Since most of companies these days are utilizing the Information system actively, Information System is the most important factor which should be recovered in terms of Business Continuity. However, a lot of enterprises have been outsourcing their Disaster Recovery Center. Therefore, it is highly possible that the information system can not work well and result in the discontinuity of business when any trouble arises because of seperated plan of Business Continuity and Disaster Recovery. The study draws critical success factors for successful disaster recovery through researches of 42 documents. Then, factors are reviewed through interviews with consultants, experts of Business Continuity Plan and the information system officers of domestic banks. Domestic companies can make use of the study when they develop or renew Disaster Recovery Plan or Information System in terms of Business continuity.

본 연구는 운영연속성 계획과 업무연속성관리 계획에 대한 개념과 국제 표준 ISO22301 및 재난대응 공통필수기능에 대해 이론적 검토를 실시하였으며 일본 지방자치단체 업무연속성 지침서 및 구축사례를 분석하여 지진 및 지진해일 발생에 따른 지방자치단체 업무연속성 계획 수립을 위한 반영사항을 도출하였다. 결과적으로는 지방자치단체 업무연속성 계획 수립을 위하여 중앙정부차원의 표준지침이 마련되어야 하고 이를 바탕으로 원활하게 구축할 수 있는 토대를 갖추어야 한다. 또한 기존에 수립된 안전관리계획을 바탕으로 업무연속성 계획을 수립하여 지방자치단체의 지역적 특성을 반영하여 작성되어야 한다. 그리고 그 지역에 맞는 업무연속성 계획을 수립하기 위해 충분한 조사를 실시하여 각각의 조직, 물자 및 시설, 환경적 특성을 알아볼 수 있다. 마지막으로 지방자치단체 업무연속성 계획을 수립하기 위해 지진 및 지진해일 발생 규모, 피해에 대하여 세부적인 시나리오를 작성하여 규모에 따른 신속한 대응을 할 수 있도록 여건을 조성한다.

운영연속성관리계획 수립을 위한 프로세스는 비즈니스 위험 평가, 취약성 분석, 업무영향분석, 업무복구전략수립, 상세계획수립, 계획실행, 테스트 및 유지관리(모니터링 포함)의 반복적인 사이클을 구성할 수 있다. 관리체계는 조직에 발생하는 재난 관리 체계를 개발, 수행, 개선, 유지와 업무 연속성 확보 체계를 위한 책임 의무사항 제공과 함께 재난예방, 재난대비, 재난대응, 재난복구를 위한 재난관리체계를 평가할 수 있다. 따라서 본 논문에서는 글로벌 환경변화에 대응하고 사회 안전 시스템의 구축과 운영의 극대화를 위하여 운영연속성관리, 위기관리체제 구축 및 위기관리통합체제 구축에 대하여 전반적으로 기술하고 조직 내에서 운영연속성관리를 이해하고 발전시켜 실행하기 위한 기틀을 제공하고자 운영연속성관리 관점에서의 위기관리통합시스템 구축 방법을 제안하였다.

자연적, 기술적, 생물학적 재해에 의해 유발된 다양한 리스크가 조직의 업무연속성에 위협을 미친다. 업무연속성은 모든 조직에 가장 중요한 과제로써 그것을 적절히 관리하는 것은 조직의 성패를 가르게 된다. 업무연속성계획(BCP)은 업무연속성을 담보할 수 있는 관리 절차로 정의될 수 있다. BCP는 리스크관리, 상시운영계획, 재난대응/복구, 훈련/학습, 위기 전달 등을 포함한다. 이중에서 리스크관리는 리스크확인, 분석, 평가 처리를 하기 위한 체계적 방법으로 리스크평가는 리스크확인, 분석, 평가로 구성된다. 리스크평가는 BCP를 계획하기 위한 첫 번째 단계이다. 본 연구에서는 하수관거 매설 공사에 대해서 리스크평가를 수행하였다. 리스크평가 과정을 통해 건설 공사에 위협을 주는 18개의 리스크를 확인하였고 이들에 대한 리스크 수준 분석을 통해 대책이 필요한 가장 상위 수준의 리스크로는 '굴착면의 붕괴', '지중매설물 파손', '소음 및 먼지날림', '원자재값 상승'으로 나타났다.

