Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

A Deduction of Key Work for Service Guide of Construction Managerin Construction Project (건설사업관리(CM) 현장 참여자의 업무지침을 위한 핵심업무 도출)

  • Recently, the Construction Management service of domestic construction environment has being extended because that is an effective means to supplement owner's management and improve a total management of construction. But existing CM service guide is staying simply defined level about a work scope and procedure. So the standard CM guide needs to set a detailed plan of the project. Therefore, the key works were deducted by doing survey after the main work of CM service based on CM case studies and an existing CM service guide. That is expected to use CM contract and do service.

  • The Korean Construction Industry significantly contributed to the Korean economic development not only by preparing the domestic infrastructure but also by successfully conducting various international projects. However, major incidents such as the collapse of Sung-Su Bridge and Sam-Pung Department Store along with stagnation of Korean Economy have raised questions about underlying systematic problems of the Korean Construction Industry. As a solution to resurrect the Korean Construction Industry, the Construction Management (CM) system introduced in late 1990's and increasingly utilized as an innovative delivery system. Despite of the fast growth of CM, the performance of CM has not been up to the hype and low CM fee has been identified as one of the main reasons of unsatisfactory CM performance. Therefore, this research attempted to propose ways of improving 'CM Fee Guidelines' published by Korean Ministry of Construction and Transportation by conducting a benchmarking study on Global Standards of estimating CM Fee. International organizations benchmarked in this research include CMAA, ASCE, DOL, DOE, etc. Various investigation and analysis revealed that Korean 'CM Fee Guidelines' need to significantly modified comparing to Global Standards. This research also tried to prepare recommendations to improve the CM deliver system focusing on the 'Method of CM Fee Estimation' and Selection of a CM firm as an owner's agent.

Growth Model for Korean CM Firms based on 2012 Statistics (CM기업의 단계별 발전 전략 모델: 2012년 실적자료 기반 분석)

  • CM services have been increasingly practiced over the two decades in the Korean construction industry, and recent efforts focus on further development in advanced CM capabilities and expansion to overseas market. However, there has been lack of holistic research to investigate current status and future direction of CM industry in Korea. In this context, the purposes of this study are 1) to analyze current status of Korean CM industry in terms of owners, market, CM firms, contracts, and work scopes, 2) to define different types of CM practices, and 3) to propose growth models for Korean CM firms based on the defined CM project types. An extensive literature review and statistical analysis of 2012 CM contracts were performed in order to analyze the CM status. Based on the analyses, ten different CM types are defined, and growth paths of CM firms are illustrated. Implications and lessons learned during the statistical analysis and workshops are briefly introduced as well.

Analysis and Improving Strategies on Construction Management(CM) Service Adoption in Public Sector Construction (공공부문 건설사업관리(CM)적용 실태 및 개선에 관한 연구)

  • On December, 1996, the Ministry of Construction and Transportation published Construction Management Service in Construction Industry Basic Act. CM service has been adopted in Korean construction market for ten years by now, however there was no significant change in the construction industry from adoption of CM service. The CM service results aggregated by PCM, from 1997 to 2004, show that CM service adopted projects were 324 in total and the total contract amount was 260million US dollars. These results tell us that adoption of CM service in Korean construction industry is not successful. The research is to survey the factors and the limitations affecting on poor adoption of CM service and to propose the improving strategies on that matter. Therefore, this paper analyzes former papers, laws and regulations on CM and CM service results from PCM as well. From the analysis, we found conflicts in between the laws such as different rules on same matter or missing significant policies in their provisions. Also, problems of industrial organization was found such that the public sector seldom adopts CM service due to their embeded CM function.

A Study on the Role of Construction Management in the Construction Turn-Key Projects (턴키사업과 CM의 역할)

  • The government, in order to settle and activate the use of Construction Management (CM) method, clarified the legal Issues pertaining to infrastructure development and is taking an active role to promote CM through government sponsored pilot projects. However, when a CM method is applied to a turn-key protect, many applicational difficulites are expected. With design and construction are performed under the simple responsibility in a turn-key method, roles of CM's is overlapped. Also, the characteristics of turn-key method are not reflected to the present $\lceil$CM Work Guideline$\rfloor$. Over the years, various problems have been identified from turn-key projects. Korea's $\lceil$CM Work Guideline$\rfloor$ is more inclusive compared to the CM services of CMAA and overlooks the importance of CM's roles in pre-design phase. In this study, CM's roles of pre-construction phase (pre-bidding, bidding, detail design, contracting) in construction turn-key projects were identified and complementary policy for institution was suggested. We further look into dividing the roles of the CM at turn-key project Into professional role and emotional role. Also, we speculate problems of the existing experience in turn-key projects and suggest a rough methodology on how these concepts can be adjusted for improve the turn-key method.

  • After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

A Study to Expand the Linear Range of the Mandibular Kinesiograph (Mandibular Kinesiograph에서의 선형범위 확장에 관한 연구)

  • The possibility of expanding the linear range of the Kinesiograph was studied using a nonferromagnetic mechanical positioning device. The magnet was moved in linear steps of 5 mm through three planes parallel to the frame work carrying the sensors within working range of a 3 cm wide by 4 cm deep by 5 cm high three dimensional lattice and a matrix of 693 data points was achieved. For each data point, the three Kinesiograph outputs were associated with the values of actual position. Once three coordinates of observed values were known, actual values could be determined. A computer program was specially written in Fortran to deal with this work. Because each dat point was 5 mm apart from each other, there would be 480 cubes with 8 data points Further refinement of the system is possible using a smaller interval between each data point. In conclusion, a theoretical model was presented which, by means of computer support, would allow the absolute measurement of jaw position over the entire range of functional jaw movements.

  • Construction Management is the overall management of the project as construction manager and the owner are united together. Construction manager's role is to conduct the overall or partial construction administration in the 'design, bid, build' process, in the owner's interests with maintaining technical neutrality. Construction manager is becoming one of new professionals in the building process and the contract defines their roles and the range of services, so high level of ethnics are required. This study suggests the legal status of the construction manager and the ethnic standards and the ethnic's characteristics. In conclusion, firstly, the legal characteristics of the administration of construction management are the delegations contract, the responsibility of negligence and the duty of due diligence, abided by the contract that ties between the owner and the construction manger. Secondly, the administerial characteristics of the construction management are the role of mediator, the service of professional technology, accountability to the owner and publicness. Thirdly, due to these characteristics, as a professional, the standard of ethnic assessment for the construction project manager are intention, act and result, so with the relation to that, morality, deontology and consequentialism have been suggested in this study.

  • CM(Configuration Management) is a field of management that focuses on establishing and maintaining consistency of a product's performance and its functional and physical attributes with its requirements, design, and operational information throughout its life. Recently upcoming concept of CM, regardless of various definitions, consists of the organization and the process for value creation through project change management, value preservation by Risk, Project Management implementation by Change management. The CM provide a basis for, and a record of, the project's performance in meeting the scope, time, cost. Overseas international companies have already adopted the CM system and enjoyed the benefits arising from such systems. And the CM provides perspectives and insights applicable to all types of projects. This study presents the review on the current systems now in use at jobsites and known to be efficient, and the introduction and application of configuration systems now at big issue. Hereby indicates the connective system consisted of work process, change control and knowledge referring to the methods and actual cases as an effective promotion of CM.
