항공안전 위기관리 모형 구축에 관한 연구 (Modeling the Aviation Safety Risk Management)

  • 항공수요의 급속한 팽창으로 항공기 운항의 증가와 공역 및 활주로의 혼잡도 심화로 인해 운영상 위험(Operational risk)이 급증하고 있어 체계적인 항공안전에 대한 위기관리시스템의 구축이 필요하다 항공안전 분야의 선진국일수록 평상시 비상대응체계 및 여러 가지 위험관리기법을 가동함으로써 조직의 긴장감 유지 및 예방안전의 도구로 활용하고 있다. 따라서 항공운송산업의 안전에 대해 총괄적인 관리 감독의 의무가 있는 항공안전본부 차원에서 이와 같은 과학적인 위기관리 모형을 이용한 위기관리체계의 도입이 필요하다. 위험요인분석 기법들은 데이터베이스가 구축되어 있거나, 충분한 정보와 자료가 있는 경우에는 사용될 수 있으나 현재의 국내 여건 상 충분한 자료의 확보가 곤란하여 실용적으로 사용되기가 어려운 것이 현실이다. 따라서 본 연구에서는 현재의 제한된 자료를 사용하여 실현가능 한 위험관리모형을 제시하기 위해 위험인자를 선정하고 각 위험인자에 대한 중요도와 발생빈도를 계산한 후 위험관리 모형을 제시하였다 이러한 위험관리 모형을 통해 항공운송분야에서 주기적 위험관리를 효과적으로 시행하기 위해서는 반드시 국가차원의 광범위한 자료의 수집이 선행되어야 한다.

  • 본 연구는 민간투자사업에 있어서 사업관리 조직이 직면하고 있는 장애요인을 진단하고 효율적인 사업관리 체계 구축을 위한 방안을 제시하고자 한다. 먼저, 본 연구는 사례연구 방법론을 적용하여 인천국제공항철도 건설사업에 참여한 전문가들을 대상으로 표적그룹 인터뷰를 실시해 민간투자사업의 문제점을 조사하였다. 이를 조직행동론에 근거해 장애요인을 사업환경과 프로젝트 조직체로 구분하여 체계화하였고 각 문제별로 대응하는 원인들을 도출하였다. 민간투자사업에 참여하는 집단 간의 관계와 행동의 결과로부터 기인하는 문제점들은 매우 다양하고 복잡한 양상을 띠지만 그 원인을 요약해 보면, 목표의 차이, 지각의 차이, 행동경향의 차이로 구분할 수 있었다. 이들 원인의 기저로서 역할과 책임을 고려하지 못한 계약체계, 사업목적에 대한 근본 인식의 차이, 시공사의 지분참여가 가장 중요한 요소인 것으로 나타났다. 이에 근거하여 본 연구는 참여주체별 역할과 책임을 명확화 함으로써 조직행동론 관점에서 사업관리를 효율화화기 위한 개선방안을 제시하였다.

Integrating Ant Colony Clustering Method to a Multi-Robot System Using Mobile Agents

  • This paper presents a framework for controlling mobile multiple robots connected by communication networks. This framework provides novel methods to control coordinated systems using mobile agents. The combination of the mobile agent and mobile multiple robots opens a new horizon of efficient use of mobile robot resources. Instead of physical movement of multiple robots, mobile software agents can migrate from one robot to another so that they can minimize energy consumption in aggregation. The imaginary application is making "carts," such as found in large airports, intelligent. Travelers pick up carts at designated points but leave them arbitrary places. It is a considerable task to re-collect them. It is, therefore, desirable that intelligent carts (intelligent robots) draw themselves together automatically. Simple implementation may be making each cart has a designated assembly point, and when they are free, automatically return to those points. It is easy to implement, but some carts have to travel very long way back to their own assembly point, even though it is located close to some other assembly points. It consumes too much unnecessary energy so that the carts have to have expensive batteries. In order to ameliorate the situation, we employ mobile software agents to locate robots scattered in a field, e.g. an airport, and make them autonomously determine their moving behaviors by using a clustering algorithm based on the Ant Colony Optimization (ACO). ACO is the swarm intelligence-based methods, and a multi-agent system that exploit artificial stigmergy for the solution of combinatorial optimization problems. Preliminary experiments have provided a favorable result. In this paper, we focus on the implementation of the controlling mechanism of the multi-robots using the mobile agents.

