The Estimation of the Cadastral Digital Map's Accuracy for the KLIS's Effective Operation (KLIS의 효율적 운영을 위한 지적도 전산 파일의 정확도 평가)

  • Even though the data of digital cadastral map, stored in the Korea Land Information System(hereinafter referred to as "KLIS") has a wide variety of errors, it has been used in a cadastral surveying field without any compensating work. As a result, it has given rise to a lot of problems when we use this digital cadastral map in the cadastral surveying field. That is why we should analyse the accuracy of digital cadastral map which has been stored in the KLIS. In this context, this paper has been intended to provide acceptable proposals with regards to present operation of KLIS or the cadastral re-survey project in the future by analysing the data of digital cadastral map which is one of the layers of the KLIS. Our study results showed that the accuracy of both the location and area in the present KLIS datum was not satisfactory Therefore, in our own judgment, it is necessary to revise cadastral maps more accurately in order to use in the field of cadastral surveying or in carrying out the cadastral re-survey project.

Accuracy Evaluation of Cadastral Surveying using Data of Parcel Based Land Information System (필지중심토지정보시스템 자료를 이용한 지적측량 정확도 평가)

  • Cadastral surveying is related to demarcating legal boundaries and areas for the sake of registering a properly on cadastral records or restoring registered boundaries on the ground. It is composed of control surveying (cadastral triangulation and supplementary control surveying) and detail surveying. Detail surveying is classified into plane table surveying by graphical cadastral map and numerical surveying by boundary point coordinates. In this study we compared the accuracy of plane table surveying with numerical surveying using Parcel Based Land Information System(PBLIS) data constructed by the cadastral map digitalization business. In conclusion the result by numerical surveying was analyzed as more accurate than the result of plane table surveying, as Root Mean Square Errors(RMSE) of graphical cadastral surveying is 0.766m and that of numerical cadastral surveying using Total Station(T/S) is 0.683m. Therefore, PBLIS data is expected to be used for surveying legal boundaries and areas in the near future.

  • While images and aerial photographs using conventional satellites have the advantage of providing data in a vast area, there is a difficult aspect: the limitations of filming and processing data in a particular region at a desired time and the repetitive filming of a short cycle. With the development of many new technologies to overcome these shortcomings, methods of building cadastral information are changing rapidly. In particular, unmanned aerial vehicles that deploy cadastral information quickly and accurately using UAV have increased interest in technology that obtains cadastral information. Therefore, the purpose of this study was to suggest the application of cadastral measurement tasks in areas subject to cadastral measurement using UAV. To this end, the Commission decided to compare and analyze the accuracy of high-resolution images produced by observation area and apply them to existing cadastral work using verified images and cadastral data. In this study, we will analyze the applicability of UAVs to their cadastral survey by analyzing the current status of legislation related to cadastral survey and the technical characteristics of UAVs and propose technological, legal and institutional improvement measures for introduction based on them.

The Development of Process for Transforming Cadastral Map to Be Referred to KGD2002 (지적도면의 세계측지계 변환을 위한 프로세스 개발)

  • This study is on the development of optimal method for transforming cadastral map to be referred to KGD2002. The method was developed by referring to the method used at transforming Korean National Digital Topographic Map to be referred to KGD2002 and analysing the records about making cadastral map. We tested the method by transforming the cadastral maps of three sample sites and analysing the accuracy of transformed maps. It was proved that the method could be used at transforming cadastral map to be referred to KGD2002 for the propose of being related to National Digital Topographic Map, National GIS data, and so on. We also introduce the longitudinal process for transforming national cadastral maps to be used as a data to verify land ownership.

  • The Cadastre assumed as one of the most important Part of GIS has the highest priority in GIS model and Organization of the Cadasual embraces the modern methods of gaining and collecting geometric type cadastral data concerning on the land and it's ownership. Geneally, the measurement of the topologigraphic map offers great convenience for the architects to device. But the graphic precision of the value from the map is too low for many users, the large scale digital map as well as cadastral map can solve these problems. So it is necessary to get the coordinates of the characteristic points and the graphic information. In this paper, for calculating the point of measured element such as distance, and it's adjustment. This paper dicusses the methodes also, the combination of GIS data and Cadastral data and the geo-reference system, topology, data system, data modeling and so on.

