Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.
This study identified the characteristics of video contents related to waste cycle in Korean social media. The contents of broadcasting companies were the most popular among production entities, and mainly current affairs contents and educational contents were popular. Among the solutions to recycle wastes, 'Improvement of systems and policies' was predominantly covered in the video as solutions to the waste circulation problems. 'Broadcasting companies', 'local governments', 'non-profit private organizations' and 'central administrative agencies' actively used the social media to deliver solutions and engage consumers. However, very few contents were produced by companies that are socially responsible for waste. The results of this study show the importance of communication-oriented, public-friendly content development in the process of video production related to waste cycle. These are expected to be useful guidelines for decision-making supporting the development and improvement of related systems and policies.
The Sejong City was launched in July 2012 and was initially focused on the relocation of central administrative agencies, but it has been changing from an administrative city to a fourth industrial city since 2019 to a smart city and the implementation of Korea's New Deal in 2020. Identity design needs to be reevaluated accordingly. In particular, the web environment is also calling for an optimized identity design due to rapid changes in information technology such as various wearables and the Internet of Things. As the number of responsive web sites where information and communication technologies can be developed and optimized screens can be viewed increased, identity was intuitively communicated to users and designs were applied to make them more distinct and empathetic to other cities. Prior to the study, we looked at prior studies on the changing times in the web environment and the reactive web, and analyzed the identity design of the reactive web and applied minimalism characteristics step by step. Based on this, we surveyed experts and non-experts on the proposed survey by applying minimalist characteristics (simple, repeatability, and spatiality) of reactive identity and found that it was easily and intuitively recognizable in a small web environment such as mobile. Therefore, we hope that Sejong City's identity will continue to be studied in various ways and efficient management so that identity can be established in accordance with the changes of the times.
Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.
The Personal Information Protection Commission shall be established under the direct jurisdiction of the President and shall independently perform affairs under its authority. It shall be comprised of total 15 members (5 members designated by the President, 5 members elected at the National Assembly and 5 members designated by the Chief Justice of the Supreme Court), including one minister-level Chairperson and one vice-minister-level standing member. Main functions of the Personal Information Protection Commission include deliberation and resolution of major policies and improvement of ordinances and systems related to personal information protection, coordination of opinions among public institutions in regards to the management of personal information, recommendation of improvement such as suspension of infringement by a central administrative agency, a local government and a constitutional institution, and submission of annual reports on personal information protection to the National Assembly. The function and role of the Personal Information Protection Commission regulated by the current law are insufficient in terms of independence and authorities of protection agencies compared to the international standard or level of discussion. The Commission thus cannot play a sufficient role as an independent agency for efficient protection of personal information. Therefore, there is a need for law revision that revives the purpose of the establishment of the Personal Information Protection Commission.
Public Shared Service Centers (PSSC) consolidate functions such as human resources, information technology, financial management or accounting into one office to serve an organization. A prominent example from the United States is the Federal Information Technology Shared Services Strategy. It supports mission, administrative, and infrastructure-related IT functions through providing organizations in the Executive Branch of the Federal Government (Federal Agencies) with policy guidance on the full range and lifecycle of intra- and inter-agency information technology (IT) shared services. This study looks at the Federal Information Technology Shared Services Strategy in order to draw lessons for fostering collaborative government through the use of PSSC. It finds the following factors are critical for success when implementing IT shared services: (1) agency leadership must be solidly behind their IT shared service plan, or the needed changes will not happen at the business unit, program, or system levels; (2) there must be a move away from internally-centered, program-specific thinking, and a move toward a paradigm of consuming and providing IT shared services with multiple groups whenever possible; and (3) successfully managing "loss of control" issues is central, and optimizing business processes is essential to move from stove-piped workflows to processes that work across the agency enterprise and beyond. Therefore, the study suggests that a Korean model of PSSC implementation be introduced, and that good IT Governance is a crucial component of PSSC strategies.

The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.

This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.
The purpose of this study is to examine the mediating effect of organizational commitment in the relationship between transformational and transactional leadership and innovative behavior and demonstrate the moderated mediating effect of job satisfaction. To this end, 4,133 cases from the 『2021 Public Servant Life Survey』 conducted to general public servants belonging to central administrative agencies and metropolitan governments by the Korea Institute of Public Administration were used for the analysis, and SPSS 21.0 and Mplus 8.4 programs were used to test the research hypotheses. As a result of the analysis, it was confirmed that transformational and transactional leadership had a positive effect on organizational commitment and innovative behavior, and organizational commitment had a positive effect on innovative behavior. In addition, it was confirmed to have a significant mediating effect in the relationship between transformational and transactional leadership and innovative behavior. Finally, it was confirmed that the mediating effect of transformational and transactional leadership on innovative behavior through organizational commitment was moderated by the level of job satisfaction, and all the proposed hypotheses were adopted. Based on theses findings, theoretical and practical suggestions and future research suggestions were discussed.