국내용 지상이동 유도 및 통제시스템(A-SMGCS) 기술기준 (An Analysis on the Technical Regulation for A-SMGCS in Korea)

  • A-SMGCS는 지상이동 안내 및 통제시스템으로 ICAO 매뉴얼에서 정의된 단위시스템이다. 이 시스템은 야간이나 기상 조건을 포함하여 모든 기상 조건하에 목표 안전수준을 유지함과 동시에 일정 수준의 수용능력을 유지하기 위한 것을 목적으로 한다. 본 논문에서는 현재 개발되고 있는 국내형 레벨 IV급 A-SMGCS를 이루고 있는 14개의 모듈별 기능과 이에 따른 요구사항들을 알아 본다. 또한 해당 체계와 관련된 기존의 SMGCS 매뉴얼과 등화시설 매뉴얼과 같은 국내 관련기준들을 알아보고 A-SMGCS관련 기술기준을 정의 있는 ICAO 9830 매뉴얼, Eurocontrol EMMA2 문서, 그리고 FAA AC-150의 해외 사례들을 알아본다. 이러한 결과를 통해 아직 마련되지 않은 국내 A-SMGCS 기술기준 상정을 위한 자료로 사용하고자 한다.

항공사 비정상 운항 복구를 위한 리-타이밍 전략과 개미군집최적화 알고리즘 적용 (Airline Disruption Management Using Ant Colony Optimization Algorithm with Re-timing Strategy)

  • Airline schedules are highly dependent on various factors of uncertainties such as unfavorable weather conditions, mechanical problems, natural disaster, airport congestion, and strikes. If the schedules are not properly managed to cope with such disturbances, the operational cost and performance are severely affected by the delays, cancelations, and so forth. This is described as a disruption. When the disruption occurs, the airline requires the feasible recovery plan returning to the normal operations in a timely manner so as to minimize the cost and impact of disruptions. In this research, an Ant Colony Optimization (ACO) algorithm with re-timing strategy is developed to solve the recovery problem for both aircraft and passenger. The problem consists of creating new aircraft routes and passenger itineraries to produce a feasible schedule during a recovery period. The suggested algorithm is based on an existing ACO algorithm that aims to reflect all the downstream effects by considering the passenger recovery cost as a part of the objective function value. This algorithm is complemented by re-timing strategy to effectively manage the disrupted passengers by allowing delays even on some of undisrupted flights. The delays no more than 15 minutes are accepted, which does not influence on the on-time performance of the airlines. The suggested method is tested on the real data sets from 2009 ROADEF Challenge, and the computational results are compared with the existing ones on the same data sets. The method generates the solution for most of problem set in 10 minutes, and the result generated by re-timing strategy is discussed for its impact.

항공안전규제를 위한 제도개선 방안에 관한 연구

  • This study is to review the problem concerned with aviation safety in Korea and suggest the solution to secure the aviation safety, in respect of regulation. At first, the definition and characteristics of aviation safety are studied, and then the endeavor for the aviation safety of ICAO and FAA are reviewed. All the fields of aviation safety area are included in the scope of this study; airworthiness in aircraft production and maintenance, flight operation, airport operation and air traffic control. The level of safety can be estimated by the frequency of accidents and seriousness. The causes of air accidents can be summarized as five factors; human factor, traffic environment. aircraft, weather, and unexpected incident. The activities to protect accidents are also can be summarized as five areas; man, machine, medium, mission and management. ICAO established the standards and recommends for the aviation safety, and adopted strategic action plan for 21st century. Federal Aviation Administration of USA also contributes for the aviation safety of world wide. Nowadays, ICAO and FAA tries to coordinate each other to set up efficient and effective ways for the aviation safety. ICAO developed safety oversight manual and FAA developed model regulations, individually. However, there has been trials to merge the results of each institute's studies. The direction of this endeavor is to meet the new environment related to globalization of air transport industry. It is necessary for our government to improve the aviation safety regulation system to address the new wave of aviation safety system pursued by international organization. A systematic and comprehensive measure should be devised by cooperation of all the related field and area.

