Analysis of Aircraft Noise at Gimpo International Airport according to Changes in International Flight Operations (국제선 운영변화에 따른 김포국제공항의 항공기 소음 분석)

  • Gimpo International Airport is a strategically utilized airport based on government policy, but there are many residents living around the airport, so it is very sensitive to changes in airport operation. In the past, similar noise results were obtained for aircraft noise at Gimpo International Airport despite changes in aircraft types and an increase in the number of aircraft operating, and recently ICAO proposed a low-noise aircraft noise standard (Ch.14). Since the new standard has a noise reduction effect of up to 15dB compared to existing aircraft noise, ICAO and Europe EASA predict that future aircraft noise will be reduced if the latest technologies such as low-noise aircraft are applied. Therefore, this study establishes the aircraft operation performance and measured noise of Gimpo International Airport in 2022 as a baseline scenario, noise changes using various scenarios of introduction of low-noise aircraft, operation of mid-to-long-distance routes, and changes in future air traffic demand were analyzed using simulation.

Comparison of Noise Reduction Policy in Medium-sized Airports (중형 규모 공항의 소음저감 정책 분석)

  • The development in air transport increases noise around the airport. In order to reduce the noise around the airport, International Civil Aviation Organization has made a lot of effort since the 1970s and Many countries, including South Korea, are implementing many noise reduction policies. This paper investigates those noise reduction policies of medium-sized airports with similar frequency to Gimpo, Jeju and Gimhae airports in South Korea and compares eleven airports in Europe, eleven airports in Asia and five airports in America, including Oceania. According to the research, European countries developed and applied the navigation procedure to avoid the noise area according to the characteristics of the airport. In Asia, there are not as many domestic noise reduction policies. In case of the United States, it provides information only on noise-sensitive areas around airports. After having investigated various policies, this research has examined the noise reduction policy of South Korea. It is concluded that new navigation procedures which reduce noise should be developed.

  • The number of international passengers at Gimhae International Airport, the fourth-largest airport in Korea, is gradually increasing. This raised the need for a new airport in southeastern region, and Ministry of Land, Infrastructure and Transport decided to build a new runway for Gimhae International Airport. In this study, to predict the noise generated by a new runway, the noise analysis using the aviation environmental design tool (AEDT) of Federal Aviation Administration (FAA) was performed. In this paper, when a new runway was built at the Gimhae International Airport, an area of noise damage that is increasing than the present was predicted using arrival and departure data of airlines in a day.

  • Nowadays military aircraft noise significantly affect a number of people near military airport. This paper is mainly focused on a presentation of the proper counterplan against aircraft noise in KWANGJU airport, after research and analyze the present situation of aircraft noise damage and problems, including various civil appeal and Korean laws and policies, related to KWANGJU airport.

A Study on the Prediction of Aircraft Noise Level at Jeju International Airport (제주국제공항에서의 항공기 소음 예측에 관한 고찰)

  • This study is carried out to propose an empirical equation which can promptly predict the aircraft noise level at a specific point (a receptor) near Jeju international airport by using the information of the flight path data. For this purpose, Analyses of multiple linear regression with the slant distances (SD) calculated from the gate analyses of the flight path data, aircraft noise certification levels with unit of EPNL(effective perceived noise level) and noise levels measured at receptors are performed by SPSS package. From these regression analyses for approach and departure of aircraft, we can propose empirical equations which is statistically significant. The noise levels predicted by these empirical equations are highly correlated the measured data.

  • Airport noise problem is a relatively new social issue in Korea, but is gaining wide attention so serious as to seek court settlements sometimes. This paper reviews the present status of airport noise problems in Korea and the measures to counter them. A particular emphasis is given to the evaluation of the effectiveness of household noise shield program which was begun in 1994. The program has proved a reasonable success so far, providing future directions in dealing with this social issue.

  • The purpose of this study is to establish the noise abatement procedures in Kimhae International Airport and also make noise limit and methods to monitor and detect an aircraft flying over Kimhae airport. First of all, noise monitoring system(NMS) should be set up, have a test and noise limit will be adjusted afterwards. Before applying Noise Abatement Procederes and noise limit, the amendment of Aviation Law 'article 108' required to proceed. The accumulative data and long term process of NMS will proceed and it is necessary to issue a notification of noise limit in phases.

  • The intense noise generated by military aircraft hans a significant impact on ground crews and their families on airbase. For minimizing the impact of the aircraft noise on the airport, appropriate indoor noise standard is required. This paper studied to establish the indoor noise standard on the military airport. The aircraft noise was measured and analyzed the frequence characteristics. the remodeling of office for the noise mitigation was enforced to verify the appropriate internal noise standard and to select the method of reinforcement. The noise standard was classified three categories according to the dwelling, office and usage of building with flight train facilities and banishment in military airfield.

Spatial Planning Approach to Noise Mitigation for Areas Adjacent to Civil Airports (민간공항주변 항공기소음 관리를 위한공간계획적 접근)

  • The main purpose of this paper is to suggest a spatial planning approach to effectively deal with airport noise problems in neighborhoods adjacent to civil airports. Rapid urbanization around the airports, as well as growing concerns on quality-of-life, resulted in ever-growing airport noise complaints, lawsuit, and central government's financial burden. S. Korea government adopted a restriction- and compensation-based airport noise management policy against the problems in mid 1990s. It, however, turns out to be ineffective in guiding incompatible land uses and facilities away from the airports' environs and to encourage compatible ones to locate around the airports. Base on the United State's and United Kingdom's airport noise management practices, therefore, this study suggests a new spatial planning approach that emphasizes the following: 1) diversification of current airport noise mitigation programs, 2) introduction of "sector"-based, spatial management system, and 3) central government's close cooperation with local governments and communities.

A Study on Legislation Related to Noise Countermeasures in Military Airfield (군용비행장 소음대책 관련 입법안에 대한 연구)

  • In Korea, a Law on Airport Noise Prevention and Noise Control Area Support has been in effect since 2010. And also, airport noise measures project and residents support project conducted following the Law on Airport Noise Prevention and Noise Control Area Support. However, a Law on Airport Noise Prevention and Noise Control Area Support does not apply to military airfield. Many city residents already complain about military airport noise, but there are no countermeasures. They claim the noise from the military airfield is an intrusion on their lives, and some people brought a class action against the government. In the 20th National Assembly, some congressmen already proposed some legislations that aims to support residents adjacent to the military airfield. Nevertheless, relevant legislations are currently pending at the 20th National Assembly. Legislation preventing aircraft noise and providing support measures is essential to residents life who near by military airfield. At first, this study looked at legislations proposed by congressmen in the 20th National Assembly. And also, this study looked at A Law on the Improvement of Living Environment around the Defence Facilities of Japan. Based on this study, we did an analysis of the problem of legislation and proposed improvement suggestion. I hope so that this study could someday help congressmen make a legislation about military airfield noise. We hope the 20th National Assembly will pass the legislation finally to help the residents who near by military airfield relieve their pain by noise and restore their human dignity.
