The Role of Cyber in Kim Jong Un's Byungjin Line: North Korea's Political Culture, Hackers, and Maritime Tactics (김정은의 병진노선에서 사이버의 역할: 북한의 정치문화, 해커, 해양전술)

  • North Korea's cyber capabilities represent a relatively new threat to global financial institutions and foreign governments, particularly the U.S and South Korean governments. Based primarily on publicly available sources, such as journalistic accounts and scholarly publications, this qualitative paper analyzes the ways in which North Korean leader Kim Jong Un has bolstered his country's asymmetric power and advanced his line of byungjin (dual development in the economy and military). Particularly by merging the cyber and maritime domains, North Korean operatives generate more revenue for the regime and helps keep the heavily sanctioned leadership in power. Despite the increased international attention to North Korean hackers, few analysts have examined the important role of cyber in the DPRK's internal political culture, specifically in advancing Kim Jong Un's byungjin line. Cyber fits into the DPRK's longstanding tradition of irregular warfare and guerilla-based armed struggle. Cyber also further advances Kim's personal reputation in the DPRK as an economic innovator and military strategist. This paper pays particular attention to the role of the DPRK's cyber operations in both ideological and maritime contexts. Recently, North Korean hackers have targeted South Korean shipbuilding industries and developed a blockchain scam, known as Marine Chain. North Korean cyber agents have increasingly paid attention to the nexus of cyber and maritime domains in their activities.

  • There are many metric functions in the plane. In this paper we are to classify the metric functions on the plane using two ways such as using sum of distances between some points when start point and end point is fixed, and using area of transferred triangle consisted of distances between 3 points.

Maximum Likelihood Estimator in Two Inverse Gaussian Populatoins with Unknown Common Coefficient of Variation

  • This paper deals with the problem of estimating the means in two inverse Gaussian populations with equal but unknown coefficient of variation. The maximum likelihood estimators are derived by solving a cubic equation and their asymptotic variances are presented for comparative purpose. Monte-Carlo simulation is conducted to investigate the efficiency of the estimators relative to the sample means over a wide range of values for the sample size and the coefficient of variation. The effect on this efficiency under the departure from the assumption of common coefficient of variation is also studied.

Estimation for scale parameter of type-I extreme value distribution

  • In a various range of applications including hydrology, the type-I extreme value distribution has been extensively used as a probabilistic model for analyzing extreme events. In this paper, we introduce methods for estimating the scale parameter of the type-I extreme value distribution. A simulation study is performed to compare the estimators in terms of mean-squared error and bias, and the obtained results are provided.

  • The Euclid metric is well-known and there are many results on the space with that metric. But there are many other metrics which gives more practical and useful results in the plane. In this paper, we introduce new metric function in the plane, which is more useful in city with subway. Finally we generalize to the general metric space and introduce a new metric on ${\mathbb{R}}^n$.

  • 최근 건강에 대한 관심이 늘어가고 스마트폰이 널리 보급되면서, 스마트 헬스케어 시장이 커지고 있다. 특히 다양한 요인에 의해 탈모로 고통 받고 있는 사람이 늘어나고 있다. 그러나 아직까지 스마트 헬스케어 분야에서 두피의 상태를 진단하고 평가하는 어플리케이션이 많지 않으며, 신뢰성 또한 좋지 않다. 이에 본 연구에서는 모발 밀도, 모발 두께, 모공 개수, 홍조 4가지 두피 특성을 정량적으로 측정할 수 있는 두피 진단 시스템을 제안하고자 한다. 스마트 폰과 호환되는 현미경을 통해 촬영한 두피영상을 분석하여 사용자가 손쉽게 자신의 두피 상태를 진단을 가능케 하는데 그 의의가 있다.

  • 본 논문에서는 픽셀 그레디언트의 방향성 정보를 이용하여 복원하는 예제기반 인페인팅 방법을 제안한다. 제안하는 방법에서는 영상 내에서 픽셀 그레디언트의 방향성을 검출하여 강도가 높은 그레디언트를 가지는 픽셀들을 먼저 복원하는 특징을 가진다. 지역적인 그래디언트의 특성을 이용하여 복원 영역의 연결성을 높이고 에러의 파급 효과를 줄임으로써, 기존의 예제기반 인페인팅 방법보다 개선된 결과를 보여준다.

  • Urban Informatics, the application of data science methodologies to the urban development and planning domain, has been increasingly adopted to improve the management and efficiency of cities. This paper introduces state of the art use cases in major cities including New York, London, Seoul and Amsterdam. It also introduces recent advances in using Big Data by multi-lateral institutions for poverty reduction, and startups utilizing open data initiatives to create new value and insights. Preliminary research performed on using Seoul's open data such as building permit data and health code violations are also introduced to demonstrate opportunities in this relatively new but promising area of research.