생활소음종합대책 : 교통소음 (Community Noise : Transpotation Noise)

  • This study is a part of ???A study of the community noise:new guideline and policy' which have three main topics and ten sub-topics. Accordingly this part deals with a transpotation noise specifying road traffic ,railroad and aircraft noise, respectively. At first, the ,roadside traffic noise of whole country in 2004 ,22 major cities of total 29 was exceeded the envionmetal noise standards, 55dB(A) at night time ,therefore 24 milion people ,52.4% of korean, who reside at roadside estimates to be exposured the basic problems of this serious noise polluation comes from:: i)It's very limited noise mitigation measures against to continuously increase the number of automobile yearly. ii) and at beginning of road design, It has been neglect to introduce the anti-noise design and layout of road structural scheme as gadient,cutting and viaduct,embankment and zonning of roadside land-buffer area and also re-designation of noise sensitive areas,etc. Secondly ,concerned with the railroad trafffic noise, a inhabitants who are over the envionmetal noise limits,70dB(A), 65 dB(A) in day and night for 34 locations of mayor cities was exposured of 167,000 and 329,000 respectively. With the development of noise mitigation schemes in line with this study it is likely that noise monitoring system needs new installation as well as common use of noise assessment index with $L_{MAX}\;and\;L_{EQ}$. Lastly,noise complaints of millitary aircraft has been rapidly increasing ,so 2.9%(1.4 minion) person demands a compansation of \2,133 billion complying with their requirements we suggest to minimise the airport noise that is to develop of noise abatement procedure ,to make new noise index, to increase budget for house insulations and also to more increase of those the noise monitoring system and to unify the management etc.

中國通用航空立法若干問題研究 (Some Issues on China General Aviation Legislation)

  • General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.

중국효과와 해상/항공 복합운송 (China Effect and Sea/Air Intermodal Transport in Korea)

  • 우리나라가 중국발 해상/항공화물 운송을 발전시켜 복합운송시장의 우위를 점한다면 중국교역의 물류거점지역으로 자리를 잡을 가능성이 있다. 이에 따라 본고는 중국경기가 해상 및 항공물동량에 미치는 효과를 통해 새로운 운송체계의 필요성을 제기하며, 우리나라 해상/항공 복합물류의 특성과 현황을 살펴본 후 활성화 방안을 제시하였다. 먼저 이동회귀분석 통해 해상물동량과 항공물동량 모두에서 경기계수가 시간의 흐름에 따라 작아지고 있으며, 해상물동량의 경우가 항공물동량보다 더 빠르게 중국경기의 영향력이 감소하고 있음을 알 수 있었다. 따라서 중국경제의 성장과 물동량 증가가 우리나라 해상물동량과 항공물동량 증가로 이어지는 구조가 악화될 수 있음을 나타내고 있다. 앞으로 새로운 운송체제의 구축이 필요함을 알 수 있었다. 그리고 해상/항공 복합운송의 활성화를 위해 해상/항공 복합운송 잠재수요의 파악 및 마케팅, 중국내 면허자격의 완화와 교차물류단지와 조성, 한 중간 해상운송시간의 단축, 통관시스템의 개선, 국적항공사의 항공기 스페이스 확보와 저렴한 운임을 제시하였다.

국내 GBAS 운용을 위한 시스템 설계 및 제작 승인 기준 개발 (A Development of System Design Approval Criteria for GBAS Operation in Korea)

  • GBAS는 항공기들의 착륙을 위한 정밀접근 서비스를 제공하는 항행안전시설이므로 정상 서비스 제공을 위해서는 항행 서비스 제공자 혹은 항공 규제기관으로부터의 승인을 획득하여야 한다. 현재까지 우리나라는 GBAS 시스템에 대한 개발 혹은 운용 경험이 없기 때문에 GBAS에 대한 승인 기준이 마련되어 있지 않은 상태이다. 향후 GBAS 시스템의 도입 및 운용 시의 승인 기준을 개발하기 위하여 한국항공우주연구원에서는 상용 GBAS 시스템인 SLS-4000을 김포 공항에 설치하고 시험을 수행하고 있다. 본 논문에서는 그 중 시스템 설계 및 제작 승인 기준에 대한 개발 내용을 정리한다. 미국, 독일, 호주 등에서 진행된 승인 사례를 조사하여 우리나라 승인기준 작성 방향을 결정하였고 상용 시스템의 FAA 승인 시 제출 문서들을 분석하여 우리나라 설계 및 제작 승인 기준 항목들을 도출하였다. 본 승인 기준은 향후 GBAS 시스템 도입 시 승인 과정에 직접 활용 가능할 뿐 아니라 우리나라 자체 위성항법 기반 항행안전시설 개발 시에도 요구사항 분석, 설계, 개발, 산출물 관리 등에 참고될 수 있을 것으로 기대된다.
