  • Incentive/Disincentive (I/D) contracting experiences in many states have been evaluated in terms of time and cost performance and substantial project time savings were found in many project cases. However, there is little understanding on individual project success factors for I/D projects during construction. This paper explores the significance of I/D clause in the success of the MacArthur Maze reconstruction project and summarizes a list of group causes that explains and elaborates on the detailed factors. The methods used for carrying out this study started with a search of online media and news reports and contract documents were also obtained from Caltrans. After review of the preliminary information, Interviews were performed with the Caltrans Resident Engineer and the contractor's project manager who were in charge of the MacArthur Maze reconstruction. In conclusion, the evaluation of their responses hinted at six significant cause groups responsible for the project's success. These groups can be listed as: 1) Motivation, 2) Policy, 3) Teamwork, 4) Communication, 5) Expectation, and 6) Resource Management.

  • This study refers to development of WBS(Work Breakdown Structure) and Activity sample for integrated cost and schedule control system of sample bridge work in the field. The conclusions from this study may be summarized as following 1. It showed that the level of detail to network's activities depend upon schedule's intended purpose. 2. It is more effective 'activity to cost package model' than 'activity to resource model', for integrated cost and schedule control reflect the characteristics of domestic construction industry.

  • The purpose of this study was to establish the initial computerized management database which can be applied to a universal project management computer system for managing universal project management and operation. Database construction model presented in this paper suggested the model of organization, activity and operation of bridge construction(two abutment-three-span) based on the organization information classification system of the facility classification, functional component classification, work classification, resource classification. Database model established in this study are considered to be able to take advantage of a very systematic and scientific management for future universal project management and operations.

  • The objective of this study is to implement a WBS (Work Breakdown Structure) so as to support efficient information management through the construction process of Steel Box Girder Bridge. To meet this requirement. This study performs the analysis of the business process. Through the work, information flows and information management levels are identified. Information management in each manufacturing process was various in its level. For the efficient information management, skating and utilization in schedule, cost, resource, and quality management, it is recommended to utilize a WBS composed of major work section and element structure of the steel box girder.

Analysis of Major Management Factors Affecting Crew Productivity in Road Bridge Construction Site Using IPA (IPA를 이용한 도로교량 골조공사의 작업조 생산성 관리요인의 중요도 및 실행도 분석)

  • Crew productivity in the construction industry is an important indicator of soundness and efficiency of work process, since all works in a site are conducted as groups of people. A survey was conducted in order to reveal importance and performance of major management factors affecting crew productivity in road bridge construction site using IPA. As a result of the analysis, it was found that 'Construction equipment' and 'Human resource related' factors among five major-categories are most important but with low performance. Furthermore, from another analysis with 27 factors of sub-categories, it is revealed that factors needed sustained attention are four, namely 'Just-in-time machinery delivery', 'Formation of a crew members', 'Skill of workers', and 'Site control and management', whereas those needed much more improvement are five, such as 'Machinery performance', 'Clearity of Design', 'Clearity of shop drawing', 'Timing of work instruction and approval', and 'Clearity of work instruction'. Findings from this study will enable road agencies as well as road construction experts to enhance crew productivity in a site.

  • The special organization that our military service is conscripted by the duty of national defense purposes to the period of military service. So couple of soldiers are think as the corresponds to college, or some knowledge layer from the operating management discarding period, lifetime value. But, now a day changed of the military life, it is when the individual soldiers can have some self-development and the lifelong education in terms of a period, and can changeing the footsteps of the new life that the function as a 'bridge' to activate production of barracks life. So that it can be supported themselves need to strive for human resource development.   • Outwardly, the people in the shipping industry are aware that multicultural working environments and conditions could have a strong influence on the operation of ships. With a lack of cultural awareness and foreign language skill of crew members on ships, there are lots of misunderstandings and miscommunications among (cross-cultural) crews. More and more maritime accidents are caused by human error in the world's oceans. Nevertheless the research on cultural diversity and human interaction on ships is still in its infancy. Due to the rapid change of the demographic make-up of crews, not only teaching and training technical skills for the crews, but also education in nontechnical skills such as cultural awareness, cultural sensitivity, intercultural competence is urgently needed. This study will deal with intercultural issues on ships. It aims to emphasize the necessity of intercultural training in MET.

