Current Status of Management on Pharmacopuncture in Korea through Introduction of an Accreditation System

  • Objectives: Pharmacopuncture is a new form of acupuncture treatment that injects herbal medicine into acupuncture points. This paper introduces the management status of pharmacopuncture through accreditation, and examines the effect of accreditation on pharmacopuncture management. Methods: The Accreditation System of External Herbal Dispensaries (EHDs) of traditional Korean medicine clinics announced by the Ministry of Health and Welfare in September 2018 were investigated. Results: The Accreditation System of EHDs assesses and certifies herbal medicine and pharmacopuncture preparations. Regular components for the 'pharmacopuncture' certification consist of nine standards, 30 categories, and 165 items. The nine standards include: herbal dispensary facilities, clean room management, management and organization operation, employee management, document management, continuous quality control, herbal medicine management, management of preparation, and pavement management. Conclusion: Through EHD accreditation and certification system, traditional Korean medicine clinics and EHDs can now manage pharmacopuncture medicine quality and promise safe pharmacopuncture treatment for the people.

  • In recent years, the objective information for the environmental effect of architecture will be furnished to the designer and inhabitant in order to minimize an excessive energy consumption and environmental loads by buildings. In addition, an environmental friendly architectural certification program for a residence, office, and school facilities have been operated to spread and supply environmental friendly architecture. Most of the environmental friendly architectural certification programs proposed in the country are focused on the aspect of the physical environments of architecture in its certification ranges. In the case of a foreign country, however, the certification ranges of an environmental friendly architectural certification program for the school facilities among the programs will be extended not only to the standards for architectural design, environmental aspect, and maintaining and management basis by considering the characteristics of educational effects for students but also to the curriculum, policy of environment, and roles of local community facilities by reflecting a social aspect. Therefore, this study proposes a design and evaluation method by considering an ecological element that will satisfy the requirement for educational well-being that includes not only the requirement for school facilities according to the development of a new curriculum like a space for teaching and learning but also the improvement of the quality of educational environments and the objective of an ecological school.

친환경 인증제도 도입을 위한 관광업계 인식 조사 (A Study on Tourism Companies' Awareness for Introduction of an Environmental Tourism Certification Program)

  • This study aims to examine a significant difference in performance of, and attitudes towards, environmental tourism among domestic tourism companies by their types and scale, and to propose a policy direction for a new certification program on environmental tourism. This study conducted a survey with 152 tourism accommodations and 150 travel agencies. As a result, this study found that tourism accommodations and a large scale of companies had participated in environmental management practices more often than travel agencies and a small scale of companies. Also, tourism accommodations were more likely to recognize well a relation between their business and environmental tourism, and were more likely to participate in a new certification program than travel agencies. A large scale of tourism accommodations showed more positive attitudes towards environmental tourism than a small scale of tourism accommodations. On the other hand, all of the travel agencies showed less positive attitudes towards environmental tourism regardless of their size. In conclusion, this study proposed that the government should adopt a different approach to a new certification program according to tourism companies' types and scale, also it should provide a variety of incentives and supports for tourism companies.

단독 주택의 제로에너지건축물 인증을 위한 태양광시스템 최적화에 관한 연구 (A Study on the Optimization of Photovoltaic System for the ZEB Certification in Detached Housing)

  • As part of the government's energy policy, Zero Energy Building certification was launched on January of 2017. However, the three passive-housing rental housing projects are the only ZEB-certified detached housing since the certification's launch. The reason is that, in order for a detached housing to earn ZEB certification, it has to secure self-reliance in energy, and a photovoltaic system is the only viable renewable energy system. Therefore, conducting an analysis to optimize the photovoltaic system in an early design stage is strongly recommended. This study aimed to propose an optimal photovoltaic system design for a detached housing after analyzing through the ECO2 energy simulation of 44 cases, varying in a module type and efficiency, inclination and azimuth. As a result, 15 cases out of 44 cases were analyzed to satisfy ZEB evaluation criteria, and it is thought that these data could contribute greatly to the expansion of ZEB certification dissemination.

융복합제품을 위한 모듈방식의 안전인증체계 설계 -자율주행 자동차를 중심으로- (Designing a Modular Safety Certification System for Convergence Products - Focusing on Autonomous Driving Cars -)

  • Purpose: Autonomous driving cars, which are often represent the new convergence product, have been researched since the early years of 1900 but their safety assurance policies are yet to be implemented for real world practices. The primary purpose of this paper is to propose a modular concept based on which a safety assurance system can be designed and implemented for operating autonomous driving cars. Methods: We combine a set of key attributes of CE mark (European Assurance standard), E-Mark (Automobile safety assurance system), and A-SPICE (Automobile software assurance standard) into a modular approach. Results: Autonomous vehicles are emphasizing software safety, but there is no integrated safety certification standard for products and software. As such, there is complexity in the product and software safety certification process during the development phase. Using the concept of module, we were able to come up with an integrated safety certification system of product and software for practical uses in the future. Conclusion: Through the modular concept, both international and domestic standards policy stakeholders are expected to consider a new structure that can help the autonomous driving industries expedite their commercialization for the technology advanced market in the era of Industry 4.0.

