A Comparative Study on the NSDI Assessment

  • United States of America started NSDI in 1994 for the first time in the world. EU and other many countries invested lots of budget on NSDI due to necessity to manage countries and social economy. As skepticism for effect of such investment has risen, developed countries predicted higher effect compared to investment using ROI and other methods. FGDC clarified that geospatial information is a critical national assets. USA has managed NSDI by introducing portfolio concept for it recognizing NSDI as financial assets from fixed assets. Currently directions of NSDI and its advancement has been proceeded variably depending on corresponding organizations, human resources, budget and national policies. This study analyzed recent trends regarding NSDI assessment methods from developed countries and researchers. Assessment of NSDI is introduced only by some countries such as EU, USA and Canada. This study analyzed USA's assessment model and indicator that assess NSDI in a way that various external organizations (COGO, URISA) participate, EU INSPIRE Directives, monitoring and Canada's CGDI assessment methods. Besides these, this study analyzed STIG that adopted Financial Infrastructure from European studies and Korea's NSDI monitoring assessment indicator research. Further this study suggested assessment directions for future NSDI through implications of NSDI assessment method analysis.

Minimizing the Risk of an Open Computing Environment Using the MAD Portfolio Optimization (최적포트폴리오 기법을 이용한 개방형 전산 환경의 안정성 확보에 관한 연구)

  • The next generation IT environment is expected to be an open computing environment based on Grid computing technologies, which allow users to access to any type of computing resources through networks. The open computing environment has benefits in aspects of resource utilization, collaboration, flexibility and cost reduction. Due to the variation in performance of open computing resources, however, resource allocation simply based on users' budget and time constraints often fails to meet the Service Level Agreement(SLA). This paper proposes the Mean-Absolute Deviation(MAD) portfolio optimization approach, in which service brokers consider the uncertainty of performance of resources, and compose resource portfolios that minimize the uncertainty. In order to investigate the effect of this approach, we simulate an open computing environment with varying uncertainty levels, users' constraints, and brokers' optimization strategies. The simulation result concludes threefolds. First, the MAD portfolio optimization improves the success ratio of delivering the required performance to users. Second, the success ratio depends on the accuracy in predicting the variability of performance. Thirdly, the measured variability can also help service brokers expand their service to cost-critical users by discounting the access cost of open computing resources.

  • With limited resources, proper allocation of the national R&D budget is very crucial matter for reinforcing the national competence, and the importance of selecting strategic R&D fields have been increasingly emphasized by technology policy-makers and CTOs. This paper deals with technology relevance/cluster analysis, which measures technological dependency and relevancy among technologies, and how it can be used for selecting the strategic R&D fields especially satisfying SMEs(small and medium enterprises)' specific needs. As a result of this study, technology-product tree composed of 7 major technology fields, 22 clusters, 41 groups, 335 core-need technologies and hundreds of related business items are produced that can be used for designing SMEs' R&D/business portfolio as well as R&D investment decision-making of the Ministry of Small and Medium Business Administration.

  • Information security is an essential element not only to ensure the operation of the company and trust with customers but also to mitigate uncertain damage by preventing information data breach. Therefore, It is important to select appropriate information security countermeasures and determine the appropriate level of investment. This study presents a decision support model for the appropriate investment amount for each countermeasure as well as an optimal portfolio of information countermeasures within a limited budget. We analyze statistics on the types of information security breach by industry and derive an optimal portfolio of information security countermeasures by using genetic algorithms. The results of this study suggest guidelines for investing in information security countermeasures in various industries and help to support objective information security investment decisions.

  • The importance of information security has grown alongside the development of information and communication technology. However, companies struggle to select suitable countermeasures within their limited budgets. Sönmez and Kılıç (2021) proposed a model using AHP and mixed integer programming to determine the optimal investment combination for mitigating information security breaches. However, their model had limitations: 1) a lack of objective measurement for countermeasure efficacy against security threats, 2) unrealistic scenarios where risk reduction surpassed pre-investment levels, and 3) cost duplication when using a single countermeasure for multiple threats. This paper enhances the model by objectively quantifying countermeasure efficacy using the beta probability distribution. It also resolves unrealistic scenarios and the issue of duplicating investments for a single countermeasure. An empirical analysis was conducted on domestic SMEs to determine investment budgets and risk levels. The improved model outperformed Sönmez and Kılıç's (2021) optimization model. By employing the proposed effectiveness measurement approach, difficulty to evaluate countermeasures can be quantified. Utilizing the improved optimization model allows for deriving an optimal investment portfolio for each countermeasure within a fixed budget, considering information security costs, quantities, and effectiveness. This aids in securing the information security budget and effectively addressing information security threats.