A Study on the Improvement Measures for the Safe Maneuvering of Passenger Ships in Port Area through Analysis of Marine Accidents (여객선 해양사고 분석을 통한 안전한 항내조선 개선방안에 관한연구)

  • MOF strengthen the law and institutions for safety management after the capsize accident of passenger ship "Sewol" on April 16, 2014. Nevertheless, about 13 cases of marine accidents such as collisions, contact, and stranding have occurred in coastal passenger ships over the past 5 years. Particularly, according to the judgment of KMST, most of the main causes of passenger ship accidents occurred within harbor areas because of the master's improper ship-handling or inattention. And so, this study analyzed four cases of marine accidents on passenger ships that occurred in the port areas and examined the environmental, institutional, material, and human factors that contributed to the master's improper ship-handling and behavior, and the results are as follows. First, as an environmental factor, the size of the turning basin was not enough. Second, as an institutional factor, the VTS control was not properly supported, the master lacked sufficient training for safe ship-handling in the port area and up-to-date charts were not provided. Third, as a material factor, the digital type speed log capable of the ship's speed in real-time was not installed on the ship's wing bridge. Lastly, as a human factor, the master could not take proper bridge resources and the passage plan was not proper. Therefore, it is suggested in this paper that the size of the turning basin should be adjusted to meet the prescribed standards, the master of passenger ships should receive the ship-handling simulation training among other safety training to ensure safe ship-handling of the master in the port area as improvement measures.

Analysis on the Importance of Dental Technicians' Basic Vocational Competency elements to Improve the Dental Technology Curriculum (치기공과 교육과정 제고를 위한 치과기공사의 직업기초능력 중요도 분석)

  • Purpose: This provides basic data for improving educational effectiveness by selecting and applying basic vocational competency applicable to dental technology's sub-major curricula by determining and researching dental technicians' awareness levels concerning the basic vocational competency's importance. Methods: 170 dental technicians working in Daegu, Korea were surveyed using a self-administered questionnaire between 9 January 2018 and 23 February 2018. Results: 1. The highest level of the basic vocational competency elements by the awareness levels of importance in dental technology laboratories was shown in the occupational ethics, followed by technological skills, interpersonal skills, self-development levels, problem-solving skills, information skills, resource management skills and skills for understanding groups, communication skills, and mathematical skills. 2. Female dental technicians put relatively higher importance on writing documents and managing time, while males stressing on basic statistics. 3. Dental laboratory CEOs and managers put high values on resource management skills, while head technicians valuing information skills more. 4. The awareness levels concerning the basic vocational competency importance in some dental technology fields did not match those of the dental technology laboratories in the fields of porcelain, crown and bridge, and orthodontics. Conclusion : This study demonstrates that the awareness levels concerning basic vocational competency's importance in some fields of dental technology differ from those of dental technology laboratories. Developing a basic vocational competency curriculum, it seems necessary to find ways to increase educational effectiveness by selecting and applying the basic vocational competency for the respective fields of dental technology.

A Study on the Application for Domestic Remote Operator Licensing System for Maritime Autonomous Surface Ships Using the AHP (AHP를 활용한 자율운항선박 원격운영자의 국내 면허체계 적용방안에 관한 연구)

  • Maritime Autonomous Surface ships(MASS) are gradually gaining importance. Until fully autonomous ships are developed, they will likely be controlled by remote operators who are based in a Remote Operations Center. However, there is currently no internationally or domestically established licensing for them. This issue can potentially pose a risk to navigation safety due to operations being handled by unqualified remote operators. We conducted a literature review and proposed criteria for the adoption of a licensing system for remote operators. We have futher offered alternatives to integrate this license into the existing officer licensing system, and analyzed them using Analytic Hierarchy Process(AHP). Subsequently,, theprimary need to enact legislation for remote operators is observed. The most preferred approach is to include the occupation of a remote operator in the Ship Officer Act, Article 4: Occupational Categories and Class of Licenses. Therefore, it would be logical for the organizational structure of the Remote Operation Center to mirror the traditional Bridge Resource Management. This study will contribute to the efficient training of remote operators and the safe navigation of autonomous ships with a focus on human resource management.