  • In these days, the attributes data recorded in computerization of cadastral maps is just written in its own format, not considered the relation with graphic data. Therefore, digital information linked attribute data to graphic data is necessary to be performed as fundamental data of graphic information and analysis of various spatial information. This study is to present the possibility of GIS application by constructing cadastral information related to graphic and attribute Information based on the cadastral map. Attribute information was constructed as a relational database form using data modeling and entity-relationship diagram. Thus, this study is expected to be used as a fundamental data for various public planning and design including the effective management of cadastral information and building parcel based land information system by presenting various spatial analysis and application methods.

  • This study proposed a procedure to improve the error defection of attached cadastral maps using digital map data. In addition, this study also provided the direction for the accuracy improvement of attached cadastral maps by comparing analysis methods. - such as centroid, Lee Sallee shape index, and area index. The analysis is performed as follows. First, by using centroid measurement, the center point of cadastral maps and attached cadastral maps are compared. Secondly by using Lee Sallee shape measurement, the location accuracy of range area is investigated. Thirdly, by using area measurement, the range area within allowable error scope is verified. Based on analysis, the discrepancy between cadastral maps and the attacked cadastral maps are detected as follows; 98.2% from Lee Sallee shape index, 41.8% from centroid, 15.4% from area index in the whole error.

An Implementation of Integrated System for Topographic and Cadastral Data (지형 및 지적자료의 통합체계 구축)

  • With the increasing needs for the integrated use of topographic and cadastral data in order to build an efficient geo-spatial information system. it is urgently necessary to research into its solution. The intention of this study is to detect error types of data and to propose adjustment methods for solving the problems caused by integrating topographic and cadastral data. For this purpose a primary integrated data model is created to link attribute data(land management system) and graphic data within cadastral information in the first step. In next, a secondary integrated data model based on the improved method is formed to coincide the graphic data of cadastral map with that of topographic map. At the first, because a numerous error types md sources caused by separate management of graphic and attribute data are easily checked, it is possible to suggest an improved method to correct these errors using the primary integrated data model. In addition, the accuracy in position and area with coordinate transformation method based on multi-block adjustment is more efficient than rubber-sheeting method. As a result, the secondary integrated data model could be built by harmonizing cadastral map with topographic map using the improved solution.

  • The development to the high quality of life society requirers not only economic development but also high level of capacity in disaster management which can address the disaster promptly and ready for man made disaster such as fires, traffic accidents, stopping the function of infrastructure in energy and telecommunication sectors. In this research a disaster management system which utilize cadastral data and cadastral sturcure has been p roposed a s a m ean o f enhancement of disaster management capacity. It is expected that to make use of all cadastral information in every disaster management steps, disaster risk information will be calculated and provided by parcel unite and the cadastral organization will participate to disaster management utilizing cadastral organization's nation wide structural network and skilled manpower by adopting parcel-based disaster management system.

Development and Application of the GIS-based Global Cadastral Non-coincidence Surveying Method for the Cadastral Re-survey (지적재조사를 위한 GIS 기반의 광역 지적불부합지 조사 기법의 개발과 적용)

  • Korean government has constructed a nationwide cadastral map database through the cadastral map computerization project and also produced a variety of spatial data through the NGIS (National Geographic Information Systems) project. Under this circumstance, it is needed to set up the new automatic methodology that effectively solve cadastral non-coincidence problems by using various digital map data instead of expensive field survey methods. This study proposed a new automatic methodology for cadastral non-coincidence surveying and developed a prototype system as a proof of concept. Validation of this proposed method was done with some test areas. Results showed that this methodology could easily detect and assess both regional non-coincidence levels and cadastral map quadrangle non-coincidence levels. We expect that this new methodology can provide many benefits in planning and determining work priority of the forthcoming nationwide cadastral re-surveying project.
