developed an evaluation model of standards. The evaluation model uses an index(Certificated Standard Evaluation Index; CSEI) to assess the value of standards. Results: To verify the applicability of the evaluation model, the proposed model and the CSEL index have been applied to certification standards of Korean Standard Association. The results show that the evaluation model can effectively identify potential customers and thereby establish a certification portfolio strategy. Conclusion: The main contribution of this study is a provision of a new approach to certification portfolio strategy by evaluating the value of standards. The proposed model is expected to provide implications for the certification portfolio strategy.

제품 포트폴리오 전략 수립을 위한 표준연결망 활용방안 연구 (A Study on the Application of Korean Standards(KS) Networks to the Development of a Product Portfolio Strategy)

  • Purpose: The objective of this study is to provide a methodology that can facilitate efficient development of a product portfolio by utilizing Korean Standards(KS) networks. Methods: A case study on a steel manufacturing company is provided. Social network analysis h as been conducted on KS network and KS certification information of the company. Core test standards of a company have been identified. The core standards, then, used to construct a product-standard network of a corresponding industry. Results: As a result of analyzing product-standard networks, a product portfolio of a company has been developed. It has been shown that the candidate product portfolio is a cost-effective alternative in terms of standard maintenance cost. Conclusion: By using social network analysis, standards information can be used to support new product development process.

환경 NGO의 사회환경교육자 양성 프로그램 분석 (An Analysis of Upbringing Program for Informal Environmental Educator in Environmental NGOs)

  • The objectives of this study were to analyze present status and to suggest for the future upbringing programs for informal environment educator of Environmental NGOs in Korea. Based on the findings from reviewing environmental educators’ certification systems in Environmental NGOs, the following suggestions should be considered for improving the certification systems. 1) Government and environmental NGOs should adopt a certification system by implementing qualifying examination for employing specification of informal environmental educator. 2) Applicants to obtain a certification of informal environmental educator in environmental NGOs should be qualified through standard processes including taking required curriculum and programs. They must be evaluated informal environmental educator’ ability accurately through their portfolio, teaching ability, professional responsibilities and so on. 3) Standardized curriculum and programs should be adopted by government for the initial preparation of environmental educators reflecting the guidelines from the KOSEE (The Korean Society for Environmental Education) and NAAEE (North American Association for Environmental Education) in the future.

각국의 환경교육 관련 자격제도 탐색-미국, 영국, 일본을 중심으로- (Examination of Environmental Educator Certification System-Focusing on the United States, United Kingdom, and Japan-)

  • The aim of this study is to provide a guide for the development of non-formal environmental educator certification system by analyzing certification systems in the United States, United Kingdom, and Japan. The following observations from reviewing environmental educator certification systems in the United States, United Kingdom, and Japan have implications for development of our own system in Korea. First, environmental educator certification systems are generally managed by cooperation of local environmental education organization association and local universities. Second, in many programs, applicants are qualified through processes including taking required curriculum and submitting portfolio or documents for reviewing of qualification. Third, in the United States, the majority of programs adopted curriculum based on ‘Guidelines for the Initial Preparation of Environmental Educator’ by NAAEE, which means the majority of programs have relatively standardized curriculum. Fourth, curriculums consist of basic skills of teaching, communication, leadership as well as contents of environmental education so that the applicants can practice more efficient environmental education when they are certified. Fifth, the certification programs utilize selected organizations' environmental education programs for training of applicants rather than establish their own programs. It contributes to the improvement of programs of organizations that applicants participated.

  • Recently the Korean government also has strictly restricted a law such as GBCC(Green Building Certification Criteria)and RPS(Renewable Portfolio Standard) on the construction. Especially the government announced a obligation of renewable energy consumption over 12% for all the public buildings of total area over 1,000㎡ since 2014. Regarding to the policy, this study presented the economics of energy analysis of the public office buildings that supplies 12% renewable energy output in the early stage of construction project. This paper calculated on CO2 emission by the geothermal, solar heat, and solar photovoltaic system and estimated the saving cost. Reduced cost through the energy saving are predicted to influence on the total construction cost. As a result air pollution and energy saving cost are expected that renewable energy system would be saving total initial cost of construction on planning phase.

