In the policy management system of the safety&health(same as the environment and the quality), the documentation of the management system is required in various international standards & guides. In case of 3 level classification of the system documents, it generally will be identified such name as the manual, the procedure(or the process) and the job instruction. Each level of the document has the unique role and usage though, the job instructions, especially, would be developed to support the practical job worker. Considering such document level, the job instructions should be reflect the latest know-how of the job-handling methods. And that, it should be used at any times by the related job worker. This paper is prepared for surveying the actual usage status of the job instructions of the domestic enterprises holding ISO certificate and trying to suggest the better way of application of the system documents.
The existing PKI authentication structure uses the OCSP method. The primary task of OCSP is to verify the status of a transaction after verifying the validity of the certificate; but, because of continuing policy changes and updates within the PKI authentication method, the status of certificates and the structures are not consistent. Therefore, the SCVP method can be selected as the broadest method for completing authentication tasks accurately because the SCVP method includes validation of policy changes. An appropriate method for building an mobile environment within the capabilities of low-memory and reduced processing CPU needs to be assessed and developed. This thesis proposes a verification method that is independent of platform and applicable to any 05 in building and expanding the mobile environment.
This research analyzed 168,010 cases of death of the aged over 65 from 244,867cases of death excluding 7 unknown age cases from 244,874 all age cases of death by using the death data of the National Statistical Office for 2007 to figure out factors affecting the quality of causes of death statistics of the aged and to suggest the ways of improving the quality of death statistics of the aged in korea. This research tried to derive factors affecting ill-defined cause of death category in acordance with WHO's guidelines and to find causes of lowering the accuracy of causes of death statistics of the aged. This research identified the problems of causes of death statistics of the aged by using both demographic characteristics such as sex, age, marital status, educational attainment, residential region, region size and factors of death items as independent variable to find causes of ill-defined cause of death of the aged. Logistic regression analysis was executed to calculate the hazard ratio about the ill-defined causes of death of the aged and multiple regression analysis was conducted to derive factors affecting the ill-defined cause of death by regional groups through using these independent variables such as the component ratio of over age 65, female death rates, doctors insitutions rate, medical institutions rate, attaching rates of death certificate by neighborhood. As a results of this research, R-code was the highest of ill-defined causes of death, accounting for 82.1%, and senility death(R54) of R-code was the highest, accounting for 91.2%. through subdivided order distribution of the ill-defined causes of death of the aged. As ill-defined causes of death by regional groups, attaching rates of death certificate by neighborhood was the most important factor(p<0.05) and also showed regression model's description with 83.8% ($R^2$=83.8%). Furthermore, Jeon-nam was the highest in the regional groups and these regions such as Je-ju, Jeon-buk, Chung-nam were not only attaching the death certificate by neighborhood but also were high at the rate of ill-defined causes of death. Therefore, this research found that both reconsideration about death certificate by neighborhood and education for doctors who write death certificate were needed the most.
This survey is related to the status of education for environmental managers, who are taking charge of pollution control untilities, and its analyses. This survey is also discussing the improvements of educational course for the trainees, who have already been educated in environmental background as well as its problems. The 45% of in-service trainees were those who had graduated more than a junior college. But under the 50% of them were those who had school careers of less than a high a high school, which means that the trainees have trouble in acquiring the professional knowledges on environmental educations such as the lectures and the practice educations. All over the country, 46 junior colleges, and 65 universities which have a environmental education program, have produced the graduates who major in the environment. Therefore, it is demanded that they should be properly treated. In this research work, it is shown that the 76% of environmental managers have no certificate of environmental study. It is thought that this has resulted from the released environmental law; the untilities of the first and second grade need a manager with a certificate related with environment, the third grade utilities only need a manager with a non-specified certificate related with environment or a manager with more than 3 years environmental practice careers, the fourth and fifth grade utilities do not need the certificate related to environment. In view of relation between environment pollutions and the management of environmental utilities, it is thought that present environmental laws should be improved to be strict. The fact that the differences in regions or utilities are not considered in the contents of texts, has reduced the efficiency of education. Therefore, it is needed that the experts and the in-service managers should take part in the development of the text. In this survey, the more than 20% of trainees have negative opinions about the result of this education, which means that overall the environmental practice education should be reconsidered. In the educational methodology, more than 50% of trainees have the opinion that they want spot speciations, the audio-visual educations and the practice. Therefore, it is demaned that the subjects, syllabus, and the allotment of time ect, should be reorganized for the more practical education.
This study was conducted to research the status, history and prospects of farm scale milk processing and to develop a management strategy for small scale milk process plant in Korea. Also it aims to provide ways to apply it so as to vitalize the farm made milk products market practically. This study was also treats the practical development of dairy farm school programs through the farm scale milk processing. Farm-scale milk plant (FMP) should be some of the ideas to develop small scale and using the resources according to the local features, limited expanding in regional market, produce by consumers order amounts, management policy will be transferred organic dairy farm. A few policy suggestions to put FMP system of financial support would not from beginner, it is better to settled FMP system by government or co-operation group in practical support programs were proposed. What the state needs to do through direct involvement were to put efforts at demand expansion on FMP system products, to certificate and safety the farm made milk products marketing system settings, to build more variation chance of the milk products. What was more important, however, was support policy, to create the network of FMP market and to develop of training program contents for each FMP operation unit. The ideal FMP model for the development of Dairy Farming proposed in this research will be applied as a relevant reference in managing and realizing environmental friendly and sustainable dairy industry at the national level.

