ERTMS/ETCS Level 2 is currently planning, making contract, constructing and operating at several lines in European well-developed railway countries different from past ten years ago, and applying extensively for purpose of its intercompatibility and operational efficiency, and economic feasibility. On the other hand, ATP system correspond to ETCS Level 1, which was domestically introduced in early 2000, has introduced, operated, and planned or constructed in national railwaynetwork, but the lines, which its improvement period is come, are being occurred starting Gyeongbu Line. Therefore, we study the consideration and construction plan by stages if LTE-R Korean Radio-based Train Control System for conventional & high-speed railway under domestic development is extensively applied as the third National Railway Network Construction Plan was announced.

Since the flight-control system is critical for the safety of an aircraft, a fail-safe system is needed in a flight demonstrator used to test a new flight-control system. A backup control system is also needed to ensure safety in using a mechanical flight-control system. This paper presents a development of an MFCS (Mechanical Flight Control System) model for simulating control authority switching of a helicopter technical demonstrator, as well as the results of evaluating the developed MFCS model.

This study deals with a certified e-document authority system to securely archive e-documents by a government authorized third party. For this study, I have looked at three cases of certified e-document authority systems and compared then with the similar cases in the USA and Japan. In my conclusion, I suggest four ideas to improve the service of certified e-document authority system. First, the company providing the certified e-document authority system needs to expand to special services. Second, they need to concentrate on subject area of their business. Third, they should provide a consulting service for business archives with business customers. Finally, they can support additional services like document risk management and other digital contents archiving.

Despite repeated efforts to develop a methodological foundation for assembling collaborative authority data in South Korea, issues such as the establishment of a standard authority model and standard authority construction as well as the reconfiguration of existing entities in authority building have prevented such research from generating a cooperative push for nation-wide authority data and progressing toward concrete implementation. The formulation of a collaborative and well-utilized collection of national authority data accordingly calls for 1) a practical approach to supporting both established authority data contributors and newly organized avenues of mutual participation in authority building, 2) committed involvement on the part of national institutions capable of providing the project with sustained assistance, and 3) a standard identification system which allows multiple organizations to merge their data. This study addresses the challenges of the current environment by taking stock of the key components necessary for the creation of collaborative authority data and using a Semantic Web-based interoperable VIVO ontology model to propose a viable national authority data framework.

Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

Audits by local governments help to improve local governments's internal control, diagnose their policies, increase their administrative performance and prevent any Policy errors. But the specialty level of the self-authority audit & inspection is low level. It comes from frequent job rotations which results in disposition of unskilled employees instead of ones having majoring knowledge and practical experience. In order to overcome the aforementioned problems and strengthen the function of the self-audit in local governments, we suggested a new system as a solution by considering various audit environments. This study is to find the problems of local Audit and suggest the new system of self audit evaluation system. Electronic self-authority and inspection system is strengthen the self-authority audit & inspection and ultimately will be making strength the effectiveness of local government performance.

This paper explores the ways by which the authority concerned with nuclear energy policy-making in Korea can strengthen its organisational sustainability from long-term perspective. In doing so, it applies the system dynamics approach to predict what would happen to the organisational sustainability of the nuclear energy authority in the future. In the process of analysis, it also draws causal loop map of components contained in the simulation model and constructs user-interface simulation model. It shows different predicted future values regarding organisational sustainability of the nuclear energy authority in Korea and puts forward some policy implications for practitioners and academics involved in nuclear energy policy.

Attitude command response type required for enhanced handling qualities of helicopter can be implemented by mechanical automatic flight control system with SAS actuators which have limited authorities. However, the early saturation of SAS actuator hinders the helicopter from following the attitude command for large stick command. Auto-trim controller can delay SAS actuator's saturation by utilizing trim actuators and allows the attitude command response type for larger stick command. This paper describes the control law for limited authority system of helicopter with auto-trim. Limited authority system is applied to BO-105 linear dynamic model and simulation is performed along with handling quality analysis.