지속가능한 산림바이오매스 정책개발을 위한 영국사례 연구 (UK Case Study for Sustainable Forest Biomass Policy Development of South Korea)

  • This study investigated the reference case in the UK where legality and sustainability were systematically established for forest biomass represented by wood pellets. The UK is the country that best utilizes the trade value of wood pellets based on sustainability, with bioenergy accounting for 31% of total renewable energy production. The UK imported wood pellet, estimated 8,697 thousand tons in 2019. The UK government has continuously improved the renewable generation policy system to ensure the sustainability of wood pellets. The weighted average greenhouse gas emissions of a UK biomass power plant that received a Renewable Obligation Certificate (ROC) in 2018-19 was 26.71 gCO2e/MJ. These power plants are expected to meet the upper limit of 72.2 gCO2e/MJ by 2025. To issue an ROC, the biomass power plant must demonstrate that 70% of its total biofuel usage is sustainable. The UK uses the Sustainable Biomass Program (SBP) certification system, which is gradually expanding to other European countries, to prove the sustainability of biomass energy fuels. Global wood pellet production with SBP certification in 2019 was 10.5 Mt. This trend has significant implications for introducing additional sustainability into the wood pellet policy of South Korea.

식품안전관리망 강화를 위한 블록체인 기술 도입의 적절성 평가 (Evaluation of Introducing Feasibility of Blockchain Technology to Food Safety Management Network)

  • 수출입 증명, 위생등급제, 식품 민원처리, 식품 관련 인증, 식품 위해정보 관리 및 식품이력추적 관리제도 등 식품안전관리 시스템에 블록체인 기술도입의 적절성을 효과성과 제약성 평가지표에 따라 전문가 대상 설문조사를 실시하여 평가하였다. 식품안전 업무영역별 블록체인 도입 적절성에 대한 포트폴리오 분석을 진행하여 블록체인 도입 우선순위를 설정하였다. 블록체인 도입 시 효과를 기대할 수 있는 영역은 식품인증, 위생등급제, 위해정보 및 수출입 증명 업무였다. 반면, 이력추적 및 민원처리업무의 경우 블록체인 도입의 효과성이 낮아 도입대상에서 제외할 것으로 평가되었다. 한편 조사된 6가지의 식품안전관리 업무영역 모두에서 블록체인 도입 시 비용, 법 제도 개정 등 보통 이상의 제약성이 존재하였다. 특히, 식품이력추적관리 분야는 도입 추진 시 가장 제약사항이 많을 것으로 평가되었다. 블록체인 도입 시 수출입 증명업무의 효과는 높으나 비용과 법 개정 등 제약성이 높아 블록체인 도입을 위해서는 제도개선 등이 필요할 것으로 판단되었다. 평가대상 업무분야들 중 식품인증, 위생등급제 및 위해정보 관련 업무는 블록체인 도입 시 신뢰성과 투명성을 크게 향상시키면서 제약성이 상대적으로 낮아 블록체인을 우선적으로 도입하는데 적합할 것으로 평가되었다.