  • '산업융합 신제품의 적합성 인증제도' (적합성 인증제도)는 개별 법령상에 융합 신제품에 적합한 인증 기준이 아직 준비되지 않았을 때, 별도의 입법 없이도 산업융합 촉진법에서 정한 바에 따라 동일 효력의 인증을 부여할 수 있는 법적 인증제도이다. 적합성 인증제도는 다른 인증제도들과 달리 규제 시차로 인한 융합 신제품의 인증애로를 해소하는 특성이 있다. 그럼에도 적합성 인증제도를 규제 개선의 관점에서 세부적으로 분석한 연구는 드물었다. 본 연구는 규제 문제가 발생 후 해소되기까지의 과정에 적합성 인증의 단계들을 순차적으로 매칭하여, 융합 신제품의 규제 시차가 적합성 인증의 절차를 통해 어떻게 감소되는지를 설명하였다. 나아가, 규제 시차 관리에 대한 관점을 정량적 측면과 정성적 측면으로 나누고, 규제 시차 감소를 위한 적합성 인증제도의 정량적·정성적 체계를 인증 절차의 각 단계별로 분석하였다. 이를 통해 본 연구는 적합성 인증제도가 융합 신제품의 규제 시차 문제를 해소할 수 있는 이유는 인증 절차별 법적 기한과 같은, 제도의 구조적 설계사항(정량적 측면) 뿐만 아니라, 개별 절차의 품질 확보를 위한 정성적 체계들을 갖추고 있기 때문임을 강조하였다.

한국과 일본의 웰니스관광정책 동향 분석 및 정책적 함의 (Trend Analysis and Policy Implications of Wellness Tourism Policy in Korea and Japan)

  • 본 연구는 웰니스관광 수요가 증대되고 있는 가운데 관련 문헌연구와 온라인 면접조사를 통해 우리나라와 정책적 유사성을 가진 일본과의 웰니스 관련 관광정책 동향을 비교 분석하여 국내 웰니스관광에 대한 정책적 시사점을 강구하였다. 조사 결과, 웰니스관광 관련 개념은 한일 양국 간 큰 차이는 없으나, 일본의 경우 치유(힐링)관광보다 헬스투어리즘이나 웰니스관광 개념사용이 보편화되어 있는 것으로 나타났다. 웰니스관광정책은 정책주체의 유연성과 정책의 효율성, 관련 인증 및 인력양성 분야는 일본이, 정책의 추진력과 제도적 정비는 우리나라가 보다 체계적인 것으로 분석되었다. 우리나라도 일본의 NPO법인 헬스투어리즘진흥기구나 산림테라피소사이어티 사례와 같이 웰니스관광협의체를 구축하고, 웰니스관광의 체계적 인증 및 관련 인력양성의 질적 관리를 통해 정책의 효율성을 제고할 필요가 있다고 판단되었다. 또한 웰니스관광의 산업화를 위해서는 지역별 특화된 웰니스자원을 유기적으로 연계함으로써 웰니스관광의 치유적 효능과 상품적 가치를 제고시킬 필요가 있으며, 포스트 코로나 시대를 대비한 웰니스관광정책의 방향과 대응전략에 대한 심도있는 분석과 웰니스관광지에 대한 실증적 연구가 필요할 것으로 판단된다.

항공기용 결빙방지액의 지상 사용승인을 위한 FAA의 최근 인증정책 연구 (The Study of FAA's certification policy for approving the ground use of deicing/anti-icing fluids on airplane)

  • This study describes the Federal Aviation Administration(FAA) certification policy for approving the use of Type II, III, and IV deicing/anti-icing fluids on small category airplanes. These fluids can be characterized as non-Newtonian, pseudo-plastic fluids, also known as "thickened" fluids. Deicing fluids are used before takeoff to remove frost or ice contamination, while anti-icing fluids are used before takeoff to prevent frost or ice contamination from occurring for a period of time(referred to as "holdover time") after application. Thickened deicing/anti-icing fluids can affect airplane performance and handling characteristics and their residue may cause stiff or frozen flight controls. This study also describes an approval process that may be used by type certificate holders and applicants for a type certificate under parts 23 to support operational use of these fluids on their airplanes.

An Efficient Repository Model for Online Software Education

  • In this paper, we propose an efficient repository model for online software education. The software education of app development consists of 7 stages: coding & debugging, submit, collaboration, review, validate, deployment, certification. Proposed repository model supports all 7 stages efficiently. In the coding & debugging stage, the students repeat coding and debugging of source. In the submit stage, the output of previous process such as source codes, project, and videos, are uploaded to repository server. In the collaboration stage, other students or experts can optimize or upgrade version of source code, project, and videos stored in the repository. In the review stage, mentors can review and send feedbacks to students. In the validate stage, the specialists validate the source code, project, and the videos. In the deployment stage, the verified source code, project, and videos are deployed. In the certification stage, the source code, project, and the videos are evaluated to issue the certificate.

  • With PV market extension, Operation & Maintenance (O&M) went on the floor as an effective method so solve the reduction phenomenon of Performance Ratio (PR) of PV power plant and as a new business model of photovoltaic industry. This study chose institutionalization of O&M to vitalize domestic photovoltaic industry improving level of photovoltaic technology and dominate the market in advance. The result of analyzing advanced researches and domestic cases indicates that O&M is essential of operating PV power plant, therefore, now is the time for a systematic approach to establish O&M policy.
