An Analysis on the Utilization of STAR (Standard Terminal Arrival Route) and CDO (Continuous Descent Operation) Flight Ratio in the Domestic Airport (국내 표준계기도착절차(STAR)의 활용도 및 연속강하접근 운항 비율 분석)

  • In response to the recent surge in aviation demand, major airport and aviation authorities continue to make efforts to formulate arrival procedures that take into account efficient aircraft separation, noise and environmental issues related to carbon (CO2) emissions. In order to ensure efficient traffic control and environmental issues, as a result, a new concept Trombone, Point Merge, etc. have been introduced and widely used. However, these new concept incisions are becoming a factor that hinders operational efficiency and stability due to the restricted domestic airspace such as military airspace and excessive constraints of altitude, speed, etc. which do not reflect the concept of continuous descent operation and eventually needs to be modified to make continuous descent operation as feasible as possible. We herewith analyze and propose the way of improving flight safety and efficiency in the arrival operation procedure by supplementary modification which consequently contribute to the aviation industry international competitiveness.

  • The aviation industry has continued to grow despite the influence of external environmental factors such as SARS and MERS. However, this growth has led to a sharp decrease in air traffic and a crisis of flight suspension due to the collapse of the global value chain and the decline of the world economy as the World Health Organization (WHO) declared a COVID-19 pandemic. Due to the decrease in the number of international flights, aviation workers such as pilots and cabin crew were exposed to high psychological stress and fatigue, such as large-scale layoffs, job instability, decrease in income, and increased risk of infection during. Recently, the international community has eased immigration restrictions through quarantine activities, and airlines are taking a step further to recover existing air demand. However, during the crisis period, a significant number of professional workers have been turned off or fired, and the physical and mental fatigue of those who can perform their duties is increasing. Therefore, this paper intends to examine the direction of policy improvement and the identification of problems in aviation safety and fatigue management after the pandemic.

  • Low Cost Carrier(LCC)s in Asia Pacific market are expected to record high growth due to the expansion of Open Sky Policy among Korea, Japan, China and South East Asia. As everybody is aware of, LCC is not only saving flight cost but also creates differentiating business model by reducing unnecessary services such as F&B and in-flight duty free sales services. Booming LCCs in Asian market will cause not only Incheon airport but also other local airports in Korea to compete heavily to attract LCCs. For example, Air Asia Group with more than 200 fleet has expanded its alliance network throughout Asia. Therefore this paper has researched a new business model operating a LCC terminal for the hub airport competitiveness. According to analysis result of case study, it was found out, considering increasing airline demand next decade, Incheon airport and other domestic airports in Korea had better change an existing terminal into a LCC Terminal(LCCT) to differentiate airport services and expand its hub network. That is because of economic feasibility, first of all, of securing hub and spoke networking capabilities with airlines and finally of developing commercial facilities customizing LCC passengers' demand.

A Study on the Air Travel Demand Forecasting using ARIMA-Intervention Model (Event Intervention이 일본, 중국 항공수요에 미치는 영향에 관한 연구)

  • The purpose of this study is to anticipate the air travel demands over the period of 164 months, from January 1997 to August 2010 using ARIMA-Intervention modeling on the selected sample data. The sample data is composed of the number of the passengers who in the domestic route for Jeju route. In the analysis work of this study, the past events which are assumed to have affected the demands for the air travel routes to Jeju in different periods were used as the intervention variables. The impacts of such variables were reflected in the presupposed demand. The intervention variables used in this study are, respectively, the World Cup event in 2002 (from May to June), 2003 SARS outbreak (from April to May), Tsunami in January 2005, and the influenza outbreak from October to December 2009. The result of the above mentioned analysis revealed that the negative intervention events, like a global outbreak of an epidemic did have negative impact on the air travel demands in a risk aversion by the users of the aviation services. However, in case of the negative intervention events in limited area, where there are possible substituting destinations for the tourists, the impact was positive in terms of the air travel demands for substituting destinations due to the rational expectation of the users as they searched for other options. Also in this study, it was discovered that there is not a binding correlation between a nation wide mega-event, such as the World Cup games in 2002, and the increased air travel demands over a short-term period.