초본계 바이오매스 활용 석탄발전소 연료전환 모형 경제성분석 연구 (An Economical Analysis on Fuel Switching Model of Coal Power Plant using Herbaceous Biomass)

  • The project to utilize kenaf as thermal power plant fuel has a positive effect on the unused energy utilization, greenhouse gas reduction, and farm income. However, it is analyzed that it is difficult to secure economical efficiency because the fuel cost of kenaf is higher than that of power by thermal power plant and Renewable Energy Certification (REC). The project of power generation using kenaf is meet the government's major policies, while government support is essential for securing economical efficiency. As a result of the sensitivity analysis on the ratio of the government subsidies, to secure economical efficiency, the power generation prices using kenaf through the direct financial support of the government indicate that 47% and 76% of kenaf fuel cost are supported by government in case of the Saemangeum reclamation and Gangneung-si, respectively. In the case of the government indirect policy support, if kenaf is included as a renewable energy source of Renewable Energy Portfolio Standard and REC is granted, the economic efficiency of Saemangeum reclamation and Gangneung-si is obtained when REC secured at 1.05 or more and 2.43 or more, respectively. The results of this study are meaningful in that the direct and indirect effects of the government on the development of the herbaceous energy crop, kenaf, were evaluated economically. These results are to suggest the need for demonstration study, but economics analyze and evaluate are necessary based on operational data through the demonstration phase in the future.

이더리움 블록체인의 성능을 고려한 보상정책을 갖는 이력관리 시스템 개발 (Development of Career Management System with Rewarding Policy Considering the Ethereum Blockchain Performance)

  • 프라이빗 블록체인은 허가받은 사람만이 블록체인 네트워크에 참여할 수 있는 강화된 보안정책의 적용이 가능하다. 또한, 개인의 이력 사항의 유효성이 중요한 이력관리 시스템에 활용될 경우 정보의 신뢰성 관점에서 우수한 특성을 갖는다. 하지만 블록체인 기술의 과도한 성능요구사항으로 인해 시뮬레이션을 통한 성능적 특성의 파악은 시스템의 안정적 구현에 도움이 될 수 있다. 본 논문은 이더리움 블록체인 기반의 이력관리 시스템을 구성하면서 성능평가 결과를 활용하는 연구 결과를 제시하였다. 서비스는 개인 경력개발 활동, 자격증 취득 및 수상 결과를 기록하는 포트폴리오의 역할 뿐 아니라, 취업 경쟁력 강화를 위한 진로 설계를 위해 커뮤니티 기능을 제공한다. 또한, 서비스 사용자의 참여 독려로 커뮤니티 기능을 활성화시키고자 어떻게 보상 정책을 적용시킬 수 있는지를 제시한다. 특히, Geth 노드 상에서 거래량에 따라 나타나는 성능 특성의 변화 확인을 통해 적절한 보상 정책을 도출하였다.

공학 교육의 미래 지향적 평가 방안 (The Plan for Future-Oriented Assessment of Engineering Education)

  • 새롭게 맞이한 21세기에는 정보화와 기술 혁신이 더욱더 가속화되는 양상으로 진전됨에 따라 국가 경쟁력의 원천이 되어 왔던 노동 자본 등의 물적 생산 요소가 지식 기술 등 무형 지식 자산으로 전환되고 있다. 이러한 시대적인 상황에 맞추어 선진국 기업들은 세계 일류가 되기 위한 전략으로 일류기술을 확보하기 위한 경쟁과 협력을 가속화하고 있다. 이에 지식기반 사회의 기술 인력 양성 프로그램들은 학습자에게 기술에 대한 학문적 이해와 과학을 바탕으로 창의적인 기술적 응용 능력을 길러주는 것을 목적으로 해야 한다. 특히, 대학은 공학이 활용되는 산업의 각 분야에서 요구하는 지식 및 기술과 창의적인 문제해결능력과 현장감을 함양하게 하여 실천적인 업무를 수행할 수 있도록 해야 한다. 이를 강화하고 관리하기 위한 방안으로써 공학 기술자를 양성하는 기관에서는 교육의 질 관리를 강화하기 위해 졸업생들의 능력과 학업성과를 평가하여 인증하는 제도 도입이 시급하다. 본 연구에서는 현재 대안적인 평가기법으로 제시되고 있는 수행평가 기법중의 하나인 포트폴리오 평가를 공학 기술인력 양성 교육상황에 도입하여 그 활용 방안을 모색해 보고자 한다.