Growing threats from environments and natural disasters cause information systems to suspend the operation of business. To assure the continuity of business, information systems should not halt in the emergency. This paper suggests an evaluation method for importance of information systems and verifies the method in a real organization. The results to the study can be utilized for establishing business continuity of organizations.

Payment Systems is one of critical infrastructures, which is increasingly dependent on IT. Failure to provide the payment services can bring disaster to national economy, which is the reason why business continuity of payment system receive much attention these days. Payment Systems are complex systems, which consist of multiple players: central bank, commercial banks, clearing house. The main purpose of this paper is to propose some business continuity strategies for the payment systems. First, in order to provide financial stability, this paper clarifies the concepts of business continuity plan(BCP). Second, this paper illustrates the processes to come up with business continuity strategies for the payment systems based on risk analysis and business impact analysis. Business continuity strategies are proposed in terms of two dimensions: vertical and horizontal.

The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

연구목적: 본 연구는 국가기반체계 메타평가를 위한 모형을 구축하고 구축된 모형을 이용하여 국가기반체계의 평가시스템 개선을 목적으로 한다. 연구방법: 연구를 위해 재난 관련 법령과 정부에서 발간한 국가기반체계 평가보고서, 국가기반체계 보호계획 수립지침, 메타평가 선행연구자료 등 문헌자료와 국가기반체계 담당공무원, 평가위원, 피평가기관 업무담당자의 의견을 수렴하여 평가실태를 분석하였다. 연구결과: 현행 국가기반체계 평가지표 중 재난대응 교육 훈련계획 및 이행의 적정성, 평가이해관계자와 의사소통, 평가위원 교육시간 등 7개 지표에서 보완 소요가 도출되었다. 결론: 본 연구를 통해 도출된 개선방안을 국가기반체계 평가지표 개선에 활용할 수 있을 것으로 기대된다.

Modern companies have been facing devastating impacts from unexpected events such as demand uncertainties, natural disasters, and terrorist attacks due to the increasing global supply chain complexity. This paper proposes a multi stage logistic network model under disruption risk. To formulate the problem practically, we consider the effect of continuity rate, which is defined as a percentage of ability of the facility to provide backup allocation to customers in the abnormal situation and affect the investments and operational costs. Then we vary the fixed charge for opening facilities and the operational cost according to the continuity rate. The operational level of the company decreases below the normal condition when disruption occurs. The backup source after the disrup-tion is recovered not only as soon as possible, but also as much as possible. This is a concept of the business continuity plan to reduce the recovery time objective such a continuity rate will affect the investments and op-erational costs. Through numerical experiments, we have shown the proposed idea is capable of designing a resilient logistic network available for business continuity management/plan.

최근 '경주 지진'과 태풍 '차바' 등 자연재해 및 사이버 테러 등의 인적 재난으로 인해 많은 피해들이 속출하고 있다. 그 피해는 국민들의 불안으로 이어지고 있으며 국민과 직접적으로 연결되어 있는 공공기관 또한 그 위협을 비켜 갈 수는 없는 상황이다. 또한 재난 발생 시 공공기관의 업무 연속성은 국민들의 안전과 가장 근접해 있어 최우선적으로 준비되어야 하는 사안이다. 그런데, 기존의 연구들은 공공기관의 재해경감활동관리체계 구축의 필요성에 관한 연구나 중앙재난안전대책본부, 소방방재청 등의 주관부서 중심의 하향식 계획수립체계로 한정되어 있다. 본 연구에서는 재난 발생 시 공공기관의 업무연속성계획에 대한 현황을 파악하고 '공공기관의 업무연속성계획'의 효율적이고 현실적인 상향식 구축방안을 제시하였다.
