  • In order to improve areas lagged behind well-developed others ing the balanced national development. Development Promotion Areas(DPA)was designated in 1996. This study aims to develop a rational evaluation system for projects of DPA. This system has 3 evaluation steps. The first step is to evaluate 10-unit operations which are tourism, recreation, road, water supply and drainage, life environment, and so on. The second step is to evaluate 3 sub-programs such as tourism and recreation, local infrastructures and specialized industry. The third step is to evaluate comprehensively in entire area. A tentative system for project evaluation of DPA was proposed by brainstorming of expert-group. Weighting values of items in PDA were calculated through pair-comparison works of expert group using stepwise matrix sheets by AHP(Analytic Hierarchy Process).

  • This paper suggests the process of performance measurement system development for B2B e-Marketplace using BSC (Balanced Scorecard). As the first step, main features and factors affecting performance of e-Business company and especially of B2B e-Marketplaces were derived based on the literatures. For the 2nd step, the nonnative performance measurement model for B2B e-Marketplace was suggested. Especially, the research range that the model covers is restricted to the neutral and systematic sourcing B2B e-Marketplace. And, the performance measurement model was based on BSC, for the BSC is very powerful and sound tool among all the available performance measurement systems. Also, the model was based on the AHP (Analytic Hierarchy Process) to make the model more structured, and to draw weights of performance measures from experts

  • A Teleport is an integrated facility that provides its users with fast, convenient access to advanced telecommunicatoins by satellites, fiberobtics, microwave and other networks. A teleport town is an urban sub-center equipped with teleport and other telecommunication infra-facilities. This study is based on the explicit disclimination between these two related concepts. In this paper we classify various types of teleport town with respect to the specific conditions and situation in Korea. The teleport town which will be developed in Korea should be fitted into the balanced regional structure to boost up the effects of urban or regional development plan. Three models of teleport town(large scale, middle scale, small scale) are proposed on the basis of the classified types of teleport town.

  • This paper introduces a politico-economic model with a welfare state and immigration. In this model, policies on taxes and immigration are determined through a plurality voting system. While many studies of fiscal implications of immigration argue that relaxing immigration policies can substitute for tax reforms in an aging economy, I show that the democratic voting procedure can dampen the effect of relaxing immigration policies as desired policy reforms are not always implemented by the winner of an election. This political economy results in three types of social welfare losses. First, the skill composition is not balanced at a socially efficient level because workers are motivated to maximize their wages. Second, older retirees implement excessive taxes to maximize the size of the welfare state. Third, the volume of immigration is lower than the optimal level given the incentive by young workers to regain political power in the future.

  • The study analyzed the topics and the types of the selected articles from the 20-year-old Journal of Educational Technology(JET), flagship journal of the Korean Society of Educational Technology. Further the results were compared with those of the Educational Technology Research & Development journal. Results indicate that the JET has grown in terms of quantity and quality since its birth 20 years ago. The JET seems to be independent as a young adult. Some issues and concerns were also identified: The articles of the JET are more inclined to Experimental design in terms of research type, and to Design in terms of research topic. Balance across Types and Topics needs be kept for long-term, healthier growth. The emergence of e-Learning and high technology of Korea offered opportunities to the field. However, the monopoly of e-Learning that consumes most of the limited space of the JET raises a red flag. More balanced and quality-oriented endeavors were suggested for another 20 years coming.

  • This study examines the issues regarding the selection competition process of offshore wind power operators conducted in Japan in 2020. It also explores the implications of the findings on the legal system of Korea for the introduction of offshore wind power in the future. Drawing on Japan's example, Korea must reconsider the importance of the price aspect when introducing offshore wind power and adopt policies that prioritize balanced industrial development and focus on regional and domestic economic ripple effects.

  • Dietary habits play a significant role in the development of colorectal cancer. Over the past decades, various epidemiological and meta-studies have indicated a close relationship among nutrient intake, dietary habits, and incidence of colorectal cancer. Less consumption of red or processed meat and alcohol, if possible, and high consumption of vitamins B and D, garlic, magnesium, fiber, calcium, and omega-3 fatty acids reduce the risk of colorectal cancer. Additionally, balanced diet intake and proper weight maintenance are crucial for colon cancer prevention. All these factors are modifiable and associated with the recurrence and overall survival after cancer development, thereby greatly contributing to the nutritional treatment of patients diagnosed with colorectal cancer.

  • These days the surroundings around harbours are rapidly changing. Particularly in the age of Pacific Rim it is rather clear that the competition among the harbours in Northeast Asia region where are so many of worldwidely famous harbours might be intense. From 1980s on the industrialization and urbanization in the area of Kwang Yand-Bay, thanks to the regional development program, have been speedily under way. And in the year of 1987 the 1st development program of Kwang Yang-Bay container quay was started and is scheduled to be completed by the end of 1997. As the completion of the program it is expected that in 1998 the newly-opening Kwang Yang-Bay container quay on one hand will play a role in relieving the awaiting-time of vessels in Pusan Port, and on the other hand it will contribute to the balanced development of the country. In this context this thesis conducted Its study on the effect of the specification and facilities of a harbour, and especially on the effect on the regional economy resulted by the development & developmental static of Kwang Yang-Bay container quay. And progressively in the thesis the plan to provide Kwang Yang-Bay container quay with competitiveness was suggested.

  • The objectives of this study were to investigate the present of agricultural extension education implemented in agricultural colleges since 1993 and to explore the development directions for strengthening the agricultural extension education in Korea. The Advanced Agricultural Management Program (AAMP), College of Agriculture & Life Sciences, Seoul National University is a rural adult education program for selected young farmers as a part of university extension education. The AAMP offers classes to farmers to improve their managerial skills in farming including high-technology agriculture, farm management, communication and information, and also offers various classes in the area of social, economic, and cultural affairs to improve leadership. Since the innovative AAMP started in March 1993 at the Seoul National University, 18 local national and private universities have adopted this model within six months to a year period. The AAMPs are integration of formal education with extension education, and expected develop understanding of the problems of rural areas and a strategic model for rural development. The programs are expected to contribute to develop human resources in agriculture and rural society, activate university extension, and lead the balanced development between urban and rural sectors in Korea.

  • To develop high-quality software systems satisfying the customer's needs, user-centered design (UCD) process has been emphasized in the area of human-computer interaction. And component-based development (CBD) has been extensively studied to realize a systematic software reuse, thereby reducing the time-to-market and the development cost. Balanced integration of user-centered design process and CBD process will be a promising way for successful software construction, which effectively achieves three goals: the quality of software, the cost of software development, and the time-to-market. However, traditional CBD methodology seems to lack the concept of user-centered design process and the relevant methods. This paper proposes a way of incorporating user-centered design process into a CBD methodology. Firstly, this paper gives the brief introduction of UCD. Secondly, we explain typical UCD activities and methods along the phase of systems development lifecycle and propose the use of usability maturity model (UMM) for integrating UCD activities and methods with those of CBD methodology. Finally, as a case study, we describe the results of comparing the UCD activities to the activities of MaRMI-III, which has been developed as a CBD methodology at ETRI.