A Transportation Problem with Uncertain Truck Times and Unit Costs

  • Motivated by the emergency scheduling in a transportation network, this paper considers a transportation problem, in which, the truck times and transportation costs are assumed as uncertain variables. To meet the demand in the practical applications, two optimization objectives are considered, one is the total costs and another is the completion times. And then, a multi-objective optimization model is developed according to the situation in applications. Because there are commensurability and conflicting between the two objectives commonly, a solution does not necessarily exist that is best with respective to the two objectives. Therefore, the problem is reduced to a single objective model, which is an uncertain programming with a chance-constrain. After some analysis, its equivalent deterministic form is obtained, which is a nonlinear programming. Based on a stepwise optimization strategy, a solution method is developed to solve the problem. Finally, the computational results are provided to demonstrate the effectiveness of our model and algorithm.

  • Korea's aerospace industry tries to achieve the exports goal in 2020, 10 billion dollars, in accordance with the "Future aviation industry development master plan", but it's skill is still not keeping pace. To secure and improve the appropriate technology, it is desperately needed to cooperate with advanced countries or companies of aerospace industry, but they are liked to manage their technology transfer or demand tremendous high price. This study presents that Russia could be a another nation which is able to cooperation on aerospace industry. Although Russia had have superior technology in aerospace industry, they have lost the competitiveness on that field after the collapse of the Soviet Union. Now, they are trying to regain their original fame in the commercialized way. So, this study suggests practical ways which South Korea and Russia may be helpful each other based on experiences working together.

A Consideration on Improvement of Safe Lithium Battery Air Transportation (리튬 전지의 안전한 항공 운송을 위한 개선 방향 고찰)

  • As PED(Personal Electronic Device) market has been rapidly grown, the demand on Lithium battery, which is most commonly used power source of PED, also has been increased. Dew to this trend, the amount of Lithium battery air transportation is also increasing. However, it should be treated very carefully because Lithium is one of very explosive metal. So ICAO, IATA and civil aviation agencies try to enhance the safety of Lithium battery air transportation by aircraft certification and operating regulations. To enhance in-flight safety, the aircraft for transporting Lithium battery should equip certified fire extinguishing system. But recent studies find that Halon, currently used extinguishing agent, is not effective on extinguishing Lithium battery fire. Besides, there is no certified Halon replacement for air use and no acceptable specific minimum performance standard(MPS) for Lithium battery fire. For this issue, a study on characteristics and establishing MPS of Lithium battery fire is needed for safe air transportation of Lithium battery.

  • The government conducted an aviation expert training project in 2013. But unfortunately, only pilots and international experts were targeted and aircraft maintenance engineers that are the most important to safety were not trainee to the training courses. More importantly, the more the absolute number of aircrafts increases, the more demand for aircraft maintenance engineers are going up as well. Through the evaluation indicators for the Government-Sponsored Program Fostering Aviation Personnel(aircraft maintenance engineers). it figured out factors associated with the Government-Sponsored Program Fostering Aircraft Maintenance Engineers and it suggested a baseline data necessary to inspect and manage professional training institutions. Thanks to the development of the evaluation indicators, it is highly expected that difference among institutions will be narrowed, elevated level of management of the institutions will help foster and yield satisfactory aircraft maintenance engineers.

Fatigue and Stress of Air Traffic Controllers in Korea (항공교통관제사의 피로.스트레스 요인)

  • Air traffic controllers often experience fatigue and stress on the job due to work-related factors. Performance impairment resulting from fatigue and stress is an important concern for aviation safety. The goal of this research was to investigate fatigue and stress factors for air traffic controllers. The research involved an extensive literature review of fatigue and stress in the air traffic control environment and surveyed fatigue and job stress level of Korean air traffic controllers compared to other occupation groups. Results of survey showed that fatigue and stress levels of air traffic controllers were significantly higher than other occupation groups. Specially air traffic controllers reported that night work created high level of fatigue and perceived that physical environment and job demand induced high level of stress. In addition, implications for fatigue and stress management were discussed.

A Study of Analysis for Domestic Airport Efficiency Considering Undesirable Output (유해산출물을 고려한 국내 공항 효율성 측정에 관한 연구)

  • Recently, Intense competition is expected to bring about continuous change with the rapid global aviation industry. In particular, domestic passenger demand has been steadily increasing over the past five years, with domestic and international shipments growing at a CAGR of 8.4% and 10.0%, respectively. In addition to the economic value of the airport, social interest due to greenhouse gas emissions is also rising. In this study, we analyzed the efficiency of airport operation by using DEA model(Directional Technology Distance Function) considering undesirable output for 14 airports in Korea. As a result of analysis, all airports except Gimhae, Yangyang, Cheongju and Yeosu were analyzed as efficient airports. However, only Gimpo, Gimhae, Jeju, Muan, Daegu and Gwangju were analyzed as efficient airports considering the undesirable output.
