Developing a Project and Program Management Capability Assessment System for the Korean Construction Management Firms (국내 CM 기업의 프로젝트 및 프로그램 관리역량 평가를 위한 자가 역량 평가 시스템 개발)

  • Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.

  • Since early 2000s, the use of construction management(CM) in the public and private building sectors has rapidly grown in Korea. In addition, the use of CM services during pre-construction stages has been increasingly recognized as a critical factor to succeed in construction projects. Understanding clients' needs of pre-construction CM services is important for CM firms to strategically prepare and cope with market needs. The objective of the paper is to investigate and compare the usage level of CM services in public and private building projects during pre-construction stages, and to identify key characteristics and implications for CM firms. The paper identified that although there are some differences in CM service needs between public and private sectors, time management and cost management commonly showed the higher usage level.

  • Since the interest in big data is growing exponentially, various types of research and development in the field of big data have been conducted in the construction industry. Among various application areas, cost estimating can be a topic where the use of big data provides positive benefits. In order for firms to make efficient use of big data for estimating tasks, they need to establish a strategy based on the multifaceted analysis of internal and external environments. The objective of the study is to develop and propose a strategy of the use of big data for construction management(CM) firms' cost estimating tasks based on the SWOT analysis. Through the combined efforts of literature review, questionnaire survey, interviews and the SWOT analysis, the study suggests that CM firms need to maintain the current level of the receptive culture for the use of big data and expand incrementally information resources. It also proposes that they need to reinforce the weak areas including big data experts and practice infrastructure for improving the big data-based cost estimating.

  • Construction management firms in Korea have mainly focused on the key management areas of time, cost, quality and safety management in line with a rapid change of construction industry recently. However, a risk management is considered comparatively less important found from our research on an investment by the firms for training, system establishment. This has been identified that the construction management firms have taken an approach of dealing with risks with their experience, insight rather than managing risks with a systemized principles or proper tools. Therefore, the current system for risk management was identified by analyzing risk factors and work process in this research and systemized process for risk management of the identified risk factors was suggested. This research is expected to be a basis on establishing standard gudiance for risk management and risk management tools.

  • Recently, Korea has achieved accumulated total value of orders of six hundred billion dollars in international construction market, and it is facing a new turning point by entering the overseas construction market. However, according to the statistics on the current internal construction market, the accumulated value of orders has been mainly obtained by plant projects in the Middle-East area. To improve international competitiveness of Korean construction industry, it is required to expand and diversify the target areas and construction business sectors. To expand markets, each construction firm should establish the expansion strategy and assess the capability which includes the strength and weakness of their firm. Therefore, this research aims to evaluate the capability of the Korean construction firms for overseas expansion. Through the research, Korean construction industry is expected to strengthen competitiveness toward the overseas markets. Furthermore, this research contributes to expanding and diversifying markets for domestic construction firms.

Analyzing of Job Satisfaction on the Designer/Construction Manager (설계 및 CM업체 종사자의 직업 만족도 분석)

  • The aim of this study is to suggest basic data about efficient motivation plans for improving the image of the design and Construction Management (CM) field and enhancing professional consciousness of employees. The major findings and conclusions of this study are as follows. First, the employees in design firms had a relatively high level of dissatisfaction with the 'Reduction of work hours', and those in CM companies had a relatively high level of dissatisfaction with the 'Fringe benefit conditions'. Second, when the effects of the items of job satisfaction on overall job satisfaction were analyzed through factor analysis, job performance satisfaction had the biggest effect on the employees in design firms, and intrinsic reward and opportunity satisfaction had the biggest effect on those in CM companies.

  • Since the designation of the South Korean Construction industry as an open market industry by the World Trade Organization (WTO) in 1994, South Korea's construction firms were exposed to competition from firms of other advanced countries. Increased competition in the industry raised quality of production and lowered the cost of construction projects. Therefore, many big construction projects were planned and constructed with foreign construction partners during the last decade. Also, from those projects the South Korea Construction industry accumulated experience in and knowledge of both project management and construction management perspectives. However, in the process of conducting those big projects, many problems - specifically responsibility and the limit of competence - occurred between foreign construction partners. Hence, this study attempts to improve its role model that is for local and foreign companies to enter into Joint Ventures in the South Korea construction industry.

  • Since CM policies established in 1996, contracts of CM services are continuously increasing over the past years. As constant improvement of positive awareness about public/private owners and CM capabilities of domestic construction companies, a number of efforts were being made to acquire competitiveness of domestic and overseas CM market. However, there has been lack of quantitative and comprehensive research to investigate CM firms. The purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 16 years published in KISCON (Knowledge Information System of Construction Industry) in order to examine CM owner type.

A Study on the CM at Risk Business Model using Business Model Canvas (비즈니스 모델 캠버스(BMC)를 이용한 시공책임형 CM 비즈니스 모델에 관한 연구)

  • The domestic market of CM at Risk has not been activated yet. It was analyzed duo to the fact that construction owners didn't have confidence in CM at Risk, because of the concerns regarding CM firms reliability, service, specialty, system and feasibility. Therefore, this study analyzed the problems to find the reason for declines in orders through a business diagnosis based on the Business Model Canvas(BMC) and set up the direction of business model improvement with one on one expert interviews. Additionally, we suggested the sub-activities for the business model improvements of CM at Risk service that are divided into 9 building blocks. Through this method, we determined that we would need preceding innovation activities such as good communication with customers, reinforcement of subcontract and excellence in project operations to convert the successful practice and settlement of the CM business model based in BMC. It is expected that the business model suggested from this study would contribute to improvement of CM at Risk competition and the differentiation strategy when compared with other firms. Also, it would be used a basis data to develop CM at Risk business model in the future.

Development Strategies of Construction Management Firms in Korea (국내 건설관리 업체의 발전전략)

  • Competition among building contractors in the Korean construction environment has been increasing lately, and with the recent conclusion of the FTA between Korea and the United States, further advancement in the systems of construction, bidding and contract awarding is expected to be facilitated in the long term. Considerable changes are also expected particularly in the construction management (CM) market. Given these drastic changes, it has become more noticeable that the role of CM is enlarged in terms of time, cost, quality, risks and others to guarantee the Korean competitiveness against the global construction market. This study analyzed the current status of domestic CM companies via SWOT analysis and, based on such analysis, established development strategies for CM contractors. The strategies proposed in this study will be utilized by CM companies as basic materials in their future strategies in a short, mid and long term perspective respectively for competitive advantages in the market.
