A Study on the Selection Method of Subject Parcel to Alter Land Category by Fuzzy GIS Analysis - Focused on Road State of Government Owned and Public Land - (퍼지 GIS 공간분석에 의한 지목변경 대상필지 선정방법에 관한 연구 - 국공유지 도로현황을 중심으로 -)

  • The purpose of this study is to research into a method of selecting the subject parcel with a change in the category of land given surveying the land alteration state focusing on the present state of road in the government-owned and public land by using the fuzzy membership function and GIS spatial analysis. It selected the old town center of Incheon Jung-gu, and the new downtown & the forest land of Gyeyang-gu as the research subject region, and carried out GIS spatial analysis on a serial cadastral map, urban planning road layer of Korea Land Information System, practical width of road layer of Road Name Address Management System & cadastral data base, and then calculated the suitable index for the subject parcel with a change in the category of land by using the fuzzy membership function with having the critical value as the area ratio of each parcel on a serial cadastral map that was incorporated into road layer or practical width of road layer. It finally selected the parcel, which is different in land category from the real land usage, as the final subject parcel for altering land category, by using the screen of visualizing the suitable index and the aerial ortho photograph. As a result of the final selection, the fuzzy GIS spatial analysis method, which was suggested in this study, is judged to be efficient in the selection period and the methodology compared to the existing manual method. It could be confirmed to be more suitable method for downtown than forest land and for the new downtown than the old town center.

  • The cadastral surveying is essential for the effective management of a country, the D/B building of NGIS. Many of GPS applications require a positioning accuracy of several centimeters for rover in real-times. But, to achieve higher positioning accuracies in real-time, the double differencing technique should be implemented using carrier phase data. Corrected observations at the reference station can be transmitted and used to form double difference observations at the rover using a data link. In this study, the area accuracy of cadastral survey using the RTK GPS will be assessed, and will produce area of parcel of land. As the result of comparison among area by TS, planer surveying and RTK GPS. parcels-register for site is analyzed by this data. The results show that mean error of area calculated min. $2.42m^{2}{\sim}\;max.\;13.69m^{2}$ and RMSE calculated min. $0.00329\;{\sim}\;max.\;0.01846$.

  • With industrial development, industrial products became more refined and upscale, resulting in increased necessity for manufacturers to come up with a method to check whether products have been produced to meet the needs of the customer. For thisreason, attention was drawn to industrial photogrammetry to obtain data rapidly without contacting the target object. In this study, the experiment has been conducted with the O-2A aircraft to determine the applicability of industrial photogrammetry.

Study on the Method of Extracting Unregistered Islands using LiDAR Data (항공라이다 데이터를 이용한 미등록 섬 추출 연구)

  • Although island is great worth in ecology, environmental conservation and important territory as a national land for developing the marine, the bottom of the sea and also ecological studying field for the ages to come, it has not been managed because of lack of a scientific surveying. In the case of a cadastral record, inaccessible islands have not been registered in current cadastral record because of the limit of surveying technology in 1910. Therefore, a scientific investigation and systematic management about unregistered islands are necessary. But, a airborne laser scanning system is possible to acquire an accurate positions with digital images about inaccessible islands. Therefore, scientific detection of unregistered islands became possible. This paper presented the results of the shoreline extraction around the Heuksan island using Lidar data and the detection of unregistered islands comparing the cadastral map to the ortho-image. Also, we presented the extraction technique of unregistered islands by calculating their positions and areas. As a result, we extracted effectively 16 unregistered islands around the Heuksan island.

Analysis of Spatial Information Characteristics for Establishing Land Use, Land-Use Change and Forestry Matrix (Land Use, Land-Use Change and Forestry 매트릭스 작성을 위한 공간정보 특성 고찰)

  • The importance of establishing a greenhouse gas inventory is emerging for policymaking and its implementation to cope with climate change. Thus, it is needed to establish Approach 3 level Land Use, Land-Use Change and Forestry (LULUCF) matrix that is spatially explicit regarding land use classifications and changes. In this study, four types of spatial information suitable for establishing the LULUCF matrix were analyzed - Cadastral Map, Land Cover Map, Forest Map, and Biotope Map. This research analyzed the classification properties of each type of spatial information and compared the quantitative and qualitative characteristics of the maps in Boryeong city. Drawn from the conclusions of the quantitative comparison, the forest area showed the maximum difference of 50.42% ($303.79km^2$) in the forest map and 46.09%($276.65km^2$) in the cadastral map. The qualitative comparison drew five qualitative characteristics: data construction scope difference, data construction purpose difference, classification standard difference, and classification item difference. As a result of the study, it was evident that the biotope map was the most appropriate spatial information for the establishment of the LULUCF matrix. In addition, if the LULUCF matrix is made by integrating the biotope, the forest map, and the land cover map, the limitations of each spatial information would be improved. The accuracy of the LULUCF matrix is expected to be improved when the map of the level-3 land cover map and the biotope map of 1:5,000 covering the whole country are completed.

