A Study on Certification Procedures for Aircraft Parts Manufacturer Approval (항공기 부품제작자증명 인증절차에 관한 고찰)

  • Aircraft parts are considered as a significant element for the continued airworthiness of the certified aircraft well as a partial component consisting of the new aircraft design. US FAA established the certification system of Parts Manufacturer Approval in 1965, which is contributing to the continued airworthiness of the aircraft in operation and to the expansion of worldwide market of aircraft parts. In this paper, we compared the differences of the certification systems between FAA Parts Manufacturer Approval and EASA European Part Approval, and proposed the rulemaking items to improve Korean Parts Manufacturer Certification System and to contribute to growth of aircraft parts industry.

  • Airworthiness is a term used to dictate whether an aircraft is worthy of safe flight. It is illegal in most countries to fly an aircraft without first obtaining an airworthiness certificate from the responsible government agency. For developing an aircraft, the design modifications and upgrades are considered a high financial risk proposal for most Program Managers(PMs). However Design-to-Certification Integrated System can be a great help in achieving a good design solution in an acceptable amount of time and flight test. In this paper, we present a method to construct database for the Development of Design-to-Certification Integrated System. By using this database, the human designer could manage and find the regulation and requirements related with his concern effectively.

Study for Certification of Aircraft De-icing System (항공기 제빙 시스템의 인증에 대한 연구)

  • De-icing system is essential for any aircraft to fly in icing conditions. So there are two kinds of aircraft-those that are certificated for flight in icing conditions and those that are not. Icing certification involves a rigorous testing program, and relatively few light aircraft carry this approval. From a legal perspective, aircraft that do not have all required ice protection equipment installed and functional are prohibited from venturing into an area where icing conditions are known. There are a few kinds of de-icing system. It is necessary to review the systems in point of aircraft certification considering the operational and safety issues.

  • This study is on the establishment process of Certification Plan of KPP small aircraft development, domestic BASA(Bilateral Aviation Safety Agreement) shadow certification project. For the development of certification plan incorporations process understanding applicable regulations, selection of certification basis, definition of means of compliance and establishment of compliance checklist. On the basis of this process, we develop type certification procedure suitable for domestic small aircraft.

  • An aircraft, its engine and propeller are certified in processes of design, production, and operation respectively. Type Certificate is issued if the aviation authority finds that the design of aircraft, engine, or propeller complies with applicable airworthiness standards and environmental standards. The ICAO (International Civil Aviation Organization) prescribes the international standards and recommended practices of type certification for the contracting states. The FAA (Federal Aviation Administration) and the EASA (European Aviation Safety Agency) established their regulations and procedures applicable to type certification. In this paper, we compared the differences among the ICAO, the FAA, and the EASA regulations, and on this comparison, we proposed the rulemaking items to improve type certification regulations in Korea.

  • This is a study on the establishment of airworthiness certification system fitted for korean military aircraft acquisition and export. Based on the investigation of US civil & military airworthiness system and analysis of the real state of domestic military aircraft acquisition, this paper offers some ideas that can be helpful to establish laws and organizations to certify airworthiness. Particularly this paper suggests that the best way to build airworthiness certification laws/guidelines and technical criteria, the optimal organizational structure which is decentralized by dividing administrative certification authority and technical research center.

  • In the present study, which is currently operating domestically and internationally, from the Technical Standards for Flight Safety of Light Sport Aircraft and certification system through a comparative analysis of the LSA Category Airworthiness Certifications documents. In particular, an aircraft type analysis of FAA certified S-LSA that the speed greater than 120 knots LSA manufactured without United States of America. Through the analysis, we presented a revised plan to activation of the domestic aviation leisure sports and the development of the Light Sport Aircraft industry in reality.

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

  • For establishing new certification requirements for aircraft engines, Technical background of FAR Part33 amendments has reviewed and studied in this paper. The FAA is amending type certification standards for aircraft engines. These changes reflect current industry practices and harmonize FAA standards with those recently adopted by the European Aviation Safety Agency (EASA). These changes establish uniform standards for all engine control systems for aircraft engines certificated by both U.S. and European countries and will simplify airworthiness approvals for import and export.

  • This is a study on the effective and efficient way of airworthiness certification for Korean indigenously developed military aircrafts. Investigating the policy, process, and capability for military aircraft airworthiness certification in USA end Europe, the approach for Korean military aircraft airworthiness certification is recommended. Using FAR as basis for military airworthiness criteria is much more beneficial in initial stage of establishing airworthiness certification system. And all the available resources regardless of civil or military institutes need to be cooperated to accomplish required level of indigenous airworthiness certification capability.
