Damages of ships and naval vessels due to accidents and attacks would arouse enormous loss of lives and properties. To prevent maritime accidents is the best, and many researches have been achieved. But maritime accidents occurs continuously and to minimize casualties is considered as the second best. This paper has focused on the method and implementation of survival time estimation system for ships(STES system). The developed STES system provides plain and easy operations to get the survival time of damaged ship and naval vessel. The officers feed damaged conditions simply and quickly, and grasp instantly the survival time for damages. It would be attained by query and retrieval of survival time DB collected in a design process. We also check an effectivity of the system by practical applications.

In West Africa and Southeast Asia including Somalia, piracy attacks still take place that threaten safety of ships and the lifes of seafarers. In order to protect Korean flag ships and the seafarers on board from piracy attacks, the government of the Republic of Korea established the Act to Prevent Piracy Attacks on International Ships on Dec. 27, 2016. This act legally provides for the establishment of Maritime Security Operatives (MSO) on board ships navigating high risk areas to ensure security. Furthermore, mandated training for MSOs is required to prepare them to carry out their duties effectively. In this paper, a new training course for MSOs according to domestic law is suggested through analysis of IMO documents and the MSO training provided by foreign nations.
The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.

The International Maritime Organization (IMO) has been regulating emissions by making mandatory the compliance with institutions aimed at protecting air quality such as the Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP) and Tier III. Under the circumstances, one of the response measures considered to be the most feasible is the replacement of existing marine fuel with Liquefied Natural Gas (LNG). The industry has been preemptively building infrastructure and developing and spreading engine technology to enable the use of LNG-fueled ships. The IMO, in turn, recently adopted the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels (IGF Code) as an institutional measure. Thus, it is required to comply with regulations on safety-related design and systems focused on response against potential risk for LNG-fueled ships, in which low-flash-point fuel is handled in the engine room. Especially, the Standards of Training, Certification and Watchkeeping (STCW) Convention was amended accordingly. It has adopted the qualification and training requirements for seafarers who are to provide service aboard ships subject to the IGF Code exemplified by LNG-fueled ships. The expansion in the use of LNG-fueled ships and relevant facilities in fact is expected to increase demand for talents. Thus, the time is ripe to develop methods to set up appropriate STCW training courses for seafarers who board ships subject to the IGF Code. In this study, the STCW Convention and existing STCW training courses applied to seafarers offering service aboard ships subject to the IGF Code are reviewed. The results were reflected to propose ways to design new STCW training courses needed for ships subject to the IGF Code and to identify and improve insufficiencies of the STCW Convention in relation to the IGF Code.

Ships built today are larger in scale and feature more complex structures. The ever-evolving systems used on board a ship require vast amounts of data processing. In the future, with the advent of smart ships, unmanned ships and other next-generation ships, the volumes of data to be processed will continue to increase. Yet, to date, ship data has been processed using wired networks. Placed at fixed locations, the nodes on wired networks often fail to process data from mobile devices. Despite many attempts made to use Wi-Fi on ships just as on land to create wireless networks, Wi-Fi has hardly been available due to the complex metal structures of ships. Therefore, Wi-Fi on ships has been patchy as the ship-wide total Wi-Fi coverage has not properly implemented. A new ship-wide wireless network environment is part of the technology conducive to the shipbuilding industry. The wireless network environment should not only serve the purpose of communication but also be able to manage and control multiple features in real-time: fault diagnostics, tracking, accident prevention and safety management. To better understand the characteristics of wireless frequencies for ships, this paper tests the widely used TETRA, UHF and Wi-Fi and sheds light on the features, advantages and disadvantages of each technology in ship settings. The proposed deployment of a Super Wi-Fi network leveraging the legacy UHF system of TMS generates a ship-wide wireless network environment. The experimental findings corroborate the feasibility of the proposed ship-wide Super Wi-Fi network environment.
The Maritime High School's Two plus One Onboard Training system is introduced to increase amount of graduate students to board on a ship for improvement of Ministry of Land, Transport and Maritime Affairs' policy. Students with this system study in school for two years and complete practices in ship for one year so that graduate students from this system can get officer license with only interview exam. This program Iud been developed to attract more graduate students to board on ships longer according to the fact that students now are avoiding life on ships. Four years after the system had been introduced, this research aims to find out problems of the system by questionnaire regarding practices on ships to current students from which to introduce methods of leading longer lie on ships of students.

In recent years most of large-sized merchant ships have been equipped with a high-voltage system. The ships demanding a lot of electric power adopt the high voltage such as 3.3kV, 6.6kV, 11kV. Gradually as the high voltage system is increased in the ships, engineering officers are more opportunities to operate the high voltage system. So the high voltage training for engineering officers was established in the STCW 1978 as amended by the Manila Amendments in 2010. According to this convention when the engineering officers want to board the high voltage ships on and after January 1 in 2017, they must take the high voltage training. This paper, firstly, analyzes the content of high voltage training in STCW convention and IMO model course. In addition, it reviews the parts need to be considered in the content of the high voltage training. Finally this paper proposes the contents of training model divided into theory and practice.

When a ship is travelling in following seas, the encounter frequency is reduced to be very low. In that case broaching phenomenon is most likely to occur, and it may be due to wave exciting forces acting on ships. It is thought that the wave exciting forces acting on ships in following seas almost consist of two components. One is hydrostatic force due to Froude-Krylov hypothesis, and the other is hydrodynamic lift force due to orbital motion of water particles below the wave surface. In the present paper, the emphasis is laid upon wave exciting sway force, yaw moment and roll moment acting on ships in following seas. The authers take the case that the component of ship speed in the direction of wave propagation is equal to the wave celerity, i.e., the encounter frequency is zero. Hydrostatic force components are calculated by line integral method on Lewis form plane, and hydrodynamic lift components are calculated by lifting surface theory. Furthermore captive model tests are carried out in regular following waves generated by means of a wave making board. Through the comparison between calculated and measured values, it is confirmed that the wave exciting forces acting on ships in following seas can be predicted in terms of present method to a certain extent.

This study investigated the purpose of commissioned on-board training and the legal basis for the management of commissioned on-board trainees, focusing on the seafarer educational institution belonging to the Ministry of Education, which cultivates merchant mariners. A program was developed based on this research. Despite the legal basis for the management of commissioned on-board trainees, satisfaction with on-board training management has not been high, and the on-board trainee management system of the university was poor. As a result safety accidents among commissioned on-board trainees occurred on ships, and a few students abandoned on-board training. An I.M.S.A.R. model has been developed for safe and systematic management of commissioned on-board trainees, and a base for a human resource management program for commissioned on-board trainees has also been developed. This study is meaningful in that it derived a practical plan for the management of commissioned on-board trainees.

Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.