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

  • Recent rise of social media channel is changing social and economic paradigm and is being used as an effective communication in marketing. The following research analyzes the most employed social marketing tools such as portal advertisement, blogs, and SNS channels to effectively execute social media marketing from performance indicator and ICSI perspective, analyzes each channel's characteristics and results based on Korea distribution companies' case studies and suggests a framework to effectively use each channel. Portal site advertisements are the most effective channel to draw customers with new information and are thus linked to profit by corporations with excessive budget and workforce. Blogs target a specific range of customers providing quality information and knowledge thus improving a corporation's and its product's trustworthiness, spread the word by allowing customers to scrap the information, form social groups and synthesize ideas, events, new contents and social involvement with loyal customers. SNS channels allow customers to get involved in real time information and events, grow through network by the power of customers, react immediately to customers' needs, and execute real-time market and customer reports. Though national corporations currently rely heavily on portal site advertisements, insightful marketing professionals are showing financial results with blog and SNS. In the future, based on a precise understanding of each channel's benefits and expected results, and with a focus on flexibility, timeliness and integrated use of each channel, a portfolio of dynamic marketing as a maximizing strategy could be synthesized.

An Efficiency Analysis of Industry-University-Public Research Institute Collaborative Research: Employing the Input-Output Itemization Model (투입 및 산출 분해모형을 활용한 산학연 협력연구의 효율성 분석)

  • This study analyzed collaborative R&D projects funded by the Korean government from 2013-2015. For this analysis, input and output variables of projects were considered, and a combination of those variables was itemized. The output-oriented variable return to scale (VRS) model extended from the DEA methodology was adopted to evaluate the cooperation efficiency of the types of R&D collaboration, which were classified according to the project leader's organizations. In addition, hierarchical cluster analysis was conducted using the efficiency results of the scientific, technical, and economical outcome models. The results showed that cooperation efficiency between large companies and public research institutions was relatively high. Conversely, cooperation among medium-sized companies, small businesses and universities was particularly inefficient. The clustering results demonstrated the various strengths and weaknesses of the types depending on publications, patents, technical loyalties and the number of commercialization. In conclusion, this study suggests differentiated investment portfolios and strategies based on the efficiency results of diverse cooperation types among industries, universities and public research institutions.

A Study on the Teaching·Learning Management Status and Improvement Plan about 'Creative Engineering Design' Lesson of 'Technology·Home Economics Subject' for High School Teachers (고등학교 기술·가정 교과 '창의 공학 설계' 단원 수업에 대한 교수·학습 운영 실태 분석 및 개선 방안)

  • The purpose of this study was to provide a basic research data for increasing the quality of 'creative engineering design' lesson and the teaching learning capability of high school teachers by analyzing the teaching learning management status and improvement plan of 'technology home economics subject' lesson for high school teachers. In order to investigate the teaching learning management status, the survey questionnaires from 63 teachers were collected from high school teachers who teach technology home economics subject currently and analyzed by statistical program SPSS 20. The main results of this study were as follows: First, for the contents of 'creative engineering design' lesson, the highest mean of response was 'creative thinking method'(M=4.22). In the learning activities, the teachers perceived the importance of the 'idea concept' highly. Second, in the management of 'creative engineering design' lesson, the teachers perceived the importance of the secure of tool, material budget, and practice space for the lesson highly. In the teaching capabilities, the teacher perceived the importance of the preparing teaching learning strategy most($$M{\frac{._-}{.}}4.14$$). Third, the teachers preferred to product for making uncomfortable things better in life and the other production outside from the content of textbook. Fourth, in the ratio of practice:theory lesson, they perceived the ratio of 3:7(36.5%), 4:6(25.4%), and 2:8(23.8%) are appropriate. In the assessment, the combination of production, portfolio, and presentation was preferred most. Fifth, there were statistically significant difference in teachers' interest and satisfaction and contents about 'creative engineering design' lesson between groups divided by the existence of practice space, certification held(technology teacher, non technology teacher), etc. Therefore, in order to improve the interest and satisfaction about the 'creative engineering design' lesson, the secure of space for technology practice and material budget were required. In addition, training and seminars program for improving the teaching capability for 'creative engineering design' lesson were required.

Analysis on Research Projects Trends of the Geoscientific Research Institution in Korea since the Fiscal Year of 1976 (지질자원 전문연구기관의 연구과제 추이 분석 연구: 1976년 이후)

  • The importance of R&D has been recognized around the world and Korean research funding has rapidly increased in recent years. As a results, interest in strategic R&D Investment is growing in both the public and private sectors. This study was carried out to find trends in the research projects of the KIGAM since the fiscal year of 1976. The KIGAM expended 1,193.3 billion won during the 36 years from the fiscal years of 1976 to 2011, which is 1,795.8 billion won calculated using the present value in 2011 at discount rate of 5%. R&D expenditure of KIGAM increased approximately 132.9 times from 885 million won in 1976 to 117,600 million won in 2011, and about 24.1 times from 4,882 million won in 1976, as calculated using the present value in 2011. The number of research projects increased about 6.75 times, from 28 projects in 1976 to 189 projects in 2011. Based on research trend analysis over the last 36 years, the percentage of research projects by research fields were as follows: mineral resources research, 39.5%; geologic environmental research, 28.8%; geological research, 15.6%; petroleum and marine research, 12.1%; and policy research, 3.1%. The percentage of the R&D budget dedicated to each type of research were as follows: mineral resources research, 33.1%; geologic environmental research, 25.6%; geological research, 22.8%; petroleum and marine research, 15.9%; and policy research, 2.1%. Allocation of R&D investment was determined by considering the governmental priority of such research, as well as which area were most promising. Based on the research projects trends within KIGAM and analyses of its R&D, we should build our R&D portfolio in the areas of geosciences and mineral resources.