The purpose of this study is to investigate the status of admission and employment in fisheries high schools (FHS) and to consider ways to revitalize FHS through substantialization. The recruitment rate of new students in FHS decreased from 97.4% in 2016 to 83.2% in 2020. The aging training ship that FHS needs to improve most urgently is being jointly used by FHS across the country, and the construction of a joint training ship managed by the Korea Institute of Maritime and Fisheries Technology is being promoted. The average employment rate for FHS by year was 40.2-59.4%, and the fisheries-related employment rate was low at 31.0-38.9%. On the other hand, the acquisition rate of certificate of competence was 37.5-52.0%, and the rate of employment on board of those who obtained the certificate of competence was 42.9-59.8%. In order to secure new students and improve the recruitment rate, we operate experiential classrooms that reflect the characteristics of training ships and departments and conduct public relations activities using sns, publicity video ucc, YouTube, etc. It will be necessary to expand opportunities for fisheries-related vocational experience through active career exploration and elective courses in the FHS credit system. Finally, it is judged that fisheries related government agencies, industries and local governments need to improve their awareness of FHS and plan to support fisheries manpower nurturing in order to attempt the vitalization of FHS.

There is concern about the increased risk of accidents from manual investments due to ground handling service operators, aging equipment and manpower shortages. Therefore, it is necessary to improve the quality of ground treatment services and safety management at the airport. Therefore, this study analyzed the domestic and overseas ground operation status and the license handling procedure of aircraft handling business. In addition, a case study on the evaluation system of international organizations examined the applicability of the certification body to the Korean situation. It is practical in that it provides policy implications for improving the quality of groundwork not covered in previous studies. This is expected to improve the constitution, improve quality, improve airport operations, and operate safely.
This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

Recently, as the number of Smart Phone users increase, the simple payment system has been able to make payments using only card information such as a registered password without extra authorized certificate authentication or input of card information. In this paper, it will examine and analyze simple payment system provided by IT companies and financial institutions and the simple payment system that operates global online payment system by case view of operational direction. Then with this examination, it will study ways to improve the problems with terms of convenience and stability in terms of users. In this paper, it will analyze the inconvenient problem in using the QR code system that recently introduced and will propose solutions. Also, it will propose suggestions to solve inconvenience that caused by system that supports NFC simple payment terminal in Korea is not universalize by analyze case study on the overseas simple payment system. It will also propose opinions on the matters that customer having responsible for event of a small financial accident related to loss or theft when using the simple payment system. Then it will suggest expected requirements to prepare new security technical countermeasures and solve the conditions of meeting expectation satisfaction of users.

Background: The purpose of this survey was to know the current states and future suggestions of orthopedic manual physical therapy (OMPT) system on Korea. Methods: Questionnaires were directly distributed to physical therapists who participated in the training and collected at the educational or clinical site. The questionnaire was sent and collected by E-mail. Data were classified into two groups, metropolitan and city, and clinical experience was grouped into four groups. Then, 337 subjects (male: 195, female: 142) were recruited from us. Results: The states of Korea, 72.1% of therapists have been executed orthopedic manual physical therapy, the fee of one treatment was 50,000 ~ 60,000 Korean won, the time of treatment was 21~30 minutes, the number of patients of one day was under 9. The suggestion of future orthopedic manual physical therapy of Korea, 83.4% of therapist were agreed with manual physical therapy system, the education center of certificate for manual therapist was manual therapy academic group, the career of clinical experiences was 3 years, the training hours was more 300 hours, academic degree was diploma. Conclusion: In the future orthopedic manual physical therapy proposal, the environment and education system differ from country to country, but Korean OMPT agreed to an accredited orthopedic manual physical therapy system and wanted systematic management.