Rational Unification Scheme of Topographic Surveying and Cadastral Survey for the Synergistic Convergence Effect of GIS Industry (공간정보산업의 상승적 융합 효과 창출을 위한 측량과 지적의 합리적 통합방안)

  • Recently, as GIS industry has substantially grown up, convergence between industries such as the application coverage of surveying and cadastral information is gradually on the increase. The new approach of convergence between topographic surveying and cadastral survey is indispensable to make the change of geospatial environment ready and to maximize the utilization of National Spatial Data Infrastructure(NSDI). The purpose of this paper is to seek the way of synergistic improvement in topographic surveying and cadastral survey in comprehensive aspects of national geospatial information. First, we reviewed policy environment to clearly establish aim of convergence and promising perspective of GIS industry policy, considering NSDI. In addition, we examined current state of administration (organization, human resource, service) and institution situation. We came up with interior ability and external policy environment as well as critical success factor for the synergistic convergence by using SWOT analysis. Lastly, we developed basic perspective of convergence and improvement model and concrete scheme for stakeholder to complementary make progress. We can come to conclusion that the convergence of topographic surveying and cadastral survey should be not only carried in macro outline of successful NSDI but also committed to completion and maintenance of GIS framework.

  • The need for unified graphic base with high accuracy for nation¬wide is emerging since many facility management organizations and local governments have been taking steps for introducing facility management systems from the late of 1980's. A major finding of the above efforts was the importance of establishment of National Land Information System supporting all land management and use, administration purpose and effective decision-making. Land Suitability Analysis using GIS and Satellite Imagery

  • A method of improving the correctness and confidence in land use classification as well as urban spatial structure analysis of local governments using GIS and satellite imagery is suggested. This study also compares and analyzes LSAS (Land Suitability Assessment System) results using two approaches-LSAS with priority classification, and LSAS using standard estimation factors without priority classification. The conclusions that can be drawn from this study are as follows. First, a method of maintaining up-to-date local government data by updating the LSAS database using high-resolution satellite imagery is suggested. Second, to formulate a scientific and reasonable land use plan from the viewpoint of territory development and urban management, a method of simultaneously processing the two described approaches is suggested. Finally, LSAS was constructed by using varieties of land information such as the cadastral map, the digital topographic map, varieties of thematic maps, and official land price data, and expects to utilize urban management plan establishment widely and effectively through regular data updating and problem resolution of data accuracy.

  • Land information is the real-time spatial thing which must be considered with spatial and time factors. This study aims to apply and implement an appropriate spatiotemporal model for land information by exploring spatiotemporal data models which have been suggested in the previous studies. The implemented spatiotemporal model in this study is characterized by time and attribute. In the time aspect, it is divided by valid time and transaction time, and in the attribute aspect, includes the related information such as area and ownership. At the spatial point of view, the model has a spaghetti information structure as reducing information overlapped by managing the spatial information coordinates. The spatiotemporal land information model in this study facilitates representing the quality of attribute, spatial and time information.

  • The investigation of land characteristics is an important task for the calculation of officially land prices and standard comparison table of land price. Therefore, it should be done objectively and consistently. However, the current investigation system is mainly done by researcher's subjective judgment. Therefore, the objectivity and consistency of this investigation is not guaranteed and questionable. In this study, we first defined the problem by analyzing the current land topography investigation method. In addition, in order to investigate the land topography, the geometry of the parcel is quantified by spatial information and applied to the decision tree based method(C4.5) to produce the final result. This study intended to extract the parcel characteristics data of the topographic by the use of spatial information and to apply the information to the C4.5, there by suggesting a method for addressing the problems. The findings showed approximately 93.5% between the results of topography classification estimated with rules learned by C4.5.
